Study Project for Critical Traffic Impovement

Another thread causes me to do some search, and this comes up.

In the morning of June 14, 2011, OCAJI (Overseas Construction Association of Japan Inc.) presented on the final report for the Project for Urgent Traffic Improvement in Phnom Penh to the techincal experts of the Department of Public Work and Transports and Phnom Penh Traffic Police Officers in the meeting chaired by Mrs. TOUCH Sarom, Deputy Governor of Phnom Penh.​​

Mr. SATO, the representative of OCAJI team had mentioned that the study was conducted at 11 interchanges such as: Russian Blvd./Monivong Blvd., Kbal Thnal West, Kbal Thnal East, Steung Mean Chey, Pet Lork Sang, Toul Kork, Cambko City, Road 598/Road 1986, Hanoi Road/1986, Russian Blvd./ Hanoi Road and NR. 4/ Outer Ring Road(Chaom Chaov Roundabout) that they were facing with serious traffic congestion and they would be included in the a request survey plan for Japan's Official Development Assistance Program in the near future. Moreover, Mr. Masato KOTO, a member of OCAJI team had continued that this presentation was important to be a basic information for traffic improvement in Phnom Penh through the construction of new flyovers as what the Capital Hall had already started at Kbal Thnal and Pet Lork Sang intersection as well as the feasibility study of Steung Mean Chey intersection. Furthermore, the presentation also highlighted that in order to reduce traffic congestion, there should be an awareness campaign for the citizens to use public transport, modification of the existing traffic signs, marks and signals as well as the proper parking system arrangement.

During that meeting, Mrs. TOUCH Sarom, Deputy Governor had conveyed her gratitude to the OCAJI team for their final report of the study project for urgent traffic improvement in Phnom Penh which would be helpful for the Capital Hall to have a proper management in transportation field and it would be a great resource to be a model for the City development as well. Mrs. Deputy Governor had additionally pointed that the other 9 intersections raised by OCAJI besides Pet Lork Sang and Steung Mean Chey (that had already got a principle approval from the Royal Government), the Capital Hall would accept as a basic report for betterment of traffic condition of this city.

based on the above pics, good if it is higher resolution, i think the steung mean Chey area is very congested and should probably do something about it.

a overpass might be good, but unlike the Pet Lork Seng, the traffic management during construction will be more difficult.

another area is the intersection of russie fed and NR4, a large roundabout also have serious traffic jam problems.

Why wait for Pet Loksang finish?

Can they do it together, are the city hall and engineers start working on the design and traffic diversion strategy yet?

Maybe start once the second overpass completed, and its probably build by OCIC again.

It will work if the cops is doing the right thing and fine every bastard that is not following the rules. When you have little bit of money and can not afford to pay the fine, they will learn to follow traffic rules.

As I said, there is really no need to wait. OCIC can do multiple things together.

a 3 level bridge? I am really interest in seeing the design.

yes, the space is very tight, and it will be traffic chaos there.

Then the government is in no position to talk about improving traffic if they don't even have a working traffic enforcement teams.

Also, I think with a proper penalty system, it can provide enough income to pay the traffic officer very well.

I heard that Cambodia had their public bus before but it didn't work because of the price.
The motodop in cambodia is already very cheap, if they wanted to make the public bus work, the fare should be lower than the motodop.
If only pp could have a bus network, the traffic will be better. But i guess its still impossible to have a bus network right now, it will never work.

Does those motodop need some sort of special license. A functional bus network will need to come in with a ban of these motodop. They also some sort of tax or levy on all bike and cars.
