PCMC gets 116 crore for stormwater drain projects

PUNE: The Pimpri Chinchwad Municipal Corporation (PCMC) has received sanctions for implementing stormwater drain projects with a total cost of Rs 116 crore under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

Neelkanth Poman, computer officer, PCMC, said, "The civic body had submitted stormwater drain projects with a total cost of Rs 450 crore under the JNNURM scheme in 2006. However, projects with only up to Rs 116 crore were only approved in 2009. The PCMC did not have the figures for the maximum rainfall that occurs in the Pimpri-Chinchwad township in one day. As a result, it took time to get these figures and submit the proposals."

Earlier, only water supply, roads and sewerage projects were approved under the JNNURM. Later, storm water drain projects were also approved.

"The PCMC is constructing storm water drains along the major roads as part of the road development work in various parts of the township. So, there is no need to develop separate storm water drain network of major roads," Poman added.

Dilip Kudale, coordinator, engineering department, PCMC, said, "The storm water drain projects only to be implemented in areas between Pavana and Mula rivers have been approved. The share of the Union government in these projects is 50%, the state 20% and the PCMC 30%. These projects include development of nullahs at a cost of Rs 62.47 crore and storm water drains at a cost of Rs 49.89 crore. The projects have to be completed by March 2012."

Meanwhile, the PCMC has invited bids for the construction of stormwater drains at a total cost of Rs 8.34 crore.

"The storm water drains are to be created along Kaspate vasti-Wakad Thergaon Road and Pink City Road in sub-basin 5 at a cost of Rs 1.49 crore. The storm water drains are to be created along the 24 meter wide DP roads, namely Thergaon gaothan road and Thergaon link road in sub-basin 12 under JNNURM scheme at a cost fo Rs 1.59 crore. The storm water drains are also to be created along the Wakad - Thergaon road, Omega Paradise road and Good Samiritan roads in sub-basin 6 of JNNURM scheme at a cost of Rs 5.25 crore," Kudale said.

Two flyovers to come up at Kalewadi Phata in Pune

To reduce traffic congestion on the Aundh-Ravet BRTS route, the Pimpri-Chinchwad New Town Development Authority (PCNTDA) will construct two flyovers at Kalewadi Phata.

The proposal to allot the contract for the construction of these two flyovers was approved at the monthly meeting of PCNTDA on Tuesday. It was attended by PCNTDA president Dilip Band, chief executive officer Yogesh Mhase and other civic officials.

The estimated cost of the project is Rs18.92 crore. The total width of the two flyovers, to be constructed parallel to each other, will be 730 metres.

The Pimpri Chinchwad Municipal Corporation (PCMC) has proposed bus rapid transit system (BRTS) routes on the Aundh-Ravet route, which is the second BRTS route being developed by the civic body.

The 14.5-km stretch of the road from the Rajiv Gandhi Bridge over the Mula river to Ravet will be widened to 45 metres.

The civic body has also taken up the work of constructing the fourth BRTS route from Kalewadi Phata to Dehu-Alandi Road. This route is being developed in five phases, and work on four stretches has just begun.

Bids are being invited for the fifth portion. The flyover at Empire Estate is being constructed as part of the work and will be completed by October 2013, added the civic officials.

Roads in Pune busy even at night, but no plan to keep signals going after 9 pm

Ever seen an erratic traffic signal during late-night hours that sometimes seems more likely to cause an accident than rash driving? Chances are the problem might persist as the authorities concerned have deemed it less important than other issues.

The authorities point towards larger steps taken to improve the traffic situation even as several signals on some of the city's major junctions go blank after 9 pm, which makes the roads all the more chaotic. The city has changed over the years from a place that went to bed early to one that stays outdoors till late in the night. Vehicular traffic has also increased manifold and roads are busy even late at night, but the authorities maintain that keeping signals working only till 9 pm is good enough.

As citizens have for long been demanding working signals on major roads even late in the night, MiD DAY spoke to the officials concerned and their rationale behind keeping the lights switched off at night. PMC Additional City Engineer Shrinivas Bonala clarified that signals are not switched off but are on 'blinking mode' after 9 pm. "A PMC maintenance team is always assigned to the traffic police at major junctions. In case of any malfunction, the constable requisitions the team, which carries out repairs with a ladder-crane. The team can also make changes in signal timings if the polcie ask," he said.

A constable has to sign a document after maintenance work is carried out. After 9 pm, the signals usually switch over to blink mode. Deputy Commissioner of Police (Traffic) Vishwas Pandhare said that the erstwhile DCP (Traffic) Manoj Patil had consciously timed each signal in the city and the arrangements seemed very sensible to him. "As of now we have not found the need to re-time any signal as the earlier arrangements are good enough. Even while re-timing, we need to consider the traffic situation in the area and then take the decision," he said.

Ritika Shrivastav (22), a banking executive from Vimannagar, said that signals like the ones at university chowk and Alka Talkies junction become chaotic after dark. "Pedestrians are also at stake since most hit-and-run incidents take place after dusk," she said. Anil Pawar (46), an engineer from Kothrud, said: "A few days ago, it rained heavily in my area and the situation was aggravated as the traffic lights stopped working."

PMC to spend 50L for traffic improvement

PUNE: The Pune Municipal Corporation, which has not been able to complete some of the major traffic improvement works recommended by the traffic police over the past year, has now proposed to take up some of these works costing nearly Rs 50 lakh. While the PMC has claimed that these works have been suggested by the traffic branch, the traffic authorities say that the spending will be futile if details of the works were not specified and if there was no proper co-ordination with the traffic branch.

A total of 32 works have been listed in a civic tender, which states that the traffic branch has suggested the works which are necessary for safe and smooth movement of traffic in the city. However, details of the works and locations have not been specified. The works are to be completed in six months after the contract is awarded.

The listed works include digging, pumping of water along the river bank and nullahs, breaking of old constructions, supply of crushed stones, grouting, plastering, completion of footpaths, removing curbstones, brick constructions, installation of railings for bridges, providing parabolic dividers, interlocking blocks, providing labourers, and preparing signages.

Traffic officials who went through the list of the works expressed apprehension that spending of Rs 50 lakh would prove futile if details of the works were not specified.

The works are very vague in nature and very few of them actually pertain to improving traffic, a traffic official said. If railings of a particular bridge are to be removed or fixed, this needs to be specified. The civic body can implement the works by proper co-ordination with the traffic branch, he added.

Civic officials in charge of the roads department said they would be able to comment only after getting the details of the works.

For the last one year, the PMC has not been able to complete the junction improvement works to make them pedestrian friendly and help in smooth movement of vehicular traffic. The traffic improvement works were to be taken up initially at 75 main junctions. Traffic officials said that a lot needs to be done for traffic improvement and that the works need to be taken up with proper planning and co-ordination between the PMC and the traffic branch.

Meanwhile, the traffic branch has asked the PMC to depute its anti-encroachment squads during the evening hours when most vendors occupy the road space and cause obstruction to traffic. However, civic officials have informed the traffic authorities that the squads will be deployed for a limited time period.

Pune Municipal Corporation flooded with pothole complaints

The hands of the road department staff were full on Thursday. The only sound that could be heard was of the telephone ringing as citizens called up the office to register complaints about potholes in their areas.

Municipal commissioner Mahesh Pathak had on Wednesday announced repairs of any pothole in the city within 24 hours of its being reported.

Additional city engineer Pramod Nirbhavane told DNA that after registering the complaint, the information was immediately conveyed to the Pune Municipal Corporation (PMC) engineer concerned.

The staff attending to the phone number 25501083 recorded 93 complaints on Thursday. However, some citizens complained that their calls were not attended. Most of the calls came from Peth areas.

The civic body has appointed six agencies in the city for road repairs. They provide the manpower, while the PMC supplies material and machinery.

The PMC spent Rs52 lakh and used processed bitumen material of more than 2,300 metric tonnes during its recent pothole repair drive.

Nirbhavane said the potholes were caused due to digging for waterlines, drainage line or leakage of water from underground pipelines.

Complaints were also received about potholes on the Katraj-Kondhwa road. The civic officials said that the stretch, earlier built by the public works department (PWD), has many potholes and needs to be rebuilt from base. The PMC would undertake a project to build a concrete road.

Citizens also called to file complaints about privately owned roads in housing societies.

PCMC to construct split flyover at Dange chowk

Dange chowk is an important junction on Aundh- Ravet Road, which the civic body is developing as a bus rapid transit system (BRTS) route. The road is 14.5 km long and goes from Rajiv Gandhi bridge near Aundh/Sangvi to Ravet. The civic body is widening this road to 45 metre.

Pune civic body neglect makes footpath unusable

Effective footpaths between Bremen Circle and Ambedkar Chowk, on the busy Spicer College Road, have become unusable because the Pune Municipal Corporation has not trimmed trees, bushes and plants of the botanical garden on this stretch.

Pedestrians, therefore, have been forced to walk on the road on the cycle track, next to fast-moving traffic.

The overgrown trees have made the footpaths particularly unusable on a 150-metre stretch along the length of the botanical garden in Aundh.

When the Aundh ward officer, Jayant Bhosekar, was questioned about the plants he said, "Anything related to cutting or trimming of trees is handled by our garden department. I will surely get in touch with them right away."

PMC garden superintendent, Umesh Mali told DNA, "We will do the work within a week's time, as we have a staff scarcity. This being a botanical garden, we will put our force to clear the footpath."

Pedestrian Vijaya Golande, a homemaker, complained about the bushes while walking on the road. "The road has fast moving traffic as it is wide, so it is very risky for pedestrians," she said. A school student, G Arnav, who uses the stretch regularly, was also upset about the unusable footpaths.

Civic body to develop Kalewadi road

The Kalewadi main road extends from Pimpri Kalewadi bridge to Kalewadi phata and has a length of 2.5 kilometres.

Shops selling various goods line along both sides of this road. These shops do not have their own parking space as a result the shop owners, their employees and customers park their vehicles along the road. This reduces the carriage width of the road resulting in traffic snarls in the peak morning and evening hours.

Amit Kumar, a resident of Kalewadi said, "The population of Kalewadi has increased manifold in the past two decades due to which the vehicular traffic on Kalewadi main road has increased. PCMC must widen this road to reduce the traffic congestion."

Dilip Kudale, co-ordinator, engineering department said, PCMC will be asphalting a 1.1 kilometre stretch from Pimpri bridge to Kalewadi petrol pump. The work will be completed in six months.

The road has been widened to 18 metres as per the Development Plan (DP). There is no space for further widening. PCMC is developing an alternative road from MM School to Chinchwad which will reduce the vehicular traffic on Kalewadi main road. Traffic police should take action on the vehicles parked along Kalewadi main road that cause obstruction to vehicular traffic, Kudale said.

New traffic rules on three roads

PUNE: The Deccan traffic division has introduced no parking zones and other traffic restrictions along Fergusson College road, Ganesh Khind road and Canal road.

Parking of vehicles has been prohibited up to a distance of 50 metres near hotel Vaishali, and hotel Rupali on Fergusson College road. Similarly, parking has been prohibited up to 15 metres on the lane going to hotel Gourish.

The traffic division has proposed parking on odd and even dates on the Gharpure Colony road near Hardikar hospital on Ganeshkhind road.

On the Canal road, parking has been banned up to 50 metres from Athavale chowk.

Similarly, on Canal road, parking on odd and even dates has been proposed from Athavale chowk to justice Lokur chowk.

On Prabhat road, parking has been banned up to 25 meters ahead of Lokur chowk.

For road uniformity, a code within 15 days

Soon, Pune Municipal Corporation (PMC) will bring uniformity in the construction of roads by introducing a ‘road code’ within a fortnight. PMC Additional Commissioner (special) Anupkumar Yadav on Thursday said the Institute for Transportation and Development Policy (ITDP) is working on a road code so that all the new roads in the city will be uniform.

As of now, various departments, including road department, JNNURM and special project department, are constructing roads in the city. “Once the road code is in place, we will be able to have similar roads and facilities across the city,” he said.

The code will ensure similar designs, quality, footpaths, beautification and utility services, which will provide quality driving experience to commuters. Yadav added that the code will be finalised in the next 15 days and said it will be applied to the new 27 BRTS routes planned in the city. Besides the ITDP staff, PMC engineers are also working on the code, he said.

PMC clears subway plan for Satara Road

PUNE: The Pune Municipal Corporation has given its green signal to construction of a subway on the Pune-Satara Road. The subway will pass below the Bus Rapid Transit System (BRTS) route, said Ganesh Bidkar, chairman of the civic standing committee.

Addressing a news conference here on Tuesday, Bidkar said. "A go head was given to a subway on Pune- Satara road.

Nearly Rs 4 crore will be spent on this project. The work is expected to be completed in 18 months. Pedestrians will find this subway helpful while crossing the road."

After the widening of the Pune-Satara Road and launching of the BRTS, local residents and commuters have been facing problems. While traffic congestions have been the order of the day during peak hours, pedestrians have been finding it tough to cross the road.

The subway will be built at Saibaba Mandir chowk. It will be 42 metres long and 7.2 meters wide. The PMC has also planned shops in the subway.

In Tuesday's meeting, the standing committee also cleared road works of around Rs 29 crore, installation of flow meters on waterlines, garden works of around Rs 97 lakh and water works of Rs 4 crore.

Flyover to come up at 59 crore

PUNE: The Pune Municipal Corporation (PMC) plans to construct a flyover on the Pune-Satara road to ease traffic congestion. A consultant has been appointed to finalise the design and construction details of the flyover, which is likely to cost Rs 59 crore, according to the civic estimate committee. The four-lane flyover will start from the Shankar Maharaj Math and end a little before Bharati Vidyapeeth.
According to Amar Shinde, PMC deputy engineer, "The available width on Satara road is about 60 metres till the Ahilyadevi Chowk. However, its width from this chowk till Bharati Vidyapeeth is just 25 to 30 m. Not only are all the constructions here closely knit, but there has been an increase in the number of buildings due to the newly-merged villages in the civic limits."

He added that all these factors have increased the traffic density on this road immensely; hence the proposed Dhankawdi flyover. The 1,300-m bridge will be constructed on a single column from the centre of the road and will have an approach on either side for access. Its upper part or the main carriageway will be 16 m wide and 6 m high.

"The flyover will not affect the Bus Rapid Transit System (BRTS) route along Pune-Satara Road," said Shinde. "These buses will pass beneath the flyover, while the traffic that plies from Padmavati Chowk directly to Katraj and vice versa will use this bridge. This means that the main 1-km hurdle patch (from Shankar Maharaj Math to Bharati Vidyapeeth), which remains congested, will see traffic easing on it," said Shinde.

Phase II of the Pune Metro Project contains extension of lines from Swargate to Katraj, but this will not hinder the construction of a flyover on Satara Road. "We have sought opinions from the Delhi Metro Rail Corporation (DMRC) on the same. They gave us two options: either the line in this particular area will have to be made underground or the elevated metro will ply at the side once the road is widened up to 60 meters," said Shinde, adding that the flyover coming over an existing road has also precluded the problem of land acquisition.

Shinde said it would take 30 months to complete the bridge, construction of which is expected to begin in three to four months. The proposal is under the supervision of additional city engineer Shriniwas Bonala. The bridge is being built on the pre-cast and pre-stressed girdle system. The 25-30 m-long girdles will be cast in casting yard near the project site and will be launched in position during the times when traffic on the road is the least. This will ensure minimal traffic disruptions during the flyover's construction. "However, the route from Ahilyadevi Chowk till the foot-over bridge may get affected due to the construction. This will be taken care of through traffic diversions, among other things," said Shindi.

Construction of the Dhankawdi flyover was proposed two years ago, but it is only this year that the total budget provision for the project was made.

Maharashtra's longest flyover to come up on Pune - Ahmadnagar SH highway.
Wagholi - Shikrapur flyover to be 25 km long. Will cost Rs. 2500 crores to build.


Flyover to be :4 lane.
Flyover to have :1000 pillars approx.
Flyover height : 17 foot approx
Flyover width :17.20 m approx.

Bridge needed on Mula river to reach Hinjewadi

One bridge is needed to be built on Mula river in between Mahalunge village(Behind Balewadi Stadium) and Maan village (Near Hinjewadi IT park phase1).
This will reduce load on Hinjewadi traffic. People coming from Baner, Balewadi,Kothrud,Sinhgad Road, Katraj, Aundh can use this way to reach Hinjewadi Phase1, 2 and 3.

The proposed widening of the third road, connecting Balewadi stadium to phase II of the Infotech Park, will make commuting easier for employees working in phase II and III. Once the road is completed, professionals travelling from Chandani Chowk will not have to travel down to Wakad. There is a demand for completion of this road as phase III is the biggest so far and many IT and other companies are commencing their operations.

Double-decker bridge to come up in Shivajinagar

PUNE: The Standing Committee of the Pune Municipal Corporation on Friday passed a resolution to build the city's first-ever double-decker bridge at a cost of Rs 68 crore near Wakdewadi.



Standing Committee chairman Ganesh Bidkar said the bridge is aimed at easing the traffic congestion on Pune-Mumbai Road near Wakdewadi and near the Sancheti Hospital. The 14 metre high and 9.5 metre wide bridge is to be completed within 30 months.



Bidkar said the bridge will be completed in three stages. In the first stage, Sangam Bridge will be joined to Shoppers Stop by a 890 metre span. In the second stage, a 390 metre span will join Shoppers Stop to the COEP. In the last stage, a 380 metre stretch will connect COEP to the Sancheti Hospital.



The Standing Committee also sanctioned an amount of Rs 75 crore for laying a main water pipeline from Khadakvasla to Pune Cantonment water treatment part.



The Standing Committee also passed a resolution to construct two roads in Kharadi and one in Baner-Balewadi on private-public partnership model.

Cummins college chowk to get flyover

PUNE: The civic administration has proposed a flyover from the Cummins college chowk to Universal Company chowk on Karve Road.

In a proposal tabled before the standing committee, the civic administration has said that the tenders were floated asking to bid for the construction of the flyover and the lowest bid submitted to the PMC is of Rs 41.37 crore. The PMC has got Rs 45 crore for the proposal, which will come up for discussion on Tuesday.

The administration thinks the flyover is a must because of the ever-increasing traffic and multiple roads criss-crossing the main road. The civic administration has also tabled a proposal to build vegetable markets at Rasta Peth and Yerawada.

Meanwhile, the standing committee is likely to take major decisions in the Tuesday meeting since the election code of conduct is likely to be imposed by the state election commission in the first week of January. "There are many pending proposals and all party corporators want their proposals approved. Many budgetary works are still pending and once the election code of conduct is imposed these works will get stuck," said a civic officer.

The approval of tenders in PMC has gained momentum since last few weeks after the Bombay high court dismissed BJP city unit chief Vikas Mathkari's petition challenging the ward formation by the state election commission (SEC), thus paving the way for timely civic elections scheduled in February 2012. Mathkari had filed a petition in the HC challenging the formation of municipal wards for the polls saying that legal procedure was not followed by the SEC.

The civic elections are likely to be held in the first or second week of February.

Road from Dapodi to Phugewadi to be opened soon

PIMPRI: Pimpri Chinchwad Municipal Corporation (PCMC) has agreed to give to the defence department Rs 17.38 crore for the land acquired for widening of the road from Phugewadi to the College of Military Engineering, Dapodi. The decision will soon facilitate opening of the already widened stretch of the Pune-Mumbai highway, easing traffic congestion on this route.

The civic body acquired land totalling 22,288.70 sq mt in survey numbers 45 to 51. The civic administration has already constructed road on this land and also built an alternate compound wall for the CME. However, the defence establishment had not permitted vehicular traffic on this road since the cost of the land had not been paid.

The municipal corporation had already paid Rs 3.75 crore to the defence department for 8,342.28 sq mt land from the Bhosari octroi check post to Phugewadi on the Pune-Mumbai highway.

PCMC has sought nearly 125 acres of land from the defence authorities for constructing roads. The civic authorities have been holding talks in this connection for many years. The defence land is sought for construction of 15 roads. The defence department has demanded Rs 158.17 crore for the land.

In March last year, the civic body had paid Rs 18.83 crore to the defence authorities for construction of the Aundh-Ravet BRTS road and two roads in Pimple-Saudagar.
