Mussolini? Railway's belt was designed and buildt before Fascism.

Not exactly. First of all Mussolini didn't like the station which, despite the mastodontic scale, hasn't been built with usual fascist architectural canons (it's a sort of late art noveau of its own).
Its first project dates back just after the Great War, before fascism took place in Italy, and works lasted about 20 years due to its complexity and the complexity of the whole Milan railways node redesign ,with the construction of the current West and East rail belts.

Besides, Milano Centrale station was conceived as a complete station having proper spaces even for freight (now it's just a passenger terminal since many decades)
Freight convoys used to reach the terminal by two 'tunnels' under the elevated tracks (mainly used during the night) which crossed the streets at grade

Here you can see still visible the gates which close the entrance of one of the two rail tunnels https://maps.google.it/maps?ll=45.49...,37.32,,0,5.02
The driveway, which is in a tunnel as well, used to be crossed at grade by the railtracks

Those tracks leaded to a freight terminal just under the passenger terminal.
Every 'top' track under the great vaults has its corresponding 'downstairs' track

Many of the spaces all along the elevated tracks (the ones which are gonne be requlified) were used in relation with the freight trains goods distribution or collection. A huge post office was hosted in a building just nearby (it was since a few years ago, actually), that building was built simultaneously with the station to use its freight facilities

Unfortunately during the war this hidden (and now dismissed) part of the station was even used by Nazis to deport Jews
Few years ago memorial opened in those spaces.

Huh. Didn't know about this.

Those sound like well-designed and extensive freight facilities. My kudos to those who thought of them.

Didn't know this either.

It would have been nice to turn the old freight tracks into a tourist line-an urban industrial tourist railway is a rare breed, and the scenery would be interesting and eerie.

However, as someone who lost relatives to the Holocaust, I don't think that I could condone something joyous there.

...yet another thing that the Nazis ruined. :sigh:

Segesta:

I lavori stanno volgendo al termine, tutta l'area verde è stata seminata e in alcune zone inizia già a spuntare l'erba.
Come a S.Siro i lavori da fare sono davvero pochi, resta solo da rivestire le due porzioni di piazza ancora al rustico (verosimilmente il materiale che useranno è uguale a quello dei vialetti della stazione sopra citata, il quale è stato usato anche a Lotto, dove cambiava però il colore in arancione) e da spostare tutte le attrezzature del cantiere.
