No, photo is taken from the city castle. This city is north of Nagano.

Really, this is difficult. The building on the first picture look like Meiji or Taisho era architecture, but it isnt any of the famous building of cities north of Nagano...
I would say Hirosaki, because it has a lot of such buildings, a castle and a lot of snow.

 OK, this is the last clue:  The city is between Nagano and Aomori, but nearer to Nagano.

The city is not on the coast. It has railway connection with Niigata.

With the clues you gave, plus the あいばせ train, there's no doubt. But still, I've never seen this building, although I visited the city thoroughly.

That's a relatively well known view of the Tenmonkan G3 arcade, a part of southern Kyushu's largest shopping area which is located in the heart of the city of Kagoshima.
