This will be very beneficial to the seaside towns and city of Cavite. Aguinaldo Highway, however, will continue to rot. But that's another issue.

UEM-MARA to build P5.55-B Manila-Cavite toll road

OSORIO The Philippine Star Local firm UEM-MARA is investing an additional P5.55 billion for the construction of a toll road that will reduce travel time between Manila and Cavite, the 21-kilometer Manila-Cavite Toll Expressway Project (MCTEP). The new toll road is expected to increase accessibility and improve the flow of goods and services. This, in turn, will fuel economic activity that will result in positive economic growth in terms of employment and income. It has a strong and positive impact in investments in Cavite, particularly in industry, and will accelerate the rate of economic growth of the highway corridor. The expressway would have three phases. Phase 1 is the R1 Expressway of the Coastal Road, Phase 2 is the R1 Extension and Phase 3 is the C5 Link Expressway. The additional investment is for the second phase of the project, the R1 Extension Expressway, which connects Zapote and Kawit, Cavite. It is a seven kilometer dual-lane expressway. This phase expected to be completed by January next year. Since the project is in line with President Arroyo’s 10-point agenda for the creation of transport logistics system that will facilitate the decongestion of Metro Manila, ensuring efficient linkages between its business centers and nearby provinces, the Board of Investments (BOI) provided the project tax perks. The activity falls under physical infrastructure – development of tollroads and highways projects under the build-operate-transfer (BOT) law. The project will relieve the financial and administrative burden of the government on infrastructure project, allowing the government to allocate budgetary funds to other much-needed projects because it is in support of the government’s commitment to facilitate private sector participation in infrastructure development funding. In the 1980s, the coastal road was a 6.6-kilometer, two-lane asphalt road linking Parañaque and Las Piñas. Years later, the Public Estates Authority entered a joint venture with a Malaysian group, Majilis Amanah Rakyat (MARA)/Renong Berhad for the construction and completion of the Manila-Cavite Toll Expressway then commonly called R-1 Expressway, and the expansion, extension and modernization of other roadway and tollway systems. |

Manila-Cavite toll expressway construction gets incentives
By Max de Leon With its huge impact in the growth of investments and industries in the Cavite and nearby areas, the P5.5-billion project of UEM-Mara Philippines Corp. for the construction of a big portion of the Manila-Cavite Toll Expressway Project (MCTEP) has been granted full incentives by the government. UEM-Mara will construct the 7-kilometer dual two-lane R1 Extension Expressway Segment 4 (Zapote-Kawit) of the MCTEP. It is the second of the three phases of works under the 35-year Toll Operation Agreement with Toll Regulatory Board. The whole MCTEP project is comprised of a 21-km toll expressway consisting of three phases—the Phase 1-R1 Expressway (Coastal Road), the Phase 2-R1 Extension and the Phase 3- C5 Link Expressway. The expressway, once fully operational in January 2009, will provide a major link from Manila to the province of Cavite. The Board of Investments (BOI) approved the grant of incentives to the project, as it falls under the heading Physical Infrastructure-Development of Tollroads and Highways-Projects under built-operate-transfer law, as amended by RA 7718. The BOI, in granting full fiscal and nonfiscal incentives to the project which include income-tax holidays, said the MCTEP is in line with the administration’s agenda for the creation of a logistics system that will facilitate the decongestion of Metro Manila by ensuring efficient linkages between its business centers and nearby provinces. The project will also relieve the financial and administrative burden of the government on infrastructure projects, thus allowing more allocation to other much-needed projects. “It has a strong and positive impact on investments in Cavite, particularly in industry and will accelerate the rate of economic growth of the highway corridor,” the BOI said. Revillas urged to stop P8-B reclamation project in Cavite

Philippine Daily Inquirer First Posted 20:15:00 05/27/2008 MANILA, Philippines -- A militant fisherfolk group Tuesday asked former senator and current Philippine Reclamation Authority chair Ramon Revilla Sr., and his sons, Bacoor Mayor Strike Revilla and Senator Ramon” Bong” Revilla Jr. to stop an P8-billion reclamation project along the coastal shores of Cavite province. The Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) said the reclamation of about 7,500 hectares of Cavite's foreshore land off Bacoor, Kawi, Rosario, Binakayan, Noveleta and Cavite City would affect 26,000 fishing families. "This project is nothing but a roaring cyclone that would practically destroy everything. The people's livelihood and the environment are being sacrificed at the altar of corporate takeover and interest. We strongly urge the Revilla clan to put an end to this reclamation frenzy and let the coastal families continue with their day-to-day life,” Pamalakaya chair Fernando Hicap told reporters. According to Hicap, the connection of the Revillas was “well established” in the reclamation activities along Cavite’s coastal areas, adding that the reclamation was a “pet project” of the Revilla clan and approved by Malacañang. “First the senior Revilla is the chair of PRA, the government agency in-charge of reclaiming and selling these reclaimed portions of Manila Bay to developers. Second, Strike Revilla is the mayor of Bacoor, where the project would start; and third, Senator Revilla is the chair of the Senate committee on public works and highways. This leads to a logical conclusion that the Revillas are solidly behind this project,” he said. Pamalakaya said there were reports that the PRA, formerly the Public Estates Authority, was offering P20,000 per family whose tahungan (mussel growing) enterprises along Manila Bay were first cleared to give way to the reclamation project. Most of the fisherfolk along Cavite coastal towns are mussel growers. "We would like to tell the Revillas that the compensation for destroyed tahungan is not really main concern of the fisherfolk. What they need is the rehabilitation and protection of their main source of livelihood main source of livelihood and assurance they would be no future reclamation activities along coastal areas” the group said. Pamalakaya said the reclamation of 4,000 hectares of Bacoor's coastal areas is part of the government's plan to revive the Sangley Point as a major modern logistical hub with seaport and airport that would be provided by reclaimed areas from Bacoor to Cavite City. The reclamation is also intended to extend the Cavite-Manila Coastal Road project from Bacoor to Kawit, Cavite. Pamalakaya said the seven-kilometer stretch of new road will also affect other nearby towns such as Naic and Tanza. “[There is a] robbery in broad daylight with Malacañang, PRA and the powerful clans of Cavite engaged in conspiracy to deprive the fishers and urban poor of Bacoor their basic socio-economic and human rights in the name of corporate agenda and promising huge kickbacks," the group added.
