The launch of Pune’s first grade separator at Sancheti Junction on Ganeshkhind Road is all set to solve the long-standing commuting woes of thousands of people who pass through the chowk every day.

The grade separator was inaugurated by Deputy Chief Minister Ajit Pawar on Friday morning and thrown open to the general public. Grade separation is basically the method of aligning a junction of two or more transport surfaces that are at different heights so as to avoid the disruption of traffic flow when they cross each other.

Pune Mirror took a test drive of the road on Friday and found that users seem to be greatly convenienced as they travel towards Eastern Pune i.e. areas like Camp, Shivajinagar Courts and Pune Station. The arterial junction earlier used to witness daily traffic jams as it connects Ganeshkhind Road to Jangli Maharaj Road.

After the grade separator came into effect, the junction was not its usual picture of chaos, as vehicles crossing the junction to get onto old Mumbai-Pune Highway and towards Ahmednagar Road passed through smoothly.

Besides, a large number of visitors to the Shivajinagar Courts were surprised that they were not stranded at the junction for 10-15 minutes. Vehicles coming from Shivajinagar Bus Stand smoothly exited towards Camp — their crossing required barely two minutes through the grade separator.

The submersible riverside road has been delayed for many years with the PMC being dragged to court over it every now and then. A six lane road (now planned elevated) is planned along the Mutha connecting the Sinhagad road area to Nagar road/Kharadi area. If implemented it should drastically reduce travelling time with a signal free road covering the entire city stretch from South West to North East.

Phase 1 & 3 are approved for implementation, Phase 2 (the central portion) needs to go over/under many bridges and will be implemented last (this is the one that should actually be implemented first in my opinion as it's the most traffic congested area)

Green activists see red as PMC links riverside road to DP road


The Pune Municipal Corporation (PMC) is facing strong opposition from environmentalists over the Mutha riverside road issue. The road along the river basin stretches from the Jayantrao Tilak Bridge at Shivajinagar to Ravindra Mhatre Bridge near Nal Stop on Karve Road.

To ease traffic on Karve Road, JM Road and Sinhagad Road, the PMC is linking the riverside road to the adjoining 100-feet-wide DP Road at Mhatre Bridge. It was Municipal Commissioner Mahesh Pathak who had declared the riverside road would be linked to the nearby DP Road, which finally meets Sinhagad Road.

While doing a survey at Karve Nagar and Kothrud, Pathak had ordered PMC road engineers to link the 500-metre-long gap between the riverside road and DP Road. Four years ago, noted environmentalist Vijay Paranjpe, president, Gomukh, had approached the Bombay High Court to stop the laying of a road along the basin of the Mutha river.

“Any river requires its space and we should not occupy it by constructing a road,” he said. “The PMC should not allow any kind of construction by obstructing the flow.” Referring to an order of the high court on April 26, Anupam Saraf, convener, Jal Biradari, said the PMC can not make undertake any concrete work near the river. Saraf said even the Ministry of Environment and Forests had issued the same order.

Sensitive issue
Pathak agreed that the issue was sensitive as many environmentalists had already gone to court over it, but said he was only trying to ease the traffic situation. “To ease the traffic flow on Karve Road, JM Road and Sinhagad Road, obstacles near Mhatre Bridge need to be removed,” Pathak said. “Subsequently, encroachments at DP Road shall also be cleared to make the link easier. This whole exercise is for easing traffic conditions on city roads.”

Pathak also said some land near the riverside road linking DP Road belonged to a private landowner. “We need to talk to the landowners and also follow the court order to sort out the legalities involved in it,” he said. Additional City Engineer, Roads, Vivek Kharwadkar, said it would not be proper to comment on the issue at this stage.

“At this moment, we can’t make any comment on the issue as the study is ongoing,” Kharwadkar said. “We expect the problem to get sorted out soon, and the work of linking the riverside road to DP Road should start after the monsoon.”

Road from ’87 DP
The PMC has not followed its Development Plan of 1987, in which a 17-km road along the Mutha was suggested from Sinhgad Road to Ahmadnagar Road. “Now we are working on the project. In the Rs 308 crore project, a road will link Shivne, Mhatre Bridge, Sangamwadi and Kharadi,” Additional City Engineer, Projects, Shrinivas Bonala said.

Riverside road work to start

नदीकाठच्या रस्त्याला मुहूर्त


शिवणे ते खराडीदरम्यानचा नदीकाठचा रस्ता तीन टप्प्यांत "आधी काम; मग पैसे' (डिफर्ड पेमेंट) पद्धतीने विकसित करण्याचा निर्णय महापालिकेने घेतला. पहिल्या टप्प्यात शिवणे ते म्हात्रे पूल आणि दुसऱ्या टप्प्यात संगमवाडी ते खराडी या साडेसतरा किलोमीटर लांबीच्या रस्त्याचे काम प्रथम हाती घेण्यात येणार आहे. हा रस्ता सिमेंट कॉंक्रिटचा असणार आहे. त्यासाठी सुमारे 307 कोटी रुपयांचा खर्च अपेक्षित आहे. तब्बल 25 वर्षांपासून रखडलेल्या या रस्त्याचे काम त्यामुळे मार्गी लागणार आहे. तिसऱ्या टप्प्यात म्हात्रे पूल ते संगमवाडीदरम्यान पाच किलोमीटर लांबीचा उड्डाणपूल उभारण्याचे नियोजन आहे.

महापालिकेच्या 1987 च्या विकास आराखड्यात हा रस्ता प्रस्तावित होता. एकूण साडेबावीस किलोमीटर लांबीचा हा रस्ता आहे. महापालिकेच्या जुन्या हद्दीत तीस मीटर रुंदीचा रस्ता दर्शविण्यात आला आहे. समाविष्ट गावांच्या हद्दीत 24 मीटर रुंदीचा रस्ता दर्शविण्यात आला आहे. पहिल्या टप्प्यातील शिवणे ते म्हात्रे पूलदरम्यान सहा किलोमीटर लांबीचा; तर दुसऱ्या टप्प्यात संगमवाडी ते खराडीदरम्यानचा साडेअकरा किलोमीटर लांबीच्या रस्त्याचे काम हाती घेण्यात आले आहे. त्यापैकी राजाराम पूल ते म्हात्रे पुलापर्यंतचा रस्ता यापूर्वीच विकसित करण्यात आला आहे. "जेनएनएनयूआरएम'अंतर्गत सादलबाबा चौक ते संगमवाडीपर्यंतच्या रस्त्याचे काम झाले आहे.

तीस मीटर रुंदीच्या रस्त्यावर दोन्ही बाजूने तीन पदरी; तर 24 मीटर रुंदी असलेल्या भागातील रस्त्यावर दोन्ही बाजूस दुपदरी रस्ता वाहतुकीसाठी प्रस्तावित आहे. मध्यभागी दीड मीटर रुंदीचा रस्तादुभाजक राहणार असून, रस्त्याच्या दोन्ही बाजूस 1.75 मीटर रुंदीचा सायकल ट्रॅक आणि पदपथ प्रस्तावित आहेत. पाटबंधारे खात्याकडून सर्व्हेक्षण करून उच्चतम पूररेषा ठरविण्यात आली आहे. तिचा विचार करून हा रस्ता तयार करण्यात येणार आहे. कामाची मुदत मार्च 2014 पर्यंत आहे; तर रस्त्यासाठी आलेला खर्च ठेकेदारास 2018 पर्यंत टप्प्याने देण्याचे नियोजन आहे. रस्त्यासाठी लागणारी जागा ताब्यात घेण्याची कार्यवाही यापूर्वीच पालिकेकडून सुरू करण्यात आली आहे.

दोन वेळा बारगळला प्रस्ताव
महापालिकेच्या जुन्या हद्दीच्या विकास आराखडातील रस्ता विकसित करण्यासाठीची प्रक्रिया अनेक वर्षांपासून सुरू आहे. 2007 मध्ये प्रथम हा रस्ता विकसित करण्यासाठी 110 कोटी रुपयांची निविदा मागविण्यात आली. कामाची वर्क ऑर्डर देण्यात आली; परंतु "ना-हरकत प्रमाणपत्र' न घेतल्याने पाटबंधारे खात्याने आक्षेप घेतला. त्यामुळे रस्त्याचे काम मार्गी लागले नाही. त्यानंतर एका खासगी कंपनीची सल्लागार म्हणून नेमणूक करून प्रकल्प अहवाल तयार करण्यात आला. त्यांनी प्रथम सहाशे कोटी, नंतर 1200 कोटी रुपयांचा प्रकल्पाचा खर्च दर्शविला. तोही प्रस्ताव बारगळला. त्यामुळे अर्थसंकल्पात केलेली तरतूद वाया गेली. महापालिकेस इतका खर्च करणे शक्*य नसल्याने बीओटी, पीपीपी किंवा डिफर्ड पेमेंट यापैकी एका पर्यायाचा विचार करून रस्ता विकसित करण्याचा निर्णय मुख्य सभेने घेतला. त्यापैकी डिफर्ड पेमेंट पद्धतीचा पर्याय स्वीकारून काम सुरू करण्याचा निर्णय घेण्यात आला आहे.

Summary:
The PMC has decided to build riverside road between Shivne to Kharadi in 3 phases on the basis of deferred payment. In the first phase , Shivne to Mhatre bridge (6km), 2nd phase Sangamwadi to Kharadi (11.5km) It will be a concrete road. the 3rd phase stretch between Mhatre Bridge to Sangamwadi will be a 5km long flyover.
Rajaram bridge to Mhatre bridge has already been developed and Sadalbaba chowk to Sangamwadi has already been built under JNNURM.

The 30m wide section iwill be 3 lanes in each direction, whereas the 24m section will have 2 lanes in each direction. The road will have a 1.5m long separator running in the middle as well as cycle tracks and footpaths of 1.75m on each side. The height of the riverside road has been decided in consultation with the irrigation department. The completion date is March 2014, whereas the contractor will be paid in phases till 2018. The PMC has already started to acquire land for the project.

रिंगरोड अखेर 'ट्रॅक'वर

पुण्यातील रिंगरोड प्रकल्पासाठी सल्लागार नेमण्याची प्रक्रिया राज्य रस्ते विकास महामंडळाने सुरू केली आहे. येत्या 15 ऑगस्टपर्यंत सल्लागाराची नेमणूक करून त्यांच्याकडून सविस्तर प्रकल्प अहवाल तयार करून घेण्यात येणार आहे. अहवाल आल्यानंतरच रिंगरोडचे स्वरूप स्पष्ट होणार आहे.

उपमुख्यमंत्री अजित पवार यांनी रिंगरोडची प्रक्रिया सुरू करण्यात आल्याचे मंगळवारी सांगितले होते. या प्रकल्पाची जबाबदारी रस्ते विकास महामंडळावर सोपविण्यात आल्यानंतर महामंडळाने प्रकल्पाच्या अंमलबजावणीच्या दृष्टीने पावले टाकली आहेत. या प्रकल्पासाठी तब्बल अकरा हजार कोटी रुपये खर्च येणार असल्याने प्रकल्पाची अंमलबजावणी करण्याचे आव्हान आहे. रिंगरोडच्या भोवताली सॅटेलाइट सिटी उभारण्यात याव्यात, "टीडीआर' देण्यात यावा असे पर्याय समोर आले आहेत. मात्र, चांगला व सर्वार्थाने परवडणारा असा पर्याय काय असेल याचा सल्ला देण्यासाठी सल्लागाराची नियुक्*ती करण्यात येणार आहे. त्यासाठी आंतरराष्ट्रीय निविदा काढण्यात आली असून, 27 जुलैपर्यंत अर्ज मागविण्यात आले आहेत. ज्यांनी या निविदेविषयी उत्सुकता दाखविली आहे, त्यांच्यासोबत रस्ते विकास महामंडळाने नुकतीच एक बैठक घेतली. 15 ऑगस्टपर्यंत सल्लागार नियुक्*तीची प्रक्रिया पूर्ण केली जाईल, असे महामंडळाच्या अधिकाऱ्यांनी "सकाळ'शी बोलताना सांगितले. सल्लागाराची नेमणूक झाल्यानंतर वर्षभरात त्यांच्याकडून प्रकल्प अहवाल तयार करून घेतला जाईल. हा अहवाल आल्यानंतर तो पुढील मान्यतेसाठी राज्य सरकारच्या पायाभूत समितीकडे पाठविला जाईल. त्यानंतर राज्य सरकारची मान्यता आवश्*यक आहे. त्यामुळे रिंगरोडच्या प्रत्यक्ष कामासाठी आणखी वर्षभराची प्रतीक्षा करावी लागणार आहे.

सुमारे 170 किलोमीटर लांबीच्या या प्रस्तावित रिंगरोडचे थेऊर ते चिंबळी फाटा हा 39.89 किलोमीटरचा पहिला, चिंबळी ते पिरंगुट हा 46.40 किलोमीटरचा दुसरा, पिरंगुट ते शिवापूर हा 51.20 किलोमीटरचा तिसरा आणि शिवापूर ते थेऊर हा 32.24 किलोमीटरचा चौथा असे टप्पे पाडण्यात आले आहेत. भूसंपादनासाठीच सर्वाधिक खर्च होण्याची शक्*यता आहे.

The project is expected to cost 11,000 crores. There are suggestions to establish a satellite city around the ring road with TDR to be given. The consultant will decide the best course of action. An international tender has been made and July 27th is the date of submission. Interested parties have already had a meeting on this with the MSRTC. After the appointment of the consultant, the consultant is expected to submit the report within a year. After this, the proposal will be sent to the state govt. for approval.

The much-awaited 162-km ring road aimed at reducing congestion in Pune and Pimpri-Chinchwad has received a much needed push, with the tenders to be floated by July 27 and appointments for the alignment study likely to commence by September-October, revealed senior officials of the Maharashtra State Road Development Corporation (MSRDC).
The ring road is aimed at reducing traffic in the city by at least 40 per cent. The project was taken forward at a recent meeting chaired by Deputy Chief Minister Ajit Pawar. Pawar stated that the financial model of giving development rights will work out well in implementing the project.

Divisional commissioner Prabhakar Deshmukh said the project was the need of the hour to ease congestion. “A month ago, the deputy chief minister had held a meeting and the MSRDC is to carry out the necessary procedures. The feasibility study for the proposed project would be carried out by MSRDC,’’ said Deshmukh.

The ring road was proposed in 2007. After several modifications in the implementation plan, it was decided to hand it over to private contractors, who would get TDR incentives. The road would also serve the local urban and rural population and there would be rules to not levy toll tax along this route, said MSRDC officials. Nearly 80 lakh people live along the route.

The model for the project — to cost nearly Rs 10,408 crore — looks at acquiring three times the required width of 100 metres and handing over development rights on the excess land to developers with adequate stakes for people giving up the land for the project. This process would help generate over 8 crore square feet (1,127.8 hectares) of FSI along the stretch. Sources said that Pawar said in the meeting that the ring road project should gain momentum and such projects in other cities where developers were given 4-5 FSI had worked out well.

The decision to build the 161.73-km ring road, a circular one, was taken on June 12, 2007 to decongest Pune and Pimpri-Chinchwad Municipal Corporation areas. The project will be taken forward in four phases. The first is a 39.89-km stretch between Theur Phata to Chimbli on NH 9, the second is 46.40 km from Chimbli to Pirangut on NH 50, the third is 51.20 km from Pirangut to Sriramnagar on NH 4, and the last, 32.24 km, is from Gogalwadi to Theur Phata on NH 9. Twelve flyovers have been proposed on the six-lanes ring road, which will have four rail bridges and 13 tunnels as well.

Pune TraffiCop scheme gets a red light

राज्य सरकारच्या मान्यतेसाठी रखडलेल्या शहरातील "ट्रॅफिकॉप' योजनेला "रेड सिग्नल' लागला आहे. मंत्रालयातील आगीच्या घटनेत योजनेच्या कागदपत्रांचे नुकसान झाले आहे. त्यामुळे पुन्हा प्रस्ताव पाठविण्यात आला आहे.

केंद्र सरकारच्या नगर विकास विभागातर्फे पुण्यातील "ट्रॅफिकॉप' योजनेला सर्वोत्तम सरकारी योजना म्हणून 2010 मध्ये पुरस्कार मिळाला होता. वाहतूक नियमांचा भंग करणाऱ्यांवर कारवाई करण्यासाठी खास मोबाईल सॉफ्टवेअर तयार करण्यात आले होते. वाहन, वाहनचालकांची माहिती (डाटा) जमा केली होती. वाहतूक पोलिसांना 65 ब्लॅकबेरी हॅंडसेट देण्यात आले होते. प्रत्यक्षात योजनेला सुरवात झाल्यानंतर त्याचा परिणाम जाणवत होता. पंधराहून अधिक गुन्हे यामुळे उघड झाले होते. चोरीची पाचशे वाहने सापडली होती. वाहतूक नियमाचा भंग केल्यामुळे चारपेक्षा अधिक वेळा दंडात्मक कारवाई झालेले दोन हजार वाहनचालक आढळले होते. काही वाहनचालकांचा परवाना रद्द करण्यात आला होता. भंगारात जमा केल्याची नोंद झालेली वाहने वापरात असल्याचे उघड झाले होते.

प्रादेशिक परिवहन विभागाने योजना राबविण्यास सुरवात करण्याचा निर्णय घेतला होता. गस्तीवर असलेल्या प्रादेशिक परिवहन अधिकाऱ्यांना वाहनांची तपासणी करण्यासाठी त्याचा उपयोग होणार होता. ही योजना 2009 ला पुण्यात सुरू झाली. वर्षभरानंतर तिला निधी उपलब्ध करून द्यावा, अशी मागणी वाहतूक पोलिस व प्रादेशिक परिवहन अधिकाऱ्यांनी राज्य सरकारकडे केली होती. योजनेचा प्रस्ताव राज्य सरकारकडे मान्यतेसाठी पाठविण्यात आला होता. योजना यशस्वी ठरल्याने तिला मान्यता द्यावी, अशी मागणी शास्त्रज्ञ डॉ. रघुनाथ माशेलकर यांनी सरकारकडे केली होती. गेल्या दोन वर्षांपासून हा प्रस्ताव सरकारकडे पडून होता. सायन्स अँड टेक्*नॉलॉजी पार्क, मराठा चेंबर ऑफ कॉमर्स, इंडस्ट्रीज अँड ऍग्रिकल्चर या संस्थांनी योजना राबविण्यासाठी सहकार्य केले होते. मंत्रालयातील आगीत योजनेच्या प्रस्तावाचे नुकसान झाले आहे. त्यामुळे योजनेबाबतची कागदपत्रे पुन्हा राज्य सरकारकडे पाठविली जात आहेत. या प्रस्तावाला तातडीने मान्यता द्यावी, अशी मागणी सजग नागरिक मंचाने मुख्यमंत्री पृथ्वीराज चव्हाण यांच्याकडे केली आहे.

The approved TraffiCop proposal sent to the state govt., will have to be resent again because the fire at the Mantralaya has destroyed the documents. The TraffiCop scheme had got an award from the Central Govt. in 2010. It involved creation of a special mobile software and provision of BlackBerry's to traffic policemen.

PCMC to acquire additional land for Nashik Phata flyover

The Pimpri Chinchwad Municipal Corporation (PCMC) has negotiated directly with landholders to acquire 500 sq.m. land for the remaining work of the double-storied flyover at Nashik Phata chowk on the Pune-Mumbai highway. A proposal to seek an approval for paying Rs 55.7 lakh to private landholders will be tabled before the standing committee on July 10.

The flyover is being built on the 61 meter wide stretch from Nashik Phata chowk to the Central Institute of Road Transport, Bhosari. Direct negotiations were held with land holders to reduce time spent on the process of land acquisition which requires a lot of processing.

Of the Rs 55.73 lakh sum agreed to be paid to land owners, Rs 27.56 lakh will be spent for acquiring 255 sq.m. land needed for widening Nashik highway; Rs 24.56 lakh for acquisition of a double-storied building measuring 245.40 sq.m. and Rs 3.52 lakh for the car parking space measuring 140.76 sq.m.

A town planning department official said that once the standing committee approves the proposal, the civic body will gain possession of the land in around one and half months.

Executive engineer Shrikant Savane said that about 72% of the work on the flyover has been completed. The civic body expects to complete the project in six months.

Officials in the engineering department said the total cost of the two-storied flyover is Rs 98 crore. Once completed, it will be one of its kind in the district. The Dehu Road-Katraj bypass and Pune-Mumbai expressway will get connected to the Pune-Mumbai highway and Pune-Nashik highway by this flyover.

The civic body has widened the Pune-Mumbai highway to 61 meters to provide for eight lanes while Pune-Nashik highway has been widened to 42 meters.

PMC turns down CoEP’s plan on flyover

With the Pune Municipal Corporation (PMC) authorities refusing to accept the changes suggested by the College of Engineering, Pune (CoEP) regarding the multi-level flyover, the heritage structure it seems is all set to undergo a sea change.
Although, the college officials have come up with another plan to save the aesthetics of the structure, its details were not divulged by the college authorities and the civic officials.
On Saturday, civic officials along with additional city engineering Vivek Kharwadkar visited the college to discuss the flyover issue. Faculty of applied mechanics BG Birajdar who’s heading the building committee at the college said, “The PMC officials had visited the college and we are presenting them a new plan.”
The PMC had rejected CoEP’s earlier plan to build an underground road joining the campuses. Birajdar said, “PMC and the college are trying out a new plan that will be presented before the civic body on Tuesday.” However, he refused to divulge more details about it. Kharwadkar said, “We want to reach a consensus and solve the issue amicably.”
The civic body’s project of constructing a multi-level flyover at the college junction had received stiff opposition from authorities, students and alumni.
“The project, which will take away from the institute a strip of 42 metres wide, on completion would have the busy old Mumbai-Pune highway practically skirt the classrooms of the electronics and telecommunications (E&TC), mechanical, metallurgy and computer engineering departments of the institution. When the CoEP started 150 years ago, its campus stretched beyond 100 acres. In the later years, the institution’s land was taken away for many developmental projects like railway tracks, highway projects and river development works.
“Now, they want to widen the road near the CoEP and reduce the size of the campus further,” said college director Anil Sahasrabudhe. “In other parts of the country, heritage institutions are given land for development. But in our case, the area is shrinking every year. We do not want to lose any more land,” he said.
The Rs68-crore project includes a set of flyovers spanning the Sangam bridge, CoEP Chowk, Mumbai-Pune highway, Sangamwadi bridge, Sancheti Chowk, Simla Office Chowk and JM Road.
The college authorities pointed out that the traffic will be too close to the classrooms with E&TC and computer departments opening on to the main road.
The vehicles will move just a few feet away from the porch of the mechanical department.
The metallurgy department will be on the road and the main entrance of the department would be closed forever.

The 140-km stretch of Pune-Satara highway will get as many as 13 flyovers as well as 29 vehicular and 16 pedestrian underpasses. Of these, 10 flyovers will be in Satara district, while Pune will have three. Also, three major bridges — two in Satara and one in Pune — will come up.
Reliance Infrastructure Ltd (RInfra), which is giving the 140-km stretch of the Pune-Satara Corridor from Dehu Road in Pune to Shindewadi in Satara a makeover, has got the approval from the National Highway Authorities of India (NHAI) to the construct underpasses and flyovers.

NHAI project director Vipin Sharma said, “The project was already sanctioned but due to public demand, we gave RInfra an in-principle nod.” NHAI officials said RInfra can be innovative in its design but it has to stick to the “standard procedure”.

The underpasses and flyovers on the highway would come up at Ajantha Chowk, Limb Phata, Bhuinj Phata, Surur Phata and Joshi Vihir. All the flyovers are 895 m long (including approaches) and 25 m wide. The flyovers at Katraj and Surur will have three lanes (95 m long and 12.5 m wide). In Pune stretch of the highway, a six-lane flyover will come up at Nasarapur junction and Nagar junction and a three-lane flyover will be at old Katraj bypass junction, beside the existing flyover.

RInfra officials said construction of the underpasses and flyovers was not part of the agreement that was signed between the NHAI and RInfra in 2010. “However, RInfra, in the interest of users, trespassers and local villagers and their safety and security, understood the necessity and approached NHAI with the proposal.”

Rinfra is also setting up swanky toll plazas on the corridor. The Khed Shivapur toll plaza will have 20 lanes and the one at Anewadi will have 16 lanes. At present, Khed Shivapur toll plaza has 10 lanes — five for commuters travelling from Pune to Satara and the rest for commuters travelling from Satara to Pune. Anewadi toll plaza has eight lanes at present, RInfra officials said.

NHAI awarded the project for widening the Pune-Satara highway from four lanes to six to RInfra in January 2010 on DBFOT (Design, Built, Finance, Operate and Transfer) basis.

Extremely beautiful piers for the flyovers. Wish all the flyovers in India were made in this way/quality. I just wish the boulders in Pune were painted yellow and black stripes, instead of the ugly white and black stripes.

Committee suggests S-shaped flyover to save college buildings

It is final now that a multi-level flyover will come up near the College of Engineering, Pune (CoEP) without defacing the aesthetics of the building of the institution. A three-member committee headed by MV Patil, retired secretary of the public works department, has succeeded in resolving the issues involved in the project by arriving at a consensus between the Pune Municipal Corporation (PMC) and the college authorities.

According to the new plan, the multi-level flyover will have an additional S-shaped road that will carry the traffic coming from the regional transport office (RTO) side directly to the Pune-Mumbai highway. This S-shaped flyover will need acquisition of CoEP’s land on the boat club side of the campus. “This land is anyway used as a parking lot by the college. We are not disturbing it, but the flyover would go above it,” Patil said.

”Previously, there were apprehensions that the flyover would need to take away land near the main building of the college and pass next to the college’s departments. But, now this S-shaped flyover will help save the land and aesthetics of the main building of the college,” said Patil in an exclusive interview to DNA on Tuesday.

He added, “A parallel bridge to the existing Sancheti railway overbridge (ROB) is coming up, which will carry the traffic coming from the RTO side and heading towards Deccan.”

The S-shaped flyover would be two-layered from Sancheti bridge to the RTO and would carry the traffic coming from RTO side and heading towards Deccan and Mumbai-Pune highway. Each of the layers would be one-way.

The flyovers will also have paths for pedestrians. The CoEP will also be connected to the flyovers for the convenience of the faculty and students.

PMC’s project of construction of a multi-level flyover at the CoEP junction had run into stiff opposition from authorities, students and alumni of the reputed institute. The college had objected to the proposed flyover that would skirt the classrooms of the electronics and telecommunications (EnTC), mechanical and other departments. The college had suggested an alternate plan of tunnels. But considering the width of the road, a tunnel was not a feasible option, said Patil.

Swargate to get flyover in over 2 years

The busiest junction in the city -- Keshavrao Jedhe chowk in Swargate - will soon have a flyover with the construction set to begin in the next two months.

The Maharashtra State Road Development Corporation on Wednesday invited bids from construction companies and agencies for the project, that also has other traffic components such as a vehicular underpass or grade separator, and a pedestrian underpass. The estimated expenditure of the project is Rs 99 crore.

Member of the state legislative council Mohan Joshi, who has been following up the project matter, says the flyover will have two lanes with a length of 1.4 km. A grade separator has been proposed -- from Shankarsheth Road -- for the traffic going towards Sarasbaug. Two pedestrian subways will be constructed at the junction. The project will take two-and-a-half years for completion, Joshi adds. The Pune Municipal Corporation has given Rs 40 crore to MSRDC for constructing the flyover.

With five major roads converging at Jedhe chowk, it is the busiest road in terms of movement of vehicles and pedestrians. Road users, pedestrians in particular, face major risks at the junction due to rampant encroachments, haphazard parking of autorickshaws and vehicles and lack of proper facilities for pedestrians.

Thousands arrive by state transport buses at the MSRTC bus terminal adjacent to the junction. The junction is also a central point for arrival and departure of PMPML buses on the Katraj-Swargate-Hadpasar Bus Rapid Transit route, and of buses leaving for almost all important destinations in Pune, Pimpri-Chinchwad and fringe areas.

Pune Municipal Corporation proposes to give Rs 363 crore for land acquisition

The standing committee of Pune Municipal Corporation (PMC) will consider a proposal for payment of Rs 363 crores for land acquisition for the Shivane-Kharadi road.

The civic administration has given a proposal to the standing committee recommending that the payment should be given through deferred payment system. The committee will discuss the proposal on Tuesday.

The road will be 30 metres wide and a fully concrete elevated one running along the banks of Mula and Mutha rivers. In some places it may narrow down to 24 metres and will be a vital link between the Mumbai-Bangalore and the Pune-Ahmednagar highways.
