the difference between the bicol analogy is that if initially designed as an asphalt road you can repair it with asphalt with no problems, but EDSA is predominantly concrete, and it would be difficult to do a composite mix. Mind you many asphalts roads are overlay on concrete, perhaps a long term possibility for most of our city roads.

There's actually an interesting thread here in ssc about it if I'm not mistaken.

Bottom line bayani wanted a cheaper alternative.

Yes, even roads in NY are made with asphalt instead of concrete cement.
