Foundation stone laid for second phase of hospital

KOLKATA: Bharat Sevashram Sangha hospital laid added yet another feather to its cap by laying the foundation stone of the second phase of the hospital on Wednesday. Chief minister Mamata Banerjee was present to inaugurate the ICU and a medical indoor unit.

"The hospital aims to serve the weaker section of the society with the most modern and updated medical equipmentand technology for diagnosis, treatment and rehabilitation under one roof," said Swami Bhrahmatmananda.

Commenting on the project chief minister said, it was indeed a great endeavour on the part by the Sangha and she hopes that the institute continues with their great work.

"I hope the ashram joins hands with the government hospitals so that they can operate in a much better way."

Fixed-rate mediclaim regime in city

Almost a year and a half after it was implemented in the other metros, the preferred provider network (PPN) in health insurance was rolled out across 63 hospitals in the city on Monday, promising an end to inflated bills and treatment costs.
The PPN, operated by public sector insurance majors National Insurance Company, New India Assurance, United India Insurance and Oriental Insurance, fixes rates for 39 procedures like open heart surgery, angioplasty and angiogram (see box). The insurance companies are banking on PPN to usher in an ethical and clean billing regime and ensure those availing of the cashless facility aren’t fleeced. However, hospitals are keeping a close watch on this new method. Even those who have signed for PPN feel some package rates should be reviewed after a few months.

Thumbs up Cancer institute campus at Rajarhat

KOLKATA: A second campus of the Chittaranjan National Cancer Institute (CNCI) is set to come up in Rajarhat. Touted to be a world-class hospital for treating cancer patients and research, this campus will be set up on a 10-acre plot on the northern fringes of the city.

The 500-bed hospital will be built in two phases and will have treatment facilities for all types of cancer. It will be set up at a cost of about Rs 580 crore. The land has already been acquired and the final building plan is ready.

"In the first phase, there will be 300 beds and the rest will be added in the second phase. The hospital will have state-of-the-art facilities, including nuclear medicine, a facility available only in Tata Memorial Hospital, Mumbai and AIIMS," said CNCI director Dr Jaydip Biswas.

The present CNCI campus at Hazra has 208 beds including eight ITU beds. The patient load on the hospital has increased manifold since it began its journey in 1950, but there has not been much expansion due to space constraint. The first proposal for expansion came in 2005. It was planned that there would be a second campus at Tollygunge. But the plan did not materialize as land available at the locality was not sufficient. The Rajarhat project was taken up following a proposal in 2008.

Approximately Rs 340 crore is expected to be spent in the first phase of the project. It will include expenditure on construction, installation of equipment and other infrastructure. Another Rs 240 crore is expected to be spent in the second phase. CNCI officials will have a round of meetings with health ministry officials in a couple of weeks to give final touches to the project. Funds are likely to be released in the next financial year.

Chittaranjan National Cancer Institute is an autonomous body under the Government of India. It is the only government hospital in the state that is dedicated to treating only cancer patients. Now, patients who need nuclear medicine have to go to Tata Memorial Hospital in Mumbai. Apart from nuclear medicine, the new campus will also have a full-fledged wing for paediatric oncology.

"The new campus will offer the best facilities for cancer patients in the eastern and north eastern India. Given the increasing number of cancer patients, we needed such a facility since long. If everything goes smoothly, this new campus should become operational in two years," said Biswas.

New neo-natal units to bring down infant mortality rate

The state will be ready with 26 sick newborn care units (SNCU) by March. Aimed at lowering infant mortality rate, the units are expected to reduce the pressure on Kolkata hospitals, including BC Roy Memorial Children’s Hospital where infant deaths occurred frequently over the last one year. Armed with the best facilities, the SNCUs will have 12-14 beds on an average and treat critically ill babies who had to be transferred to Kolkata so far, often resulting in deaths.
At present, 16 SNCUs are functional, including a 40-bed unit at the M R Bangur Hospital. Calcutta Medical College Hospital, NRS Hospital and Suri Hospital will soon have SNCUs. Burdwan Medical College and Midnapore Medical College, too, will have their own units in next two months. Once these are functional, the number of SNCU beds in the state will be 225, which is enough to bring down the infant mortality rate from 31 to a targeted 25 by 2015, believe state health officials.
“The recent crib deaths are unfortunate. But Bengal doesn’t fare poorly so far as infant mortality is concerned. We rank fourth in the country, though there’s room for improvement. Once we get all the SNCUs going, it should bring down the rate further,” said Tridib Banerjee, chairman, task force for infant mortality.
Referring to the recent crib deaths in Malda Medical College Hospital, Banerjee pointed out that mortality rate at the hospital was less than 6%. “If you go by the last year’s figures, you will find that the hospital fared better than leading hospitals in other parts of the country. While Malda recorded 649 deaths out of 19,520 admissions, PGI, Chandigarh had 1,800 deaths out of 17,000 admissions. Kalawati Saran Children’s Hospital in Delhi recorded 2,100 deaths out of 28,000 admissions,” added Banerjee. BC Roy Hospital recorded 1,600 deaths out of 13,000 admissions last year.
Around 197 doctors are being recruited for the units that will be free of charge for patients. While doctors are being offered higher salaries for serving at the units, the cost of consumables have been pegged at Rs 2,000 per day for each bed. The running expenditure for the SNCUs is expected to be around Rs 40 crore annually. “We are making sure that each unit has at least 10 doctors and more than a dozen nurses. More than 60 doctors have already been appointed. More appointments are on the way,” said Banerjee.
The SNCUs will have controlled environment, individual warming and monitoring devices, infusion pump, central oxygen and oxygen concentrators, resuscitation and exchange transfusion, portable X-ray and laboratory.
But officials pointed out that the SNCUs will not bring down baby deaths immediately. More hospitals will encourage parents to get their children treated in hospitals, they said. “So, death rate, too, will be proportionately higher. But it will come down in the near future,” said a health official.

Jubilant Lifesciences has entered the West Bengal healtcare market very quietly. Their first hospital named Jubilant Kalpataru Hospital has started operations in Barsat. It may be noted that Juiblant is owned by Shyam Sundar Bhartia. Mr. Bhartia is married to Shobhna Bhartia, daughter of KK Birla.
