Erode’s city roads are fast turning unsafe for road users. This is what one infers by looking at the traffic statistics for 2008. As on December 31, 2008, 752 people had lost their lives on roads in the district(having a maximum of it inside the city limit). That is, more than two persons had died every day of the last year. The number of injured, simple and grievous, stood at 3,402. The number of cases the police had registered was 2,692, or about seven-and-a-half cases a day.

The year before that, 2007, was no better. A total of 650 people were killed and another 3,134 were injured.

To attribute the increase in accidents to the rise in number of vehicles, though simple, will be a fallacy. And, to blame the police for bad traffic-policing will serve no purpose either, as their role is limited to regulating and managing traffic. The first and foremost is indiscipline on roads. Without exception, on almost all roads in the City and other suburbs like Chithode, Nasiyanur, Bhavani and Perundurai, there is indiscipline than discipline.

First the two-wheeler riders. They do not indicate turns either by hand or indicator; turn from the extreme right of roads, causing inconvenience to on-coming vehicles and flout one-way signs. The three and four-wheelers use high-beam within city limits; jump signals and above all drivers freely use mobile phones while driving. Next private and State Transport Corporation buses: They stop, load and unload passengers at will, creating traffic jams and like two-wheeler riders do not indicate turns. They also use dazzling headlights within city limits.

Aside from the aforementioned reasons there are a few others as well. The district and in particular the city, perhaps, have the most number of speed breakers. This is because traffic managers think that is the only possible way to stop over-speeding. In Erode, there is no road without a speed breaker. And, almost all the sleeping policemen, as speed breakers are known, are at corners and carry neither white paint nor cat’s eye. A good number of accidents take place because of speed breakers.

The other reason, as far as Erode is concerned, is the permission for lorries to enter the city during peak hours. For a city that hopes to grow like any other, it is time the traffic managers, including the Corporation, brought about restriction on lorry movement. The police, as part of managing traffic, must ensure cent per cent enforcement. It will not only reduce accidents but also boost income through fines.

NARROW BRIDGE: Vehicles caught in traffic jam on Cauvery Road.

The loss of life of a motorist on Cauvery Road and the subsequent traffic jam it caused has once again brought to the fore the vulnerability of the road to the slightest of traffic disturbances.

Soon after the death even as the police began regulating traffic, vehicles piled up on either side of the road, which serves as the only gateway to the Core-City from Pallipalayam, Tiruchengode, the rest of Namakkal district and even Salem and other areas east.

Hundreds of vehicles right from KNK Road - Cauvery Road junction to the Cauvery bridge stood one after the other for long.

In the opposite direction it was worse: traffic was blocked from as far as Pallipalayam junction to KNK Road junction. It took about a couple of hours to clear the jam.

Being the only road leading to the Central City and with no detour available, there was very little option available for road users, though. That the policemen tried earnestly to ease the congestion did not help either.

The traffic jam was largely due to the narrow Cauvery Bridge, where two vehicles crossing the bridge in opposite direction do not have an inch of manoeuvrable space on either side. If a bus were to get caught behind a bullock cart or any slow-moving vehicle, it has no choice but to trail it till the end of the bridge. And, such a sight is not quite uncommon on the bridge. In fact, it is an every minute happening.

The narrow bridge, however, has not missed the eyes of politicians. Time and again when politicians or different Assembly committees visit Erode they promise to look into the issue of widening the bridge. Their promises have remained just that, at least for the past eight years.

Further away from the bridge towards the core of the city, things are no different on the road. Encroached buildings opposite the Alagarasan Nagar and Karungalpalayam are in plenty.

And, further down the road, the new practise of allowing vehicles coming in from Pallipalayam to take the Tirunagar Colony Main Road prevents the flow of vehicles proceeding towards Pallipalayam that come via KNK Road.

Earlier, it was vice versa. Vehicles proceeding to Pallipalayam would take the Tirunagar Colony Main Road and those moving to the Central Terminus would go via KNK Road.

Erode City residents say that they want the bridge to be widened immediately and a pairing bridge to hold the increasing traffic. That the State Highways Minister happens to be from the district has only increased the hope of seeing a widened bridge and also rekindled interest that the work would be initiated sooner than later.

A Story of 2010

Smoke and chaos: Encroachments on the roadsides lead to traffic congestion in many parts of the city.

The encroachments that flank arterial roads causing crippling traffic jams in many parts of city are yet to catch the sight of the local administration and the police.

Street vendors have set up shops by occupying significant portion of many busy roads including Brough Road, EVN Road and Perundurai road.

A number of shops that occupy the roads, pavements and footpaths have come up in Gani market area. These encroachments cause traffic snarls every day and sometimes lead to accidents.

“The Brough road, one of the busiest main roads in the town, is crammed with encroachers,” people in the town say.

The street vendors, who are doing business beyond the time limit by encroaching upon the pavements in Nethaji Road and RKV road, have made life miserable for pedestrians. The vendors place their goods on the encroached road leaving little space for moving around. This poses serious risk to the pedestrians. Apart from these make-shift shops, the presence of pushcarts and haphazardly parked vehicles add more woes to the motorists and pedestrians. The police personnel in the town rarely look into this issue. The civic body on its part has also failed to do anything concrete to sort out this problem.

The failure of authorities to initiate action against these encroachers had encouraged a few commercial establishments to extend their display area on the sides of the roads.

“The traffic in many parts of the town remains chaotic due to the rampant encroachments. The concern of the authorities should take a collective effort to remove these encroachments,” many residents demand.

People have appealed to the district administration to launch a drive to remove all the encroachments on the roadsides.

IS THERE AN END? Mettur Road is one of the most congested roads in Erode.

Crossing the Gandhiji Road near the District Police Office here has become life threatening for schoolchildren.

With vehicular population and flouting of rules increasing by the day, the lone police constable on this road is helpless.

Promise in vain
The case is not isolated. Traffic congestion in Erode is common, as roads are flooded with two-wheelers and four-wheelers.

Interestingly, at least 85 two-wheelers are registered at the Regional Transport Office every day.

Since 2003, various political party leaders have been promising the construction of overbridges at the Government Headquarters Hospital Junction and near the Paneerselvam Park Junction. But nothing has happened till date.

Signals


Traffic signals were installed in six places on Brough Road. But, the public complain that the signals do not function most of the days. Further, most bus drivers and two-wheeler riders do not stop despite the signal being red.

Mettur Road and Perundurai Road are almost always congested, and it takes the police at least an hour to clear the congestion on these roads. The public are of the opinion that those flouting rules should be punished without fear or favour.

Fine
The Superintendent of Police, Sonal V. Misra said that this year, Rs. 40 lakh was collected as fine from traffic violators, and that in June alone, the amount collected was Rs. 2.18 lakh.

Accidents
Till July 6, 308 had died, and 994 injured in accidents in the district, as against the total of 1,499 the corresponding period last year.

Steps were initiated to minimise traffic congestion, Ms. Misra said, and urged drivers to fix number plates immediately after registration. Officials at the Regional Transport Office said that they took all measures to bring to book traffic violators. Driving without licence would be dealt with seriously, they added.

RESPITE FROM HEAT: A traffic constable at work under a mobile traffic umbrella at the Government hospital junction.

More than 1,000 cases of traffic violation were registered in Erode town in October.

The Superintendent of Police P. Nagarajan told The Hindu that over Rs. 6 lakhs was collected as fine from violators.

To minimise traffic congestion and accidents in Erode, various measures have been taken. Highway checkposts and medians have been put up every 10 km on the main roads like Perundurai Road, Perundurai-Coimbatore Road and Sathy Road.

SP talks tough
The SP has also instructed the traffic and local police personnel to book as many cases as possible against traffic violators. Drunken driving, speeding, driving vehicles while speaking on cellphones, triple riding in two-wheelers and driving without licence would be tackled. One traffic constable has been posted at every important road junction.

He said that the constable found it difficult to stand in the sun. Hence a mobile traffic umbrella was readied and put up at the Erode Government Headquarters Hospital Road Junction. It was installed on an experimental basis and if successful, it would be extended to other places. Boards instructing vehicle users to follow traffic rules were placed at important traffic junctions.

A young magician has left the people in Erode town totally surprised, when he rode a bike blindfolded on the busy roads of the town on Saturday morning.

Passers-by gazed in awe when Meghnath Pawar, son of magician Jadugar Pawar, road the bike blindfolded. The ride was flagged off from the office of Superintendent of Police by Deputy Superintendent of Police Dhanapal.

Meghnath passed through Gandhiji Road before entering into the busy thoroughfares including Chennimalai Road, EVN Road and Brough Road. “If the sense of hearing is so good, even an ordinary person can ride a bike blindfolded on the busy roads,” Meghnath says. The ride was organised in connection with the two-day magic show which commences at Periyar Mandram from December 31.

Police arrested 22 persons including women when they attempted to observe a fast in front of the Periya Mariamman Temple here on Wednesday protesting against the proposed alignment for the ring road project. They wanted the State highways department to drop the new alignment, which was proposed recently. The agitators urged the department to stick to the old alignment. Since the agitators did not obtain prior permission for their protest, police arrested them and accommodated them in a marriage hall. They were released later in the evening. However, the agitators refused to leave the premises of marriage hall and sat on a dharna in the evening.

Instead of constructing this terminal in an awkward location inside the Complex, they might have preferred some proper location orelse they should provide safe connectivity for the pedestrains to cross.....

Orelse by spending this amount, they might have built a city bus terminal in Panneer Selvam Park.........

Spaces will be provided for a railway reservation counter, Tamil Nadu Electricity Board (TNEB) collection centre and BSNL payment counter inside the Erode Municipal Central busstand.

Municipal Commissioner K.R. Selvaraj told reporters that the Erode Municipal Central bus stand would be developed at Rs 2 crore.

Mr Selvaraj said many Central Government departments had made representations to the municipality thatspace be givenfor their counters.

Hence a railway reservation online counter, BSNL payment counter and customer service centre, TNEB collection centre and ATM centres would be set up inside the bus stand after getting approval from the municipal council.

He said floorings in the bus stand would be repaired. Toilets would be demolished and in their place modern toilets would be constructed. Bus bays would be developed and steps would be taken to ease congestion in the busstand. Mr Selvaraj said water pipes would be installed in the bus stand. A water treatment plant with reverse osmosis system had been constructed in the Municipal VOC Park from where water would be supplied to the busstand.

He further said all damaged bins would be replaced with new ones. He said all steps had been taken by the municipality to provide water daily and two more overhead water tanks would be built. The Municipal Council has already sanctioned Rs 5.80 crore for daily water schemes. The Commissioner promised that all steps would be taken to improve the compost yard and trees would be planted to combat air pollution.

This was the story of 2007, after this they have developed the bus bays, constructed modern sanitary complex, A/C Waiting Hall for passengers, Mini bus Terminal..... No E-seva collection Counters developed......

மனுக்கள் குழு சார்பில் ஒன்பதாவது மாவட்டமாக ஈரோட்டில் ஆய்வு நடத்தியுள்ளோம். மாவட்டத்தில் இருந்து, 219 மனுக்கள் வந்தன. அதில், 105 மனுக்கள் மீது அறிக்கை பெற்று, 71 மனுக்கள் ஆய்வுக்கு எடுத்து கொள்ளப்பட்டது. அதில், 60 மனுக்கள் மீது ஆய்வு நடத்தி, மனு அளித்தவர்களுக்கு பதில் கூறப்பட்டுள்ளது.

மாவட்டத்தில், குடிநீர் திட்டத்துக்காக, 10 கோடியே, 49 லட்சம், சாலை வசதி மேம்பாட்டுக்கு, 60 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது. மாநிலத்தில் அதிக நிதியாக பள்ளிக்கல்வி திட்டத்துக்கு என, 13 ஆயிரத்து, 333 கோடி ரூபாய் ஒதுக்கீடு செய்யப்பட்டுள்ளது.மாவட்டத்தில், 14 ஆயிரத்து, 187 மாணவ, மாணவியருக்கு லேப்-டாப் வழங்க, 19 கோடியே, 86 லட்சத்து, 18 ஆயிரம், 15 ஆயிரத்து, 992 மாணவ, மாணவியருக்கு இலவச சைக்கிள் வழங்க, நான்கு கோடியே, 54 லட்சத்து, 11 ஆயிரத்து, 140 ரூபாய் ஒதுக்கப்பட்டுள்ளது.
மாணவர்கள் இடைநிற்றலை தடுக்கும் பொருட்டு மாவட்டத்துக்கு என, 5,761 மாணவ, மாணவியர் பயன்பெறும் வகையில், 8 கோடியே, 32 லட்சத்து, 94 ஆயிரத்து, 500 ரூபாய் ஒதுக்கப்பட்டுள்ளது. குழுவுக்கு வரப்பெற்ற பெரும்பாலான மனுக்கள் குடிநீர், சாலை வசதி, சாக்கடை, மின் வசதி என, அடிப்படை வசதிகள் கேட்டு தரப்பட்டுள்ளன.

Members of Tamil Nadu Legislative Assembly Committee on Petitions have said that they would recommend to the government to replace the lift and CT scan facility with new ones at the Erode government hospital.

Committee chairman P. Mohan, who along with the members inspected the hospital on Thursday, said that the existing lift and the CT scan facility needed repairs.

The doctors and hospital authorities had requested the committee to take steps for the replacement of the facilities as such a step would benefit a large number of poor people in Erode and neighbouring districts.

The committee would take this issue to the notice of the department and ministers concerned, he said.

Mr. Mohan also said that the committee would recommend to the government to enhance the capacity of the Tamil Nadu Co-operative Textile Processing Mill and bring in more measures for its growth.

Listing out various schemes being implemented in the district, Mr. Mohan said that the government had allotted Rs. 8.33 crore to provide special incentive to over 5,700 poor students from dropping out of the schools in Erode district.

A sum of Rs. 19.87 crore had been allotted to provide laptops free of cost to 14,466 students.

The government also sanctioned Rs. 4.56 crore to distribute bicycles free of cost to 15,992 students.

A sum of Rs. 60 crore had been allotted to improve the road infrastructure in the district, he added.

Petitions

Mr. Mohan further said that the committee had received 219 petitions from people in the district. Of them, 71 petitions were taken up for hearing during the meeting.

Collector V.K. Shanmugam presided over the meeting.

Bumpy ride it will be for people of Erode Town with the implementation of Package I and III of Underground Drainage (UGD) Project and the official nod for the rest three packages getting delayed.

Little progress had been made in the execution of works listed under Package I and III of the project. Officials claimed that the contractor who bagged Package I, had completed only 22 per cent of the works, while 72 per cent works were completed under Package III.

The government had sanctioned the project in 2009. “It took Corporation about three years to commence the implementation of a part of the project. We don't know when the remaining parts of the project will be executed and the town will have a working underground sewage system,” many residents said.

Out of the three packages that remained pending, Package IV had been sent to the State government for approval. The Corporation Council had given its nod for Package V of the UGD project at a meeting held a few days ago, as it postponed its decision on Package II.

“Even if the council gives its nod for the two packages, we have to forward the estimates to tender award committee for its approval. It appears that we will be able to commence the works listed under Package II, IV and V only in April 2012,” Corporation sources said.

The delay, however, has put people in the town to untold hardships. Contractors have dug up trenches in almost all the inner streets in Surampatty, part of Veerappan Chatram, Periya Semur and a few other areas in the town, covered under Package II and IV, to lay pipelines. These trenches were not closed properly, and vehicles users find it extremely difficult.

At a few places, workers left the trenches open after laying the pipelines.

Though funds had been earmarked to carry out road repairs after laying sewage pipelines, the civic body miserably failed to take up any repairs or patch works on the damaged roads.

கடந்த 2001ல், 16 கி.மீ., தூரம் விவசாய நிலத்தின் வழியாக, ரிங்ரோடு அமைக்க ஆய்வு செய்தனர்.
