Now the NFTA is starting to put their big boy shoes on and act like a real transit authority. Gates are coming to the system.

Metro has been considering improvements to the fare system for some time. In 2015, Metro decided to move ahead with an upgrade. This is how we hope the project will progress:

Jul. 2016 Testing, training and public awareness and enrollment program
Sep. 2016 Construction and equipment installation

NIAGARA FALLS – After nearly a decade, the $41 million Niagara Falls International Railway Station and Transportation Center could be ready to open at the end of May.

Thomas J. DeSantis, the city’s senior planner, discussed the project with the City Council on Monday. The two largest tenants of the train station on Main Street near the Whirlpool Bridge will be Amtrak and the Underground Railroad Heritage Area, which will house a museum in the former Customs House attached to the site.

A bid of $22.7 million was awarded to Scrufari Construction of Niagara Falls in 2014 for the final phase of the project, but the Council approved $1.2 million in change orders Monday for “unanticipated and necessary work that was beyond the scope of the bid,” including signage and interior modifications. However, the change orders remain within the project’s contingency budget already approved by the Council and includes matching federal and state funds, DeSantis said.

“We are less than six months away,” DeSantis said of the planned opening.

City Controller Maria C. Brown said they are in the process of setting up a separate stand-alone fund for the train station, rather than mixing operational costs into the general budget.

“Everybody will see clearly the revenues it generates and the expenses associated with it,” Brown said. “We are hoping the train station generates enough revenue to sustain its expenditures.”

Amtrak will be a partner, sharing the cost of operating the train station 50-50, DeSantis said, adding that the city’s economic development staff is looking to lease space there.

DeSantis said officials have suggested that the museum in the Underground Railroad Heritage Area charge a fee.

The museum would not turn people away and will likely be free for schoolchildren, he said, but officials want visitors to see the museum as something of value and be willing to pay something for it.

Study on Buffalo-to-Amherst transit extension hits delay

Consultants have been studying since 2013 how and where to upgrade public transit between Buffalo and Amherst, and were slated to complete their task in January. But they haven’t. And they won’t finish anytime soon.

The experts need more time to analyze the cost of extending Metro Rail to Amherst or establishing enhanced bus service, according to Kimberley A. Minkel, executive director of the Niagara Frontier Transportation Authority. As a result, the study will be delayed until “late summer.”

“We’re a little behind schedule,” Minkel said. “The consultants have to share a lot of information in a way that makes sense and is not all engineering jargon. We’ve asked them to simplify.”

When the study is finally completed, NFTA planners will recommend either a rail or bus mode, including specific routes. More studies will then determine costs and environmental ramifications, though Minkel said extending the current study into the summer will allow for earlier answers to some questions.

The authority then expects to present a strong case to the federal government for money to build a system linking the city and suburbs, citing increased traffic and development in Amherst, a continuing desire for service to new downtown facilities, and the need to link various University at Buffalo campuses.

Options stemming from the $1.5 million federally funded study include:

• A rail route stretching under Bailey Avenue from University Station on UB’s South Campus for 1.5 miles before surfacing in the Bailey/Eggert vicinity near Northtown Plaza. The line would then serve Niagara Falls Boulevard and turn east on Maple Road before veering into UB’s North Campus via Sweet Home and Rensch roads.

• An alternative rail route would burrow under Millersport Highway for about 1.5 miles before surfacing near Buckeye Road, south of Sheridan Drive, and continuing on to UB North.

• “Bus rapid transit” also is under discussion. It would feature dedicated lanes, synchronized signals and enhanced stations served by long, “articulated” buses able to bend around curves.

• A lesser, “preferred bus” option using synchronized signaling with enhanced stations and amenities – similar to what recently debuted on Niagara Street in Buffalo – is another alternative.

• Doing nothing also will be considered, though that recommendation is not expected to be implemented.

Nowhere near enough population density to support light rail to the Southtowns. Even Buffalo to UB Amherst which they are studying now is iffy

It seems the station is served by 6 trains per day. But I agree that Amshack may be the solution for the time being.
