ถึงเวลาพอรู้ว่าไอ้ที่ด่าๆกันเป็นแนวพระราชดำริของในหลวง ก็มาตั้งกระทู้สรรเสริญพระบารมีกัน ว่าทรงพระอัจฉริยภาพ

ไอ้คนจำพวกนี้ในเมืองไทยตอนนี้มีมาก นึกว่าสติปัญาเลิศล้ำกว่าคนอื่น แต่เรื่องแค่นี้มันยังโง่เลย
ตัวอย่างคือแนวทางเรือดันน้ำ ก่อนหน้านี้ด่ากันฉิบหาย เดี๋ยวนี้ก็ยังด่า แต่ชื่นชมในหลวง ด่ารัฐบาล

ผมว่านะแนวทางแก้ปัญหาน้ำท่วมที่ดีที่สุด เอาพวกคนหนักแผ่นดินพวกนี้ พวกที่ชอบโยงการเมือง พวกที่ชอบคิดว่าตัวเองวิเศษวิโส(อันนี้ไม่ได้หมายถึงกลุ่มนักวิชาการที่หวังดีให้คำแนะนำดีๆ แม้จะมีจุดอ่อนในทางปฏิบัติอยู่เยอะ) เอาออกไปจากแผ่นดินไทย แผ่นดินไทยคงสูงขึ้นอีกเยอะ น้ำไม่ท่วมแน่นอน

ติดอยู่อย่างเดียวก็คือความมี อคติ นั่นแหละครับ คนกลุ่มนี้ส่วนใหญ่ก็คือผู้สนับสนุนพรรคการเมืองฝั่งตรงข้ามรัฐบาลแค่นั้นเอง ไม่มีอะไรซับซ้อน และในทางกลับกันถ้ารัฐบาลเก่ายังอยู่ กลุ่มที่ออกมาก่นด่าก็คงเป็นกลุ่มผู้สนับสนุนพรรครัฐบาลปัจจุบัน
และโดยส่วนตัว ผมคิดว่าต่อให้รัฐบาลไหนมาก็ไม่มีทางรับมือน้ำท่วมครั้งนี้ได้เด็ดขาด พวกที่ออกมาด่า ออกมาลือนู่นนี่นั่น ก็แค่ผายลมเท่านั้น

ที่น่าเบื่ออีกอย่างก็ คือพวกพูดอวดอ้าง เช่น ถ้ารัฐบาลอภิสิทธิ์ อยู่น้ำคงไม่ท่วมแบบนี้
อีกฝ่ายเองก็มีคนพูดว่าถ้าไม่โดนปฏิวัติไปซะก่อน น้ำคงไม่ท่วมแบบนี้
ที่สำคัญ ถ้าจะเอาข่าวในเฟซบุคมาแชร์ อยากให้ลองเสิชจากเว็บของสื่อมวลชนที่เชื่อถือได้ก่อน ว่าเป็นข่าวที่มีอยู่จริงหรือเปล่า
อคติเข้าใจว่าคนทุกคนมี แต่ก็ขอให้มีคนเดียวพอ มันไม่ใช่เรื่องอะไรที่น่าเอาไปแบ่งปัน

ส่วนเรื่องอะไรถ้าจะไปโยงถึงองค์พระเจ้าอยู่หัว ก็แนะนำว่าให้เลี่ยงซะ ไม่รู้จริงเท็จอย่างไร อย่าไปกล่าวอ้างถึง

Japan donates 200 boats, 240 mobile toilets to Thailand

Japan has given a large number of relief supplies including 240 mobile toilet units to Thailand.

Speaking at a hand-over ceremony, Japanese ambassador Seiji Kojkma repeated an insistence that Honda was considering relocation from Thailand after a large plant in Ayutthaya had been flooded.

Also donated are 200 boat engines and 450 life vests handed over, to Prime Minister Yingluck Shinawatra in the ceremony, apart from Bt12 million in cash earlier.

California-based Western Digital, the world's largest hard-disk drive (HDD) maker, expects its exports from Thailand will decrease by 40% this year due to the severe flooding.

The company estimates a two-month production halt and then another four to six months to resume full operations, said Suwat Liptapanlop, a former deputy prime minister who chaired a meeting yesterday between the Industry Ministry, the Board of Investment (BoI) and Dave Rauch, Western Digital's senior vice-president for global operations.

"Thailand's export value could dip by 80 billion baht from this company alone," said Mr Suwat.

Western Digital has invested 400 billion baht in its local factories.

The widespread disaster has resulted in manufacturing being suspended at the company's factories in Ayutthaya's Bang Pa-in Industrial Estate and Pathum Thani's Nava Nakorn Industrial Estate.

Employing 40,000 workers, the Thai unit accounts for 60% of the parent company's worldwide HDD sales.

Competing closely for global leadership with California-based Seagate Technology, Western Digital supplies one-third of the world's HDDs.

"Western Digital asks the Thai government to help move its machinery out of the affected factories to other plants in order to minimise the impact on production," said Mr Suwat.

The flooding has also forced major carmakers including Toyota and Honda to halt production due to a shortage of parts and other supplies.

Mazda Motor Corporation yesterday said it would halt passenger car production in Thailand from today until Saturday due to a parts shortage.

Spokesman Yuta Tanaka said by telephone from Hiroshima that passenger car production on the evening shift had been suspended since last Thursday and all pickup truck manufacturing since Oct 11.

Atchaka Sibunruang, the BoI secretary-general, said her agency would ask its board for permission to offer the maximum investment privileges to flood-affected companies including an eight-year tax holiday for imported machinery.

Payungsak Chartsutthipol, chairman of the Federation of Thai Industries (FTI), said the private sector has proposed delaying the daily minimum wage increase until the end of next year or early 2013 to assist flood-hit businesses.

The central wage committee recently decreed the daily minimum wage would rise by 40% from next April 1 instead of Jan 1 as originally planned.

"We would like to postpone it another seven or eight months so that affected areas can speed up their recovery," said Mr Payungsak.

However, Sommat Khunset, the FTI secretary-general, said even a year's delay in the increase may be too short, as it is not known how people will cope with the flooding aftermath.

"I believe the government will not exacerbate the damage to their own people and economy and that each sector will cooperate," he said.

James Phillips, the managing director of the footwear manufacturer Ecco (Thailand), said the Thai unit would ask the parent company's owner, who is flying in from Denmark today, to set up temporary production facilities in non-flooded areas near Bangkok.

The Thai unit's plant, with a staff of 3,500, in Ayutthaya's Saharattananakorn Industrial Estate, has halted production since Oct 4, while a smaller plant in Phichit province with 1,500 workers is ramping up production to normal levels after a brief disruption stemming from a supply shortage.

The proposed temporary site, accounting for 30% of Ecco's normal production, would start up this year.

Ecco's Thai unit last year generated revenue of 150-200 million (6.31 billion to 8.4 billion baht) or 30% of the company's global sales.

The BoI also met yesterday with representatives of Asian Honda Motor.

The Japanese carmaker asked that passenger cars and auto parts imported from outside Asean receive tax benefits under the Asean Free Trade Area.

Honda today will resume production at its Lat Krabang motorcycle plant, with annual capacity of 1.8 million units.

"I hope we can recover the Rojana plant within a month of the water receding," said Hiroshi Kobayashi, Honda's president and chief executive.

"We will never move the factory from Thailand. Our success in Asia has stemmed from our operations here."

It is confident it can maintain its 6,000 employees at the Rojana factory, which produces 240,000 units a year.

Japanese automakers are losing 6,000 units of production a day because of the floods in Thailand, the Japan Automobile Manufacturers Association said Thursday.

Nine carmakers were affected by the floods, the group said. Japanese automakers produced 1.6 million vehicles in Thailand last year, accounting for more than 90 percent of total production in the country, the group said.

"It's difficult to say when production in Thailand will return to normal," Toshiyuki Shiga, chairman of JAMA, said in Tokyo. "Japanese automakers are split between temporarily importing parts from other countries and waiting for the waters to subside."

The automakers are facing another round of output disruptions from Thailand's worst floods in half a century just as they are ramping up production to make up for lost sales after the March disasters devastated Tohoku.

"The numerous hardships have been tough on Japan's automakers," Shiga said. "I hope the carmakers will learn from the challenges and become strong against any kind of risks." He didn't provide an estimate on how much the floods may cost.

Carmakers are likely to shift production in the short term to neighboring countries, such as Indonesia and Malaysia, to compensate for the loss of production in Thailand, according to a report by research firm Frost & Sullivan.

จากสถานการณ์น้ำท่วมในจังหวัดพระนครศรีอยุธยา ได้ส่งผลกระทบสร้างความเสียหายต่อนิคมอุตสาหกรรมทั้ง 5 แห่งประกอบด้วย 1.นิคมอุตสาหกรรมสหรัตนนคร 2.นิคมอุตสาหกรรมไฮเทค(บางหว้า) 3.นิคมอุตสาหกรรมโรจนะ 4.นิคมอุตสาหกรรมบางปะอิน และ5.นิคมอุตสาหกรรมแฟคตอรี่แลนด์ วังน้อยที่เป็นนิคมฯแห่งสุดท้ายที่ไม่สามารถต้านทานน้ำท่วมเอาไว้ได้ ทั้งนี้ ตัวเลขแรงงานในนิคมอุตสาหกรรมเฉพาะที่จังหวัดพระนครศรีอยุธยา รวมแล้วจำนวน 215,882 คน แบ่งเป็นนิคมอุตสาหกรรมสหรัตนนคร 14,696 คน นนิคมอุตสาหกรรมไฮเทค 51,186 คน นิคมอุตสาหกรรมบางปะอิน 60,000 คน และนิคมอุตสาหกรรมประกอบการฯโรจนะ 90,000 คน ทั้งหมดจะเป็นแรงงานของบริษัทโดยตรง 60% ส่วนอีก 40% เป็นแรงงานของบริษัทรับช่วงต่อไม่ใช่ของโรงงานในพื้นที่ซึ่งมีประมาณ 86,352 คน มีความเสี่ยงถูกเลิกจ้างมากที่สุด นอกจากนี้ยังมีนิคมอุตสาหกรรมในจังหวัดปทุมธานี ประกอบนิคมอุตสาหกรรมนวนคร

หมายเหตุ…นิคมอุตสาหกรรมบางกะดี ล่าสุดยังไม่ได้รับผลกระทบ แต่อยู่ระหว่างการเตรียมรับมือน้ำที่จะเข้ามาในพื้นที่ นิคม อุตสาหกรรมในเขตกรุงเทพฯ สมุทรปราการและฉะเชิงเทรา ที่มีความเสี่ยงเพราะอยู่ในตำแหน่งที่น้ำจะผันผ่านก่อนปล่อยสู่ทะเล และบางพื้นที่อยู่ใกล้น้ำท่วม

Now, I got the real taste from the flood of 2011. I have to move out of my house in Mueang Thong 1 near Big C Chaeng Watthana due to the rising tide of Prapa canal and the water start to seep into the underground drainage pipe which happened in this morning. In the evening, I have no choice left but to move to my brother's house in Praya Suren road, Klong Sam Wah district ... but i'm not so sure how long I can stay in my brother's house. If the flood wall and leeway alogn Klong Hok Wah are broken, I have no choice but to live in Phanom Thuan District of Kanchanaburi ...

Floods may rob Thailand of 100,000 cars

AS the floods assailing Thailand continue to put the brakes on production, car manufacturers could be staring at combined production volume losses of 80,000-100,000 units if plants remain closed in the coming weeks.

Thailand's automotive sector, which produced two million vehicle units last year, has been one of the hardest hit industries in the country after the worst floods in 50 years affected provinces such as Ayutthaya and Pathumthani, where various assembly plants and auto parts factories are situated.

Swift comeback seen for plants

Commerce Minister Kittiratt Na-Ranong said he was confident that more than 50 per cent of the industrial estates would go into operation within 45 days once the floods start receding.

Under a measure to help factories resume operation, the government will provide generators to power up machinery once water has been pumped out of each factory.

It will also urgently approve work permits for foreign experts to help repair damaged machinery. Many local banks have also confirmed that they will provide funds to help factories start operating as soon as possible.

The government will also encourage banks to provide soft loans for private enterprises and borrow money from overseas to facilitate the private sector and restore growth.

So far, many financial institutions such as the World Bank, and Asian Development Bank are ready to provide loans, he said, adding that there should be no worries about Thailand not being able to pay back the money because it should recover rapidly with cooperation from the private sector.

He added that the government would continue to promote domestic consumption using its populist policies such as increasing the minimum wage and helping first-time buyers of cars and homes.

However, he acknowledged that the heavy flooding had slowed down export growth since last month and it would continue to drop until the first quarter of next year.

Yet Kittiratt said he was confident that exports would gradually recover by March because many factories should be up and running soon.

He said the Export Promotion Department should urgently speak to trading partners and assure them that Thailand is well capable of serving their demands.

Meanwhile, the government is planning to revise the Kingdom's export target once the flood damage is assessed.

In the first nine months of this year, Thailand's exports jumped 25.5 per cent to US$179.57 billion (Bt5.57 trillion), while the value of imports rose 30 per cent to $174.29 billion, leading to a trade surplus of $5.28 billion.

In September alone, export value rose by 19.1 per cent to $21.51 billion, of which imports accounted for $21.27 billion, up by 41.9 per cent with a trade surplus of $238 million.

Deputy Commerce Minister Siriwat Kachornprasart said yesterday that most of the exports in September were farm products, though industrial goods such as printing and rubber products, plastic pellets and plastic products, car and car parts, electrical appliances and electronic parts were also exported in large quantities.

However, overseas demand for gems and jewellery, gold, pharmaceutical products, medical equipment and toys is dropping.

Imports focused mainly on capital goods, including oil worth $3.45 billion, consumer goods, raw and semi-raw materials, and cars and car parts.

Siriwat added that the European countries accounted for 15.5 per cent of the key export markets, Japan for 14.6 per cent and the United States for 4.1 per cent. High export-growth markets involved South Korea, Africa, Latin America, the Middle East, Russia and CIS countries.

The minister also insisted that Thailand would be able to achieve the 15-per-cent export growth projected, though the export value for next year would have to be reviewed and relevant associations should soon come up with a plan to drive export growth.

In addition, the value of border trade with Malaysia, Burma, Laos and Cambodia grew 22.6 per cent to Bt78.4 billion in September, with exports accounting for 24 per cent or Bt49.95 billion of it, up by 20.1 per cent, while imports accounted for Bt28.45 billion, showing a 20.1-per-cent increase.

During the first nine months, the total value of cross-border trade value rose 16.3 per cent to Bt679.97 billion.

Bangkokians must do their part, now

There is one painful fact at this stage of the flood disaster: The waters need to pass through Bangkok as fast as possible to ease the suffering of people in other flooded areas.

The need to give the capital the best protection available is understandable, but it is being overwhelmed by other urgencies. Nonthaburi and Pathum Thani have been virtually knocked out by ravaging floods. Ayutthaya remains unconscious. Other provinces such as Nakhon Sawan or Angthong are still inundated and see little hope of quick recovery.

Prime Minister Yingluck Shinawatra yesterday invoked the Disaster Prevention and Mitigation Act to give her greater leverage when dealing with the Bangkok Metropolitan Administration. Her flood relief centre's conflict with the BMA has been in plain sight over the past few days, a situation compounded by problems or outright fighting among local politicians or officials. However, this is the worst time to let politics get in the way, so the situation is simple: Bangkok has to make some sacrifices now, not only as a payback but also for its own good.

To put it in straight language, if some parts of Bangkok have to be flooded so the waters can move faster towards the sea, then so be it. It's the government's and the BMA's job to decide which areas to protect. Being the centre of government and the economy, Bangkok is the location of important places. Having said that, now is the time for all Bangkokians to be prepared to get their feet wet.

Simple calculations tell everyone that if Bangkok is to be kept dry at all costs, the suffering outside the capital and the remote provinces will last longer. That will be very bad for everybody, including the alreadystressed Bangkokians. This is not to mention the possibility of conflicting interests between those who are suffering and those who are not erupting in violence.

Bad politics at all levels is the last thing Thailand needs now. The cooperation between the government and the BMA and understanding between the government and Bangkokians must begin now, before the issue of who mismanaged dam waters and who was responsible for a huge amount of flood waters being trapped outside the city becomes more politicised than it currently is.

Even if the painful "surgery" means some parts of the capital will be under water for several weeks, it must be carried out sooner rather than later.
