Personally, I'm not surprised about tram tracks conditions in post-USSR cities, because the lack of funding for network maintenance. You can find anywhere (in Russian or Ukrainian cities) such things.

So, because of accident and inquiry conclution, tram network is suspended indefinitely, starting today, 31st October. Tram is not closing down, but, perhaps, it will have modernisation. In meantime, replacement buses are launched along tram routes

Oh no, the same problem like my hometown Kolkata, although here network is more than double than Almaty. However, such bad track conditions was here before 2005, when the massive concretisatin started to rectify this. Now almost entire network has replaced by concrete bed and new rails, so number of derailments get fewer.

I hope after an aprropriate modernisation like Rio de Janeiro and Kolkata, tram service will resume soon in Almaty.

After a long time construction when Almaty metro opened in 2011, from then, extension is going on. In 2015 it was extended to west Almaty.

Already it has planed more extension. Present line 1 will be extended more west to Kalkaman. Two more lines are also planned. But some says that there will be a separate line to the north Almaty after Raiymbek Batyr, some says it will be the extension of the current line towards north. What is true? Please confirm.

Another line is also planned which will run from east to south via city centre.

They have already closed the tram network for the much extended metro, but metro extension is not satisfactory. It is not good. If they really wish a cleaner and greener Almaty, they must extend metro lines as much as possible.

Right now two more stations are under construction - Saryarka and Dostyk, which will be opened in 2019. Kalkaman and Avtovokzal stations are in planning right now. After Raiymbek Batyr, Line 1 will extend to the north and it won't be a separate line

The saddest thing is most capitals of post USSR countries are neglecting their tramway very much, especially in Asia. After closure of tram system in capitals of Armenia, Azerbaijan, Georgia and Uzbekistan, now tram has stooped in Kazakhstan also.

Only route 4 & 6 were active, but these two routes has also stopped from November 2015.

I read that tram service is suspended until further notice, what does it mean? Will they open it after completely restoring i.e change from cobble stone to concrete, and newly laying tracks, and new rolling stocks? (Just like Santa Teresa tram system of Rio de Janeiro), or there is no hope of reopening the tramway network. Please confirm.

It's not clear whether they will return to the streets - city has preference for buses, but there are no official desicion yet for tram's future. No upgrading is at the moment and there are no funds to improve the system.

As for car accidents - one inquiry (for September 2015 accident) is over and train driver and tram tracks check inspector were sentenced for two year for negligence, with 1,5m tenge (appr. $4472) are required to be paid to victims by tram operator. The other is no word yet, as well investigation of tram cars and tracks maintenance:
