Yeah, I'm really glad to hear that those people won't just be kicked out of their homes; it's a nice upgrade for them, instead .

I agree though, no more commie blocks. Just give us one or two nice, big(ger) towers closer to the rest of Gaepo-dong and reforest the rest. I also can't ask enough that some innovative Korean architect be given the chance to do something really noteworthy.

They are ILLEGAL greedy people. Did you know how much buying and sell in real estate market? about $ 100~200 thousands USD!!! can you imagine illegal people selling their "free rent privilege".
Seoul government can not kick out them from village cause they threaten commit suicide.

Well, South Korea spends the least amount of money on social welfare of all developed OECD countries by a fair margin, so if this is how the government wants to better support its needy people, so be it .

I'm sorry Inno, but you're misrepresenting the reality of the welfare situation in Korea. It's true that Korea spends about 30% of its government budget on Welfare (in 2015, 115 out of 363 trillion wons). But many countries (including many European OECD) allocate over half on their government spending on Welfare.

More importantly, government spending itself (as a % of GDP) in Korea is the lowest of all OECD countries, at 30.2% of GDP. So both public spending and share of public spending dedicated to welfare are amongst the lowest in the OECD.

That being said, it's true that recently (at least since President Park's election), further emphasis as been placed on welfare state, but that still doesn't translate in numbers comparatively with other developed countries.

And the government budget is at no risk of defaulting. Its public debt (around 33%) is low, its credit rating (A+ - stable, S&P) is decent, and the budget deficit is only 2.1%. This means that debt as %age of GDP is actually contracting, factoring in growth and inflation.

Now, Korea does have large private debt as well as large municipal and regional debt, but stating that Korea's growing welfare expenditure is on the brink of causing the country to default is wrong.

Well, I will say that from what I've read and what I understand about how government debt is dealt with in South Korea, a large (if not disproportionate) amount of it is carried by municipal and provincial governments, but Seoul is probably the place most likely to be able to sustain that kind of debt, in any case, and total of $.6 billion of debt isn't much against an economy that's worth at least half a trillion USD.

Considering that Seoul's housing stock is beginning to age, and that a lot of it was quickly-built and of poor quality to begin with (after all, the country was much, much poorer 30-40 years ago), it makes a lot of sense for government money to go to providing new housing for those in need. I'm just anxious to see what the Guryong development looks like.

It's not the Korean Government budget that you're mentioning, it's the city's 25 districts' budget. National government and municipal governments are completely different entities with separate budgets.

In addition, after browsing through the article quickly, not just the title (I don't speak Korean fluently, so yeah, I might not be 100% right...). If a default would come to occur (in October '15) that would be mainly because local entities and national governments are arguing about who should bare which responsibilities and how much money should the National Government allocate to fund municipal governments. That's why the local governments are crying wolf 11 months before any possible default, to gain leverage.

The issue is about National / Local government balance of power more than it is about local government truly running out of cash. (I'm conceding that due to imperfect Korean skills, and browsing through the article, my interpretation is imperfect)

By the way, the definite answer to the title is : Seoul's 25 district: Welfare budget "Boycott"... Default Next year in October

Finally, you failed to mentioned that in my previous post, i DID acknowledge that the local government debt situation (and private debt) was an issue. My point was specifically that you attributed a local government debt problem to the entire national government's welfare policy that was about to ruin the country.


And finally... please stop bullying other members by assaulting them with intimidating questions, in all caps and large fonts, using language proficiency as a cheap argument. Also, we all know your desdain for Mayor Park. You're entitled to your opinions (and I happen to share most of them), but using swear words constantly to refer to him is not constructive. So the line is supposed to relieve the Southern part of the Seoul Subway Line 2. It's gonna be a high-speed subway system, similar in principle to the ShinBunDang Line.

Faster train, deeper tunnels, and more importantly, fewer stops (which greatly improves transit time).

Project is planned for a 2027 completion. For most of the track, it should run alongside (or underneath) Line 2, at least from Sillim to Jamsil. However the line is expected to run farther West, up to the Dongare intersection in Eastern Bucheon. However, contrary to inno4321's early report, it doesn't seem like the line will run all the way to Songdo.

One project that is supposed to go all the way to Songdo though is the GTX Express Regional Train Service, but that's a different line alltogether

Inno, it looks like on that map that there will be a more direct connection between Incheon Airport and the Gyeongchun line out to Chuncheon. It also says that that will lead to Sokcho. Do you know if that's supposed to be for the Pyeongchang Olympics in 2018, connecting to the Jungang line down to Wonju, or is it part of the longer-term plan for a high-speed rail line to Korea's east coast?

I was so disappointed I wasn't able to go to the east coast when I was in Korea years ago; it looks really beautiful!
