Speaking to reporters at Camp Crame during the launch of the campaign “Text Anti-Kotong” on Thursday, Philippine National Police chief Director General Nicanor Bartolome warned motorists and law enforcers alike that they may face charges if they are caught involved in kotong incidents.

Bartolome said that it was not the first time that they would look into police officers accepting bribes and that they have had their eyes on several incidents of bribery.

“Bago namin sila hulihin, mamanmanan na namin sila for evidence,” he said.

The campaign was a chance to change how the public viewed law enforcers, said DILG Secretary Jesse Robredo. He said that even if “kotong” incidents would not be totally eradicated, the campaign would at least reduce the occurrence of bribery on the road.

But it is not only the law enforcer that authorities will be under scrutiny as the PNP chief encouraged his men to “accost and file charges against those who bribe personnel.” This was his reaction about information that some law enforcers were being thrown money by motorists caught violating traffic rules.

“Walang kotong kung walang nagpapakotong (There will be no corrupt traffic enforcers if there are no one who will give bribe),” said Robredo, adding that drivers who violated traffic rules should not bribe law enforcers and instead, accept that they did something wrong.

Robredo said the public should work with the government in ensuring that corruption was eradicated.

Bartolome, DOTC Secretary Mar Roxas, DoJ Secretary Leila de Lima, and MMDA Chairman Francis Tolentino signed the Memorandum of Understanding for the campaign which encouraged the public to inform authorities about incidents of bribery to law enforcers. The officials urged motorists to resist the temptation to bribe law enforcers and reminded enforcers not to give in.

The agencies urged the public to send their complaints or information on bribery to their campaign’s hotline for text messages 09188882749. Campaign stickers with the hotline and the slogan Kilos Laban sa Kotong were also distributed to transport groups.

Department of Justice Secretary Leila de Lima said that “the initiative was necessary” to restore the public’s trust and confidence on law enforcers. She said that bribery has “cast a bad light on the rest of us in public service” and has given “government service a bad name.”

Metropolitan Manila Development Authority Chairman Francis Tolentino said they supported the campaign as the agency enforcing traffic rules, saying that bribery during traffic violations was a “menace.”

Roxas pledged support to the campaign saying “all out kami sa DOTC…di lang pirmahan tapos kalimutan na (we’re all out for DoTC..it’s not all about signing then forget everything).” He said that incidence of “kotong” was a big deal to drivers.

“Law enforcers should be the protectors from those who abuse…the truth is, traffic enforcers are susceptible to temptation,” said de Lima.

sorry i don't really care how this philisophers, famous people are thinking...it's just my own approach to how i think things are now in my background. so wether it's againts Gandhi's philosophy of good and evil i don't really give that much ado. sometimes, these people's thought are just there for reference. You read them and that's it. Sometimes you do things just like the way they say it but it doesn't mean you're really following their doctrines. It's more of a coincidence i think. You don't really have to stick your life following other people's doctrine. They're dead and we're alive, we know better the reality and what's better approach to our on going dilemma. And besides we have a better armour than on there times and that is modernization. Modernization i think can help us reduce damages to a lesser level.

Dito sa amin, kahit saan pinapark ang sasakyan, including but not limited to sidewalk, and literally on street corners, minsan nga titigil pa sa gitna ng daan. Sarap basagin ang mga salamin, salot sa ibang motorista at pedestrian.

In retrospect, it would cost more to have the paint removed than to pay a parking fine aka bribe. I'd say, teach those motherf*ckers a lesson. Nakakahiya pa yan idrive sa garage - kita ng ibang motorista ang malaking sign 'no parking dito gag*'. Buti nga.

7 hired guns nabbed in Batangas, Rizal in police hunt for fugitives of heinous crimes

MANILA, Philippines – Six hired guns in Rizal and another in Batangas were arrested by elements of the Criminal Investigation and Detection Group (CIDG) as part of a nationwide police manhunt against fugitives wanted for heinous crimes.

CIDG director Samuel D. Pagdilao Jr. said operatives from Cavite, led by Chief Inspector Rey Magdaluyo, arrested six members of the notorious Bermejo gun-for-hire syndicate at about 5 a.m. Friday in a village at the boundary of Antipolo City and Baras town.

The suspects were Christopher Bermejo, 22; Lito Bermejo, 30; Prisco Bermejo, 67; Rene Bermejo, 23, and Leoncio Bermejo, according to a CIDG press statement.

They were arrested on the strength of arrest warrants issued by a Catanduanes court for the murder of Nestor Eustaquio in Caramoran town in August last year.

Magdaluyo said the suspects were also tagged in the murder of an unidentified member of the Citizens Armed Forces Geographical Unit.

“After the killing, the suspects fled to Rizal province afterward where they continued with their gun-for-hire activities,” the CIDG said.

The group was captured after a member of CIDG’s Community Investigative Service (CIS) in Cavite who had information on the whereabouts of the suspects volunteered to help the CIDG track down the group in their lair.

In Batangas, members of the CIDG unit in the province led by Chief Insp. Jay Agcaoili arrested a suspected hired gun in a hotel in Cuenca town.

The suspect Randy Carandang, 36, a former security guard turned gun-for-hire, is listed as the eighth most wanted person in Batangas with a P90,000 reward for his capture, the CIDG said.

On Thursday, a member of the CIS in Batangas informed them that the suspect had been sighted in Zigzag Hotel in Barangay (village) Ibabaw.

Carandang, who has a warrant for murder issued by the Batangas City regional trial court, is the primary suspect in the killing of Juan Lontoc of Barangay Sampaguita West, Batangas City, in May.

He was also tagged in a series of robberies in San Jose town and the October 11 killing of Jeffrey Sy, a Chinese businessman allegedly gunned down by Carandang in Barangay Gumamela, Balayan town.

The recent arrests brought the number of wanted persons in Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon) region who have been rounded up to 29 for October.

The CIDG has accounted for a total 109 wanted persons arrested nationwide for October.

Last month, Philippine National Police Director General Nicanor A. Bartolome set soft quotas for provincial police stations to capture from 100 to 150 fugitives every month, and an additional 50 wanted persons for the CIDG.

MANILA, Philippines – The brother of Ramgen Jose Bautista has been tagged as the alleged mastermind of his killing last Friday, Radyo INQUIRER 990 reported on Tuesday.

Quoting authorities, the report said Ramon Joseph Bautista, the younger brother of the victim, was arrested past 11:00 p.m. Monday in Bacoor, Cavite.

No other details were available as of posting time.

Ramgen and Ramon are both sons of former Senator Ramon Revilla Sr.

Ramgen, also known by his screen name Ram Revilla, was stabbed to death in his family’s house in Paranaque City while his girlfriend, Janelle Ann Caren Manahan, was shot but she survived.

Two other suspects are under police custody.

Police Chief Inspector Eduardo Andrade Bajado of the Las Piñas City police investigation and detective management division said the senator picked up Ramona from the police station for a medical check-up at the Parañaque Hospital.

Police sources said the senator arrived at the Las Piñas police station with a television crew.

The senator earlier called for a reinvestigation of the case, saying it must be ensured that probers talk to the right witnesses and present the right evidence.

He said it is a serious accusation that a brother and sister are behind the murder of their own brother.

IMUS, Cavite—Overcast skies and a brass band set the somber mood at the funeral Wednesday of Ramgen Jose Bautista, a scion of the Bautista-Revilla clan whose murder has been blamed on his siblings.

Echoing the grieving family’s sentiment, Senator Ramon “Bong” Revilla Jr. cast doubt on the conclusion of police investigators that Ramon Joseph “RJ” Bautista, 18, and Ma. Ramona Belen Bautista, 22, had masterminded the crime.

“[W]e are appealing, if it’s possible, [for] a reinvestigation. It’s unbelievable that [the crime] could be done by our siblings,” the senator told reporters after the funeral. “The family thinks [the conclusion of the investigation] is unbelievable. They could not have possibly done it.”

The music of the band drowned the wails of the mourners led by the mother, Genelyn Magsaysay, who had to lean on family members to keep her footing as she wept over the white casket bearing the body of her eldest son.

Among the mourners at the family-owned Angelus Memorial Park were Revilla Jr. and his wife, Cavite Representative Lani Mercado.

At 3 p.m., the officiating priest said the final prayers and Revilla Jr., a half-brother of the deceased, signaled to have the casket closed and lowered to the ground.

The senator’s son Jolo burst into tears as his uncle’s casket was closed shortly after a family member put what looked like a Johnny Walker Black Label Scotch box inside.

Ramgen Bautista (Ram Revilla in show biz), 23, was stabbed and shot in the family residence in Parañaque City late on October 28. His girlfriend, Janelle Manahan, survived the attack but remains in critical condition at a hospital in Muntinlupa City.

‘They’re innocent’

Earlier in the day, Magsaysay lamented that her younger children had been charged with the murder of their brother.

She maintained that like other families, they had their “differences” at home. But that did not mean that her children had “the capacity to kill their sibling.”

“I did not raise them to kill each other,” the mother told reporters. “I did not raise them to be rude.”

RJ and Ramona Bautista were included in the charge sheet that the police filed with the Parañaque Prosecutor’s Office on Tuesday afternoon. He was arrested early on Tuesday shortly after leaving his brother’s wake; she is at large, according to police.

Two men whom witnesses had named as the gunmen—Michael Jay Cruz Altea and Roy Francis Tolisoro—were arrested on Monday.

Police are still looking for at least three other persons, the alleged coconspirators.

Magsaysay appealed to the police to find her son’s “killers,” and sought public assistance to disprove the police conclusion that her two other children were the masterminds.

She insisted on their “innocence” and said: “I don’t know who could have done this, what kind of anger they might have against us, our family.

“Please hunt down the real killers. Don’t use our family. Don’t give us the runaround.”

‘Tough for them’

Chief Inspector Fergen Torred, head of the intelligence unit of the Parañaque police, said he understood the family’s sentiment and the grief they were experiencing.

He said their sentiments had been “anticipated.”

“They lost a loved one and yet the persons responsible for that [loss] are among them. It’s tough for them,” Torred said in a phone interview.

He expressed hope that any doubts in the investigation would be settled when city prosecutors release their recommendation within the week.

Torred said that while he considered the case “closed” at this point, some investigators were still sifting through Ramgen Bautista’s text messages and other evidence and testimonies to make sure they had not left stones unturned.

He said the arrest of RJ Bautista was valid, contrary to the claim of the latter’s lawyer who had threatened to file charges against the police in a radio interview.

“If there are questions on what we did, we welcome any administrative case and we will answer that in the proper forum,” he said.

Torred also denied that the killing concerned the P1-million allowance that the siblings were reportedly receiving every month from their father, former Senator Ramon Revilla Sr.

He said that the motive of the crime was “personal” and that the charges against RJ and Ramona Bautista and at least five others were based on “credible” testimonies that the investigators had pieced together.

‘Investigate properly’

Revilla Jr. said that he would let the law “take its course” and that he was leaving the investigation to the authorities.

He said he was asking them only one thing: “Make sure you investigate properly. Make sure that what you are doing is right.”

But the senator’s talent manager, Lolit Solis, said he was “disappointed” with how the investigation went.

“Bong thinks this is the result of the family’s decision to give a P500,000 reward [for information leading to the arrest of the killers],” Solis told the Philippine Daily Inquirer.

“He felt bad that their other siblings were dragged into this. He’s worried whether the two youngsters could ever recover from trauma because of this. He is asking the police to be thorough in their investigation,” she said.

They should do everything to protect Janelle Manahan, the girlfriend. Only she can confirm everything and positively identify the real killer(s).

This is electrifying. The surname of the girlfriend. All too familiar and brings back memories.

I remember as an 11year old there was this shocking heinous crime in Forbes Park. Celebrity show host and Forbes Park socialite Elvira Manahan was shot in her own house by a realtor, Jaime Balatbat, who just sold the Manahan home to the Puyats for Php8.5million (this was in 1986). Three Manahan maids were also shot and killed, but one maid was able to identify Balatbat before she slipped into a coma. Elvira Manahan passed away at the Makati Med. Now another Manahan female is fighting for her life at a Muntinlupa hospital. I am 100% sure that is the Asian Hospital. We pray for her speedy recovery.

In an exclusive phone patch interview with ANC television, Ramona said that she ran as far away as possible after the perpetrators attacked and killed Ram in their house in Paranaque City last October 28.

She said that was not in the right state of mind when she claimed that she was abducted.

“I was no longer in the right state of mind, I just wanted to get away from there,” she said in Filipino. She added that she also feared for her life.

She said she immediately sought assistance from the nearest police station after running away.

She denied the allegations of Janelle Manahan, Ramgen’s girlfriend, who said she was with the suspect who shot her brother . “That is not true,” she said.

Bautista said she was with Ram and Janelle in the room when the gunman came.

She also denied Manahan’s statement that she did not help her by calling an ambulance.

“I helped her, she knows that” she said in Filipino.

She said that she only saw one gunman attack Ram, which Manahan also claimed in her statement.

ANC quoted Bautista’s lawyer as saying that his client would only come out if a warrant of arrest was issued.

Ramgen Bautista, who went by the screen name Ram Revilla, was the oldest of nine siblings of former Senator Ramon Revilla Sr. and Genalyn Magsaysay.

It is hard to comment at the current situation. The sibling may be or may not be the killers. But I'm more looking forward on the court hearing and I hope that happens soon.

No hold-departure order vs suspect in brod’s slay

One of the suspects in the killing of actor Ramgen Bautista left for Hong Kong on Friday evening, two airport sources told the Inquirer.

Maria Ramona “Mara” Bautista, a younger sister of Ramgen, boarded Cathay Pacific Flight CX 902 bound for Hong Kong at around 9 p.m., according to an official at the Ninoy Aquino International Airport, who requested anonymity.

Immigration authorities said that although they are aware of Ramona’s alleged involvement in the killing, they explained they could not stop her from leaving because no “hold-departure order” or any court order had been issued against her.

Ramona, with her head partly covered by a scarf, was reportedly escorted by a man at the departure area of the Naia Terminal 1 around 6:20 p.m., said another source, who declined to be identified because he was not authorized to speak to the media.

“We are shocked as everyone else about this report,” Alde Pagulayan, a spokesperson for the office of Sen. Ramon Revilla Jr., half-brother of the slain Ramgen, told the Inquirer.

Senator’s statement

Part of a statement issued by the senator’s family said: “She has never been under the custody of Senator Revilla Jr. even after he took her from the Parañaque police station last Oct. 29. Ramona was at the wake of Ramgen for 2 days and did not go there any longer and did not even attend the funeral of her brother. There had been no contact with her since then. This is a police matter and in their hands more than ever.”

Ramona had been tagged by Ramgen’s girlfriend as one of those allegedly involved in the murder.

PNP backs Parañaque cops

The Philippine National Police (PNP) is standing by the findings of the Parañaque police in the case involving the murder of Ramgen (Ram Revilla in show biz).

Responding to doubts raised by the Bautista-Revilla family on the police investigation that linked the slain actor’s two siblings, Ramona and Ramon Joseph “RJ” Bautista, to his murder, the PNP spokesperson, Chief Supt. Agrimero Cruz Jr., said the probe conducted by the local police had been based purely on evidence.

Asked whether the PNP leadership was satisfied with the inquiry and would stand by it, Cruz said: “Yes, with malice toward none and justice for all.”

He also said the PNP would not mind a reinvestigation as proposed by the Bautista-Revilla family.

But that is only “if the prosecutor orders [it],” he added.

On Oct. 28, Ramgen and his girlfriend Janelle Manahan were attacked by a masked assailant wielding a gun and a knife in the family residence at BF Homes subdivision in Parañaque City.

Ramgen was killed, but Manahan survived.

On the strength of the statements of witnesses who claimed to have known of the murder plan, Parañaque police tagged Ramgen’s siblings RJ, 18, as the mastermind, and Ramona, 22, as one of the accomplices.

But the family expressed disbelief that the two siblings could be involved in the murder of their brother.

Seen at a mall

Ramona on Friday recanted her claim that her brother’s killers had abducted her. But the Parañaque police said her turnaround had raised more questions on her recollection of the crime.

“If the crime was committed at around 10:30 p.m. on Friday (Oct. 28), how come she was seen at a Las Piñas mall at around 1:35 a.m. on Saturday?” said Chief Insp. Enrique

Sy, the head of Task Force Ramgen. “Why did she not go directly to the nearest precinct? There’s one inside BF Homes.”

Sy said at least three witnesses—Ramgen Bautista’s personal assistant, Ronaldo Angcahas, and two security guards working as sentries in the subdivision—saw Ramona leave the family residence.

According to Sy, Angcahas told police that he saw Ramona and RJ leave the house and assumed that the two were heading to Baguio City, where the family was to visit a brother who was just admitted to the Philippine Military Academy.

‘In shock’

In a phone interview aired on TV, Ramona said she was “in shock” when she told authorities on Oct. 29 that she was abducted and dropped off, unharmed, at a mall on Alabang-Zapote Road.

She said she had actually driven away from the house as soon as she could, fearing for her life as she thought her brother’s assailant was still in the area.

But Sy, who listened to Ramona’s interview, said: “What happened to her car? Why was she walking?”

Senior Supt. Billy Beltran, the Parañaque chief of police, said he was not able to catch the on-air interview.

He begged off from saying how Ramona’s testimony could impact the complaint filed at the city Prosecutor’s Office against her, RJ and five others.

Beltran refused to comment further on the merits of the case, saying: “Let’s just wait for the prosecutor to decide on the issue.”

He said the results of the forensic examination on the evidence collected from the crime scene were expected to be released in the coming days.

He also said police were optimistic that they could retrieve the gun and knife used to kill Ramgen Bautista and wound Manahan.

Quoting statements gathered from witnesses, Sy said the house help of the Bautistas heard Manahan’s cries after the attack.

However, he said, police and barangay watchmen learned about the attack from one of Manahan’s friends who alerted authorities through Hotline 117.

The wounded Manahan managed to send text messages to people she knew and sought assistance from them, Sy said.

Quoting from the eyewitness account of Manahan, Senior Superintendent Beltran said that she asked Ramona to call for an ambulance but the latter left without saying a word and never came back.

Hugas kamay naman ngayon si Sen. Ramon Revilla Jr. Wala daw siyang alam during some interviews...

I feel sorry for the police investigators when someone BIG in politics is connected to the case.
