Generally, no. Neither are you allowed to use a snow-mobile without a permit, except in the northernmost county (Finnmark) where rules for snow-mobile are a bit more relaxed.

for to go on the Ellesmere Island in winter, the only way is the plane. The population on the island is only around 140 inhabitants, so don't need to build a road to link all islands. Anyway you can find roads on the island cause on it there are important stations.

Bring it in by ship/barge in the summer time once the ice has melted, as stuff like fuel, vehicles, construction equipment, supplies and so on, as it's the only way to adequately supply those Arctic communities. Air travel is fine for people, mail and light freight.

Baffin Island's population is about 10,745 according to Wikipedia.

I don't think so. It's really narrow, so I guess the water goes to fast to freeze.

Actually is possible to go from Russia to Alaska on the Bering Strait, but it doesn't freeze every winter, so it should depends from weather conditions
