Myanmar team due in Sept to finalise road-link agreement
Wednesday August 16 2006 11:24:30 AM BDT Zahedul Islam A four-member delegation of the Myanmar government, led by a deputy minister, is likely to arrive in the first week of September to finalise the proposed Bangladesh-Myanmar road-link agreement. The foreign affairs ministry of Myanmar, in a letter to the Bangladesh government in July, said that Yangon would send a four-member team led by its deputy minister for construction, Brigadier General Myint Thein, for a visit from September 1 to 4 to finalise the 153-kilometre road-link agreement. According to the agreement, Bangladesh and Myanmar will be responsible for planning, construction and maintenance of the road. Both countries will make land available, free of charge, for the proposed road as well as provide camping facilities for construction personnel, equipment and supplies. The Bangladesh government regards the sending of the ‘high-level’ team as a positive gesture from Yangon as well as a major breakthrough of Dhaka’s continued diplomatic effort to persuade Myanmar to sign the agreement as a bid to make its ‘look East policy’ a success. ‘We hope this team will finalise the agreement to pave the way for signing the agreement by October, before the end of the present government’s tenure,’ said a top official of the communications ministry which will implement the project. The road-link is a major component of the ‘look East policy’ of the BNP-led four-party alliance launched in 2002 with a view to strengthening ties with countries in Southeast Asia, and particularly with China. Earlier, Bangladesh had invited Myanmar several times to finalise the agreement to enable both countries to start the construction of the first phase of the 153-kilometre road-link project. But Yangon was unwilling and non-cooperative since September 2005, citing its inability to finance the Myanmar portion of the road and saying that the project is not on its priority list. However, in May, during a visit, foreign secretary Hemayetuddin reportedly persuaded the Myanmar government to sign the agreement. The proposed road will stretch from Taungbro to Kyauktaw in Myanmar via Ramu-Gundom to Cox’s Bazar in Bangladesh, and will be constructed in two phases at an estimated cost of Tk 933.46 crore. The Bangladesh government, according to the plan, will construct a 43-km stretch of the road in the first phase, of which 20 km will be in Bangladesh and 23 km in Myanmar, at a cost of Tk 163.49 crore. The prime minister, Khaleda Zia, proposed to build the highway during her visit to Myanmar in 2003. The head of the Myanmar government visited Bangladesh the following year and laid the foundation of the road in Teknaf. The communications ministry will hold an inter-ministerial meeting on August 21 to nominate a team leader from Bangladesh to finalise the agreement. 3rd Buriganga Bridge
Construction going fast The government has in principle decided to construct an approach road from the Rayerbazar embankment to Satmasjid Road to facilitate movement of vehicles from the city to the 3rd Buriganga Bridge at Basila, official sources said. The officials said they will start a field survey soon for the road. Based on that survey report, the government will ascertain how much land is needed for the road and acquire the land accordingly. "The approach road will not be more than 1.5 km long from the Rayerbazar embankment to BRTC bus terminal on Satmasjid Road, but this will make the bridge efficient, enabling the vehicles to run to and from the bridge easily," said an official of Roads and Highways Department (RHD). ![]() Construction of the third Buriganga bridge in Basilka continues day and night. The officials said they are hopeful of getting funds for the approach road from the Kuwait Fund for Arab Economic Development, the funding authority of the bridge. Meanwhile, piling work for the bridge is now going in the river. The officials are hopeful that there would be significant progress in the basement construction of the bridge within next three months. The 705-metre long and 10-metre wide bridge will be constructed at Basila in Mohammadpur at a cost of Tk 48 crore. This will be the third bridge on the river Buriganga that will connect the capital with its outskirts. "The progress of the bridge project is more than satisfactory. We are hopeful to complete it before December 2009, the fixed time for the project," said Muzammel Haque, project director (PD), 3rd Buriganga Bridge. The bridge on the south-western side of the capital would extend the city. It will also facilitate the development of the west bank of Buriganga as an industrial zone.
