Bacoor hostage stand-off ends safely—police

MANILA, Philippines—(UPDATE) Armed robbers who held eight people hostage at a bank in Bacoor, Cavite released all their captives unharmed and surrendered after a stand-off lasting more than two hours, police said.

The four robbers at the Masuerte Rural Bank initially set free a bookkeeper, who had a health problem, and negotiators later convinced them to release the remaining seven bank employees, said Calabarzon police director Chief Superintendent Gil Meneses.

The gunmen were robbing the bank when responding policemen arrived. The robbers then seized eight bank workers, Philippine National Police spokesman Agrimero Cruz said.

“They have all come out and they have released all their hostages,” Bacoor Mayor Strike Revilla said on ABS-CBN television.

“We had negotiations and the robbers were OK. They were calm and our negotiations had the right result.”

3 hijackers killed in shootout with Cavite police

MANILA, Philippines — Three men who hijacked a 10-wheeler truck were killed in an encounter with authorities before dawn Friday, a police spokesman said.

A responding police unit from Cavite chased after suspects who stopped a truck (RJY-343) carrying Nestle products at Barangay (village) Manggahan in the town of General Trias, Cavite at around 2 a.m., said Philippine National Police spokesperson Chief Superintendent Agrimero Cruz Jr.

The suspects shot it out with the police after they were cornered and were eventually killed, said Cruz.

MANILA, Philippines—Police have arrested on Thursday a suspect to the recent murder case of a college student in Laguna.

Laguna provincial police director Senior Superintendent Gilbert Cruz said they have taken under custody one Percival de Guzman alias “Totoy”, a 38-year-old tricycle driver from Barangay Batong Malake in Los Baños.

Cruz said that De Guzman was the driver of the tricycle used in abducting victim Given Grace

Cebanico, a third year Computer Science student from the University of the Philippines Los Baños, while walking home after a group meeting on Monday.

He said that she may have been forced into the tricycle while walking on Diamond Street in Umali Subdivision, a residential area located near the UPLB campus.

Cebanico was staying at the 5th of September Mansion, a dormitory on Diamond Street.

Still at large and being hunted down by the police was the other suspect, Lester Ivan Lopez Rivera, a bank security guard from Bay, Laguna.

A P25,000 reward is being offered by the Laguna police for information that may lead to Rivera’s arrest, Cruz said.

CAMP PACIANO RIZAL, Philippines — The second suspect in the murder of a student of the University of the Philippines-Los Baños (UPLB) turned himself in on Friday, authorities said.

Lester Ivan Lopez Rivera, a security guard of the PS Bank branch in Los Baños, surrendered to police in Floridablanca, Pampanga at around 7 a.m. Friday, Senior Superintendent Gilbert Cruz Laguna police director, said by phone.

He said Rivera went into hiding in his relatives’ home in Pampanga but surrendered after hearing news reports about the murder.

Chief Superintendent Agrimero Cruz Jr., Philippine National Police spokesperson, said that the suspect’s grandfather tipped off authorities about Rivera’s whereabouts Thursday night.

Rivera was turned over to Floridablanca police, said Cruz.

Laguna police arrested Thursday Percival de Guzman alias “Totoy”, 38, a tricycle driver from Barangay Batong Malake in Los Banos.

De Guzman’s tricycle was allegedly used in abducting Cebanico as she was walking home after a group meeting last Monday.

Laguna police director Cruz said that Cebanico may have been forced into De Guzman’s tricycle while walking along Diamond Street in Umali Subdivision, a residential area located near the UPLB campus.

Cebanico was staying at the 5th of September Mansion, a dormitory along Diamond Street in Umali Subdivision.

Her body was found Tuesday morning in a canal along IPB Road in Barangay Putho Tuntungin, Los Banos.

She was handcuffed and was bruised, gagged and even shot, police said.

Superintendent Dante Novicio, Los Baños police chief, said De Guzman admitted to abducting Cebanico on Tuesday morning.

De Guzman said they took turns raping Cebanico before Rivera shot her at the back.

I was born, raised, and studied in Elbi. This story is so heartbreaking. Maliit na community lang naman dito. Sanay ang mga tao na umuwi kahit wee hours in the morning. Ngayon, hindi na pwede.

Mabuti naman at nahuli ng mga p@kshet na gumawa nito kay Given. Nagimik pa kami ng mga barkada ko near the place where her body was found. Sana lahat ng mga krimen ay ganitong kabilis maresolba.

Ang lapit lang nung place kung saan sha galing sa dorm nya, walking distance lang talaga. Kaya siguro hindi na sha nagpahatid kasi.

Yung ang masama sa epekto ng alak at droga sa tao. Lasing at high sa droga ang mga suspek yung ginawa nila ang krimen.

Kaya pabor ako sa death penalty!

Dapat bitayin yung mga taong gumagawa ng marahas na krimen.

The Philippine National Police (PNP) is looking for 50,000 new officers.

PNP Director General Nicanor A. Bartolome said the PNP was in need of more police officers to augment the 140,000-strong police force, if it is to keep the peace among the almost 100 million Filipinos.

The country’s top cop made the rounds of television and radio stations on Friday in an apparent attempt to calm public outrage over recent sensational crimes in Metro Manila and nearby provinces.

In one interview over radio, Bartolome admitted that the PNP was direly undermanned, even as some 6,000 new recruits are expected to join its roster in November.

But some 3,000 other police officers are also leaving the service either to retire or resign or upon dismissal, he said.

“This means that of the 6,000 new officers, only 3,000 are effectively added to the force because the others just fill the slots that are left vacant,” said Bartolome.

At present, the police to population ratio stands at one officer for every 743 persons, which is way below the ideal of 1:500 ratio, according to the PNP.

In fact, Bartolome added, police officers work in 12-hour shifts, instead of the usual eight hours.

“We don’t even ask for overtime pay anymore, even though we’re under civil service rules,” he said.

In another interview, Bartolome noted that the crime rate and incidence had gone down in the first eight months of the year, compared to the same period last year.

5 kidnap suspects killed in shootout with police; Taiwanese victim rescued

MANILA, Philippines—Five suspected kidnappers were killed in Bulacan early Sunday in a gunfight with police operatives who rescued a kidnapped Taiwanese businessman.

The Philippine National Police chief, Director General Nicanor Bartolome, congratulated the operatives for the successful rescue of the hostage identified as Ying Ching Chang, 29, reportedly the co-owner of a garments manufacturing company in Valenzuela City.

Chief Superintendent Isagani Nerez, chief of the Police Anti-Crime Emergency Response (Pacer), reported that Ying was rescued unharmed from the suspects’ safehouse in Barangay (village) Bigte in Norzagaray, Bulacan, around 2:10 a.m. Sunday.

Nerez said two kidnappers who were guarding the blindfolded victim were killed after they shot it out with the raiding police team.

Three other kidnappers who fled were intercepted about a half hour later at a police-military checkpoint in nearby Barangay Minuya, also in Norzagaray.

Nerez said the kidnappers opened fire at the lawmen, shattering the windscreen of a PRO3 mobile patrol car.

The three were shot dead in the gunbattle.

Nerez reported that the rescue operation was mounted by operatives of Pacer, the PNP Special Action Force, Highway Patrol Group, the Police Regional Office 3 and the National Capital Region Police Office.

He said police operatives recovered the entire P210,000 ransom paid by the family of the victim who was reportedly snatched at gunpoint last Wednesday.

Even if i support The Death Penalty, I still believe that there should be a proper decision on who deserves this sentence and who does not.

We don't want to be like Malaysia or Singapore where they give mandatory death sentences to people convicted of drug trafficking and such.

But I still believe that those to deserve it are those convicted of such serious crimes and not even show remorse on what they did.

As for those who commit that rape / killing of the UPLB student, they deserve the needle.

Hostages and suspects leave a bank in Bacoor city, south of Manila October 13, 2011. Four men attempted to rob a bank and held eight people hostage on Thursday. It ended peacefully after the bank robbers surrendered and freed the hostages including bank employees, according to local media.

The handling of the bank robbery / hostage situation by The Bacoor Police was successful. They were able to convince the suspects to surrender.

The only pictures not shown were the presence of the SWAT / SAF units which were well equipped and well dressed.

I'm not sure if a SWAT team was present during the hostage situation, but the negotiator I believe is a member of a SWAT team in plainclothes.

No one was hurt, that's the only good thing and these suspects were said to be not hardened criminals (according to the media report) that could have turned the situation into a different ending.

This quote from one of the suspects tell us something about the integrity of our national police right now.

The perps were not criminals but just a bunch of unemployed friends who were drinking and decided to rob a bank due to the hardships of life.

I saw pictures of the SWAT / SAF in the front page of The Philippine Star, the date after the incident.

The suspect was identified by Laguna Provincial Police director, Senior Superintendent Gilbert Cruz, as 24-year-old Anthony Baluya. He was caught in a mountain near Barangay Talahib, Nagcarlan town where he hid after stabbing dead 53-year-old Rito
Javier, a former village watchman who drove a tricycle for a living.

“Nahuli yung suspect sa bundok sa Barangay Talahib,” Cruz added, describing a mountain near the village where Javier and the suspect resided.

Cruz said tracker teams led by the Nagcarlan chief of police fanned out to the mountain trails where they suspect Baluya to have gone into hiding.

Javier was sitting in front a cooperative’s office in Barangay Talahib Tuesday when Baluya attacked him, decapitating his head in the process, said Cruz.

“Napugutan ng ulo yung victim,” he said, narrating how Javier immediately died after suffering multiple stab wounds on his neck, decapitating him.

He added the initial investigation showed that Baluya’s motive for killing Javier was due to a noisy tricycle that the former village watchman drove for a living.

“Fifty-three years old na yung victim, retired na kagawad ito at nagtatricycle siya,” he said, adding that the suspect was said to have been upset over the noise of Javier’s tricycle made.

Baluya was taken into custody by Nagcarlan police and will be charged for the murder of Javier, said the Laguna police director.

If you are a Christian believer, it might interest you to note that the Christian God did indeed allow the Death Penalty several times over in Scriptures. Those who are anti-death penalty are under the false impression that Christianity and the Death Penalty are incompatible (all these false notions that to be a good Christian is to be a goody goody anti-death penalty geek). Au contraire, ... (because these naive people had never even read Scriptures in its entirety to begin with) ...

we could pro'lley flood this thread (on a biblical scale, pardon the pun) with scripture after scripture allowing for the death penalty;;; but that would be too excessive and turn this into a religious thread, we can't have that either. Yes, indeed for heinous crimes like first degree murder, by all means the death penalty it should be.

Honestly, the priest and nuns in our country are better off giving aid and confessions to those convicted in death row and are about to be executed.

Just like in the movie Dead Man Walking

Instead of repealing the death penalty.

MANILA, Philippines—Police officers presently assigned to do administrative work will be tasked to patrol their areas of responsibility and increase police visibility, Philippine National Police chief Director General Nicanor Bartolome said on Wednesday.

Speaking to reporters after a command conference in Camp Crame, Bartolome said the move to increase the number of officers patrolling nationwide would take effect immediately, adding that regional directors have been tasked to task their officers on patrolling their areas once they get back to their respective offices.

The PNP chief said they have worked out a system to monitor the officers they would send out to patrol their areas, stating that it has been done before when he was still heading the National Capital Region Police Office.

He said policemen designated to do office work would be assigned to patrol twice in the day, once in the morning from 8 a.m. to 10 a.m. and in the afternoon from 3 p.m. to 5 p.m. He said the patrol shifts were scheduled in times of the day where there was not much office work yet.

“Bakit hindi gamitin ang administrative personnel upang tumulong? (Why can’t we use administrative personnel to help?)” he asked.

He said that members of the Regional Public Safety Battalions and Public Safety
Companies who are not immersed in internal security operations would be used to increase police visibility.

Now, 15 percent of police were assigned to administrative work while 85 percent were tasked to due field work, said Bartolome. He explained they would decrease the current 15 percent, leaving the non-uniform and key personnel in the offices.

He however said that to send out more officers would mean they would need additional support to fund and sustain such patrolling activities, in which they have asked the help of Executive Secretary Paquito Ochoa Jr.

Bartolome said Ochoa’s presence at their command conference in itself was a show of support and that the official has said that he would assist the police force in carrying out their plans to improve police visibility.

Our current Peace and order

If we really want to attract MORE TOURIST, MORE INVESTMENTS and MORE CAPITAL improving peace and order is the key...unfortunately with the attacks on the minings firms, assassination of the Italian priest and now these attacks by the MILF...we are not fairing very well...I said before in one of my post ( I think on economy thread ) that once these "monsters" and "evil doers" sense the weak leadership in our government they will quickly take advantage of it....and voila! see what happening now...This is really a critical time for us and our nation...this is the time when investments and capital is slowly trickling in (slowly mind you), BPO is on a "rapid rise" and so does people with more income...and thus more could be victims...tourism is recovering, but with the Manila hostage massacre and Italian priest incident we hit another "pothole"...the message is clear....this admin must have the BALLS to go after these "evil entities"...not just press releases and promises..

How about the other crimes that are committed by holduppers, bank robbers, etc? And how about the recent NPA attacks in Claver town, Surigao del Norte, on the Taganito Mining Corp., 4K Mining, and Thpal Mining. Taganito is the biggest of the four mines of Nickel Asia, partly owned by Japan’s Sumitomo Metal Mining Co. Ltd . In the attack, millions of pesos of equipment were destroyed.
