Peppara dam has water for supply till February

At long last, the Kerala Water Authority is heaving a sigh of relief with the water level in the Peppara dam, the water source for the capital city, rising, crossing the 100-metre mark and edging towards the full capacity level of 104.5 m. The level has crossed 101 m in comparison to an all-time seasonal low of 95.7 m in late June.

“We are definitely comfortable with the way things are shaping up. If the rain continues like this for another 10 days, we may even be looking at the dam overflowing and we will have to look at ways to save that water,” KWA managing director Ashok Kumar Singh told The Hindu .

The present levels, he said, guaranteed trouble-free supply of water for about 96 to 100 days, which meant the situation would be comfortable till about February. With the State Forest Department agreeing in principle to lower the shutters by 3 m, and thereby raise the capacity of the dam to 107.5 m, the KWA is preparing to push the proposal forward in the next couple of months.

At the same time, KWA is moving ahead with works to repair and maintain broken, rusted and leaking pipelines, so as to cut down on distribution losses, and to curb illegal usage of water by installing an automated meter reading (AMR) system. Tenders were likely to be issued for this in a week’s time, Mr. Singh said, adding that the idea was to examine the AMR system in a selected locality on a pilot basis before extending it across the city.

- This mobile incinerator scheme is yet another example of money being wasted on an impractical idea. Firstly, its capacity is woefully inadequate to make any sort of impact on the amount of solid waste generated in the city. Secondly, I'd doubt if any locality in the city is going to let it park and burn waste.

The machine was purchased by the Small Industries Development Corporation (SIDCO) at a cost of Rs.2.19 crore. Chief Minister Oommen Chandy formally launched the incinerator at Pappanamcode. Minister for Urban Affairs Manjalamkuzhi Ali and Minister for Social Welfare M.K. Muneer were present.

“For garbage disposal, we are looking at many solutions and we are yet to find a successful model. Newer technologies that are available need to be utilised to manage the situation here,” Mr. Chandy said adding that the incinerator would function in two eight-hour shifts.

Depending on equipment’s performance, the functioning time may be increased, he said.

The mobile incinerator has finally reached the city. However, it would take a month to start functioning. The trial run is expected to begin on Thursday. He said that steps would be taken to use the residual ash for construction of bricks. “We are making arrangements to use the ash for making bricks, cement etc. Also, the smoke will be subjected to pollution test,” he said. George said that the quantity of ash would be much small.

The incinerator was bought from Chintan Sales in Gujarat. Workers from Chintan will be in charge of operating the incinerator. “Priority will be given to meat waste,” George said.

When asked about the government plan to dispose of waste in abandoned quarries, Suchitwa Mission officials said that the government was still studying the issue.

Anyway, I'd be interested to see whether folks let this machine operate in their locality. Depends on how clean its exhaust is. With the short stack, it may disperse any smoke very effectively.

With a max capacity of 16 MT/day, we'd 30 of these to handle the city's current waste output. If this pilot works, it'll build a good case for a central incinerator. If it bombs, the case for a central plant will be made all the more difficult.

I guess these mobile incinerators have material seperation built within to prevent hazardous material combustion .A centralised treatment plant is a must without which waste treatment becomes a nightmare for city like Tvm.

This whole Vilappilsaala mess is due to government overreach, and under delivery. The waste management plant was supposed to be operated by Poabson. On the first whiff of a complaint, the corporation stepped in, took over the plant (in mid 2008, if I remember correctly), and then did squat in terms of remedying the issue. It would have been much better if the government had insisted on Poabson correcting the mess itself. (not to start a political fight - our politicians, regardless of the color of the flag, assume that governments are onmipotent, and private entreprenuers, regardless of track record, and incompetent blood suckers).
If the corporation/government had fixed Vilappilsaala in 2008 on a war footing, a bunch of lawyers would have been a bit poorer, but the city and the resident of Vilappilsaala been a lot better off.

Incinerator starts work in Kerala capital



The new mobile incinerator has started functioning on a trial basis behind the Palayam market. (The functioning started on Sunday).
Officials of the Suchitwa Mission assessed the equipment’s efficiency and determined whether it met the design parameters they had specified.
The fears regarding emission had been allayed as the figures displayed by the truck-mounted garbage disposal system was far below the limit set by the Pollution Control Board (PCB), they said.
“Since it is still the trial period, we have not yet determined a fixed schedule regarding how long it will lie here and where it will be moved to next. Also, considering that so much garbage has accumulated behind the fish market here, the machine will tend to it first,” Suchitwa Mission Executive Director George Chakacherry said.
In due course, people will grow less suspicious of the contraption and would not protest its presence in their wards once the system was proved effective, he said.
The machine was purchased by the Small Industries Development Corporation (SIDCO) from the Ahmedabad-based Chintan Sales which manufactured the machine.
Nitin Shah, chief executive officer of the company, said the components of the machine were tuned to ensured that emission norms were abided by and energy was conserved best.
“The release of gases is over five times less that the prescribed limit. While the burning chambers and cyclone separators deal with the waste put in, we have also installed separate sections such as quench systems and scrubbers which would ensure that the emission of gases such as sulphur dioxide and carbon monoxide will remain well below the maximum value,” Mr. Shah said.
The machine deals with both bio-degradable and plastic wastes.
However, doubts had been raised on the economic viability of the machine, in terms of the fuel required and the amount of garbage it can treat per hour. “On an average, the machine requires 70 litres of diesel to both burn the waste and produce electricity to run the other components of the machine,” Mr. Shah said.
There were variables at play such as moisture content and the calorific value of the waste being put into the machine, he said.
More moisture meant more fuel requirement. Higher calorific value would mean less diesel, he said.
“The amount of waste that can be treated could be between 500 kg and one tonne per hour,” he said.
The machine performed without glitches during the trials but a committee constituted by the government was closely monitoring the performance, Mr. Chakacherry said.
“The committee included representatives of Suchitwa Mission, Small Industries Development Corporation (SIDCO), PCB, a mechanical expert from the Public Works Department, and the Corporation Engineer,” he said.
The ash collected from the incinerator by the Corporation would be tested for quality and supplied to brick- and cement-making units, he said.

It seems that it's ownership may not be fully transferred until the efficacy of its operation has been amply demonstrated. Perhaps then it may be re-registered or a KL-01 registered tractor may be used.

Pipe-bursts: KWA’s Rs 40 crore project to solve issue

Water Resources Minister P J Joseph has said that there would be an end to pipe-bursts in the city within a year. “A Rs 40-crore project has been launched by the department to renovate the pipeline from Aruvikkara. This will bring pipe-bursts to an end in an year,” he said.
With the commissioning of the JICA-assisted water supply scheme, water consumption per head will increase from the current 130 litres to 250 litres, he said. “This will be the highest in the country,” the Minister added.
Joseph was inaugurating a training centre for employees of Kerala Water Authority (KWA) constructed as part of the JICA-assisted water supply project. The cost of construction of the building is Rs 6 crore.
The 15,000-square feet, three-storey building has two classrooms, computer practical class, library, conference hall, store, electrical workshop, mechanical workshop and other office rooms. An order has been sent for books worth ` 10 lakh for the library, which has a spacious reading room. Internet facility is available in all classrooms.
The building provides hostel facilities for employees attending training programmes. The 12,000- square feet hostel block has 21 rooms, which could accommodate 42 people. The building was constructed by IVRCL company.
The training centre will host programme such as induction sessions for new employees, computer training programmes etc. Around 130 training sessions are conducted by KWA every year. In addition to this, there are training programmes on management and personality development.
K Muraleedharan MLA, Mayor K Chandrika, KWA MD Ashok Kumar Singh and KWA officials and employees attended the function.

Heavy rains dampen trial run of mobile incinerator

THIRUVANANTHAPURAM: Persistent rains lashing the capital city for the past few days stymied the efficiency testing of the mobile incinerator, touted as an immediate remedy to the garbage crisis, on Thursday too. The attempts by the Suchitwa Mission authorities to run the incinerator for a full shift of eight hours did not yield the desired results. Though the plan was to process over eight tonnes of garbage at the rate of one tonne per hour, not even two tonnes of garbage could be processed.

On Thursday, the incinerator was operated at Connemara Market at Palayam. The machine was switched on around 7am.

Remains of vegetables, fish and meat were loaded into the incinerator for processing by 9am. But it took several hours for the incinerator to process the waste. However, the Suchitwa Mission authorities are still optimistic. Executive director of Suchitwa Mission George Chackacherry said that there was no need to worry. "It is new machinery and it needs its own time to rise to its full capacity. We have still got more than three weeks before the incinerator becomes fully operational. By then, we will resolve all the shortcomings," he said.

Meanwhile, a corporation official who supervised the trial run seemed skeptical about the machine's capability. "Going by the progress it has been showing, I don't think the incinerator can provide a permanent solution to the present garbage crisis in the city," he said on condition of anonymity.

He said that it was for the fourth consecutive day the incinerator had failed to rise up to its standards.

"The garbage crisis demands an immediate solution. We cannot afford to spend weeks for its trial run after spending huge money," he added.

Sundaresan, a trader at the Connemara Market, said that continuing the trial run in inclement weather might even damage the incinerator.

"The authorities have been repeatedly committing the same error of feeding the incinerator with wet garbage for processing. The machine is taking too much time to burn the garbage. Fuel consumption is also beyond the expected level," he said.
