Tanzania in 50 mln euro EIB loan to upgrade airports

DAR ES SALAAM Feb 10 (Reuters) - Tanzania has signed a 50 million euro ($66.5 million) loan facility with the European Investment Bank (EIB) to upgrade regional airports to boost tourism and air transport in east Africa's second-biggest economy, a senior government official said on Friday.

"This project will significantly open up and ease transport to and from the regions as it will provide access to cost-efficient air transport ... some of the regions are potential for tourism activities," Ramadham Khijjah, permanent secretary in Tanzania's finance ministry, told a news conference.

Khijjah said the 20-year loan facility would finance the upgrading of Kigoma, Tabora, Bukoba, Shinyanga and Sumbawanga airports.

Projects include the replacement of runways, and the reconstruction of taxiways and passenger terminal buildings.

Khijjah said the EIB was a key player in Tanzania's infrastructure development, with the bank having previously loaned the country $134.5 million for a power project.

Tanzania earned $1.4 billion from tourism in the year ended October 2011 from $1.2 billion a year ago, helped by a rise in tourist arrivals, according to central bank statistics. ($1 = 0.7517 euros) (Reporting by Fumbuka Ng'wanakilala, Editing by Yara Bayoumy/Chris Pizzey)

Serengeti council, investor to sign co-operation agreement

SERENGETI District Council top leaders have apologised after failing to sign a joint venture agreement with Grumeti Reserves, an American owned firm operating in the western Serengeti.

The deal will, among other things, help to transform Mugumu town into a tourist hub as well as supporting construction of a modern airport to enable tourist to land directly at Mugumu before visiting Serengeti National Park (SENAPA).

It will also push the firm to invest heavily on community development projects in the district with education, health and water getting top priority.

The deal will also include 200m/- that the company gives the district council annually as compensation fee for its hunting quotas.

In the past the council has been earning 400,000/- from hunting activities in the open areas located near the company's area of operation.

Signing of the deal that seeks to end verbal agreements between the council and the company was adjourned on Monday, after Natta ward councillor, Mr Jumanne Kwiro claimed that he was not aware on document's key issues.

"It is good to read the document in Swahili so that I can understand it better," Mr Kwiro submitted when top leaders from the council and the company were about to sign the deal.

Serengeti District Council Executive Director (DED), Mr Kimulika Galikunga said it will be unfair to sign the agreement when other members are yet to understand it well.

"Since this (council) is the organ that defends public interests we will go back and sit and come back when we are ready," the DED said.

Serengeti District Council chairman Mr John Ng'oina described the agreement as important for development of the area.

"I apologize that this was not our aim and we never expected this to happen, but it has to be so for the sake of democracy.

"We will meet and table this agenda again in the district council finance committee and I'm sure nothing is going to change because this is what we have agreed. We have been going with verbal agreements with the company since 2002 and we are now putting them in writing," Mr Ng'oina said.

The agreement was prepared in 2009 when Mr Kwiro was yet to be elected as councillor, something which contributed to the misunderstanding, according to DED Galikunga.

Grumeti Fund Managing Director, Mr Brian Harris, wondered why the councillor opposed signing of the agreement despite that both sides have been meeting to prepare the document.

"As a company we are already disappointed, we have met and discussed. We circulated the document to you before meeting but we have not been able to finalize our joint venture agreement today," Mr Harris said.

Grumeti Reserves Limited is owned by an American tycoon Paul Tudor Jones who has heavily invested in conservation and tourism sectors in the western Serengeti over the past few years.

The US investor has set up three luxurious lodges that attract highly paying clients from mainly overseas. The lodges are Sasakwa, Farufaru and Sabora.

Some major upgrades have to be done to this airport to compete in East Africa let alone Africa.
