The Loop and outlying suburban areas are always growing. The metropolitan area is increasing while the inner city proper is decreasing.

Oh my god, this thing HAS to be built
In the twin design, not the Burj-esque one.

NY and Chicago are not at war. NY has much more in common with its "little cousins," Philly and Boston than it has with Chicago.

NY and Chicago have been fighting to be skyscraper capital of the world since 1885. As far as residents they may not be rivals, but in the skyscraper world they are bitter nemeses.

Chicago's crime rate actually isn't too bad for an american city. It's kind of in the medium-high range, but there are plenty of cities with higher crime rates. The media has recently been going all out with sensationalism about murders in Chicago though, and it's skewing people's perception of the reality there.

There's a handful of things. High taxes, the weather, better opportunities elsewhere, the economy, etc. -- Though I think Chicago is slowly making a recovery. It'll still be a while before Chicago fully recovers economically. The unemployment rate is still rather high.

Its a cool design, but it looks a bit out of place being so tall. It seems out of place being on the edge of the CBD, and I'd rather see such a tall building in Wolf Point or where the Chicago Spire, Waldorf-Astoria, or Waterview Tower were to be built.

Well, if the SSP diagram is accurate then it is only 497 meters tall (with 113 meter spires). That's just 55 meters taller than the Willis Tower. That's not much in my opinion

Amazing! This tower would be so dominating. The design screams Chicago! Exciting project to keep an eye on.

I really think you got this building mistaken for the Chicago Spire... Out of place was its name, IMO.

Plan Commission OKs Post Office redevelopment
By Hal Dardick and Blair KaminTribune reporters
5:32 p.m. CDT, July 18, 2013

An ambitious plan to redevelop the long-vacant old Post Office and surrounding neighborhood over the next 20 years on Thursday won the unanimous endorsement of the Chicago Plan Commission, but funding for the project’s $1.5 billion first phase remained uncertain.

“My client is quite a rich man, but he’s not rich enough to do all of it himself,” said Charles Hubbard, a consultant to British developer Bill Davies, after the commission’s vote. “We need partners.”

If that funding comes through, construction of apartments on the Van Buren Street side of the old Post Office, which straddles Congress Parkway, could start in mid-2014, Hubbard said........

The cost for the entire project could run as high as $4 billion, Antunovich added.........

The developer expects to present the plan to the City Council’s zoning committee next Tuesday.........

regardless I really wouldn't mind a 497 meter building in Chicago

but is this actually a serious proposal?
