It’s not every day that citizens get to choose the look of a market complex coming up in the city. The City Corporation is, however, offering a chance whereby the public can vote for the best among four models for renovation of the Palayam Connemara market. The designs would be put up at a pavilion specially built for the purpose in front of the market from Wednesday for seven days and the public can cast their votes there.
At a press conference called by the Mayor and her team to announce the concept at the conference hall of the Corporation office here on Tuesday, the representatives of INKEL who are also part of the project were present. The project also has the support of TRIDA.
However, there seemed to be a bit of confusion remaining, with the officials reluctant to share the details regarding the estimate of the project or its other details. The technical viability of the designs has also not been tested, INKEL officials said.
Sources said that the change in government has pushed the project into a bit of uncertainty regarding the cost.
Mayor K Chandrika said that the project is being envisaged under the Public-Private-Partnership (PPP) mode. The estimates of the projects were not taken because it is an expensive affair to get the cost drawn as the consultants would charge a high fee for it too.
‘’Instead of checking the technical viability of every design, we thought the model selected by the public could be evaluated,’’ Chandrika said.
According to officials, the market complex would include a hotel, shopping mall and the market. The project would be implemented in two phases and completed in 42 months. In the first phase, the mall would be set up where the traders, shopkeepers and stalls presently put up in the Connemara market would be shifted.
‘’We plan it to be of international standard, which would put Palayam on the tourist map. It will also address the parking issues in the area,’’ the Mayor said.
The four models have been designed by four architects. However, they are all eco-friendly and cost-effective, INKEL officials said at the meeting and presented the concept and designs.

It would be better if somebody who has time could post the schemes/images for all the options here.

Plan D keeps abreast with the old Victorian scheme, and may gel with the present gate of Connemara market and VJT Hall, which is opposite to this development.

Both A and D seems aesthetically nice....and as sudheesh told, plan D seems to fit in well with the neighbouring buildings......A looks more modern and kool....

My verdict (personnel choice)

The plan A Hotel is good but mall resembles too much to the KSRTC bus tation at Tampanoor .
The Plan B s really good especially the mall with the roof top racing track. but is let down by poor hotel design.
The Plan C over all scores high above all. but again mall doesn't have race track!!!!!!!!!!
The plan D design looks prehistoric the overall design scores the least.
My rating for 5
A= ***
B= ****
C= ****
D= **
From this my personnel choice is plan B

The Mall + Market place in D + the hotel in A or C gets my vote. Hopefully, the Connemara gate will be preserved?

Plan D gets my vote. I think Connemara gate is a protected structure so they won't be able to demolish it . I personally do not like the idea of a Karting track in that area . plan C is like any other mall design. Plan D doesn't break the general architectural style of the surrounding buildings. Plan A comes a close second.

New Palayam Connemara Market: Shortlisted Designs, Vote now

Trivandrum, 28 September 2011: The City Corporation is offering a never before chance to Trivandrumites, where they can vote for the best among four models for renovation of the Palayam Connemara market.

Before I even start to comment on the various concepts, let me say that this whole exercise that INKEL and the Corporation have kick-started borders on the ludicrous!

Firstly, no feasibility/market study has been done on the project and for a project of this scale and in this context, that usually is a very, very bad idea. While the replacement for the market is mandatory, only a scientific study can yield what is known as the "highest and best use", in real estate parlance, in this location. Only this study would tell us how much retail space can be supported or how many hotel rooms, if any, are needed.

Secondly, the public is not the best judge for which design is best, with all due respect. In general, people will only be able to opine on the aesthetic qualities of the project, which are possibly the least important for a property of this type. Ideally, the mix of uses and area program should be decided as an outcome of the market study and financial modelling, and then a number of design options capable of achieving that formula should be compared.

Finally, INKEL, TRIDA and the Trivandrum Corporation all share one thing, pathetic project execution records. INKEL, for example, has never implemented a project in its six years of existence. Buildings developed by TRIDA and the Corporation invariably end up as disasters - pathetic designs, poorly built and then left to rot.

This project is just the latest iteration of perhaps 30 years of grandiose plans which have expired on paper. I recall that there is an excellent model, much like the ones that are now being put on display, that has been sitting in the TRIDA office for at least the last 20 years. Unless this project wants to end up the same way, it is essentially that the whole deal be turned over to a private developer from scratch, so that entire design process can be done scientifically.
