MCC to take up survey of water connections from Monday

It is undertaken to identify illegal water connections. The survey would throw light on how many houses did not have underground drainage (sewage) connections.

Mangalore City Corporation will take up a three-month survey of water supply and sewage connections in its jurisdiction from July 2, according to K.S. Linge Gowda, Assistant Executive Engineer (water supply), at the civic body.

The survey work had been outsourced to Infotech Technology, Mangalore, he told The Hindu.

Its workers would visit each house and commercial establishments in 25 revenue wards and 14 revenue blocks (village) during the three months, he said.

Mr. Gowda said that before taking up the survey the civic body would distribute handbills in the city and issue an advertisement to create awareness. The surveyors will carry identity cards.

The Assistant Executive Engineer said he was requesting people to show the surveyors a proof of door number, latest water bill, and latest electricity bill and receipt of the property tax paid.

It is undertaken to identify illegal water connections. The survey would throw light on how many houses did not have underground drainage (sewage) connections.

He said the data secured through the survey would help know the actual requirements as against the storage capacity of the new vented dam, which was under construction at Thumbe. The civic body has proposed to introduce round-the-clock water supply. Hence the survey would help in planning after assessing the demand and the quantity of water available for supply.

Mr. Gowda said according to the official data there were 75,000 registered water connections. But it was estimated that the city had about 1.60 lakh properties. There was a mismatch in the registered connections and the total number of properties.

Legal action

The Assistant Executive Engineer said that people who had availed illegal water connections would be given 10 days to get them regularised by furnishing relevant documents. If they failed to do so the civic would initiate legal action against them.

The 22 west flowing river garlanding programme, Paschima Vahini, which has been on the cards since 2001 has again picked up momentum with the chief minister DV Sadananada Gowda clearing administrative hurdles and directing the department to go ahead with the plan.

The chief minister, who is now caught in an intense game of power, has sent N Yogish Bhat, deputy speaker with appropriate papers to jump start the project.

According to the project line estimate, it should have started sometime in 2005 at a cost of `100 crore, but due to delays and inflation the project cost has been estimated to be `423 crores (2011 cost). Gowda in the recent budget had made provisions for Rs120 crores.

The project envisages harnessing a total of 1,480 TMC water from 22 West flowing rivers including five major rivers like Nethravati, Sharavati, Chakra, Swarna and Kali.

The minor irrigation department plan made in 2002 had envisaged construction of 707 vented dams which could irrigate 40,189 hectares of agricultural land in three districts which generally use rain water for Khariff and part of Rabi crops.

After the project’s completion, about 20 major towns and cities including Mangalore, Udupi, Karwar, Kundapur, Bhatkal, Honnavar will have no drinking water problems ever, said Bhat.

Project to tap river water gets government nod

MANGALORE: Karnataka is all set to tap the potential of west-flowing rivers in its three coastal districts - Dakshina Kannada, Udupi and Uttara Kannada- with the state government according administrative sanction to the 'Paschima Vahini' project.

Deputy speaker N Yogish Bhat said CM had given suitable instructions to utilize funds set aside for major irrigation projects across Karnataka for the project. There are five west-flowing rivers in Dakshina Kannada, 13 in Udupi and five in Uttara Kannada. The total availability of water in these rivers is calculated at 1480tmc.

The department of minor irrigation had prepared a comprehensive study report on these rivers, Yogish Bhat said. At present, 385 vented dams, salt-water check dams and minor dams have been constructed across these rivers and 122 vented dams are under construction that will take the total number of such structures to 507. An additional 193 vented dams have been proposed in the agriculture budget for 2012-13.

The total irrigation command area of all these projects put together will be 40,189.69 hectares for which 20.099 tmc water is being utilized. "A sum of Rs 120 crore is needed to complete the proposed 193 vented dams and the amount has been earmarked in the year's budget," he said.

To realize the full potential of Paschima Vahini project, a total of 707 vented dams and 74 salt water check dams have to be constructed in the three coastal districts at a cost of Rs 423.05 crore. This will enable the utilization of 8.059tmc water and will provide irrigation facility to 23,269 hectares.

Bhat also said CM had directed the authorities concerned to ensure the projects be completed over the next two-years using funds apportioned. "The coastal districts receive an average of 4,420 mm of rainfall during monsoon and Paschima Vahini seeks to take full advantage of the same," he added.

Rangamandira

The CM has also accorded administrative sanction to utilize Rs 7 crore for the construction of sistrict Rangamandira. An estimate of Rs 15 crore has been drawn up for the construction. The district administration has Rs 2.90 crore in its kitty by way of funds collected for the purpose and donors have pledged to give Rs 6 crore.

"A request was made to state government to meet the shortfall, which CM has agreed," Bhat said.

MANGALORE: Kodachadri Hills, a holy place attached to Kollur Sri Mookambika Temple, has become a dumping yard for petty shops.

Pilgrims complain that the shops dump waste including plastic bags and bottles on the roads to the hills. TOI had highlighted in its column on the lack of cleanliness in the premises of Kollur temple.

MV Pradeep, a devotee of Kollur temple, said, "Petty shops on the hills sell soft drinks, snacks and other food items, but they never bother about the cleanliness of the surroundings. I have noticed heaps of garbage dumped behind petty shops near the cave shrine of Ganapathi on the hills, Sarvajna Peeta and near the parking lot on top of the hills," he added.

Another devotee Sudhakar Nambiar said the lack of cleanliness was the result of apathy of the government, which showed no interest to form an administrative board for the temple.

The office of the commissioner of Hindu religious endowment had invited applications from interested devotees to form a nine-member board based on High Court's direction on March 20. A notice was also issued on June 19 in this regard. The board will be set up for three years.

When contacted assistant commissioner of Kundapur, Sadashiva Prabhu, who is the in-charge of the temple, said that Kodachadri hills belonged to Hosanagar gram panchayat of Shimoga district. "I don't if those petty shops are legal or illegal. I will bring the issue to the notice of the gram panchayat and the district authorities," he added.

Yes, I know it. But, first priority for water is drinking and irrigation. If enough water is available after fulfilling needs for drinking and irrigation then only industries can use it. Otherwise only option left to them is desalination plants.

Revenue Department in Mangalore to identify 147 sites for dumping waste

Deputy Commissioner instructed tahsildars of respective taluks to identify 30 sites, whose proposals were now pending before the Revenue Department, within a fortnight from Friday.

The Revenue Department will identify 147 sites for scientific disposal of solid waste in semi-urban and rural areas in Dakshina Kannada, according to Deputy Commissioner N.S. Channappa Gowda.

At a meeting with the zilla panchayat members here on Friday, Mr. Gowda said that disposal of solid waste was an issue in semi-urban and rural areas.

He instructed tahsildars of respective taluks to identify 30 sites, whose proposals were now pending before the Revenue Department, within a fortnight from Friday.

The 30 sites would be part of the 147 sites to be identified.

The Chief Planning Officer of the panchayat Mohammed Nazir told the Deputy Commissioner that in addition to 30 sites, the panchayat required 117 sites for disposing solid waste.

Mr. Gowda said that wherever the government land was not available, there was a provision to purchase private land. The Government would purchase them by paying three times more than the Government’s guidance value fixed for that area.

Referring to a case, he said that some people near Moodbidri had sometime ago opposed reserving land in their area for disposing solid waste. After they visited a scientific solid waste disposal site at Kundapur, they were convinced about it and agreed to allow for setting up the same model in their locality.

President of the zilla panchayat K.T. Shailaja Bhat had convened a meeting to discuss pending revenue issues with the Revenue Department officials.

The Deputy Commissioner said that a surveyor each would be deputed within 20 days for each taluk to survey land for identifying sites for Ashraya scheme applicants. Devaraj K.S., a member of the zilla panchayat, and two other members told the meeting that people were finding it difficult to get surveyors for their works.

Mr. Gowda said the district had been facing a shortage of 60 surveyors. Hence it was not possible to depute a separate surveyor for each taluk for surveying the land of government schools which did not have RTC (Record to Rights to Tenancy and Crops).

An official told the meeting that 10 sites were required for building hostels for students of backward classes and minorities.

Udupi CMC has decided to make use of the organic waste collected from the households, for generating electricity. Accordingly, a bio gas unit will come up in the CMC limits.

The CMC has decided to set up a unit in 10 cents land at Beedanagudde on the outskirts of Udupi. As per the proposal, it has been planned to generate 15 kw electricity using two tonne green waste. The generated electricity will be used for lighting 100 to 150 streetlights.

A proposal has been submitted to the government in this regard. Once, the project is implemented, then two tonne organic waste generated in the town will be used for a productive purpose. This will in turn help the CMC to save money in the form of electricity bill. The total cost of the project will be Rs 33 lakh.

Speaking to Deccan Herald, the CMC Environment Officer Subrahmanya said “we have submitted a detailed report to the government. Tender will be invited once the proposal is okayed by the technical committee.

“There is no question of incurring any expenditure. Organic waste will be considered as a resource and also be utilised effectively. Once the unit starts, then it will help the CMC to dispose the waste effectively as well as reduce its expenditure on electricity,” he said.The bio gas unit can be placed on the ground also.

The CMC has decided to go for below the ground unit. The decision on who will maintain the unit is yet to finalised. “We have two options before us, either to be maintained by the CMC or by the contractor.

“The unit will produce gas. One metre cube gas is equal to .45 kg cooking gas. The gas will be converted into electricity using the generator,” he informed.

The population of the Udupi is 1.25 lakh.

On an average about 62 tonne waste is generated in the CMC limits daily.

The garbage is being disposed near Alevoor and the CMC has been utilising a sum of Rs 35 lakh towards the disposal of waste every year. With the novel project, it will help the CMC to dispose the waste scientifically

CPI(M) protest against filth in Central Market area

Activists of the Communist Party of India (Marxist) on Thursday staged a demonstration against the Mangalore City Corporation for its apathy towards the upkeep of the road connecting the Central Market and Bunder.

The activists said the garbage in the area was not lifted regularly resulting in a stinking smell engulfing the area. “The MCC is spending lakhs of rupees on health, but doing little to clear garbage. This has left the people at risk of contracting diseases. The Lady Goschen Hospital is on the one end of the road while a commercial complex is on the other end,” said CPI (M) Mangalore City Secretary Sunil Kumar Bajal.

The activists stood at one such stinking place and raised slogans against the apathy of the MCC officers. The CITU’s Dakshina Kannada General Secretary, Vasanta Achary, said the MCC had not given much attention on clearing garbage on the busy road. The corporation had been collecting Rs. 150 from every household but not ensuring regular removal of garbage. The CPI (M) would intensify its agitation demanding proper system of garbage disposal, he said.

There were exchange of words between the activists and the police, who wanted the former to stop their demonstration. The agitators refused to stop and demanded that Mangalore City Corporation Commissioner Harish Kumar should come to the spot.

The protesters relented after two officials from the MCC came to the venue and promised immediate action.

MANGALORE: Dakshina Kannada district is set to join Chikmagalur in banning the use of plastic.

Minister for higher education and district in-charge CT Ravi during his maiden visit to the district after assuming charge said, plastic carrybags, cups and sheets of any thickness will be banned in the district. "We have no equipment and mechanism to check thickness of the plastic. Hence, we have decided to ban all types of carrybags, including those measuring above 40 microns. I have directed deputy commissioner NS Channappa Gowda to issue a circular in this regard," CT Ravi said.

On possibilities of plastic manufacturers approaching court against the ban, Ravi said that the government is prepared to face any obstacle. It may be recalled that a blanket ban on sale and use of plastic was imposed in Chikmagalur district during Channappa Gowda's tenure as deputy commissioner.

At a meeting of officials and people's representatives, Ravi said that all departments in the district should expedite development work. "It is unfortunate that many departments, including the tourism department, have not achieved progress in development works. A progress review meeting will be held on August 14 and the officials should be ready with the progress reports," he directed.It was brought to the notice of the minister that works taken up by Karnataka Road Development Corporation Limited , including Mani-Mysore road, are going on at snail's pace. In the meeting it was demanded that the contract awarded to the Corporation should be cancelled and fresh tenders should be invited.

The minister took the officials to task and said he would discuss the issues with the managing director of KRDCL.

He said, being the district in-charge minister, he will visit Dakshina Kannada at least twice a month. "Dakshina Kannada is a role model district for me. Though I belong to Chikmagalur, I have always admired the progress achieved by Dakshina Kannada. The responsibility of being the in-charge minister has given me an opportunity to study the growth and development pattern here," he said.

MANGALORE: He made personal monetary offer to help nab offenders who dumped debris by the roadside in Mangalore City Corporation limits. Later, then minister for environment J Krishna Palemar, backed it up with official order that assured any one informing authorities concerned about such acts in Dakshina Kannada with an enhanced cash award. Yet, there seems to be no end in sight for this practice that continues unabated in DK.

A discerning TOI reader who found vehicle (KA 19 A 8935) dumping debris on the roadside near Kadri Park along NH promptly mailed the photos to the newspaper. Interestingly, the vehicle prominently displayed a banner 'On Mangalore City Corporation Service'. When the attention of MCC Commissioner K Harish Kumar was drawn to this fact, he assured TOI that the civic body would inquire into the matter and take appropriate action.

Palemar rued the fact that people in DK were lukewarm to environmental safety and acts such as one mentioned above only reinforced this perception. "Even when I offered a reward of Rs 1,000 from my personal funds to help catch such offenders, there was no response," Palemar, who was then the district in-charge minister, said. "The situation did not change when I backed my action with an official order and enhanced the reward," he noted.

Stating that would continue his crusade against this practice, Palemar said, "It does not matter that I am no longer a minister, but will take it up with authorities concerned in my capacity as an MLA," adding he has already drawn the attention of the Commissioner and other senior officers of the civic body. Failure to curb this practice will result in 'disaster' in terms of artificial flooding in areas where debris blocks natural flow of storm water, he added.

Srikanth Rao, joint commissioner said there is no prescribed fine in city corporation manuals for those caught dumping debris illegally. "Cost of transporting such debris to proper landfill site is more than fine imposed on offenders," he said adding MCC is thinking of proceeding against offenders under the public nuisance clause of Karnataka Police Act. City police chief Seemant Kumar Singh said similar drive is on in Gujarat and can be tried out here.

MANGALORE: Haphazard dumping of domestic and bio-medical waste across the city will give all those indulging in such acts their 'three minutes of fame'. Peeved with attitude of section of the citizens dumping waste at places convenient to them instead of waste bins, Mangalore City Corporation has decided to catch such people in action through use of cameras capable of seeing all 360 degrees and then publicize their acts in the media.

Commissioner K Harish Kumar told TOI that civic body ends up getting the blame from the citizens at garbage strewn at various places across the city. "Most often, we find that garbage is thrown at a stone's throw distance from a metal container bins placed by the corporation for their mechanical handling by dumpers deployed by city corporation," he said. It is not just domestic garbage, few institutions also dispose medical waste in the open, he said.

Most such acts take place at night, avers K Srikanth Rao, joint commissioner. Residents of flats dumping waste at a place close to their building rather than the waste bins is something that the City Corporation has taken due note of, he said. Imposing a fine on individual or collective defaulters has not yielded desired results, Srikanth said adding it is better to 'touch' the conscience of such persons by giving wide publicity to their lack of civic sense.

Not disclosing the areas where these cameras will be fixed, their numbers or the date from which the project would get underway, commissioner said, "It is better that people are kept on tenterhooks in this regard." However, Harish hinted that since such complaints are common in residential areas or in places that have medical facilities, these could be the areas where the city corporation first fixes the cameras and monitors their feed centrally.

Times impact

Reacting to a report in these columns/site on unauthorised dumping of debris by a jeep on MCC service along NH at Kadri, Commissioner Harish said he has directed the engineering section to stop payment to the contractor for one month. City Corporation employs monsoon gangs of five members for each of the 60-wards and provides one vehicle for two wards to clear debris. Contractor concerned has erred here and would be penalised, Harish said.

ಮಂಗಳೂರಿನ ಘನ ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಗಾಗಿ ಮೂರು ಪ್ಯಾಕೇಜ್*ಗಳನ್ನು ರೂಪಿಸಲಾಗಿದೆ. 60 ವಾರ್ಡ್*ಗಳನ್ನು ಉತ್ತರ ಮತ್ತು ದಕ್ಷಿಣ ಎಂಬ ಎರಡು ವಿಭಾಗಗಳನ್ನಾಗಿ ವಿಂಗಡಿಸಲಾಗಿದೆ. ಮೊದಲ ಪ್ಯಾಕೇಜ್*ನಲ್ಲಿ ರಸ್ತೆ ಗುಡಿಸುವುದು, ಮನೆ ಮನೆಯಿಂದ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಿಸುವ ಕಾರ್ಯ, 2ನೇ ಪ್ಯಾಕೇಜ್*ನಲ್ಲಿ ಬೀಚ್ ಕ್ಲೀನಿಂಗ್ ಮುಂತಾದ ಶುಚಿತ್ವ ಕಾರ್ಯವಿದೆ. ಇವೆರಡು ಪ್ಯಾಕೇಜ್*ಗಳಿಗೆ ಟೆಂಡರ್ ಕರೆಯಲಾಗಿದೆ. ಆದರೆ ಈ ಟೆಂಡರ್*ನಲ್ಲಿ ಭಾಗವಹಿಸಿದವರು ಕನಿಷ್ಠ ಮೊತ್ತಕ್ಕಿಂತ ಸುಮಾರು ಶೇ.25ರಷ್ಟು ಹೆಚ್ಚು ದರವನ್ನು ಟೆಂಡರ್*ನಲ್ಲಿ ಹಾಕಿದ್ದಾರೆ. ಇದರಿಂದ ಈ ಟೆಂಡರ್*ದಾರರೊಂದಿಗೆ ಮಾತುಕತೆ ನಡೆಸಲು ರಾಜ್ಯ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಕಾರ್ಯದರ್ಶಿ ನೇತೃತ್ವದ ಸಮಿತಿ ರಚಿಸಲಾಗಿದೆ. ಶೀಘ್ರದಲ್ಲಿ ಅವರು ಮಾತುಕತೆ ನಡೆಸಿ ಟೆಂಡರ್ ವಹಿಸಿಕೊಡಲಿದ್ದಾರೆ. ಮೂರನೇ ಹಂತದ ಪ್ಯಾಕೇಜ್*ನಲ್ಲಿ ಸಂಗ್ರಹಿಸಲಾದ ತ್ಯಾಜ್ಯವನ್ನು ಗೊಬ್ಬರ ಮಾಡುವ ಕ್ರಿಯೆ ನಡೆಯಲಿದೆ. ಇದರ ಟೆಂಡರ್ ಮಂಜೂರಾಗಿದ್ದು, ಪ್ರಕ್ರಿಯೆ ನಡೆಯುತ್ತಿದೆ.

ಡಸ್ಟ್*ಬಿನ್ ಮುಕ್ತ ನಗರ

ನಗರದಲ್ಲಿರುವ ತ್ಯಾಜ್ಯ ಹಾಕುವ ಸಾರ್ವಜನಿಕ ಡಸ್ಟ್*ಬಿನ್*ಗಳನ್ನು ಹಂತ ಹಂತವಾಗಿ ತೆರವುಗೊಳಿಸಲಾಗುತ್ತದೆ. ಮುಂದೆ ಡಸ್ಟ್*ಬಿನ್ ರಹಿತ ನಗರವನ್ನಾಗಿ ಮಂಗಳೂರನ್ನು ಮಾಡಲಾಗುತ್ತದೆ. ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವ ವಾಹನಗಳಿಗೆ ಜಿಪಿಎಸ್*ನ್ನು ಅಳವಡಿಸಲಾಗುತ್ತದೆ. ಯಾವ ಪ್ರದೇಶಗಳಲ್ಲಿ ವಾಹನ ಹೋಗಿಲ್ಲ ಎಂಬ ಮಾಹಿತಿ ನಗರ ಪಾಲಿಕೆ ಅಧಿಕಾರಿಗಳಿಗೆ ಮಾಹಿತಿ ಬರುತ್ತದೆ.

ವಿಭಜನೆ

ಮನೆ, ವಾಣಿಜ್ಯ ಸಂಕೀರ್ಣ, ಮಾಂಸಾಹಾರಿ ಹಾಗೂ ಸಸ್ಯಾಹಾರಿ ಊಟದ ಹೋಟೆಲ್, ಬಾರ್ ಆ್ಯಂಡ್ ರೆಸ್ಟೋರೆಂಟ್ ಮತ್ತು ವಸತಿ ಸಮುಚ್ಚಯ ಹೀಗೆ ನಾನಾ ವಿಭಾಗಗಳನ್ನು ವಿಂಗಡಿಸಿ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವ ಯೋಜನೆ ಪಾಲಿಕೆ ಹಾಕಿಕೊಂಡಿದೆ. ತ್ಯಾಜ್ಯಗಳಲ್ಲಿ ಅತ್ಯಂತ ದುರ್ವಾಸನೆಯಿರುವ ತ್ಯಾಜ್ಯಗಳನ್ನು ಪ್ರತ್ಯೇಕವಾಗಿ ಸಂಗ್ರಹಿಸುವುದರಿಂದ ಶುಚಿತ್ವಕ್ಕೆ ಇನ್ನಷ್ಟು ಒತ್ತು ನೀಡಿದಂತಾಗುತ್ತದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಯೋಜನೆ ಸಿದ್ಧಗೊಳ್ಳುತ್ತಿದೆ.

ಸಾರ್ವಜನಿಕರ ಸಹಕಾರ ಅಗತ್ಯ

ಬೆಳ್ತಂಗಡಿ: ಕೊನೆಗೂ ನಿಜವಾಗಿದೆ. ಅಧಿಕಾರಿಗಳ ಅಸಡ್ಡೆ ಬಯಲಾಗಿದೆ. ಜನರ ಆತಂಕ ಹೆಚ್ಚಾಗಿದೆ. ಗುರುವಾಯನಕೆರೆಯ ಬದಿ ಕುಸಿಯಲಾರಂಭಿಸಿದೆ.

ಅತಾರ್ಕಿಕವಾಗಿ ಕೆರೆಯ ಹೂಳು ಎತ್ತಿಹಾಕಿ ಕೆರೆಯಲ್ಲಿಯೇ ರಾಶಿ ಹಾಕಿದ ಪರಿಣಾಮ 50 ಲಕ್ಷ ರೂ. ಪೋಲಾಗಿದೆ. ಅಷ್ಟಲ್ಲದೇ ಬಂದ ದುಡ್ಡನ್ನು ಪೂರ್ತಿಯಾಗಿ ಹೂಳೆತ್ತಲೆಂದೇ ತೆಗೆದಿರಿಸಿ ಕೇವಲ ಬೆರಳೆಣಿಕೆ ದಿನಗಳಲ್ಲಿ ಮುಗಿಸಿ ತಿಂದ ಕಾರಣ ಈಗ ಅಡ್ಡಪರಿಣಾಮ ಕಾಣಲಾರಂಭಿಸಿದೆ.

ತಡೆಗೋಡೆ ಕಟ್ಟದಿದ್ದುದರಿಂದ ಗುರುವಾಯನಕೆರೆಯ ಬದಿ ಕುಸಿಯಲಾರಂಭಿಸಿದೆ. ಉಡುಪಿ - ಧರ್ಮಸ್ಥಳ ರಸ್ತೆಯ ಬದಿ ಈಗ ಕೆರೆಯ ಕಡೆಯಿಂದ ಕುಸಿಯಲಾರಂಭಿಸಿದೆ. ಇದು ಹೀಗೇ ಮುಂದುವರಿದಲ್ಲಿ ರಸ್ತೆಗೂ ಅಪಾಯ ತಪ್ಪಿದ್ದಲ್ಲ. ಅಷ್ಟೇ ಅಲ್ಲ ರಸ್ತೆಯ ಇನ್ನೊಂದು ಮಗ್ಗುಲಲ್ಲಿ ಇರುವ ಮನೆಗಳಿಗೂ ಅಪಾಯ ಕಟ್ಟಿಟ್ಟ ಬುತ್ತಿ. ಮಗು ಅಳದೇ ತಾಯಿ ಹಾಲು ಕೊಡಲೊಲ್ಲಳು ಎನ್ನುವಂತೆ ಅನಾಹುತ ಆಗದೇ ಸರಕಾರಿ ಅಧಿಕಾರಿಗಳು ಗಮನ ಹರಿಸರು ಎಂದಾಗಿದೆ. ಪ್ರಕೃತ ಇರುವ ತಡೆಗೋಡೆ ಅಷ್ಟೇನೂ ಗಟ್ಟಿಯಿಲ್ಲ. ಇದು ಆತಂಕ ಹೆಚ್ಚಿಸುತ್ತಿದೆ.

ಜೂ. 10ರಂದು ಉದಯವಾಣಿ ಈ ಕುರಿತು ವರದಿ ಮಾಡಿತ್ತು. 'ಕೆರೆಯ ಹೂಳನು ಕೆರೆಗೆ ಚೆಲ್ಲಿ ವರವ ಪಡೆದವರಂತೆ ಕಾಣಿರೋ' ಎಂದು ಗುರುವಾಯನಕೆರೆಯ ಹೂಳೆತ್ತಲು 50 ಲಕ್ಷ ರೂ. ಮಂಜೂರಾಗಿದ್ದರೂ ಹೆಕ್ಟೇರ್*ಗಟ್ಟಲೆ ಇರುವ ಕೆರೆಯನ್ನು ಪೂರ್ಣ ಪ್ರಮಾಣದಲ್ಲಿ ಹೂಳೆತ್ತದೇ ಕೆಲವೇ ಚದರ ಅಡಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಮಣ್ಣು ತೆಗೆದು ಅದನ್ನು ಕೆರೆಯಲ್ಲಿಯೇ ರಾಶಿ ಹಾಕಲಾಗಿದೆ. ಮಳೆ ಬಂದು ಕೆರೆ ತುಂಬಿದಾಗ ಹೂಳು ಮತ್ತೆ ಕೆರೆಯ ಒಡಲಿಗೆ ಸೇರಿಕೊಳ್ಳುತ್ತದೆ ಎಂದು ಪತ್ರಿಕೆ ಎಚ್ಚರಿಸಿತ್ತು.

ಇದು ದಪ್ಪ ಚರ್ಮದ ಅಧಿಕಾರಿಗಳಿಗೆ ತಾಗಲಿಲ್ಲ. ಯಾರೋ ಹತ್ತೋ ಇಪ್ಪತ್ತೋ ಮಾಡುತ್ತಾರೆ ಎಂದಾದಾಗ ಅವರ ಮೇಲೆ ನಿಗಾ ಇಟ್ಟು ನಿಯಂತ್ರಣಕ್ಕೆ ತರಬಯಸುವವರಿಗೂ ಇದು ಪಥ್ಯವಾಗಲಿಲ್ಲ. ಶಾಸಕ ಕೆ. ವಸಂತ ಬಂಗೇರ ಅವರು ಈ ವರದಿ ಹಾಗೂ ಪ್ರತ್ಯೇಕ ಮನವಿಯನ್ನು ಸ್ವತಃ ಮುಖ್ಯಮಂತ್ರಿಗಳ ಕೈಯಲ್ಲಿ ಕೊಟ್ಟಿದ್ದರು. ಆದರೆ ಸರಕಾರಕ್ಕೆ ಎಲ್ಲಿದೆ ಸಮಯ ಇಂತಹ ಸಂಗತಿಗಳ ಕಡೆ ಗಮನ ಹರಿಸಲು. ಉತ್ತರ ಕರ್ನಾಟಕದಲ್ಲಿ ಬರ ಬಂದರೆ ಪರಿಹಾರಕ್ಕೆ ದುಡ್ಡಿಲ್ಲ. ಇಲ್ಲಿ ಇರುವ ದುಡ್ಡನ್ನು ನೀರಿನಲ್ಲಿ ಮುಳುಗಿಸಲಾಗುತ್ತಿದೆ. ಎಂತಹ ವಿಪರ್ಯಾಸ.

Mangalore: ZP Meeting Focuses on Resolving Water Related Issues

Mangalore, Jul 25: "As Dakshina Kannada is facing less amount of rainfall, ground water is depleting. Hence engineering and irrigation boards should give more importance to solving water related issues," said Dr K N Vijayaprakash, CEO of zilla panchayat at the monthly KDP meeting here on Tuesday Jul 24.

The meeting was presided over by Shailaja Bhat, zilla panchayat president.

Multi-Village Drinking Water Project

Sathyanarayan, executive engineer said that around 42 projects under multi-village drinking water project have been proposed with a budget estimation of Rs 575 crore. In the first stage, a proposal of Rs 254 crore has been prepared and sent to the government for further approval.

Dr Vijayaprakash disregarded the report given by the officials regarding fluoride content in water. "As per the reports submitted by officials, as many as 44 places in the district have fluoride content in water, which is false," he said.


Vented Dams

In the meeting, education and health committee president Ishwar Kateel and social welfare committee president Janardhan Gowda stressed on the construction of vented dams. In response to this, officials said that 219 vented dams are to be constructed during this year out of which 82 dams have been completed, 72 are in progress and 28 yet to start.

Officials of the education department said that out of 4,069 students who appeared for board exams, 1459 students have excelled. A discussion with higher authority was also held so that the students are easily admitted for higher studies.

"For the welfare of children, around 41 associations run in the district," said Dr Vijayaprakash. "In case of orphans, they can be admitted to residential schools located in Belthangady and Kapikad," he said.

ಮೂಡಬಿದಿರೆ: ಪುರಸಭಾ ವ್ಯಾಪ್ತಿಯ ಕರಿಂಜೆ ಗ್ರಾಮದ ಮಾರಿಂಜ ಗುಡ್ಡದಲ್ಲಿ ನಿರ್ಮಾಣವಾಗುತ್ತಿರುವ ಘನ ತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿ ಘಟಕ ಪ್ರದೇಶಕ್ಕೆ ದ.ಕ. ಜಿಲ್ಲಾಧಿಕಾರಿ ಡಾ| ಚನ್ನಪ್ಪ ಗೌಡ ಅವರು ಬುಧವಾರ ಅಪರಾಹ್ನ ಭೇಟಿ ನೀಡಿ ಪರಿಶೀಲನೆ ನಡೆಸಿದರು.

ಕೃಷಿ ಭೂಮಿಗೆ ಹಾನಿ

ಪರಿಸರದ ಜಗದೀಶ ಸೇರಿಗಾರ ಅವರು ತಮ್ಮ ಕೃಷಿ ಭೂಮಿಗೆ ಮಣ್ಣು ಬಿದ್ದು ಕೆಸರು ತುಂಬಿಕೊಂಡಿದೆ. ಇಲ್ಲಿ ಕೃಷಿ ಮಾಡಲು ಸಾಧ್ಯವಿಲ್ಲ . ಇದೇ ರೀತಿ ಪರಿಸರದ 20 ಮಂದಿ ಕೃಷಿಕರ ಕೃಷಿ ಭೂಮಿ ಹಾಳು ಬಿದ್ದಿದೆ ಎಂದು ಜಿಲ್ಲಾಧಿಕಾರಿಯವರ ಗಮನಕ್ಕೆ ತಂದರು.

ಘನತ್ಯಾಜ್ಯ ವಿಲೇ ಘಟಕವು ಕಳೆದ ಒಂದು ವರ್ಷದಿಂದ ಪ್ರಗತಿಯಲ್ಲಿದೆ. ಸಾರ್ವಜನಿಕರಿಗೆ ಯಾವುದೇ ರೀತಿಯಲ್ಲಿ ತೊಂದರೆಯಾಗದಂತೆ ಶೀಘ್ರವೇ ಈ ಕಾಮಗಾರಿಯನ್ನು ಪೂರ್ಣಗೊಳಿಸಲಾಗುವುದು. ಈ ಬಗ್ಗೆ ಆತಂಕ ಬೇಡ ಎಂದು ಜಿಲ್ಲಾಧಿಕಾರಿಯವರು ಪತ್ರಕರ್ತರಿಗೆ ತಿಳಿಸಿದರು.

ಗ್ರಾ.ಪಂ. ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ನಳ್ಳಿನೀರು ಸಂಪರ್ಕವಿರುವ ಮನೆಗಳಿಗೆ ಈಗಾಗಲೇ ಮೀಟರ್* ಅಳವಡಿಸಲಾಗಿತ್ತಾದರೂ ಉಪಯೋಗಿಸಿದ ನೀರಿಗೆ ತಕ್ಕ ಬಿಲ್* ಪಡೆಯದೆ ಮಾಸಿಕ 50 ರೂ. ಮಾತ್ರ ನಿಗದಿಪಡಿಸಲಾಗಿತ್ತು. ಇನ್ನು ಹಾಗೆ ಇಲ್ಲ. ಕಂಪ್ಯೂಟರ್*ಗೆ ಸಾಫ್ಟ್ವೇರ್* ಅಳವಡಿಸಿದ ಬಳಿಕ ದರ ನಿಗದಿಪಡಿಸಿ ಉಯೋಗಿಸಿದ್ದಕ್ಕೆ ತಕ್ಕಂತೆ ಹಣ ಸ್ವೀಕಾರ ನಡೆಯಲಿದೆ. ಇದರಿಂದ ನೀರು ಪೋಲಾಗುವುದನ್ನು ತಡೆಗಟ್ಟಬಹುದಾಗಿದೆ. ಮನೆ ಡೋರ್* ನಂಬರ್* ಹಾಕಿದ ಕೂಡಲೇ ಅವರು ಉಪಯೋಗಿಸಿದ ನೀರಿನ ಮಾಪನ ಬರುತ್ತದೆ. ಅದರಂತೆ ಬಿಲ್* ಪಡೆಯಲಾಗುವುದು ಎಂದವರು ಹೇಳಿದರು.

ಚುನಾವಣೆ ಬಹಿಷ್ಕಾರ ಸಹಿತ ಹಲವು ಪ್ರತಿಭಟನೆ, ಮನವಿಗಳನ್ನು ಸಲ್ಲಿಸಿದ್ದರೂ ಬೇಂಗ್ರೆ ರಸ್ತೆಯ ಅಭಿವೃದ್ಧಿಗೆ ಏನೂ ಕ್ರಮಕೈಗೊಂಡಿಲ್ಲ ಎಂದು ನಿವೃತ್ತ ಮುಖ್ಯೋಪಾಧ್ಯಾಯ ರಾಮಕೃಷ್ಣ ರಾವ್* ಹೇಳಿದರು. ಮುಂದಿನ ಕ್ರಿಯಾಯೋಜನೆಯಲ್ಲಿ ರಸ್ತೆ ಡಾಮರೀಕರಣ ನಡೆಸುವುದಾಗಿ ಸಭೆಯಲ್ಲಿ ಭರವಸೆ ನೀಡಲಾಯಿತು. ಈ ಹಿಂದೆ ಗ್ರಾಮಕರಣಿಕರಿಂದಲೇ ನೀಡಲಾಗುತ್ತಿದ್ದ ಸಂತತಿ ನಕ್ಷೆಯು ನ್ಯಾಯಾಲಯದಿಂದ ಪಡೆಯಲು ಸರಕಾರ ನಿರ್ಧರಿಸಿದ್ದಕ್ಕೆ, ಅದನ್ನು ಬದಲಾಯಿಸಿ ಈ ಹಿಂದಿನ ಕ್ರಮವನ್ನೇ ಅನುಸರಿಸುವಂತೆ ಮನವಿ ಮಾಡಲು ಸಭೆಯಲ್ಲಿ ನಿರ್ಧರಿಸಲಾಯಿತು. ಸಾರ್ವಜನಿಕ ರಸ್ತೆಯಾಗಿರುವ ಪದ್ರ-ಕೋಡªಬ್ಬು ದೈವಸ್ಥಾನ ರಸ್ತೆಯನ್ನು ಖಾಸಗಿಯವರೊಬ್ಬರು ಸ್ವಂತದ್ದೆಂದು ಹೇಳಿಕೊಂಡು ಬರುತ್ತಿರುವ ಬಗ್ಗೆ ರಮಾಕಾಂತ ದೇವಾಡಿಗ ಪ್ರಶ್ನಿಸಿದರು. ಈ ರಸ್ತೆಯನ್ನು ಸಾರ್ವಜನಿಕ ರಸ್ತೆಯಾಗಿ ಘೋಷಿಸಲು ದಾಖಲೆ ಸಹಿತ ಜಿಲ್ಲಾಧಿಕಾರಿಗೆ ಮನವಿ ಸಲ್ಲಿಸಿದ್ದಾಗಿ ಪಿಡಿಒ ಮಮತಾ ಶೆಟ್ಟಿ ತಿಳಿಸಿದರು.

ಕಂಚಿನಡ್ಕ ಶಾಲಾ ವಠಾರದಲ್ಲಿ ರಾತ್ರಿ ವೇಳೆ ಕೆಲವರ ಹಾವಳಿ ಮಿತಿಮೀರುತ್ತಿರುವ ಬಗ್ಗೆ ದೂರುಗಳು ಬಂದಿದ್ದು ಈ ಬಗ್ಗೆ ಪೊಲೀಸರಿಗೆ ದೂರು ನೀಡಲು ಸಭೆಯಲ್ಲಿ ನಿರ್ಧರಿಸಲಾಯಿತು. ಉದ್ಯೋಗ ಖಾತ್ರಿ, ದಾರಿದೀಪ, ಚರಂಡಿ, ರಸ್ತೆ ದುರಸ್ತಿ, ಮೆಸ್ಕಾಂ, ಕುಡಿಯುವ ನೀರು ಇನ್ನಿತರ ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ ಚರ್ಚೆ ನಡೆಯಿತು.

Corporation to take up 24x7 water supply on its own

The corporation would determine the water tariff, collect bills and would be the sole owner of the infrastructure. It would invite bids to hire an agency to manage the facilities.

Mangalore City Corporation has decided to drop its earlier plan to tie up with a private partner to supply water round-the-clock to its 60 wards.

Commissioner Harish Kumar K. told The Hindu that the corporation would undertake the project on its own. He said the civic body will mobilise funds from either the nationalised banks or other funding agencies.

The Commissioner said the council’s approval would be sought for the new proposal.

Earlier, the corporation had mooted 24x7 water supply proposal under the ‘public private partnership’ (PPP) model. The council had deferred decision on the proposal. Some organisations had opposed the PPP model terming it an indirect privatisation of water supply. As per the earlier proposal, the private agency would have to invest funds for creating additional infrastructure required for the supply.

Mr. Kumar said that under the revised proposal, the corporation would pump in money to build the pipeline network and create additional facilities.

A senior engineer in the corporation told The Hindu that the civic body might require about Rs. 180 crore to set up the infrastructure.

The Commissioner said that a new vented dam, which was under construction at Thumbe, would have to be commissioned for supplying nonstop water to the city.

Although an agenda on the PPP model was placed thrice before the meetings of the council — on July 29, 2011; August 30, 2011; and on April 26, 2012 — it was put off without any debate. The officials placed the agenda again in the meeting of the council on July 31, 2012. The Mayor had postponed last month’s meeting after the July 28 attack on students at a house in Padil rocked the meeting.

Without referring to any model, the former Chief Minister D.V. Sadananda Gowda had announced a Rs. 146-crore grant to the Mangalore City Corporation in 2012-13 budget to implement the water supply project. The Secretary of the Urban Development Department had written to the Commissioner of the corporation to get the nod of the council for implementing the proposal.

Mr. Kumar told The Hindu that the letter to him from the Secretary was in connection with the PPP model as this model was doing the rounds. So far, the budgetary allocation had not been made, he said.

The then Commissioner of the corporation K.N. Vijay Prakash in his September 16, 2011, letter to the then Mayor Praveen had said that although the civic body did not know the exact quantity of “non-revenue water” supplied in the city, about 50 per cent of treated water supplied was not being ‘utilised properly’.

The letter said that with the existing staff strength, it was not possible for the corporation to increase its water supply network and supply nonstop water to all its 60 wards. Mr. Prakash said the corporation could ask the operator who would be selected for managing the water supply to bear the complete investment required for it. He said that at present water supply in the city was not managed scientifically for lack of trained technical staff and ineffective supervision of workers at the lower rung.
