Duterte: Criminals don’t deserve human rights

Vice Mayor Rodrigo Duterte has openly taunted the Commission on Human Rights (CHR) saying in a public affairs relevision program that human rights of criminals are not worth respecting.
If you are a crminal I will treat you as an animal, he said at the Gikan sa Masa Para sa Masa television program on ABS/CBN hosted by lawyer Geraldine Tiu.
In the program, Duterte dished out a new warning to criminals, as one of two kidnappers who snatched an elementary school boy was shot dead following police follow up operations. One of the kidnappers was arrested in the incident whose details were sketchy.
Criminals are gambling with their lives if they do dirty things in the city, he said.
Duterte said he does not care if the CHR will again skewer him for his dire warning about criminals undeserving of human rghts and their being terminated if caught..
“If you do an inhuman act, I will catch up with you and you will not have human right. You don’t deserve it. I will treat you as an animal. So let me reiterate my warning to all: you do that and it will be at the expense of your life,” Duterte said.
Duterte earlier had earned an investigation by the CHR, and condemnation by the United Nations Commission on Human Rights, over similar pronouncements of the fate of criminals commiting crimes in the city.
Human rights groups here claim thousand of victims have been killed in extra-judicial executions by the shadowy gunmen Davao Death Squad that they said is a state-backed vigilante group unleashed against crime suspects.
The latest edition of the ABS/CBN show, pre-taped for its Sunday morning run, was held in a Catholic school in the city with school graders for an audience.
In a fatherly advice to the children, he told them to avoid strangers and obey curfew hours reming them of the recent abduction of the schoolboy, who was rescued alive.
In a shock-and-scare statement, Duterte warned the children he would himself arrest them if they are in the streets by 10PM, and would lock them up in jail “with lots of mosquitoes, rats and without food.”
Several weeks ago, some parents fetched their children in schools following widespread rumors a criminal syndicate was snatching
children for their organs to sell to foreigners needing transplants.
Duterte jestingly, in his other television program Ato ni Bay hosted by radio journalist Leo Villareal aired over SkyCable,
played up to the unconfirmed rumors, assured children they will be amply protected, and warned the alleged syndicate: You take the organs of the children and I will eat your heart!”

A huge mess for the Bautista/Revilla family.

Ramona's three testimonies to the police and that taped interview contained inconsistencies. PH has no extradition treaty with Turkey. The family of Manahan and Senator Bong want her to return to the country to face the investigation.

It is interesting that we pay attention to a problem that is not ours but since those involved are some big names, it is definitely news.

Unfortunately, the general public does not buy their lame excuses.

For me, it's just another crime committed. These days, people still believe that justice and attention to crime depends on the popularity of the person.

There are greater evils in the world.

Definitely not true. For crimes that involved well known or popular personalities, they are surely the buzz word in the media regardless of country! Other societies even make it as the staple of their media for weeks.

But really though, our media is a sh__fest of walang-magawa journalists. There are bigger crimes to explore.

I think another effective way to reduce or deter crime especially in urban areas is to have an internal migration control system similar to what they have in other countries.

Due to cheaper modes of transport i.e. low cost airlines, ro-ro system etc. criminals and their cohorts find it easier to expand their operations especially in the more affluent urban areas. I don't know if anyone has noticed but it seems that a lot of the syndicates operating in the more crime prone parts of metro manila have their origins in other provinces.

If there were a system in place where if you don't have the necessary permits to be in a certain place because you have no valid reason to be there i.e. job commitments, education etc. then you shouldn't even be allowed to enter or if you already are present without the permits then you should be escorted out of the jurisdiction or better yet be put to jail.

For it to work it should be implemented on a small-scale experimental basis say just in a certain baranggay then see what the effects are and iron out the kinks/loopholes before gradually expanding the system to include the adjacent baranggays before eventually being adopted on a greater area, hopefully, if the program's goals are being me as envisioned.

duterte respected the causes of the rebels and the rebels respected him more than anyone in the government,..they have understanding as he make sure with them "don't f$ck with my city" statement and he assure them of protection if they visit the city unarmed they will not be harm and they can do their RNR in the city,..criminals within the rebels are of state issue but day to day criminals roaming the streets victimizing ordinary people in DC is another story,..if duterte headed the country, he can definitely close the difference of the government and the rebels and at the same time can show them the true power of the government without hesitation because he is sincere and strong-willed unlike many of the officials whose talents are only for showbizniz iniz!

he don't need to be a president to do that i think. maybe the go'vt just assign him to oversee the overall peace and order situation in mindanao with the long vision of totally crushing these rebels and criminals.

Inclusion on Interpol ‘red notice list’ seen

The Department of Justice (DOJ) is considering placing Ma. Ramona “Mara” Bautista, a principal suspect in the October 28 murder of her brother, Ramgen Bautista, on the “red notice list” of the International Police (Interpol) to restrict her movement abroad.

Justice Secretary Leila de Lima disclosed this Sunday as she ordered the National Bureau of Investigation (NBI) to immediately call the Interpol in an effort to bring Ramona back to the country.

“I asked the NBI to double-check the rules on the Interpol red notice list … if it’s possible to put someone on that list without yet an arrest warrant being issued versus him/her,” De Lima said in a text message to the Philippine Daily Inquirer.

The secretary issued the directive after the media reported that Ramona, 22, flew to Istanbul, Turkey, via Hong Kong on Friday night. Ramona got married to a Turkish national three years ago, according to her half-brother, Senator Ramon “Bong” Revilla Jr.

The Philippines has no extradition treaty with Turkey.

Ramona left the country as police were about to file charges against her and her other brother, Ramon Joseph, 18, for the murder of Ramgen. Police are holding Ramon Joseph in custody.

Ramgen, 23, was shot and stabbed in the family residence in Parañaque City allegedly by two men who had since been arrested and had accused the two siblings of being behind the murder.

The murder allegedly stemmed from a feud over the monthly allowance from their father, former Sen. Ramon Revilla Sr.

Guilt

De Lima shared Senator Revilla Jr.’s observation that Ramona’s questionable foreign trip could be an admission of guilt.

“That is always the presumption unless negated by a good explanation for such flight,” she said. “But the burden to prove otherwise falls on the suspect/respondent/accused concerned.”

Despite the absence of an extradition treaty with Turkey, the Philippine government can still “cause the return to the country” of Ramona, according to the Department of Foreign Affairs (DFA).

Passport cancellation

Raul Hernandez, DFA spokesperson, on Sunday said “once DFA gets a court order, we will cause the cancellation of (Ramona’s) passport so her movements are restricted.”

The foreign office is also considering “exploring the (Interpol) mechanism to cause her return to the country,” Hernandez said.

Aside from the Philippine Embassy in Ankara, which is headed by Ambassador Marilyn Alarilla, the country operates a consulate general in Istanbul and honorary consulates in Izmir and Gaziantep.

On Revilla Jr.’s request for help in bringing his half-sister back to the country and face justice, the DFA official said the department would “work closely with the Department of Justice on this matter to ensure that justice is served.”

Mutual assistance

Hernandez noted that the Philippines “has extradition and mutual legal assistance treaties with several countries, which we can invoke to help locate, as well as cause the return to the country of persons evading criminal charges or punishment.”

In a hastily called press conference on Saturday night, Revilla Jr. asked the DFA to “exert legal and diplomatic efforts to bring Ramona back to the country and face our justice system.”

The senator said he was consulting lawyers and would ask the Bureau of Immigration to cancel Ramona’s passport. The DFA, not the BI, issues and cancels Philippine passports.

The Manila International Airport Authority has confirmed that Ramona boarded Cathay Pacific Airways Flight CX 902 bound for Hong Kong at around 9 p.m. on Friday.

Ma. Antonette Mangrobang, BI spokesperson, disclosed that Ramona had indicated her destination as Istanbul and that she had “no return ticket.”
