We do not know the ultimate height of the building so we cannot say if it is topped out. Rather, they are currently working on the 21st level.
If you have any information about the final height, please share.

I Passed through Allah Wali Roundabout and I see Still work is Paused but its looking tallest than every Building on Shr. Faisal.

Nah, I think Sea Breeze Plaza/Ceaser's Palace are taller buildings than this one.

Yes, that is a parking plaza connected to all 6-7 lower floors of the main building
