depends on how long it'll take to complete the pilling. Lets say they finish pilling by the end of this year then i would say they can start to install the super conlumns on the poured raft until mid 2015.
Digging the hole and pouring the raft after finishing pilling doesn't take that long normally.

The sphere will encase a 500 to 750 ton tuned mass damper, there will also be a tuned sloshing damper just beneath the sphere.
