Mais uma etapa foi vencida para a segunda fase do VTL se tornar realidade.

Em reunião nesta terça-feira (24), na Capital, o Conselho Estadual do Meio Ambiente (Consema) aprovou o estudo de impacto ambiental prévio da obra, que prevê a ligação do modal entre a Avenida Conselheiro Nébias e a região do Valongo.



Pelo projeto, a segunda fase do VLT terá 8,2km e 14 estações passando por vias como Campos Melo, Dr. Cóchrane, João Pessoa, Visconde de São Leopoldo, ruas São Bento, Visconde do Embaré, Amador Bueno, da Constituição e Luiz de Camões.

A aprovação do Consema será encaminhada à Cetesb, que fica responsável pela concessão da licença prévia ambiental para o empreendimento. “O parecer técnico confirma a viabilidade socioambiental da fase 2”, explica o secretário de Meio Ambiente de Santos, Marcos Libório, que esteve na reunião do Consema.



A licença da Cetesb é o último requisito para a abertura do edital de contratação da obra, que ficará a cargo da Empresa Metropolitana de Transportes Urbanos (EMTU).

PLANILHA ORÇAMENTÁRIA

A EMTU estima que a licença ambiental prévia seja publicada no Diário Oficial do Estado até final de outubro. Atualmente, a planilha orçamentária do projeto executivo do trecho está em fase final de revisão.

A estimativa de investimento em obras civis é de R$ 270 milhões, com recursos do Tesouro do Estado e financiamento da Caixa Econômica Federal. Os sistemas e subestações de fornecimento de energia estão contratados para o trecho.

Até o primeiro trimestre de 2018, terão desembarcado em Santos os quatro últimos VLTs dos 22 contratados e que serão disponibilizados para a futura operação. Em seu primeiro trecho já implantado, o VLT tem 11,5 km de extensão, ligando as estações Barreiros (São Vicente) e Porto (Santos).

Conforme a EMTU, os dois trechos do VLT da Baixada Santista atenderão cerca de 70 mil passageiros por dia.

Santos LRT Line 2 will be built as street-running type. Amador Bueno St. will share LRT and trolleybuses in the same way.

In paper and speeches, Porto Alegre has already received subway lines with different routes and extensions, modern bus corridors with air-conditioned stations and comfortable terminals similar to shopping malls.
In practice, in three decades of studies, promises, and course changes, neither of the two public transport plans that concentrated efforts in that period took off. Now, after successive deadlines announced to revolutionize mobility, the city was left with none.
A new change of plans - to create a network of BRTs integrated to the Metropolitan Region - left the project undated and motivates debate among experts on the best way forward. Last week, the city revealed a negotiation with Caixa to allocate R $ 115 million originally reserved for the BRT (Bus Rapid Transit) system to complete road works for the Cup and paving and drainage of two more roads (see below) .



As a result, the initiative promised to clear streets and avenues before the 2014 World Cup has no timeline in sight. Earlier this year, the federal government had already buried the dream of the subway by vetoing public transfers of R $ 3.5 billion for the project because of the economic crisis.
The city government argued, in justifying the decision to dehydrate the BRT budget, that the total implantation of the system would cost about R $ 1 billion - much more than the previous figure estimated at up to R $ 285 million to create corridors in João Pessoa , Protasio Alves and Bento Gonçalves, plus terminals and complementary stations. But the comparison between these figures is improper: the billion quoted by the city council refers to the estimated cost to implant a network of BRTs in 74 kilometers of roads in the municipality (based on an average price of R $ 16 million per kilometer), much more than the 18 kilometers of the three corridors hit with the Box.
The head of the Municipal Secretariat for Planning and Management, José Alfredo Parode, also reminds that no executive projects were left for the terminals and stations of the BRT, which would prevent the immediate application of resources. According to him, the transfer of funds was the output found to finish the works of the World Cup:
- We had a responsibility to find a solution for these works.
Luís Ribeiro, the manager of Strategic Transportation Planning at the Public Transport and Movement Company (EPTC), presented another argument to put the bus project in motion: the idea is to put together a mobility plan - to be done by large cities of the country until April 2018 - and, from the guidelines of this document, to recreate the BRT project.
- The intention is to form an integrated network to the Metropolitan Region. But it will still be detailed how this integration will be made, as will the operation, the tariff - says Ribeiro.
Transportation specialist Renato Petry, managing director of Cibertran Engenharia Consultiva, points out that the delay in the implementation of the highways complicates mobility in the Capital.
- Failure to apply these resources in the collective transportation system will imply the continuation of the deterioration and its unfeasibility. The system is steadily falling in quality associated with the inability of users, the only source of financing, to support the increase in cost - the expert analyzes.
CEO of EPTC in the previous management, Vanderlei Cappellari evaluates that the municipality could give a green light to the BRTs, since the repavimientos of the first three axes are in progress and the areas for the construction of the terminals had little pending of expropriations.
- You can adapt the design of terminals and stations to the resource you have, ensuring the minimum for the system to work. Today, we have no alternative to BRT - says Cappellari.
The prefecture intends to start the executive project of the first BRTs until the end of the current management, but there is no longer prediction of when the system can begin to operate.
WHAT IS BRT?
The acronym stands for Fast Bus Transportation and is similar to a subway system. The vehicles travel through exclusive corridors and have their own system of stations and terminals. The passenger pays the ticket when entering the system, not when entering the bus, which reduces the time of stop.

Brasília Metro - 110 South station to be completed by late 2018. The station is one of many that were left unfinished when the system opened in 2002, so the skeleton of the station is already completed.

Como tem feito semanalmente, o Secretário da Infraestrutura, Lucio Gomes, visitou, na manhã desta sexta-feira (1), algumas ações da Secretaria em Fortaleza. O roteiro foi finalizado na Av Borges de Melo, onde a obra da passagem inferior sob os trilhos do VLT Parangaba-Mucuripe e de carga seguem em ritmo acelerado. Acompanhado do Coordenador de Transportes e Obras da SEINFRA, André Pierre, o Secretário percorreu o trecho, que está com 75% de execução.

Os trabalhos se concentram na escavação do túnel, que já está com as paredes prontas. Para concluir as lajes, falta apenas o desvio da linha de carga do trem para a via definitiva, que deve ocorrer até a próxima semana.

“Os trabalhos estão em bom ritmo. Nossa meta é liberar o tráfego na parte de baixo até o Natal. Mas, no que for possível, antes, abrir as alças, as ruas laterais”, reforça o secretário.

Depois do último segmento de laje superior, previsto para ser concretado dia 16, e execução dos tirantes laterais, o próximo passo da obra é a laje de fundo da passagem inferior, por onde irão passar os veículos.


Avanços na obra
Desde a retomada da obra do ramal Parangaba-Mucuripe, em 2015, o objetivo do Governo do Ceará tem sido colocar o VLT pra funcionar, ligando pontos de forma contínua, favorecendo o deslocamento da população. Por conta disso, o trecho que liga as estações Parangaba e Borges de Melo já está em operação assistida, com o transporte de passageiros de forma gratuita. Já o trecho que fica entre as estações Borges de Melo e Iate, foi relicitado e deve ter as obras retomadas em sua totalidade ainda na primeira quinzena deste mês.

Quando finalizado, o VLT terá 13,4 quilômetros ligando os bairros Parangaba e Mucuripe. Desta extensão, serão 12 quilômetros em superfície e 1,4 quilômetro de trechos elevados. O Ramal atravessará 22 bairros, área que concentra mais de 500 mil moradores de Fortaleza. A previsão de demanda potencial do novo modal é de 90.000 passageiros por dia.

De acordo com a companhia, a previsão é receber 10 mil passageiros na nova plataforma. Serão principalmente moradores de Águas Claras e de Vicente Pires, que há tempos reivindicavam a estrutura.

Serão feitas:

- Readequação das instalações elétricas e hidrossanitárias;
- Recuperação das esquadrias e revestimentos (pintura, pisos, impermeabilizações);
- Adequação de acessibilidade (substituição da escada existente e instalação de sinalização tátil e visual de piso);
- Troca dos reservatórios de água; a restauração estrutural;
- Urbanização do acesso e do entorno da estação – como o estacionamento.

NITERÓI - Transoceanic BHS corridor stations may cost much more than initially designed by the city. GLOBO-Niterói survey shows that the estimated value for the construction of the 11 terminals still pending in the work - R $ 36.7 million - is 51% higher than the initial estimated budget of the work in 2014. The municipality states that the cost, equivalent to the ceiling in the current tender to choose the company that will build the stations, was defined by public call.

According to the initial Transoceanic budget, made in January 2014, to which O GLOBO-Niterói had access, the nine Type 1 (lower capacity) stations and the two Type 2 (which carry more passengers) would cost approximately R $ 24.2 million. Even corrected for the inflation of the period, the value still falls short of what can be practiced in the current hiring: R $ 30.8 million. In a note, the city hall says that there was no change in the design of the stations. It also says that the value of 2014 was only an estimate, and that the R $ 36.7 million result from projections presented by companies at the beginning of the year, as part of the bidding process: "Thus, this amount of R $ 36.7 million is an estimate for the bid and not the final value. Since the company is scheduled to be contracted in September this year, Transoceanica's BHS corridor will only start operating in July 2018 if the ten-month period for the construction of the stations is fulfilled. According to Paulo Corval, Professor of Tax and Financial Law at UFF, the variation of 50% between the amounts is not desirable, but can not be considered illegal. He argues that the public call is necessary to define the costs of public works, but the ideal is to be added to other estimates, such as those made by consultancies or based on similar services already contracted by other public agencies.

- The call for the determination of market prices is essential, but it should not be the sole criterion. More research should be done because the cost estimate should be as detailed as possible.
