Actually nobody working at site since the end of March.
Some necessary procedures need to be completed before starting the construction,it seems that they neglect something and now the project has stopped temporarily.
If everything goes well, they will continue the construction in two months, more or less.

What necessary procedures can they complete if there are no people on site?

Paper work, securing financing would be the most likely suspects.

Piling is ready and now they are waiting for the main contractor to start. Nothing to worry about

They had a ground breaking ceremony last September and must have poured loads of money into the project since then.

Isn't that odd if they need official approvals or financial backing?

Why would they even have started working on it if they already lack money at this early stage...? Is that normal?

Piling is done by another company than the one who's going to build the tower. It's normal to have some idle time between those stages.

Hard to believe that this will only be third tallest building in the world when it is finished.
