The map itself is absolutely correct (just ignore the "Area Covered" delimitation) in depicting Seoul and local surrounding jurisdictions.

Of course it depends of what you call a "Metropolitan Area" (as opposed to city, City Proper, urban area, metropolitan area, metropolis) but long story short, yes.

What you have is a map of 수도권, The Seoul Capital Area.
https://en.wikipedia.org/wiki/Seoul_Capital_Area

This administrative area encompasses three separate entities:
-The City of Seoul (10 million people)
-The City of Incheon (3 million people)
-The Province of Gyeonggi (12 million people), but made up of 31 subdivisions (28 called cities and 3 called counties).

Note: The urban area (continuously built-up area) is pretty much the city of Seoul, as all the cities surrounding Seoul are mostly satellite cities (physically separated from Seoul by mountains or fields) rather than suburbs directly interlinked to the Seoul urban area. Although, with urban sprawling, cities like Bucheon, Uijeongbu or Seongnam are more and more physically integrated with Seoul.

At Seoul Slum, a Struggle Over How to Rebuild

For decades, residential redevelopment in South Korea has been synonymous with high-rise apartment complexes, providing modern living and handsome profits for developers. So when South Korean architect Seung H-Sang recently proposed a revamp of a Seoul slum with simple low-rise homes, he faced strong opposition.

Mr. Seung, 52, is pushing to preserve a part of Baeksa Village, one of Seoul’s last remaining shantytowns. He hopes to rebuild the makeshift houses with modern, low-rise structures, keeping some of the village’s characteristics such as serpentine alleyways and even communal bathrooms. He says his plan—backed by the Seoul city government—will preserve the village’s cultural heritage.

But the project has been stalled by demands from some property owners in the village that the city’s administrators choose conventional high-rise apartment buildings instead. Some say Mr. Seung’s plans for smaller houses will not break even, forcing locals to pay some of the costs. The group cites a study by LH Corp., a state-run property developer, for their claims.

Seoul city and Mr. Seung say the LH study has exaggerated the costs of redevelopment along the architect’s lines. A spokeswoman for LH declined to comment.

Baeksa Village sits on a small hill under Mt. Buram on the northeastern border of Seoul. Thousands of homes—built since the late 1960s, when a state-directed center-city redevelopment plan relocated people to the site—are slowly crumbling under pressure of time and decades of shoddy repair. A local handyman says he is often called in the middle of the night to fix walls or collapsed ceilings.

Most hilltop villages around Seoul have disappeared in recent decades. In their place, high-rise towers have been built on flattened land. Many architects, including Mr. Seung, have criticized this model of redevelopment as destroying the land’s unique character and heritage.

“Architecture is storage for our memories… It’s crucial we don’t lose our memories,” said Mr. Seung.

The city’s official tourism website lists Baeksa Village as a tourist attraction. A city official said the local government would continue trying to win over property owners at the site.

The local group says just 20% of their members are “original,” or those who’ve lived in the village for decades. Many have died or left out of their choice. The remaining 80% are newcomers who’ve come for cheap rent—on average around $100 a month—or have bought houses for investment. At the end of last year, there were 2,661 people living at Baeksa Village, according to the village’s district office.

So many old-fashioned people in Korea. The property owners have a major Korean architect interested in redeveloping their properties with a unique and lovely design, but instead want some faceless company putting up anonymous and ugly commieblocks, destroying the landscape in the process. Here's to hoping those people don't win out.

so typical. maximum profit is more important than aesthetics and cultural heritage. ugly commieblocks bring more money and are cheaper, thats why big parts of Seoul look like they look today
but thankfully there are more and more projects like this where people at least try to bring more soul into Seoul's districts.

Anyone know why restorations like this take so long?

This one finishes in year 2039!
Are they waiting for the trees to grow or something?

My guess is that it's because there aren't that many people who can work on this kind of architecture anymore, and that it's a slow and pains-taking process.
