This is my dream plan
have 8-10 lanes on following roads
1) Katraj to Talegaon via Swargate-Shivajinagar- Nigdi. Some of the portion is already there.
2) Hinjawadi to Chandan nagar via pune station
3) Kothrud to Hadapsar vis Swargate.
4) Kothrud- Shivajinagar-Station.
some more brod roads forming the grid.

Redevelop areas along these stretches to broaden the road width with high rises in phases.

In addition I will like to have segregated lanes for 2 wheelers and 4 wheelers as lot of 2 wheelers are crushed in accidents. This will reduce lots of accidental deaths.

If I have power I will mandate a device on all 2 and 4 wheelers so that speed do not exceed 50 Kmph. City roads are not race tracks and lots of rash driving issues will be resolved and also accidental death rate will be nearly 0.

Now coming to Metro

Have metro along the above routes and some additional routes.

Gardens -

Build atleast 5 gardens double the size of saras baug within city limits - If necessary redevelop whatever area possible and use the empty space for gardens.

Water front

Water front along Z-bridge can be developed and have tall buildings on JM road and FC road. Also have tall buildings on Bund garden road with times square type of lighting.

finally Slums along parvati and nearby hills can be cleared and shifted to high rises nearby. Use these hills as a big walkway and have some area for roller coasters/ adventures.

The state government has asked its town planning department to revise the regional plan (RP) for the Pune Metropolitan Region (PMR), by next year.

The move reflects the government's rising concern about the haphazard infrastructure growth because of population pressures in the PMR.

"The state is concerned about the haphazard growth in Pune region in the past decade. The existing regional plan was drafted in 1990. However, the ground situation has changed drastically. It is not able to cope with the rapid pace of changes in the region. Hence, the town planning department should start collecting inclusive data and prepare a new regional plan," deputy chief minister Ajit Pawar said during a meeting attended by town planning officials, district collector Vikas Deshmukh and divisional commissioner Prabhakar Deshmukh in Pune on Friday.

Town planners and experts insist that any changes in the regional plan and its effective implementation would depend on Pune Metropolitan Development Authority (PMRDA), which must go functional first so that the regional plan can be implemented. Pawar did not say a word about the PMRDA going operational.

The PMR, spread over 1,340 sq km in Haveli taluka, was defined in 1967 and comprises Pune, Pimpri-Chinchwad, the three cantonments of Pune, Khadki and Dehu Road, and close to 100 other census towns and villages.

A regional planning board was constituted to draw up the plan. The first plan for 1970-1991 sanctioned by the state came into force in May 1976. A new Regional Plan 1990- 2011 was approved by the government in 1997, and is still valid.

"With the IT sector growing over the last few years, more and more industries are coming to Pune. This has resulted in a rise in population which in turn has led to more construction projects coming up. Lack of proper planning means encroachments on hill tops and slopes and illegal constructions on agricultural land. It is necessary that we have a comprehensive regional plan in place to tackle these issues," said Pawar.

Town planning officials present at the meeting said a major issue before the authorities while preparing the regional plan is that development is fast paced. Hence, those changes must be taken into account at every stage of preparation.

To prevent haphazard development, particularly in the fringe areas of both the civic bodies, the urban development department has asked them to strictly implement the development control rules up to 10 km from municipal limits.

In 1997, the government announced the formation of PMRDA and the state assembly passed a resolution in its favour in 1999. The Metropolitan Planning Committee (MPC), the planning body of PMRDA, was already in place. In April 2008, elections to the 30-member MPC were held. However, in the absence of basic infrastructure, such as office space, the elected MPC members have not been able to do much.

Former town planner with the state government Ramchandra Gohad said, "The fact is that without the implementation body, the regional plan means nothing. When regional plans for Mumbai, Pune and Nagpur were initiated in 1967, Mumbai city started efforts to establish the Mumbai metropolitan development authority (MMRDA). Today, the MMRDA implements the regional plan. In Pune, in the absence of PMRDA, the district collector is the authority to implement the regional plan. But the collector has no mechanism or major powers to execute it."

Gohad said the state government should functionalize PMRDA, appoint officers and make available the required infrastructure and funds for it.

Ujwal Keskar, one of the MPC members elected in 2008, admitted that without state support the MPC could not bring about any difference. "We were helpless. There was no infrastructure like an office or staff. The state was listless about the MPC. Without PMRDA, the regional plan will be of no use. The state should first establish PMRDA and strengthen it with funds," Keskar said.

In April, chief minister Prithviraj Chavan had said a final decision on PMRDA would be taken within three months on the basis of recommendations of a study group.

According to government officials, one of the reasons for delay is the difference of opinion between the Congress and the Nationalist Congress Party (NCP) over the leadership of PMRDA.

While the Congress camp wants Chavan, who heads the MMRDA, to hold the chairmanship of PMRDA, the NCP camp is pushing deputy chief minister Ajit Pawar's name for the post. Pawar is also the guardian minister of Pune.

Replying to a calling attention motion on the subject in the state legislative council in April, Chavan admitted that difference of opinion over the chairmanship among sections was a bone of contention. He also said there was a difference of opinion on what should be the structure of PMRDA.

BJP MLA Girish Bapat said the integrated development of the city is affected because PMRDA is not functional. He wanted the state government to make arrangements and chief minister to announce the date for the actual functioning of the authority.

* Under the provision of Maharashtra Regional and Town Planning Act, 1966, (MR&TP Act), Maharashtra has taken a lead in regional planning and prepared Metropolitan Regional Plans

* The objective of the regional plans is to regulate proper and balanced urban growth within and around the region occupied or influenced by the major metropolises

* The 74th Amendment in the constitution makes local self government to facilitate the planning process through MRTP Act

Decoding PMRDA

* Sharing of water and other physical resources will be handled by the Metropolitan Planning Committee of PMRDA. This will give a major boost to development of several rural areas surrounding Pune and Pimpri Chinchwad which were left out of the development plans of the twin cities

Pune's Development Plan

The first Town Planning Scheme in Pune was prepared for Shivajinagar area in 1918. A Master Plan was prepared for the Pune city in 1952. The first Development Plan according to the new legislation was prepared in 1966. The revision of the Development Plan was undertaken in 1976 and sanctioned in 1987. Eight Town Planning Schemes were finalized byl 1989. Development Plan of Sutarwadi was prepared in 1992 and sanctioned in 1995. In Dec 2005 Draft DP for 23 merged villages was sent to state government which approved it recently.

The existing Development Plan 1987-2007 for old limits of PMC covers approximately 146.11 km. The land use according to the sanctioned DP has been implemented to approximately 30%. About 60% of the roads proposed in 1987 DP have been developed. PMC is nearly completing work on the new DP for the old city limits.

‘With Rs 5,000-cr projects, Pimpri will outdo Pune

On Saturday, corporators cutting across party lines gave a warm send-off to former PCMC municipal commissioner Asheesh Sharma who will now head the state energy department. Civic officials said it was a rare event where politicians of all hues gathered to honour an outgoing civic chief.

Sharma said his administration initiated and implemented projects worth Rs 5,000 crore. Among these were JNNURM projects worth Rs 3,500 crore. “Several of these projects have been completed. Only the Rs 400-crore Pavana pipeline project remains stuck,” he said.

Sharma said when he took charge, only three roads — Pune-Mumbai, Pune-Nashik and the Telco — were in shape. His administration, Sharma said, took up the challenge of constructing five big roads. “These big roads are worth Rs 1,200 crore. They would further enhance the reputation of the industrial town,” he said.

The roads are Nashik Phata to Wakad, Aundh-Ravet, Kalewadi-Dehu, Dehu-Alandi and Bhakti-Shakti-Kiwale. Of these, Sharma said, Nashik-Phata to Wakad and Kalewadi-Dehu would connect the entire Pimpri-Chinchwad. “So far, Pimpri-Chinchwad has been divided into two. These two roads would change that. From Bhosari, you will reach Hinjewadi in no time and can take the bypass to Satara and Kolhapur. Similarly, the Bhakti Shakti-Kiwale Road offers a quicker route to Mumbai.” On these roads, Sharma said, two flyovers worth over Rs 200 crore are coming up. “The double-storied Nashik Phata flyover being made with assitance from the World Bank is the first-of-its-kind in Maharashtra,” he said.

Mayor Mohini Lande said Sharma revived the fortune of PCMC. “PCMC had run out of cash reserves. Sharma breathed life into it.” she said.

Sharma said he cut unwanted expenditure and applied brakes on cost escalation of projects. “PCMC today has over Rs 400 crore deposits,” he said.

Revised regional plan by next year, PMRDA proposal still stuck

The revision of the Regional Plan is unlikely to be affected by the delay in forming the Pune Metropolitan Region Development Authority (PMRDA), with the state government keen to have the same prepared by next year.

Deputy Chief Minister Ajit Pawar has, in a recent meeting, directed the town planning department to start collecting data for preparing the new plan.

“With huge hapahazard development in areas spread in 10-km radius of the corporation limits, it is essential to have a basic plan to bring some order. The existing regional plan was drafted in 1990 and with the ground situation having changed drastically, it is essential to have a new revised regional plan,’’ district collector Vikas Deshmukh said.

The government has asked the town planning department to revise the plan by next year but the PMRDA plan is still pending. The regional development authority, mooted in 1997 and cleared by the government in 1999, will be spread over 1,340 sq km, covering Pune, Pimpri-Chinchwad and three cantonments — Pune, Khadki and Dehuroad.

The first plan for 1970-1991, sanctioned by the state, came into force in May 1976 while the new regional plan in 1990 — applicable till 2011 — was approved by the government in 1997. Largescale encroachments in these areas have forced the government to bring in the new plan as early as possible. The urban development department has, meanwhile, laid down guidelines to strictly implement the development control rules within a 10-km radius of municipal limits.

A metropolitan planning committee has been set up as part of the PMRDA plan, but its members are yet to meet.

The chief minister had, in April, stated that the final decision on PMRDA will be taken after basic recommendations by a study group. The difference of opinion between the Congress and the Nationalist Congress Party over the PMRDA’s role is another reason for the delay.

Senior officials from the urban development department said the plan, if implemented on the lines of the Mumbai Metropolitan Region Development Authority (MMRDA), would ensure proper phase-wise development.

Power utility instals RF meters to avoid errors

To ensure accurate billing and do away with meter reading errors, the Maharashtra State Electricity Distribution Company Limited (MSEDCL) is now installing radio frequency (RF) and infra red (IR) electricity meters.

A statement issued by MSEDCL said RF meters will be used in urban areas, while infra red meters will be used in rural areas. Distribution of meters will be done in a phased manner. In the first phase, 14,000 RF and 25,000 IR meters will be installed in Pune zone.

At present, the power utility uses photo meter reading system where meter recording is taken by clicking a photograph of the consumer’s electricity meter. In the new RF and IR meters, reading will be taken through hand held units, attached to computers in the IT section of the MSEDCL.

Once the RF meters are installed, a meter reader does not have to visit each and every house to take the reading. Using the hand held unit, recordings can be taken within a 30 metre radius.The system will ensure fast and accurate meter readings, MSEDCL managing director Ajay Mehta said.

Mehta inspected the RF meters installed at Laxmi Road on Tuesday. S P Nagtilak, Pune zone chief engineer, was also present.

People, what are the good upcoming areas in Pune for affordable property purchase in the next year or two?
I am originally from Mumbai but the property prices in Mumbai are so insane I am looking to instead buy a 2 BHK apartment in Pune, but with so much rapid development going on I have no idea where to start looking from. Hopefully some of you guys can help.

Like most people who are starting a family, the things I am looking for are standard- a well-built apartment complex with decent amenities, good neighbourhood, access to good schools (existing or proposed) and public transport available to go to railway station/shopping etc.

Please suggest areas and particular projects if you guys know any, that would be a good choice. Thanks

I am not in the real estate business so can't help much. There are many up and coming areas, the newer areas will face some infrastructure issues as development is faster than civic amenities. There are many areas, you will have to google a bit. There are many websites like SSC which are real estate discussion forums and people there who are actually buyers/agents will have much detailed info.

Satellite towns,nodes for Pune

The central governments support to develop satellite towns and nodes around cities,and implement Regional Rapid Transit Systems (RRTS) to enable people living in the suburbs to commute for work,has come as a shot in arm for the Pune Metropolitan Region (PMR).
The central government,as a policy decision,had recently identified eight RRTS corridors to connect various towns/areas of the National Capital Region in New Delhi.These links are expected to provide fast and reliable connectivity to those districts in UP,Haryana and Rajasthan,which have been identified as the major source of Delhis increasing migrant population.
The state governments Urban Development Department (UDD) is exploring the possibility to replicate the same model for Pune,Mumbai and Nagpur regions.In fact,the state government has asked the town planning department to collect a data to draft a plan for development of nodes and satellite towns around Pune and incorporate the same in the revised Regional Plan (RP) for the PMR spread over 1,340 sq km in Haveli taluka.The PMR comprises of Pune,Pimpri-Chinchwad,the three cantonments of Pune,Khadki and Dehu Road,and close to 100 other census towns and villages.Urban planners and experts feel that with the Centres help the state government can develop nodes and satellite towns around Pune and develop bus and metro based RRTS.
Nodes are centres of activity,such as commercial centres,retail centres,education facilities,etc.A satellite town or a satellite city is an urban planning concept.These are smaller local bodies adjacent to a major city which is the core of a metropolitan area.They differ from suburbs and subdivisions.
The revised RP will concentrate to decentralize the urbanization around Pune city.As the central government has strongly recommended satellite towns and nodes with RRTS system,the state government will join the bandwagon, a top UDD official told TOI.

The RRTS Plan


The high-speed-rail-based Regional Rapid Transit System (RRTS) would enable people living in the suburbs of metropolitan and non metropolitan cities to commute to work,thereby easing the pressure on the infrastructure services within the city.
The central government has a funding plan that envisages a mix of contributions from the Union and the state governments,loans from multi-lateral agencies and participation from the private sector.
The state government had appointed the committee to look into the nitty-gritty of the transport plan for PMR.Now that the central government is supporting the RRTS system,the state government should draft a plan seeking funds for PMR, said Ujwal Keskar,former member of Metropolitan Planning Committee (MPC) for Pune region.
Different types of funding mechanisms,such as exploiting transit-oriented development potential,monetization of land and PPP model for implementing these capital-intensive projects,are being tapped.The RRTS could be integrated with the proposed Metro and BRTS system in the city.The faster connectivity will reduce the pressure on citys infrastructure by opening up the region,including the housing market.
The Environment Status Report (ESR) of the PMC states that one cannot deny the fact that Pune is among the fastest growing cities.Over the last few years,the educated class and businessmen have made the city their home,thanks to the growth of education centres,manufacturing units,the Information Technology boom and the spurt in BPOs.The population escalation has led to a direct growth of the realty sector with property prices of this once pensioners paradise sky rocketing.
But,close on the heels of the educated class of job seekers and businessmen came the worker class the migrants from the state and the rest of India.Despite the fact that they worked night and day to make others lives easier,they did not have much of a choice for accommodation.Urban planners say that if satellite towns are developed and transport facility is provided,people would move out of city limits and it will also reduce burden on city infrastructure.

The Working Group on Urban Strategic Planning has identified the following as key problem areas of urban planning.



Lack of regional approach:

The present planning approach focuses only on the core area of the city,without proper vision and strategy to integrate the peri-urban and rural areas within a regional framework.Consequently,most cities and their regions are facing serious issues of haphazard development in the urban periphery,environmental degradation and depletion of natural resources

Rigid and deterministic plans:

The planning process carried out through master plans in Indias cities is rigid and deterministic.It lacks the integration of spatial planning (including transportation and land use planning) with sectoral planning

Congestion and long commutes:

Inefficient public transport systems and deficient road networks have resulted in poor accessibility,long trip durations and congestion on the street,not only within cities,but also in their extended peri-urban areas

Slums and squatter settlements around industrial estates:

Industrial developments are planned with little or no provision for the EWS housing needs resulting from direct and indirect demand generated by such development

Randomly located new developments such as SEZs and Townships:

The lack of a regional perspective results in major new developments coming up in random locations often with unforeseen consequences with respect to infrastructure adequacy,overcrowding of existing urban centres,environment and other considerations.

PUNE: The Pune Municipal Corporation (PMC) will seek funds worth Rs 20,000 crore from the central government in phase II of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to complete water, sewage and transport projects.

"The PMC has to submit the proposal under JNNURM-II by October-end. The proposal will include completion of sewage treatment plants, new water supply projects and purchase of buses for PMPML, etc," municipal commissioner Mahesh Pathak told a Congress delegation led by member of Parliament Suresh Kalmadi on Saturday.The delegation demanded that the civic body help the Pune Mahanagar Parivahan Mahamandal Limited bring more buses on roads as the public transport in the city was crumbling. Pathak said political parties should support the Bus Rapid Transit System (BRTS).

"The civic body will seek central funds for a project to draw water from Bhama Askhed reservoir. Funds will also be sought for the High Capacity Mass Transit Route. Besides, we are working on the detailed project report for Parvati and Wadgaon water treatment plants," said Pathak.

The Union government will launch the second phase of its urban renewal mission in about four months to cover infrastructure deficit throughout the country and manage huge urbanisation programmes.

Phase II of the JNNURM, which will be carried out over the next five years, envisages a larger, more proactive role for the private sector in providing basic services to citizens. Capacity building, creation of municipal cadres in states and active involvement of citizens in the entire process will be essential in JNNURM II. With the Centre endorsement to private participation in shaping civic water supply and sanitation, the civic body will be able to speed up pending projects, such as installing water meters, leak detection and setting up new STPs, civic officials told the delegation.

Missile 3 city labs helped to develop will safeguard airbase from aerial threats

The Lohegaon base of the Indian Air Force (IAF) will soon get air defence (AD) cover from the indigenous Akash surface-to-air missile (SAM). The airbase will induct a squadron of the missile weapon system, the development of which has contributions from three Defence labs in Pune.

The Gwalior airbase has already inducted a squadron of the medium-range SAM while several squadrons are being stationed at IAF bases along the Northeast.

Talking to reporters on Wednesday in the backdrop of Air Force Day celebrations to be held on October 8, Air Commodore V R Chaudhari, Air Officer Commanding of the Lohegaon-based 2 Wing said, “The Akash weapon system will be inducted here. The induction is in the final stages and the entire equipment is expected in a few months.” Akash system is expected to replace the Russian Pechora SAM system of the IAF, phasing out of which is long overdue.

Akash has been developed under the Integrated Guided Missile Development Programme.

The system integration has been done by DRDL, Hyderabad. Three DRDO laboratories in the city too have contributed to development of the missile. While the launcher has been developed by the Research and Development Establishment (R&DE) in Dighi, the warhead has been developed by the Armament Research and Development Establishment (ARDE). The High Energy Materials Research Laboratory developed the propellant.

The all-terrain weapon system can simultaneously engage several air targets in fully automated operations mode.

City’s boundary set to change

The delay on account of political parties in Pune Municipal Corporation (PMC) not reaching a consensus on merging adjoining villages with the city notwithstanding, the state government has used its power at last. It has notified its intention on the inclusion of 28 more villages in the PMC jurisdiction through a government resolution (GR).

The state has sought suggestions and objections from citizens on the decision within a month of this declaration.

The move will redefine the boundaries of the city in all directions. Towards north, the city limits will be extended to Balewadi, Baner, Aundh, Bopodi, Kalas, Dhanori and Lohegaon. The northeast boundary will be up to Lohegaon and Kharadi.

Towards east, the PMC limit will be up to Kharadi, Manjri Budhruk, Phursungi and Mula-Mutha river. The South-East boundary will extend to Vadachiwadi, Uruli Devachi, Holkarwadi and Phursungi. To the south, the city will extend up to Dhayari, Ambegaon Khurd, Katraj, Yeolewadi, Autade, Handewadi and Holkarwadi.

The boundary will go up to Khadakwasla and Kopre in southwest. Towards west, the boundary will be up to Kondhwe-Dhawade, Bavdhan Budhruk, Bavdhan Khurd, Mahalunge and Sus. The northwest limit will be up to Mahalunge and Balewadi till Mula river.

“The state government had consulted the PMC over extending the PMC jurisdiction. We had submitted a detailed report on the impact of including the villages in PMC area. The state government has listed all villages but one suggested for inclusion,” said municipal commissioner Mahesh Pathak.

Director Satish Rajwade's rom-com hit 'Mumbai Pune Mumbai' (2010) will now be remade in two south versions — Telugu and Tamil. A Udayashankar is producing both the remakes and director Kanmani will be directing the Telugu version titled 'Made in Vizag'.

While the original film showcases Swapnil Joshi and Mukta Barve as the lead pair who accidentally meet and fall in love, surpassing the arguments between them on whose native city is better; Kanmani's film will see south actors Yashwin and Nikhita Narayan playing their parts. It was earlier reported that Mumbai Pune Mumbai was being remade in Hindi. "I am really happy that the subject of the film is proving to be an inspiration. Kanmani has told me that he will keep the concept of the film intact," expresses Rajwade.

Villages merger: 3 rules for a city

PUNE: .As the State government has given its nod to include 28 new villages within the jurisdiction of Pune Municipal Corporation, the civic body will have to frame a new development plan for these newly merged villages.

Pune will remain as one city but will have three different rules.

There already exists two development plans in the city-one development plan is of the old city limit and the second is of the merged 23 villages which were included in the PMC limit in the year 1997.

Now the civic body will have to start the development plan for these newly merged 28 villages in the PMC.

The city improvement committee of the PMC on Thursday approved the draft development plan for the old city limit and the panel approved the construction on Hill Top and Hill Slope (HTHS).

In the old city limit area, the land owners will be able to erect houses on HTHS areas.

The other development plan for the merged 23 villages is pending with the State government. In the plan, construction is not allowed on HTHS areas and all these areas are reserved for the Bio Diversity Park (BDP).

PMC is going to frame the third DP and there will definitely be different rules for the newly merged villages.

At present there are two different rules in the existing two DP. Municipal commissioner Mahesh Pathak said that once the process to include the 28 villages is complete, the civic administration will need to start the Development Plan for these 28 villages.

It is true that there will be three Development Plans for one city. The elected members and State government will decide the rules and policy for these 28 villages, he added.

There will be three different rules in one city. Pune Janhit Agadi's president, Ujwal Keskar said that had PMC a uniform policy, there would not have been any need to have different policies for each DP.

Fish found dead in Katraj lake

Several fish in the Katraj lake were found dead on Friday. Mangesh Dighe, environment officer at PMC told TOI that water samples from the lake were taken on Friday and sent to PMC laboratory. The report is expected on Saturday.

"The director of the Rajiv Gandhi Zoological Park's informed that several fish were found dead in the Katraj lake located inside the park. We have collected water samples from the lake to know the cause of death of the fish. Various parameters will be analyzed from the water samples at the laboratory," he said.

"At present, the lake is covered with water hyacinth. It could have affected the fish. Boating has also been stopped now. But we have to confirm. The report will help us know the exact cause," he added.
