The collected waste in Dubai is kept in a secluded place and is fed in to huge machines which crush them to the maximum possible pressure ... In this process plastic ,metal ,cooking /paper waste will come out of the machine separately in the form of boxes ....this will be purchased in large quantities by the companies for recycling them and use it for many purposes ....it is one of the big industries here .....the recycling companies are also owned by the king here ....
They dont burn any waste products in UAE ...

Adambakkam Vyabharigal Sangham president R. Selvakumar said that the garbage dumping has been posing health hazards and has also affected the business of local shoppers.

More agitations will be conducted if the corporation fails resolve the garbage menace, he said.

The residents suspended their agitation only after local corporation and police officials assured them that the problem would be resolved in 10 days.

Mr Joan Marc Simon of Zero Waste Europe, an European coalition of municipalities, companies, universities and organizations across Europe and Ms Nalini Sekhar of Alliance of Indian Wastepickers explained how the state-of-the-art technologies and latest initiatives failed on waste management and insisted that localised solutions like segregation and treatment at source worked out well.

The much-hyped underground drainage network project for the residents of Pallavaram, costing over Rs 36 crore, still remains a non-starter.

A little respite came on Sunday with the local MLA Dhansingh kick starting the application procedure for residents to apply for the underground drainage connection.

The project continues to hang in the balance even after its inauguration by previous DMK ministers last year.

According to municipal sources, the underground drainage project was started with an estimated cost of Rs 34 crore in 2001.

The local body that anticipated public participation also collected the money. However, the project remained on paper and gained momentum later but only after the estimate cost was revised to Rs 36 crore.

The work progressed at a snail pace and only 20 per cent of the work was completed by 2006. DMK, who then came to power, revised the project with a total estimate of Rs 75.33 crore however, the project will begin only by the first week of February, sources said.

Under the first phase around 15,000 houses will be covered. This will later be extended to about 45,000 buildings within the Pallavaram municipal limit.

Deputy Commissioner R.Anandakumar said that the over 200 CIs and 45 AEE will have to send text messages with details of garbage collection by compactors and by conservancy staff to a common mobile number.

“The mobile has been connected to a computer, which would generate the list of timings of each round of garbage clearance. Each of them has been given a particular code that would contain the zone number and route,” he explained to the audience at a session organised as part of day 2 of the ‘Municipalika' conference at the Chennai Trade centre on Tuesday. The system was introduced a week ago. The staff at the civic body's lorry sheds would also message the start and end time of each round of garbage collection. The CIs would send messages when the work in each of their wards commences and ends. They monitor door-to-door collection by tricycles and garbage collection by compactors. The AEEs would SMS the time of commencement and ending of vehicle route in the wards that they monitor.

Conservancy work for the morning shift begins by 7 a.m. and goes on till 2 p.m. In the afternoon shift from 2.30 p.m. to 5.30 p.m. in which only around 30 per cent of vehicles are put to use, places that need cleaning twice a day are covered, said an official source. The civic body also does night conservancy operations in market areas.

Garbage trucks must run during night times. They affect traffic during day times and so corporation must understand they must not send those stinky mother truckers across disrupting traffic when most folks go to office.

One good practical decision from CoC.

Earlier Onyx or Neel Metal had only big size compacter - Dumpers. They could not enter small streets which you may find all over Chennai. They would stop at the street corners and obstruct the traffic till the workers cart the bins and load.

CoC now has lots of LCVs fitted with Compacter machinery and they are able to navigate even into small streets. They have also bought BobCats.

I hope that Ramky will also do the same.

I fully agree.

But the onus is on us - citizens. As per the survey, max garbage is dumped during 7am to 9am (mostly by maids & office going public). If it is not cleared quickly, dogs and urchins rampage through the same and litter all along the streets.

If all of us dump our waste only during evening, they can come and clean up at nights.

Interestingly, the firm already has begun work on Rs 25-crore project in Ramaianpatti in Tirunelveli. “We are spending Rs 15 crore and Tirunelveli Corporation is spending Rs 10 crore on project divided into four zones, which includes landfilling, refuse devised fuel plant, scientific enclosure and an ecopark. The integrated solid waste management plants would also be able to generate electricity from the processed waste, a source said.

Suyampirakasam said the highlight of the project is the scientific closure where the waste dumped for a decade and which can’t be recycled is being processed and kept under earth. “This ensures that latchet, the liquid generated from the waste, does not pollute the water table. It is collected in a separate tank and treated. We also ensure that there is no generation of methane which is burnt in the atmosphere,” he said and added, “We are also treating 150 metric tonnes of waste which is being generated into biomanure and biofuel, whi-ch has 3,600 calorific value and is cheaper than coal.”

In my apartment complex in Koyambedu the association has drawn plans to source segregate the garbage and make money out of it. If every street has an association or its equal the source segregation can be done.

Meenakshi, a resident, says, “After the coverage, the situation has not improved. The piles of garbage still remain and we continue to find it difficult to dispose the waste.” Sarvesh, a regular commuter along the stretch, said that the trash spills over on to the road, making travelling difficult. “Especially those on two-wheelers find it difficult as they might skid on the garbage. Sometimes, stray cattle are attracted to the bins and this blocks the road.” When informed of the statement received from the Corporation, which says, ‘This location will be maintained in a neat and tidy manner’, Mani, one of the residents, said that the garbage should first be cleared before they make such promises.

The corporation is now planning to meet the demand by purchasing plastic from manufactures.

"Only a few residents segregate plastic waste. Public cooperation is important in such initiatives," said Davidar. The corporation had planned to collect plastic waste from residents for use in the bitumen mix for re-laying roads. Because of the dearth of locally sourced plastic, the civic body has started buying the material for road laying from the plastic manufacturers association at Rs 20 per kilo. Nearly a tonne of plastic is required for laying one kilometer of road."

G Sankaran, president of the Chennai Plastic Manufacturers and Merchants Association said manufacturers have sold around 10 tonnes of plastic to road contractors. "Though considered waste, the quality of plastics used in laying of roads is important. If plastic is not used properly, it can have adverse effects," he said. Mayor Saidai Duraisamy had recently said that all new road-laying will be done using plastic.

According to the corporation plans, the 1,616 roads to be re-laid in 2011-2012 would have 10% plastic content. In February, the ministry of environment and forests issued a notification to all civic bodies in the country to use plastic in road re-laying. Chennai Corporation in its recent council meet allocated around Rs 50 crore for reducing plastic garbage load at dumpyards and improve the durability of bitumen roads. Officials point to a stretch of road near Jambulingam Street, Nungambakkam as an example of durability because of plastic content. Re-laid seven years ago, the stretch has withstood several monsoons and heavy traffic.

A new garbage collection and street cleaning mechanism has been introduced in the city. This follows the completion of design of the route map of all 200 wards of the Chennai Corporation.

After all the 200 wards, including those covered by private conservancy contractor, Ramky Enviro Engineers, are brought in the system, a list of streets not cleaned would be generated on a daily basis by 10 a.m. at Ripon Building.

Improving accountability

The system would make the officials accountable and facilitate measures to rectify the problems in garbage clearance.

The civic body is also planning to provide online route map for the garbage clearance at the street level in three months.

Vehicle march out time

In the existing system of garbage clearance, information on vehicle march out was provided through wireless only once at 7.30 a.m.

The new system has four levels of supervision accompanied by generation of data through text messages.

At the ward level, conservancy inspectors will send text messages with details of garbage collection by compactors, lorries and tricycles with conservancy staff to a common mobile number linked to an automated system.

The automated system at Ripon Building would maintain a record of each round of garbage clearance by all vehicles including compactor, lorry, front end loader, bob cat, mechanical sweeper and tricycle.

It would include statistics pertaining to wardwise routes, pick up points and the time taken to travel to each spot during the garbage collection process.

SMS to Corporation

The conservancy inspector would text message Chennai Corporation headquarters as and when the vehicles complete the stipulated number of trips daily.

Assistant Engineers in each operating depots would send text messages to the headquarters as soon as the vehicles march out for morning, noon and night shifts.

The messages on vehicle march out would be sent at 7.30 a.m., 2.30 p.m. and 8.30 p.m.

A person at the zonal office or transfer station would send text message on departure of vehicles to landfill sites.

Interaction

An assistant executive engineer at the unit level would interact with all conservancy inspectors and assistant engineers to complete garbage clearance of the day by 6 p.m. The official would send the first message at 9 a.m. and the last message at 6 p.m.

The corporation would take a loan of Rs 54 crore from the Tamil Nadu Urban Finance and Infrastructure Development Corporation at a low interest rate to supplement the state government’s financial aid and the corporation’s capital revenue, he said.

The decision to procure stainless steel bins has been taken as plastic bins do not last long and are fragile. ]

These bins will be well maintained to mitigate stench and will allso have lids, which will check rag pickers from collecting bottles and plastic from waste and dumping the remnants on the streets, the official said.

The city corporation is now collecting close to about 4,500 tonnes of waste with the help of about 9,000 conservancy workers, he said.

Sewage dumping endangers Manali lake

Dumping of garbage and sewage continues unabated in Manali-Madhavaram Lake , endangering a huge water resource.

The 150-acre lake has already been reduced to less than 100 acres by continued encroachment and garbage dumping by local bodies and the continued dumping of garbage and sewage threatens to shrink the effective area further.

Residents of Mathur are concerned about the deteriorating quality of water coming out of their domestic and deep borewells as groundwater recharge takes place from the lake.

“Not only the local bodies, even the waste from poultry farms and shops are being dumped in the lake,” the president of the TNHB Colony Residents Consumer Protection Awareness Welfare Association, B. Thirugnanam, said. The groundwater level has gone down alarmingly from 30–40 ft to 120 ft, he pointed out.

“Besides strengthening the bunds of the lake, the government should take steps to deepen and desilt the lake as it will help improve water quality,” Thirugnanam said.

The local bodies surrounding the lake were dumping the garbage despite numerous complaints made by him, said the founder-president of Environmental Protection Trust, M. Mahalingam.

“We had cleaned up the lake with NSS volunteers of JHA Agarcen College in Madhavaram in December 2009. However, the local bodies continue to dump garbage,” he complained.
The lake used to attract a large variety of birds but not anymore.

A recent study by Nature Trust, an NGO working on the flora and fauna recorded in the lake, showed that about 55 species of birds have been reported in the wetland.

As many as 500 birds were regularly sighted till the mid nineties during the mid-winter water bird census conducted in January. However, the number of birds visiting the lake had decreased, the study revealed.

Chennai Corporation, which has bagged the Prime Minister’s award for e-governance initiatives plans to introduce mobile applications for better waste management.

The corporation has framed a module that will function with sms as the medium carrying data related to the working of 300-odd vehicles collect garbage in the city.

These SMSes sent by corporation sanitary workers and field engineers to the city corporation database would be similar to 1 01A H26 L13 U5 F1, 2 079 ER1 R2 R3 T 238. They would indicate the ward number, zonal number, street number and the vehicles used for clearing the garbage.

The areas from where the data code smses fail to come in at a specific time will be treated as areas with garbage stagnation complaints, a corporation official said.

The sms module is functioning on a trail basis, said Chennai corporation spokesperson Palaniappan. In a fortnight, the module will be implemented in all the 200 wards of the city corporation.

The corporation is reinstalling global positioning devices in its trucks to monitor the vehicles that handle waste management.

The idea is to prevent diesel pilferage and encourage punctuality among corporation drivers, he said.

CHENNAI: The issue of uncleared garbage across the city is among the issues expected to generate much heat at the corporation council meeting at Ripon Buildings on Friday.

The Corporation of Chennai has received Rs 54 crore from the Tamil Nadu Urban Finance and Infrastructure Development Corporation Limited for purchasing more conservancy vehicles and garbage bins. "We have completed mapping in 200 wards to monitor garbage collection. All vehicles will be monitored through a global positioning system (GPS) and through a system of sending SMS messages," said a senior corporation official adding that 1,200 steel bins would be bought.

Sources in Ripon Buildings said Friday's meeting was expected to approve the sanctioning of Rs 2.55 crore for 15 units for shredding plastic waste that the civic body plans to use to re-lay roads. The corporation council will also purchase 27 heavy compactors at an estimated Rs 3.91 crore and 15 tipper lorries for Rs 2 crore.

The council is also likely to introduce 'transferable development rights certificates' that will enable a person whose land has been acquired for development activity to claim a similar measure of land elsewhere in the city.

On the plan to introduce a code of conduct in a bid to rein in the media, DMK leader T Subash Chandra Bose said "if there is any plan to introduce any code of conduct against mediapersons we will protest."

The council is expected to approve a tender for supplying free sanitary napkins for 33,000 girl students. Corporation school teachers and students will get rewards for academic excellence and special funds allocated for maths coaching. About Rs 4.96 lakh will be spent on a national tour package for 50 meritorious students of corporation schools and steps will be taken to improve sports infrastructure. The council will approve the proposal to change uniforms of nursing staff on a seniority basis.
