It is illegal depending on the state but it isn't enforced so you have idiots saying in the left lane.

They overtake to slow, so hold up other traffic to much. Traffic on most Belgian highways is so heavy with the most right lane always full of trucks and the other lanes full of cars. If they start to overtake they cause delay for everyone, if more trucks overtake, the whole highway gets jammed up.

Take a look at the Belgian highways thread. The number of fatal accidents with trucks is very high.

See how much trucks in antwerp in one minute:

Those can also be attributed to a passing ban. If you impose long-distance passing bans for trucks, you will get long convoys of trucks, because the slowest one causes a queue behind it. What you really need is a widening and a reduction of the passing ban to rush hours only.

The three last vids are from Hungary. In the 1st, it can be very clearly seen that the truck driver uses his left turn signal and moves slightly leftwards, in this way trying to prevent the small car's obviously insane overtaking. This is an ultimate warning which vehicles behind a truck should take seriously.

The video captions:
1st from above: "Life-threatening overtaking, enormous braking, closely avoided crash",
3rd: "Baby buggy in traffic (it is easier to push it here, he said - and if run over?)"
