I'm not sure, but I believe SSC considers this excavation/site prep. Things move to construction when the foundation gets poured or is it when the crane goes up?

Both, but this happens after the site is excavated. Excavation is equal to ground work, which is part of site PREParation.

These rules have been set years ago because before that whenever an excavator hit the ground people were yelling OMG OMG Construction has started on this 600m tower. It lead to a lot of speculation and made many threads look like they were unreliable. The speculative thought that many forumers had resulted into not recognizing the actual facts and happenings as shown in construction photos. The interpretations were basically twisted to satisfy the hunger for more projects U/C and sometimes even nationalism (lol).

What happened many times was (usually in cases of larger projects), that only the mall or for example a parking garage was under construction, not the skyscraper itself, which is what it's actually all about. To find out 2 years later that it has been scrapped from the project because of whatever reason.

I was in Toronto this weekend and was impressed at the number of towers rising in the middle of that jumble of highway ramps on York Street.

Attempts to bury the Gardiner have failed so we're doing the next best thing to stitch the city back together: build right up next to it.

That they pre-sold ~80% of a 65 floor condo on that sliver of land between a highway and off ramp speaks to the real estate market in Toronto. It doesn't look like it but I do consider that a handy location. A block from the Air Canada Centre and Skydome, a block from the lake? If you work in the CBD you could walk to work in 5-10 minutes and do it without stepping outside in winter.

It will but I sense that they would have bought here regardless. That park currently housing the circular off ramp has the potential to be a very popular oasis along Queen's Quay. More sophisticated landscaping, benches, paving, lighting, and maybe a cafe patio? Something on the lines of Bryant Park in NYC. We currently have nothing comparable to that. Toronto needs a few nice squares like this all over the downtown core. What we have won't be enough for the population that will eventually be using them.

Allan Gardens, Moss Park (needs to be completely overhauled), and Dundas Square are the only ones of ample size. Putting down some grass/concrete just doesn't cut it. You have to make it an inviting place to sit/lounge. The rest are tiny slithers of green/public space and/or lack urban refinement.
