ADB hits ‘unprofessional’ airport bidding conduct on Dipolog Airport
By Roderick T. dela Cruz THE Asian Development Bank last week criticized the government over a failed $167-million project to improve airports in the Visayas and Mindanao . The bank said it had cut off funding for the Third Airports Development Project in 2005, saying almost none of its targets were met. “ There was an overall lack of good governance, although no direct allegations of corruption were reported,” the bank said, noting that land acquisition and resettlement were completed four years behind schedule. Consultants for the project were expected to be fielded as early as 1998, but were not mobilized until early 2000, the bank said. “ The main causes of the project’s failure were the slow progress of land acquisition and resettlement activities, severe delays in recruitment of consultants, and significant civil works and equipment procurement problems,” the report said. The project was supposed to bring major improvements to airports in Puerto Princesa and Cotabato and minor improvements to those in Sanga-Sanga, Dipolog, Butuan, and Pagadian. Of the $167-million budget for the project, only $25.68 million was used, mostly for land acquisition and resettlement, the bank said. The project was supposed to get $114 million in loans from foreign lenders, but only $12.15 million had been disbursed so far. The ADB said the funding to be co-financed by the European Investment Bank was not used. The bank pinned much of the blame on the Transportation Department. “Despite the redesign of some aspects of the project to encourage improved equipment purchase, procurement was unsuccessful, mainly as a result of unprofessional actions by the Department of Transportation and Commun-ication’s pre-qualification bidding and awards committee,” the report said. It noted complaints from some bidders who claimed that information was leaked to favored contractors and suppliers. “The procurement process was lengthy and often flawed. There were several cases where the pre-qualification bidding and awards committee and ADB’s procurement committee had significant differences of opinion on bid evaluation and contract award,” the bank said. The bank had pledged $93 million at market rates, equivalent to nearly a third of its average annual lending to the Philippines of $290 million. The bank said the country’s inadequate domestic airports limit trade and investments. The project would benefit the Philippines , the bank said, but added that it had no plans to resume financing it. With AFP ![]() Transportation Department denies hand in delays THE DEPARTMENT of Transportation and Communications (DoTC) is distancing itself from a failed airports development project that led the Asian Development Bank (ADB), which funded the project, to blame the department for the delays. Reacting to news reports on Sept. 3 attributed to the ADB, which criticized the agency for allegedly delays in the land acquisition and consulting phases that led to the project’s eventual cancellation, Transportation Secretary Leandro R. Mendoza said delays on the Third Airports Development Project were incurred before the Arroyo administration. Viability "The project was implemented in 1997 and since then major developments have occurred and these developments have had profound impact on the viability of the original project," the DoTC said in a statement. The project involves the modernization of two major airports, the Puerto Princesa airport in Palawan and Cotabato airport in Mindanao, as well as the upgrading of four smaller airports in Butuan, Dipolog, Pagadian and Sanga-Sanga. Mr. Mendoza also pointed out that when he became the DoTC secretary in July 2002, he made efforts to save the project. The flight departs Cebu at 1:20pm and arrives at 2:10pm. The return flight to Cebu leaves at 2:30pm and arrives at 3:20pm. The same plane will battle it out with Q400 on Butuan and Tacloban routes from Cebu flown by PAL Express, with a luxury of flying alone to Clark. The fare war has started to heat up as Cebu Pacific will introduce fare for as low as P688, 57% lower than what PAL Express charge. Even lower than what a fast ferry craft going to Cebu is charging. Its future on Pulauan wharf is probably written on the wall as well as to other shipping companies flying the Dipolog-Cebu route. Already, its earnings was eaten by RORO vessels plying the Nautical Highway to Dumaguete. On the same manner, the low cost airline has taken the business of large ferry boat operators as a convenient mode of transport after the Princess of the Star accident. Cebu Pacific (CEB)will expand its Cebu operations hub with two new aircraft and three new domestic services. President and chief executive officer Lance Gokongwei announced that CEB will take delivery of two high-standard regional turboprop aircraft, ATR 3 and ATR 4, in October and November, respectively. The aircraft will be based in Cebu and will strengthen the CEB hub at the Mactan-Cebu International Airport, which presently has four Airbus A320s.The two new “environment-friendly and fuel-efficient” planes involved a combined investment of $40 million. Gokongwei disclosed that CEB earlier ordered 10 ATRs, which are manufactured in France. The first two arrived in the first quarter this year and are now based in CEB’s Manila hub. The budget airline expects delivery of six more planes in the coming months. Its fleet is expected to have 25 planes by the end of this year and grow to 31 aircraft next year. With the new aircraft, CEB will also service two new routes: Cebu-Ozamiz, and Cebu-Surigao. The Cebu-Ozamiz route, also three times a week, will start on Nov. 10 while the four-times a week Cebu-Surigao route will start Nov. 13. Both will have an all-in seat sale of P688. Gokongwei said that while CEB is affected by the same difficulties faced by the airline industry, it will continue to look for cost-efficient measures to be able to serve its customers. Given the correspondence between Cebuano and Tagalog, I think it says that Governor Yebes announced that the private sector is interested in erecting a new terminal building or something like that. Basta, 'di ako marunong mag-Bisaya (which is shameful because my grandmother is from Misamis Occidental)!

The proposal of the private sector to build the new terminal is shameful to the part of the government bcoz the govrnment is unable to release the fund in the right time and it only mean a need for leadership development. This private firm has seen the need of a new terminal building bcoz it's profitable but it's still under for approval of the Mindanao Super Region Council if they will allow it.

Officially, the tarmac can support 3 Airbus 320, although only 2 parking stand are provided for easy turnaround. I've seen it hold 2 A319 (PAL and CEB), 1 PAF C-130, 1 F-27, 1 lear jet and 2 presidential choppers. And they all managed to fit in easily. Thanks to Philav.
