The project just announce the winner design at end of last month and expected to start at the end of the year.

KUALA LUMPUR: Global firm Aecom is the consultant selected to effect the RM1 billion transformation of the 10.7km Klang/Gombak river.

Mayor Tan Sri Ahmad Fuad Ismail announced the winner of the River of Life International Masterplanning competition at a press conference.

He said the United States-based company had met the criteria for design and originality, among others.

"It won the majority of the professional jurors' votes, and was the public's second choice," he said

The judges' decision accounts for 80 per cent and the public's choice, determined through manual and e-voting at the River of Life website, accounts for the remainder in the selection of the winner, which will take on the task of transforming the Klang/Gombak river.

"Generally, the public and nine jurors's views are consistent in terms of practicality and ideas that the firm brought.

"The five short-listed consultants were given two months to prepare the masterplan, which they presented to the panel of jurors that included academicians, planners and architects.

"For transparency, an external auditor tabulated the public votes. A total 2,661 votes were gathered from the public, of which 2,141 were cast online."

Fuad said the firm had also proposed financial models which were appealing as they showed that the project could be executed within the RM1 billion budget set by the government.

"There were ideas from other consultants that were worth considering for the eight-year project, which would be carried out based on three main components, which are cleaning; river masterplanning and beautification; and river development.

He said the River of Life project was divided into 11 parcels, with parcel 1 in the north of KL, Kampung Puah, and the last in Brickfields.

"Apart from the master plan, the consultant has until the end of the year to come out with detailed planning for parcel 1 and parcel 7 (Jalan Sultan Abdul Samad building), which has the landmarks Dataran Merdeka and Masjid Jamek."

Fuad said the cleaning of the 110km stretch of the Klang river basin would be done in two years. The process involves the relevant agencies, including local authorities, and the public, through awareness programmes.

It is aimed at transforming the river from Class III (not suitable for body contact) to Class IIB (suitable for recreational activities).

"We have already started with seminars to let government departments, non-governmental organisations, and residents' associations know what the project is about.

"We also want to remind the public to stop illegal dumping and to stop others, including factories, from dumping waste into the river."

He said among the proposed elements for beautification were pedestrian walkways, a park and rubber dam.

The proposed sections in the project include Eco Village (Kampung Puah or Parcel 1); Heritage Quarters (Bangunan Sultan Abdul Samad or Parcel 7); Sentral Station (Kl Sentral Post Office or Parcel 10); Farmers Market (Brickfields or Parcel 11).

Aecom provides professional technical services for transport, energy and water systems as well as environment enhancements.

The four other short-listed companies in the competition were Building Design Partnership (Britain); Korea Engineering Consultant Corporation (South Korea); TR Hamzah and Yeang (Malaysia); and AJC Planning Consultants Sdn Bhd (Malaysia).

The River of Life project is expected to start at the end of the year.

KUALA LUMPUR: The government has ordered a freeze on all transactions of government-owned land near the Klang River in the city centre pending efforts to clean up the river, according to Kuala Lumpur mayor Tan Sri Ahmad Fuad Ismail.

In a recent interview, Ahmad Fuad said the move is to enable the government to extract better value from its land by doing deals only after it can factor in proximity to a beautiful riverfront as a value enhancer.

“We plan to beautify the riverside to enhance the value of the land. At the moment, a decision has been made to freeze the acquisition of government land until this project is completed and the land values are enhanced,” Ahmad Fuad said.

As to when the freeze would end, he said the government could start calling for bids to develop tracts of land in the capital after Phase 1 of the River of Life project is completed.

Clean-up works under the River of Life project, which is part of the Economic Transformation Programme, are expected to commence early next year.

The River of Life project involves cleaning a 110km stretch of river in the Klang River basin, and beautification along a 10.7km stretch within the city centre.

The spin-off economic activity from the river enhancement would be the redevelopment of select locations along a 10km stretch, which includes retail and residential properties.

It is uncertain precisely how much land the federal government holds in Kuala Lumpur and near the murky Klang River, and not all government-owned land can be developed. This would depend on the zoning, whether a plot of land has been committed for a particular use and some plots of land will be designated as river reserve land, Ahmad Fuad said.

He noted that vacant land in Kuala Lumpur is becoming increasingly scarce, leading many companies and developers to eye brownfield projects within the city centre for redevelopment.

He said the River of Life's project delivery partner (PDP) will be given incentives to manage and find buyers for government-owned land after the project is completed.

The government has issued a letter of intent to a joint-venture between Ekovest Bhd and Malaysian Resources Corp Bhd (MRCB) to act as the PDP for the river enhancement project over a three-year period.

Ahmad Fuad: Vacant land in Kuala Lumpur is becoming scarce.

“As for the incentives, after we beautify the whole area and state land has boosted value, the PDP will get 2% of the land transaction’s total value if it can find a buyer, much like real estate agents. But it depends on the government when and if it wants to sell,” he said.

This incentive is in addition to the basic fees for the PDP to coordinate the river beautification works. The fees will be a certain percentage of the project cost, Ahmad Fuad said.

Although the government has allocated RM1 billion in funds for the river beautification project, he said, the final cost has yet to be determined.

Apart from the RM1 billion set aside for river beautification, Ahmad Fuad said the government will allocate about RM3 billion for river cleaning jobs.

But, he said, the PDP will not be allowed to bid for government land near the Klang river as long as the joint venture company still remains the government’s partner in the upgrading of the river.

“This is because it will have a competitive edge over others given that it has access to information in its role as PDP. So it is not fair to the others.

“If it wants to bid for the land, it has to withdraw from being the PDP. If it bids, then of course it won’t get the 2% incentive if the land is sold. The choice is theirs. You cannot get both,” said Ahmad Fuad.

Ekovest-MRCB JV gets River of Life project

PETALING JAYA (Dec 7): Ekovest-MRCB JV Sdn Bhd, a 60:40-joint venture between Ekovest Bhd and Malaysian Resources Corp Bhd (MRCB), has finally been appointed the project delivery partner (PDP) of the RM2.2 billion Klang river rehabilitation and beautification project, known as the River of Life project.

The JV first obtained the letter of intent from the government for the job back in February.

According to the announcements made by both Ekovest and MRCB on Tuesday, the JV as the PDP will receive 1% of the estimated value of the project of RM2.2 billion, or RM22 million, as compensation for managing or coordinating the river rehabilitation and beautification projects over a three-year time period.

"The PDP will also enjoy monetary incentives with respect to the river rehabilitation and beautification works," said Ekovest-MRCB JV in a press statement, without elaborating.

Notwithstanding the "monetary incentives", the 1% fee or RM22 million may seem low compared with the usual contract margin in the construction industry that is at least 5% or more.

Nonetheless, according to a source familiar with the River of Life project, Ekovest-MRCB JV could still actually bid for the cleaning, rehabilitating and beautifying works for the project through a Swiss challenge exercise, which was what applied to the MMC-Gamuda JV in the MRT project.

This means the Ekovest-MRCB JV could still bid for the tenders and the authorities would call for other companies to submit a matching or better proposal to get the best quality at the lowest possible cost.

"The government has actually mentioned that if the JV can do the work at a cheaper rate than the other bidders, it would get the job. It doesn't matter if it (the JV) was appointed the PDP, as the project does not belong to it.

"The River of Life project is led by a multi-agency task force under the purview of the Ministry of Federal Territories and Urban Wellbeing, hence the authorities will call for the tenders," the source said.

In an interview with The Edge weekly recently, Datuk Bandar Kuala Lumpur Datuk Seri Ahmad Fuad Ismail, said as the PDP of the River of Life project, the party appointed (Ekovest-MRCB JV) should not bid for the other projects whose tenders were called by the government, so as to avoid any conflict of interest and to ensure transparency.

Nevertheless, the source said as the government would want to get the lowest price for the jobs, there is no reason why bids by Ekovest-MRCB JV should be disqualified or the company itself barred from competing only because it is the PDP.

He said the JV had been mulling over the project for quite a long time, so it is quite "familiar" with the classification and requirements of the project.

The River of Life project is an Entry Point Project identified in the Greater Kuala Lumpur National Key Economic Area under the government's Economic Transformation Programme. It aims to transform the rivers running through the heart of Kuala Lumpur by undertaking river rehabilitation, beautification of riverbanks and river corridor development.
