Dipolognon cited ‘best’ air traffic controller

A native Dipolognon, Ric Belandres Manigsaca is one of select few Philippine air traffic controllers lately commended by the Air Transportation Office (ATO) for exemplary technical service rendered during the period of emergency in guiding the safe landing of commercial planes in Davao City. The commendation, signed by ATO Asst. Sec. Gerardo Protacio and Department of Transportation and Communications (DOTC) Sec. Pete Nicomedes Prado, acknowledged Manigsaca’s exemplary service, loyalty and devotion beyond the call of duty exhibited during the disruptive nationwide ‘protest action’ staged by the Philippine Air Traffic Controllers last April 4-12, 1992, virtually analyzing the air traffic operations in the country during that week-long strike.

Dipolog Air Traffic Control Tower located inside the Dipolog City Airport Terminal.

Manigsaca at that time was the air traffic controller in Davao City, practically solo in guiding the safe landing and departing of numerous planes “based on his technical expertise in the provision of aerodome control service” in keeping the incoming and outgoing planes properly guided in their respective cruising flight levels to avoid collision accidents during that period of extreme emergency. He is currently assigned at the Butuan City Airport in Agusan del Norte while waiting perfection of his papers for possible overseas employment opportunities offered by Canadian Air Traffic Agency.

According to his father Gudelio Manigsaca, his son Ric really wants to serve our country, but his low salary necessitates him to go abroad upon ‘invitation’ of one Canadian Embassy staff in the Philippines. Ric is a holder of Bachelor of Science in Electronics and Communications Engineering degree he earned from San Carlos University.

This is a very rigid course that requires not only good brain works but guts, presence of mind, strong moral discipline and calm character under extreme pressures, says his father, as thousands of lives are at stake by the slightest error of judgment of air traffic controllers. Puno na naman ang Manila to Dipolog flight this Sunday. Baka mag-upgrade sila ng A320 dahil maraming tourists ang pupunta ng Dakak this Christmas.
