OK let me start with this: apparently there are some unreported information that some tycoon is planning to construct a 70 storey tower opp Kenya High Commission in Oysterbay. This is just word on the street...don't quote me.

get more info for us! that will be great but probably the master plan of Oysterbay will have to be changed cause the area right now is not meant for high rise buildings!

Yes I was shocked myself but katika miskiti yao jamaa anatamba anataka kujenga hilo jengo.Pia kule Kenyatta dr/Toure dr atajenga Marriot hotel.(hii ni ya uhakika)

huyu mhindi aliyenipa info namuliza mara tatu-tatu manake siamini anavoniambia.

Tall building a threat to Ikulu

Dar es Salaam.The construction of a controversial 19-storey building overlooking State House has prompted security concerns, and the government has demanded to know who authorised the project in the area.The Citizen on Sunday has reliably learnt that State House has come down hard on authorities responsible for urban planning and issuance of building permits, requiring them to explain why they approved one of the tallest structures in the city to be built near the President’s official residence and office.

The approval is in breach of urban planning and security regulations, which set a height zone limit of six storeys in the area. The building, which is located on Chimala Street, near Ocean Road Cancer Institute, is a joint venture between Palm Residence Limited and Tanzania Building Agency (TBA).

“The sanctioning of the project is a good example of how urban planning laws are routinely violated even by government agencies,” Land, Housing and Human Settlements Development Permanent Secretary Patrick Rutabanzibwa said.

“We have to reach a point where such irregularly built structures are pulled down...short of that there will never be any discipline in observing construction regulations,” he added.
A senior Ilala Municipal Council official, who requested for anonymity because he is not authorised to speak to the media, told The Citizen on Sunday that he was among several people summoned to State House over the matter. However, The Citizen on Sunday could not get State House’s reaction, with Chief Secretary Philemon Luhanjo saying yesterday that he was attending an important meeting and was not in a position to comment.

The erection of the structure, which began three years ago, disregards the 1979 Dar es Salaam Master Plan, which set the six storeys as the maximum height for private buildings around State House. Mr Rutabanzibwa said the limit was deliberately set for security reasons.

The project also contravenes the Dar es Salaam Central Area Redevelopment Plan of 2000, jointly prepared by the Lands ministry and Ilala Municipal Council, and which bans such structures in the vicinity of State House.

TBA Executive Director Makumba Kimweri admitted that the agency issued the building permit for the structure, adding that he was aware that the project contravened regulations. However, he could not explain why the regulations were flagrantly violated.

Under Section 28 (d) of the Urban Planning Act, 2007, only the municipal planning authority has powers to consider applications and grant permission for land development in any part of the city.This newspaper has seen at least three letters the Lands ministry wrote to TBA, asking the agency to explain how and why the project was approved contrary to regulations, but Mr Kimweri has denied receiving any of them.

“So far we have not received any communication from the Lands ministry over the issue,” he said in a written reply to The Citizen on Sunday late last month.

Several sectoral stakeholders have pinned the blame on both the Lands ministry and the Ilala Municipal Council, saying they could have stopped the project much earlier. They said many developers had shown interest and even sought permission to erect high-rise buildings near State House, but their requests were turned down on security grounds.

The projects include the multi-billion-shilling Mwalimu Nyerere Foundation House, which was to be built on Lithuli Street, a few metres from the State House main entrance. The project was quickly halted when preliminary work had already begun, and relocated. Some real estate and property management experts dismiss the security threat aspect in barring the undertaking of such projects near State House as unfounded. They say advances in security technology means that high-rise buildings should not be such a thorny issue.

“With the technology we have today, such structures are no longer a security threat. Today’s technology can be used to monitor virtually everything going on in buildings near sensitive facilities,” said a senior official with the Construction Registration Board, who asked for anonymity due to the sensitivity of the matter.

He said the government should consider changing the building’s use instead of pulling it down as this would have far-reaching adverse implications.Last week, Prime Minister Mizengo Pinda told Parliament that the matter had already been discussed by senior government officials, adding that it had been forwarded to President Jakaya Kikwete for his final decision.

“We are very much aware of the issue, which has now been forwarded to the President for action. I ask you to be patient until the President gives his word,” he told MPs.A government official familiar with project said State House had been holding talks with the developers on the possibility of the floors beyond the height limit to be reserved for government use.The State House is mostly surrounded by government buildings for security reasons. The headquarters of a number of ministries and state agencies are located in the area.

Court building to be demolished




PLANS are underway to demolish the historical building now housing the Court of Appeal in Dar es Salaam, to pave way for the expansion of former Kilimanjaro Kempinski Hotel, which was recently renamed Hyatt Regency, sources say.

Sources told the 'Daily News' that the government has de-gazetted the building which first appeared in the Government Notice (GN) 498 of 1995 as an historical building.

The revelation comes few days after the weeklong celebrations of the 50 years of the Ministry of Natural Resources and Tourism which, among others things, unveiled the Dar es Salaam City Tourism Exploration Trail that include the ancient building.

The building protected under the Antiquities Act No. 10 0f 1964 and its amendments No. 22 of 1979 is among landmark features along the trail.

Conservationists have expressed concerns over the move, saying it will ruin the Kivukoni Front view where several historical buildings including the High Court, Tanzania Bureau of Statistics and the High Court Commercial Division are located.

"The government has exchanged the building with the Kempinski Hotel's (Hyatt Regency) owner who will have it demolished and erect a new structure as part of the hotel expansion," said an official with the Ministry of Natural Resources and Tourism who preferred anonymity.

It is said that the new structure will comprise several presidential suites. The hotel owner is to build a new building in the city where the Court of Appeal will relocate, the sources said.

Some officials have called the decision inconsiderate as it did not respect the fact that the building is regarded as one of the city's landmarks.

"If the matter is expansion of the hotel, let it be done somewhere else, the building should not be tampered with," said another source.

The Permanent Secretary in the Ministry of Lands, Housing and Human Settlements Development, Mr Patrick Rutabanzibwa, admitted to have heard the plans, but said his office was not officially informed.

"I heard that there were talks between the government and the Kempinski (Hyatt Regency) owner over the change in the use of the building but I am not aware on the conclusion," he said.

Mr Rutabanzibwa noted that the building's location suits the city's plans, adding that any move to demolish the structure will interfere with the plans.

"It would be better that the building remains the same with or without changes in the use because that is how it is supposed to be according to the city plan," he said.

Another official in the ministry noted that if the trend was to be entertained, all historical buildings in the city would be demolished. The Salamander building was also a historical building, but an investor pulled it down.

"The Court of Appeal building, former Forodhani Hotel, housed the first hotel in the city before independence. It was then known as Dar es Salaam Club," said the ministry's official.

The Minister for Natural Resources and Tourism, Mr Ezekiel Maige, said all the information on the matter would be given by the ministry's Permanent Secretary, Ms Maimuna Tarishi.

When reached for comments, Ms Tarishi promised to respond on the matter in writing.

The Hotel's Communication Officer identified by one name as Nasra declined to comment on the matter, saying she has no authority to speak on the iisue.
