Tamil Nadu to annul Udangudi power joint venture soon
Chennai, June 18 — The 1,600 MW joint venture power project between Tamil Nadu Electricity Board (TNEB) and power equipment maker Bharat Heavy Electricals Ltd (BHEL), planned at Udangudi in Tuticorin district, is expected to be formally scrapped soon, said a senior official of the Tamil Nadu Generation and Distribution Corporation Ltd (Tangedco). Tangedco is the power generation and distribution state utility owned wholly by TNEB. "A meeting of the Board of Directors of Udangudi Power Corporation will be called soon to discuss the termination of the joint venture project. The joint venture agreement will be terminated," a senior Tangedco official, preferring anonymity, told IANS. "Within six months after scrapping of the joint venture agreement, the tender for equipment will be issued. Already, site grading work has been completed. The project will be implemented by TNEB/Tangedco," he said. Chief Minister J. Jayalalithaa in February announced the cancellation of the Rs.8,000 crore joint venture, citing the lack of progress after a Memorandum of Understanding (MoU) was signed by TNEB and BHEL in 2007. The state government would fully fund the project, she said, adding that it would be executed by TNEB as a state project with imported coal as it is yet to get the domestic coal linkage and environmental clearance. As a 26 percent stakeholder in Udangudi Power, BHEL was assured of the equipment order and it had already submitted the technical specification and commercial offer for the two units of 800 MW capacity. In 2008, TNEB and BHEL floated a joint venture company Udangudi Power Corporation, each taking 26 percent. The balance 48 percent stake was to be contributed by a private player participating in the project or by a financial institution funding the project. The project is yet to get a coal linkage or environmental clearance. The joint venture partners have invested Rs.32.5 crore each and completed the site levelling activities at the project site. BHEL does not have much leverage as the project land is yet to be registered in the name of Udangudi Power Corporation, power sector analysts told IANS. "The project will get the mega power status if implemented by TNEB which, in turn, would be eligible for tax and other concessions. The overall project cost may come down by Rs.900 crore which, in turn, would result in reducing the power cost," the Tangedco official said. “Revive the industrial corridor plan”
To attract more investments: THUDITSSIA Efforts should be initiated to revive the Tuticorin – Madurai industrial corridor, which was announced by Chief Minister Jayalalithaa in the Assembly budget, K. Nehruprakash, Secretary, THUDITSSIA, said here on Monday. Stressing the significance of the industrial corridor, he sought the intervention of district administration to expedite the process of land acquisition. With the sea port in Tuticorin, industrialists could well rely on their investments. He also stressed the need for expanding SIPCOT to attract more industrial investments. The demand was being represented to the authorities concerned for over seven years. If areas for promoting industrial establishments were extended considerably, many new industries could be set up. Industrialists dealing in automobiles could invest here to expand the sector, which has staked its claim mostly in Chennai. Tuticorin, which has chemical-based industries and operations dealing with fabrication, manufacturing of plastics, rubber, salt and safety matches, is yet to host an automobile industry. If such industrial units could be set up in Tuticorin, then a large number of ancillary units could be also brought in. Employment avenues Such developments would certainly open up employment avenues for the youth. Ultimately, the unemployment rate could be reduced. Besides, Tuticorin has got ample potential for establishing solar power plants to meet growing energy demands. Since the weather conditions are conducive for the setting up of solar power plants, industrialists could set up units to manufacture panels. Clean energy The clean energy could be produced with less maintenance cost. NLC claims it cannot add 1,500 MW to the grid as BHEL is delaying execution of the project The top bosses of two public sector companies, Neyveli Lignite Corporation (NLC) and Bharat Heavy Electricals Ltd (BHEL), have met recently to resolve issues that are hampering NLC's expansion projects. NLC has been saying it cannot add around 1,500 MW of power to the grids, since BHEL was hampering its projects. B Surender Mohan, who took over as the new Chairman and Manging Director of NLC recently, said "He (CMD of BHEL) and his team visited us recently and we had fruitful discussions on the ongoing projects. Our aim today should be not only to achieve production targets but also to achieve the commissioning of Projects under implementation.” The 2 x 250 MW TPS-II Expansion project at Tuticorin has been hampered by cost and time overruns due to delay in execution by BHEL, said Mohan in his Independence Day speech at Neyveli. Delay (in commissioning a power plant) ranges from 45 to 50 months.” Meanwhile, Mohan said during the discussion BHEL had ensured that the first unit of TPS-II Expansion at Tuticorin will be commissioned by October 2012 and the synchronisation of Unit-II by November, 2012. The TPS-II Expansion unit will augment the power generation of NLC by another 500 MW very shortly enhancing the capacity to 3240 MW, said Mohan. He added, NLC Tamil Nadu Power Ltd (NTPL), a JV between NLC and Tamil Nadu Electricity Board (TNEB), Project at Tuticorin with a capacity of 2 x 500 MW was sanctioned with the commissioning schedule of March 2012 and August 2012. “Due to delay in execution by the Package contractors, about 20 months delay is anticipated. Present physical progress is 61 per cent and commissioning is expected by December 2013 & March 2014,” said Mohan. For another 2x500 MW Neyveli New Thermal Power Project, Sanction has been accorded by Government of India for implementation of this Power Project as a replacement to existing TPS-I (600 MW) and scheduled to be commissioned in June 2015. “Initial project activities have already been commenced and tendering for major equipments and plants are in progress. Trade centre for Tuticorin soon
The Tuticorin chapter of the Confederation of Indian Industry has mooted the idea of establishing a state-of-the-art trade centre here. Its chairman Gunasingh Chelladurai said here on Sunday that a minimum of seven acres were required to set up the facility on an outlay of Rs. 5 crore and the project proposal would be presented to Collector Ashish Kumar soon. Under Self-sufficiency Scheme (erstwhile ‘Namukku Naame’ scheme), the project could be taken up in three phases. At a consultative meeting chaired by the Collector recently, the modalities were worked out. “The centre will have a 30,000 square feet hall to hold exhibitions, a two-tier auditorium with a capacity to accommodate 1,000 people, cafeteria, besides a park,” he said. The trade centre would cater to needs of industrialists in Tuticorin, Tirunelveli and Kanyakumari districts. The centre would facilitate industrialists and businessmen to have exposure to new business concepts and provide a platform to share modern technologies. Tuticorin was witnessing an exponential growth in industrialisation and business operations with the logistic support of sea port. Power cuts cut productivity levels across industries
Many small scale industries are on the verge of closure in the wake of frequent and unscheduled power cuts prevailing across Tuticorin district. Production in many industries was affected following erratic power supply. Orders could not be placed in several industries since products would not be delivered promptly in time to customers, according to K. Nehruprakash, General Secretary, Thoothukudi District Tiny and Small Scale Industries Association (THUDITSSIA). Immediate necessity has risen for industrialists, businessmen and common people to generate power from the much awaited Kudankulam nuclear power plant. As many as 1,600 electricity-powered industries were looking forward to uninterrupted power supply and it was high time the government took steps to commence power generation at Kudankulam, industrialists felt. The stakeholders were also keeping their fingers crossed for the completion of various private power projects coming up in and around Tuticorin for a relief from the power crisis. Since production was not up to the mark in several small scale industries, repayment of bank loans with interest could not be done promptly. With the two-day strike by banks, the loan takers were additionally burdened with interest rates. “As a result, non performing assets have been increased. According to Finance Ministry, the non performing assets has been increased to 3.3 per cent from 2.3 per cent, recently,” he said. About 25 percent of safety matches production suffered over the last three days owing to unreliable power cuts, J. Devadoss, Secretary, South India Match Manufacturers’ Association, Kovilpatti, said. Eighty percent of match production was executed with semi-mechanised units and the rest with fully mechanised units and manual production was quite negligible. Normally, about 12 crore to 15 crore match boxes would be produced in a day across Tamil Nadu. If the present power crunch persistedfor the next couple of days, production would dip further. I wonder whether it is madurai-tuticorin-tirunelveli industrial corridor tag or tuticorin tag. We can rename it as tuticorin industries tag or something like that, because mdu-tuti-tiru industrial corridor is really a very very long time project and wont materialise so easily. We wont have much to post now and so the thread may be renamed
