சுற்றுச்சுவர் இல்லாத நூலகம்

கிணத்துக்கடவு : கிணத்துக்கடவு கிளை நூலகத்திற்கு சுற்றுச்சுவர் இல்லாததால், பொது சுகாதார சீர்கேடு ஏற்பட்டுள்ளது. இதனால் வாசகர்கள் அதிருப்தியடைந்துள்ளனர்.

கிணத்துக்கடவு கிளை நூலகத்தில் 4,500 வாசகர்கள் உள்ளனர். இந்நூலகம் கடந்த 55 ஆண்டுகளாக வாடகை கட்டடத்தில் இயங்கி வந்தது. இந்நூலகத்திற்கு வாசகர்களின் பெரும் முயற்சியால், கிணத்துக்கடவு பொன்மலை வேலாயுதசாமி கோவில் திருமண மண்டபம் அருகில் ஐந்து சென்ட் நிலத்தில், ஆறு லட்சம் ரூபாய் செலவில் கட்டடம் கட்டப்பட்டது. சுற்றுச்சுவர் கட்டாமலேயே நூலகம் கட்டப்பட்டு இயங்கி வருகிறது.

கிணத்துக்கடவு பகுதியில் இருந்து, 10 கிலோ மீட்டர் சுற்றளவுக்குட்பட்ட கிராமங்களுக்கு ஒரே நூலகமாக இருப்பதால், இங்கு தினமும் காலையிலும், மாலையிலும் 200 வாசகர்கள் வந்து செல்கின்றனர். இந்நிலையில் நூலக கட்டடத்தை சுற்றி, பொதுமக்கள் பொது சுகாதார சீர்கேட்டை ஏற்படுத்தி வருகின்றனர். பன்றிகள் மேய்ந்து வருவதாலும், பொது சுகாதாரம் பாதிக்கப்படுகிறது.இதனால், வாசகர்கள் நூலகத்தில் அமர்ந்து படிக்க முடியாமல் சிரமப்படுகின்றனர். தொற்றுநோய்கள் பரவும் அபாயமும் ஏற்பட்டுள்ளது.

இதனை தடுக்க கிணத்துக்கடவு ஊராட்சி ஒன்றிய அலுவலகத்தில், செயல்பட்டு வரும் நமக்கு நாமே திட்டத்தை பயன்படுத்தி சுற்றுச்சுவர் கட்ட நடவடிக்கை எடுக்கலாம்.

இத்திட்டத்தின் மூலம் நூலக ஆணைக்குழுவின் நிதியில் இருந்து மூன்றில் ஒரு பங்கும், நமக்கு நாமே திட்ட நிதியில் இருந்து மீதமுள்ள பங்கு தொகையையும் சேர்த்து, நூலக கட்டடத்தை சுற்றி சுற்று சுவர் எளிதாக கட்டிவிடலாம்.

இதற்கு கோவை மாவட்ட நூலக ஆணைக்குழு நடவடிக்கை எடுக்க வேண்டும் என வாசகர்கள் எதிர்பார்க்கின்றனர்.

A waiter proves to be an inspiration

Palpandi, a traffic warden volunteer in the city of Coimbatore, left his home in Madurai in 1996 in search of employment that would enable him to earn enough to care for his family.

The only job he could find was that of a waiter. In addition to working as a waiter in the idli restaurant he helped traffic police with controlling the traffic, ensuring free flow of traffic in the absence of a traffic warden at certain junctions in the city.

“When I came to Coimbatore, I found a restaurant called ‘Madurai Idly Hotel’ that was willing to hire me. They provided me with a room on the premises. I had a lot of free time as we worked in shifts, so I wanted to do something constructive with my free time. However, I wanted to use my time to do something constructive, where I could give back to society,” he said.

Although volunteering his services as a traffic warden was not his first choice, says Palpandi. He would often watch the traffic officer across his restaurant streamline traffic in Gandhipuram, a very busy junction in the city, watching the kids waving at him, the people moving to his will, all fascinated Palpandi.

Paul Raj an inspector encouraged him, even getting him a hand held traffic light to help him with his work.

“I stitched myself two khaki uniforms, which cost me around Rs 3000 from my own savings. My happiest moment, being a volunteer, came when I was awarded a certificate for my contribution to society by the former Commissioner of Coimbatore, C. Sylendra Babu,” says Palpandi.

“All I ever wanted from this social work, was not recognition, but to be able to pave a way for other citizens to join in and help. A college student from the Government Arts and Science College, Karthik Kumar, in his final year of M. Sc., in Geography, recently approached me wanting to volunteer and I was elated, he started a few days later and has promised me that he will pull in other friends to join in and help ease traffic congestion in our city.

Coimbatore Corporation to begin GIS project afresh

Door-to-door survey will be conducted for data collection

After hitting the reset button on the Geographical Information System (GIS) project, the Coimbatore Corporation will begin a fresh survey for data collection.

Contract agency

The civic body will conduct the survey in association with the contract agency, Tata Consultancy Services, in the next couple of weeks, says T.K. Ponnusamy, Commissioner.

The civic body has chosen four wards each in each of the old four zones for the survey.

A Corporation employee, probably bill collector, along with a trained TCS nominee will conduct door-to-door survey of residential and commercial buildings and industrial establishments in the wards to assess the area, gather owners' details and other property-tax related information.

Vacant land details

They will also collect vacant land details.

Mr. Ponnusamy says that the Corporation has finalised the form for data collection after carrying out a sample survey in a ward.

Even as the teams go about collecting data, they will also hand over self-assessment forms in English and Tamil to the owners for voluntary disclosure of details. At the end of the data-collection drive, the Corporation will compare the details.

A 10 – 15 per cent deviation in the area is allowed. Wherever it is more, the Corporation's data will be accepted after verification.

Difference

And if the difference between the data in self-assessment forms and the ones the Corporation and TCS has collected is not wide, the Corporation will accept the same.

After collating the data for all the 16 wards and observing the difference the Corporation will think about scaling up the operations for the 100 wards.
Revenue

The Corporation initiated the GIS project more than two years ago as part of the Jawaharlal Nehru National Urban Renewal Mission scheme to improve revenue and plan infrastructure development projects. Then it had tied up with TCS.

Erroneous

But soon the project ran into rough weather after the data collected was found erroneous.

“Data in only one of the 2,300 assessment forms was accurate,” the Commissioner says.

Once the Corporation scales up the operations, it will provide unique identification number for the owners of properties in Coimbatore for tax payment.

The owners can also use the number to establish their rightful ownership of the property.

It's gud album song but my opinion is that they should have done better than this. It looks the director was loyal to his sponsors, he didnt cover the new devt in CBE.

The gift of Magi

P.Mahendiran rescues the mentally-challenged from the streets and reunites them with their families

We drive past him every day. But who cares about the skeletal man in rags lying by the ditch? P.Mahendiran does. Mahendiran, also known as Magi, sits next to the man and strikes up a conversation. He cleans him up, gets him something to eat and takes him to a rehabilitation home. He wouldn't stop with that. He would also try to locate the man's family and reunite them.

Since 2009, Magi has reunited 11 mentally-disturbed people with their families — one of them is even getting married this year. The soft-spoken Mahendiran wishes there were no orphanages in the world. “If there are ailing elders or mentally-ill members in our family, we should take the responsibility of taking care of them,” he says. “Coimbatore has a lot of kind-hearted doctors who are willing to treat the mentally-unstable for a minimal fee.”

Along with his friends Thaba Suraj, Mohanasundaram, Shenbagam, Parimalam, Balachandran and Palaniappan, the 35-year-old has changed the lives of many. He shares some of his success stories.

Palani alias Pattan

Palani must've been in his mid-30s. He was found wandering in the grounds near a college. Some students called me for assistance. When I first saw him, his hair was matted, and he was covered in dirt. We gave him a hair-cut and bathed him — he looked like a maappilai! He was in a disturbed state of mind. All we gathered was that he was from a village called Nambiyur and that his father was a dealer of groundnuts. We set out to trace his family.

We spent an entire day in the village, asking everyone, “Do you know Palani?” but to no avail. It then struck us. Palani kept mumbling ‘Pattan, Pattan'. Was that his nickname? Fingers crossed, we asked a villager, “Do you know Pattan?” He led us to an old man. We were shocked to see him — he was a spitting image of our Palani! He believed his son was dead. We convinced him otherwise and brought him to Coimbatore. The minute he saw Palani, the old man didn't say a word. But his eyes filled with tears as he held Palani close.

Avanashi paati

She was a familiar face in the area. She slept on the platform and lived on tea and buns bought by kind-hearted passers-by. I saw her when I was travelling in a bus via Avanashi. I found out that she had a sister in Erode and took her there. I told her that all what paati needed was a bed and some food. She agreed to take her in after a little coaxing. It's been a month since I left paati there — she's happy now.

Shanmugam thatha

It was my four-year-old daughter who first noticed him lying near a gutter in Ganapathy. Shanmugam thatha was in a very bad shape. I took him to a rehabilitation home. All he would mutter was ‘Kallarai veedhi'. I asked around and found that it was in Sowripalayam. I clicked a photo of Shanmugam thatha and headed there.

I went door-to-door showing people the photograph. At last, a lady recognised him — she was his daughter-in-law. She said that he had been missing for days. We thus reunited Shanmugam thatha with his family.

Asokan

I met Asokan during a routine visit to Anbalayam. He mentioned he was from a village near Mannargudi. With the help of friends, I traced his brother's phone number. He said Asokan had been missing for 18 years. Assuming he was dead, they had even planned to apply for a death certificate for him. He was surprised to hear that his brother was still alive. Asokan is now with his family — he is getting married.

Reptiles have invaded the place, people say

How has the Coimbatore Corporation developed the park in Krishna Garden, Ward 62?

Pose this question to the Ward's residents. Without second thoughts their answer will be uniform: that the civic body has ignored the facility, shirked its responsibility of maintaining the lights there, let shrubs grow and reptiles invade the place.

The result: visitors' movement remains curtailed.

Resident M. Balasubramaniam takes his son to the park but restricts his movement. “I ensure that he is not far away from me, does not venture beyond the small play area. For, snakes and reptiles take over the park in the evenings.”

The play area he is talking about is two sand-filled rectangles with swings, slide and half-a-dozen pews on both sides of the main entrance. Other than the play area, the park has a walkway that runs along the periphery on the inside of the one-and-half acre plot. The other reason that Mr. Balasubramaniam, a regular to the park, does not let his child venture out is the absence of lights. He says that how many lights glow is a subject matter of probability.

Resident S. Muniraj has a similar complaint. Walkers in the mornings also face threat from the reptiles, which have a free access to the park from the neighbouring reserved site that is full of bushes. “A couple of days ago the residents had to run for safety, thanks to snakes.”

Ward 62 Councillor S. Balan says that reserve site-turned park has remained in such a state of neglect since the Corporation spent Rs. 25 lakh towards construction of a compound in 2010.

Mere construction of a compound will not turn it into a park, he says and wants the civic body to develop the place in a manner that befits the description of park.

The Corporation should plant ornamental plants, saplings of trees, provide fountains and more play equipment for children. It should also landscape the entire one-and-half acre, say the two residents. Mr. Balan says he has raised the issue in the Council meeting and the Mayor has promised to look into the issue.

Sources in the civic body say that following instructions, they have ordered conservancy workers to clear the bush at the earliest.

Stink over corporation plan for new toilets as old ones remain unused

COIMBATORE: While the city corporation is all set to embark on a total sanitation scheme with the construction of toilets in key areas in town, there are several portable toilets that have just been dumped near the main garbage yard, damaged and unattended. These toilets were bought using public money during the World Tamil Classical Conference.

This newspaper had previously reported about the portable toilets being dumped at the Vellalore dumping yard a few months ago. Consequently, the corporation installed a few of these toilets in select locations. However, many toilets still remain unused and rusting. Residents feel that the corporation must put the mobile toilets to use before constructing new ones.

The toilets were purchased in five categories. Eight grade I toilets were purchased for VIPs and delegates. Each toilet cost Rs 9,19,800, amounting to a total cost of Rs 73,58,400 [WTF??]. Ten grade II toilets were purchased at Rs 6,36,600 each for a total cost of Rs 63,66,000.

Ten grade III toilets were purchased costing Rs 6,35,600 each at a total estimated cost of Rs 63,56,000. Twelve grade IV toilets were purchased for Rs 5,48,800 each at a total cost of Rs 65,85,600. Twenty grade V toilets were purchased at Rs 3,21,600 each, at a total cost of Rs 64,32,000.

The corporation has sent a proposal for the new sanitation scheme to the commissioner for municipal administration for approval. The purpose of the new scheme is to curb open defecation in urban areas. Field exercises have been done in all 100 wards to identify areas that require toilets, with the help of their health wing staff. Out of the 104 identified places that require toilets, the corporation has short listed 69 locations based on various factors, said a senior corporation official.

With the expansion of corporation limits, there are many areas that require public toilets, added the official. When questioned about the unused portable toilets, he said a few have been installed in the city, while the rest would be rented out for events.

While he appreciated the corporation's efforts to build more toilets, K Kathimathiyon, Secretary of Coimbatore Consumer Cause, said that it had the responsibility to maintain and operate these toilets efficiently. "It is unfortunate that so much public money has gone to waste," he said. Tourists generally judge a city by its infrastructure, and if the toilets are poorly maintained, it will reflect badly on the city and its administration, he added.

Rajendran, who works at the farmer's market in R S Puram, said that even though the corporation had installed toilets in the area, they remain closed. Thus, people continue to attend the call of nature in public. K Ravi Kumar, a resident of Puliyakulam, said that the corporation had installed two toilets near the existing ones. These toilets remain closed most of the time, he added.

When contacted, corporation commissioner T K Ponnusamy said that 21 portable toilets have been installed at various locations and he has not received any complaints regarding their maintenance. While 10 units have been sent to Cuddalore which was hit by cyclone Thane, 20 units are for sale. About the new sanitation scheme he revealed that the corporation has proposed to build 68 toilets in the newly added areas at a cost of Rs 8 crore, for which they await government approval.
