ขรก.รอเก้อขึ้นเงินเดือนป.ตรี 1.5 หมื่น เรื่องยังไม่เข้าครม. เหตุหน่วยงานยังไม่ส่งความเห็นประกอบ

เมื่อวันที่ 24 มกราคม นายอำพน กิตติอำพน เลขาธิการคณะรัฐมนตรี (ครม.) เปิดเผยว่า ได้โทรศัพท์แจ้ง นายนนทิกร กาญจนะจิตรา เลขาธิการคณะกรรมการข้าราชการพลเรือน (ก.พ.) ให้ทราบว่า ยังไม่ได้มีการบรรจุระเบียบวาระพิจารณาเรื่อง การปรับขึ้นเงินเดือนข้าราชการระดับปริญญาตรี 1.5 หมื่นบาท เนื่องจาก อยู่ระหว่างขั้นตอนขอความเห็นหน่วยงานที่เกี่ยวข้อง ดังนั้น ที่ประชุม ครม.วันนี้จึงยังไม่มีการพิจารณาเรื่องดังกล่าว


ทั้งนี้ ข้อเสนอการขึ้นเงินเดือนข้าราชการระดับปริญญาตรี 1.5 หมื่นบาท เป็นไปตามนโยบายการหาเสียงของพรรคเพื่อไทย โดยได้ผ่านการพิจารณาของคณะกรรมการข้าราชการพลเรือน (ก.พ.) ตั้งแต่เมื่อเดือนตุลาคม พ.ศ.2553 และมีกระแสข่าวมาโดยตลอดว่าจะเสนอเข้า ครม. โดยเฉพาะจะมีการบรรจุเข้า ครม.สัญจรที่เชียงใหม่เมื่อวันที่ 16 มกราคม หรือแม้กระทั่งเสนอเข้า ครม.ในวันนี้ แต่ในที่สุดเลขาฯ ครม. ได้เชี้แจงว่า หน่วยงานที่เกี่ยวข้องยังไม่ให้ความเห็นประกอบมา อย่างไรก็ตาม หาก ครม.อนุมัติจะมีผลตั้งแต่วันที่ 1 มกราคม พ.ศ.2555

ครม.ปู 2 ทุ่ม 15,000 ล้านบาท ดันราคายาง ตั้งเป้าต้องขึ้น 120 บาทต่อกิโลกรัม

นายอนุสรณ์ เอี่ยมสะอาด รองโฆษกประจำสำนักนายกรัฐมนตรี เปิดเผยว่า ที่ประชุมคณะรัฐมนตรี (ครม.) มีมติเห็นชอบมาตรการรักษาเสถียรภาพราคายางและการแก้ไขปัญหาราคายางพาราระยะสั้น สำหรับยางแผ่นรมควันของสถาบันเกษตรกรที่ยังไม่สามารถขายได้ จำนวน 3,000 ตัน

โดยมอบหมายให้ธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร (ธ.ก.ส.) สนับสนุนสินเชื่อวงเงิน 2,000 ล้านบาท ใช้ผลผลิตยางพาราจำนำเป็นประกัน และให้สถาบันการเกษตรเป็นผู้รับภาระดอกเบี้ย อีกทั้งรัฐจะรับภาระดำเนินการเรื่องประกันวินาศภัย ซึ่งจะขอรับการสนับสนุนงบกลางประจำปีงบประมาณ 2555 รายการเงินสำรองจ่ายเพื่อกรณีฉุกเฉินหรือจำเป็น จำนวน 13,333 ล้านบาท

แบ่งการดำเนินการเป็น 2 ส่วน ประกอบด้วย 1.เงินที่ ธ.ก.ส.จะให้กู้เป็นสินเชื่ออัตราดอกเบี้ย 0% วงเงินสินเชื่อรวม 15,000 ล้านบาท ใช้เงินจากงบช่วยเหลือโครงการรับจำนำข้าว ซึ่งจัดสรรให้สถาบันเกษตรกร 5,000 ล้านบาท และองค์การสวนยาง 10,000 ล้านบาท และ 2.งบค่าใช้จ่ายของโครงการ ซึ่งจะขอรับการสนับสนุนจากงบกลางรายการสำรองจ่ายฉุกเฉินและจำเป็น วงเงิน 1,322 ล้านบาท เพื่อเป็นเงินจ่ายขาดในโครงการรักษาเสถียรภาพราคายาง

โดยมีเป้าหมายราคายางที่รัฐบาลตั้งไว้ที่ 120 บาทต่อกิโลกรัม ล่าสุดราคาเพิ่มจาก 90 บาทต่อกิโลกรัม เป็น 107 บาทต่อกิโลกรัม.

คลังกางอัตราเงินเดือนขรก.-จนท.รัฐใหม่ ตั้งแต่วุฒิปวช. ยันปริญญาเอก

นายวิรุฬ เตชะไพบูลย์ รัฐมนตรีช่วยว่าการกระทรวงการคลัง เปิดเผยว่า ตามนโยบายเร่งด่วนของรัฐบาลที่มีนโยบายให้ผู้ที่จบการศึกษาระดับปริญญาตรีมีรายได้เดือนละไม่น้อยกว่า 15,000 บาท นั้น กระทรวงการคลังได้ดำเนินการปรับเงินค่าตอบแทนข้าราชการและเจ้าหน้าที่ของรัฐ โดยปรับเงินเพิ่มการครองชีพชั่วคราว (พ.ช.ค.) เพื่อสมทบกับเงินเดือนหรือค่าจ้างให้ได้รับตามนโยบาย ไม่น้อยกว่า 15,000 บาท ต่อเดือน สำหรับวุฒิการศึกษาระดับปริญญาตรีขึ้นไป และไม่น้อยกว่า 9,000 บาท ต่อเดือน สำหรับผู้มีวุฒิการศึกษาต่ำกว่าระดับปริญญาตรี กระทรวงการคลังได้ดำเนินการแก้ไขระเบียบกระทรวงการคลังว่าด้วยการเบิกจ่ายเงินเพิ่มการครองชีพของข้าราชการและลูกจ้างประจำส่วนราชการ พ.ศ. 2548 และที่แก้ไขเพิ่มเติม เรียบร้อยแล้ว และทางกรมบัญชีกลางได้ซักซ้อมวิธีปฏิบัติให้กับส่วนราชการเรียบร้อยแล้ว ซึ่งหน่วยงานต่าง ๆ สามารถเบิกเงินที่ปรับได้ตั้งแต่เดือนมกราคม 2555 เป็นต้นไป

ปัจจุบันมีส่วนราชการขอเบิกเงินเดือนของเดือนมกราคม 2555 โดยรวม พ.ช.ค. ที่ปรับใหม่เข้ามาแล้ว เช่น กรมชลประทาน จุฬาลงกรณ์มหาวิทยาลัย มหาวิทยาลัยศรีนครินทรวิโรฒ เป็นต้น สำหรับหน่วยงานที่ยังไม่ได้ขอเบิก อัตราใหม่เข้ามาก็จะเบิกเข้ามาในลักษณะตกเบิกย้อนหลังได้ตั้งแต่เดือนมกราคม 2555 เช่นเดียวกัน ซึ่งการปรับเงิน พชค. นี้ ข้าราชการ ลูกจ้าง พนักงานราชการและทหารกองประจำการจะได้รับอย่างแน่นอน


“ทั้งนี้ กระทรวงการคลังขอยืนยันว่า ได้มีการดำเนินการตามนโยบายรัฐบาลเกี่ยวกับการปรับรายได้บุคลากรภาครัฐและประชาชนให้มีรายได้เพิ่มขึ้น ซึ่งถือเป็นนโยบายสำคัญลำดับต้น และยังรวมไปถึงมาตรการด้านอื่นๆ ด้วย ที่ภาครัฐจะต้องพิจารณาเพื่อพัฒนาประเทศชาติและประชาชนมีความเป็นอยู่ที่ดีขึ้นและมีความสุข” นายวิรุฬ กล่าว

หมายเหตุ : ณ วันที่ 1 มกราคม 2555 เป็นต้นไป หากข้าราชการที่มีวุฒิปริญญาตรีขึ้นไป ยังได้รับเงินเดือนไม่ถึง 15,000 บาท ก็ให้ได้รับเงิน พ.ช.ค. เพิ่มขึ้น เท่ากับผลต่างของ 15,000 บาท กับเงินเดือนที่รับจริง วุฒิต่ำกว่าปริญญาตรี ถ้ารับเงินเดือนไม่ถึง12,285 บาท ให้รับเงิน พ.ช.ค. เดือนละ1,500 บาท แต่รวมแล้วต้องไม่เกิน 12,285 บาท และถ้ารวม 1,500 บาท แล้วไม่ถึง 9,000 บาท ก็ให้ได้รับ 9,000 บาท ทั้งนี้ เป็นไปตามระเบียบกระทรวงการคลังว่าด้วยการจ่ายเงินเพิ่มการครองชีพชั่วคราวของข้าราชการและลูกจ้างประจำของส่วนราชการ พ.ศ. 2548 และที่แก้ไขเพิ่มเติม

New civil servant pay to be effective this month

Civil servants who hold bachelor degrees would get a pay rise by the end of this month, while those holding master or doctoral degrees has to wait for the Cabinet's decision next week, said Deputy Finance Minister Viroon Tejapaibul.

"I assure you all that those with bachelor degrees would get at least Bt15,000 per month by the end of this month,"Viroon said.

While those with higher decrees are also expected to get a raise this month as the Civil Service Commission would submit the new pay structure to the Cabinet next week, he said.

Under the new structure, master degree holders will be paid upto Bt17,500 (salary and allowance), from current salary base of Bt12,600. While those who hold doctoral degrees would get total pay of Bt21,000 up from a salary of Bt17,010 per month.

อุตสาหกรรมการ์เมนต์ไทยเคลื่อนขบวน ย้ายฐานผลิตครั้งใหญ่รอบ 40 ปี ไปรอบบ้าน หนีแรงงานขาด ค่าจ้าง 300 บาทจ่อคอหอย ผู้บริหารยักษ์สิ่งทอไทยจัดทัพยกขบวนเข้าพม่า หาช่องใช้เป็นฐานผลิตใหม่ตีตลาดส่งออก รับข่าวดีสหรัฐฯ-ยุโรป เตรียมยกเลิกแซงก์ชัน ด้านกลุ่มเสื้อผ้าแบรนด์เนมไทยเกาะขบวน เร่งหาพันธมิตรยึดหัวหาดประเทศเพื่อนบ้าน ชิงความได้เปรียบรับเออีซีปี 2558

นายยุทธนา ศิลป์สรรค์วิชช์ ผู้อำนวยการบริหาร สมาคมอุตสาหกรรมเครื่องนุ่งห่มไทย เปิดเผยกับ "ฐานเศรษฐกิจ" ว่า ระหว่างวันที่ 9-11 กุมภาพันธ์ศกนี้ ผู้บริหารบริษัทผู้ผลิตและส่งออกเครื่องนุ่งห่ม ซึ่งเป็นสมาชิกของสมาคม จำนวน 12 บริษัท รวมประมาณ 20 คน ภายใต้การนำของนายนิยม ไวยรัชพานิช ประธานคณะกรรมการการค้าชายแดน หอการค้าไทย จะเดินทางเยือนพม่า ณ กรุงย่างกุ้ง และนครเนย์ปิตอว์ เพื่อศึกษาลู่ทางการลงทุนตั้งโรงงานผลิตในพม่า ในการนี้จะได้เข้าพบรัฐมนตรีว่าการกระทรวงพาณิชย์ของพม่า และหน่วยงานส่งเสริมการลงทุน หรือบีโอไอ ของพม่า เพื่อขอคำแนะนำในการลงทุน รวมถึงพบกับผู้บริหารและสมาชิกของสภาหอการค้าและอุตสาหกรรมของพม่า (UMFCCI) เพื่อจับคู่ในการทำธุรกิจ การเยี่ยมชมโรงงานผลิตเครื่องนุ่งห่มในพม่า รวมถึงพบกับผู้ประกอบการของพม่า ที่ต้องการจะขายโรงงาน

คณะดังกล่าวประกอบด้วย ผู้บริหารจากบริษัท โกลด์ไมน์ การ์เม้นท์ จำกัด (บจก.),บจก.ทีเค การ์เมนท์, บจก.เอส.พี บราเดอร์, ห้างหุ้นส่วนจำกัด วิรัฐการทอ, บจก.ไทยการ์เมนต์เอ็กซ์ปอร์ต, บจก.อาเซียนการ์เมนต์, บริษัท คาสเซ่อร์ พีค โฮลดิ้งส์ จำกัด (มหาชน), บจก.เค.เอช.เท็กซ์ไทล์, บจก.วีแอล แอนด์ เอ็ม แอพพาเรล, บจก.ไดนาสตี้ แอพพาเรล, บจก.ปริ๊นเซส บรา และบจก.อินโนวา โมด
"การเดินทางครั้งนี้เน้นทางด้านการลงทุนอย่างเดียว ทั้งศึกษาที่ตั้งโรงงาน หาผู้ร่วมทุน รวมถึงการซื้อโรงงานที่เขาอยากขาย ในรอบนี้ 20 คนจาก 12 บริษัทที่ร่วมเดินทาง เพราะรับจำนวนจำกัด รอบที่ 2 ระหว่างวันที่ 29 กุมภาพันธ์- 3 มีนาคม 2555 เราจะจัดคณะเดินทางศึกษาลู่ทางการลงทุนในประเทศกัมพูชาประมาณ 30 คน และรอบที่ 3 จะจัดคณะเยือนพม่าอีกครั้ง รับเพียง 20 คนจะไปช่วงต้นเดือนพฤษภาคม แนวโน้มเวลานี้พม่าถือว่ามีทิศทางน่าลงทุนมากกว่าประเทศอื่น เพราะค่าแรงยังต่ำ และมีความกระตือรือร้นในการพัฒนา สาธารณูปโภคต่าง ๆ กำลังได้รับการพัฒนา เพื่อนำไปสู่การเปิดประเทศ อีกทั้งในเร็วๆ นี้ คาดว่าทั้งสหรัฐอเมริกา และยุโรปจะยกเลิกการแซงก์ชันพม่า"

ด้านนายวัลลภ วิตนากร กรรมการและที่ปรึกษาสมาคมอุตสาหกรรมเครื่องนุ่งห่มไทย และประธานเจ้าหน้าที่บริหารไฮ-เทคกรุ๊ป กล่าวว่า ขณะนี้นักลงทุนทั้งไทยและเทศ ให้ความสนใจเข้าไปลงทุนในพม่าเป็นจำนวนมาก เพราะทุกคนมั่นใจจากสัญญาณ ที่สหรัฐฯและยุโรปเตรียมยกเลิกแซงก์ชันพม่า สาธารณูปโภคด้านต่าง ๆ ของพม่า ทั้งไฟฟ้า ถนน ท่าเรือ และระบบโลจิสติกส์ต่าง ๆ กฎระเบียบ และสิ่งอำนวยความสะดวกด้านการลงทุน กำลังได้รับการพัฒนาดีขึ้น ด้านสิทธิประโยชน์การลงทุนสำคัญ บีโอไอของพม่าจูงใจ โดยยกเว้นภาษีเงินได้ 8 ปี ซึ่งดีกว่าเวียดนาม ค่าจ้างแรงงานในพม่าเฉลี่ยเพียง 2,000-2,500 บาท/เดือน ต่ำกว่าไทย 3-4 เท่า

ดังนั้นจากปัญหาหลักของผู้ประกอบการอุตสาหกรรมเครื่องนุ่งห่ม หรือการ์เมนต์ของไทย ทั้งการขาดแคลนแรงงาน และค่าจ้างขั้นต่ำที่เตรียมปรับขึ้นเป็น 300 บาท/วัน จะทำให้ต้นทุนสูงขึ้นมาก กระทบต่อความสามารถในการแข่งขัน การหันมาลงทุนในพม่า รวมถึงประเทศที่มีค่าจ้างแรงงานต่ำ และมีแรงงงานมาก เช่น กัมพูชา เวียดนาม บังกลาเทศ จึงเป็นทางเลือกในการรักษาฐานลูกค้า

"ก่อนหน้านี้บริษัทการ์เมนต์ระดับท็อปเทน ได้ออกไปลงทุนในประเทศเพื่อนบ้านแล้ว ทั้งลาว กัมพูชา เวียดนาม อินโดนีเซีย อาทิ ลิเบอร์ตี้กรุ๊ป ทองไทยกรุ๊ป ฮงเส็งกรุ๊ป ไนซ์กรุ๊ป ที่ล่าสุดได้ไปลงทุนในกัมพูชา ในส่วนของไฮ-เทคกรุ๊ป ได้ลงทุนแล้วในลาว เวียดนาม และมีความสนใจที่จะลงทุนในพม่า ล่าสุดได้เข้าไปศึกษาแล้วในรอบแรก ถือว่ามีศักยภาพมาก สำหรับกลุ่มบริษัทการ์เมนต์ ที่มีความเคลื่อนไหวที่จะออกไปลงทุนในพม่า กัมพูชา และประเทศอื่น จำนวนหลายสิบบริษัทในเวลานี้ ถือเป็นปรากฏการณ์ที่ไม่เคยปรากฏมาก่อนในรอบ 40 ปี"

นายสุชาติ จันทรานาคราช ประธานกรรมการ บริษัทโกลด์ไมน์ การ์เมนท์ จำกัด 1 ใน 12 บริษัท ที่จะร่วมคณะเดินทางเยือนพม่า ระหว่างวันที่ 9-11 กุมภาพันธ์ 2555 เผยว่า ทางกลุ่มมีแผนจะลงทุนตั้งโรงงานในพม่า ภายใน 2 ปีจากนี้ไปอย่างแน่นอน โดยรูปแบบน่าจะเป็นการร่วมทุนกับภาคเอกชนในท้องถิ่นของพม่า เพราะทราบลู่ทางด้านต่าง ๆ ในพม่าดีกว่าคนไทย โอกาสธุรกิจจะประสบความสำเร็จมีสูง การลงทุนครั้งนี้เบื้องต้นที่วางแผนไว้ จะเป็นโรงงานขนาดกลาง ใช้คนงานประมาณ 1,000 คน เป้าหมายผลิตเพื่อส่งออกไปยังตลาดยุโรป และสหรัฐฯ ที่คาดว่าทั้งสองกลุ่มนี้จะเลิกแซงก์ชันพม่า ไม่เกินกลางปี 2556 ส่วนจะลงทุนที่ใดนั้นขอเวลาศึกษาอีกครั้ง

ขณะเดียวกันกลุ่มโกลด์ไมน์ ยังได้เข้าไปลงทุนตั้งโรงงานในประเทศลาว ล่าสุดอยู่ระหว่างก่อสร้างโรงงานที่นครเวียงจันทน์ คาดจะเริ่มผลิตได้ตั้งแต่วันที่ 1 มิถุนายนศกนี้ ช่วยเพิ่มการจ้างงานให้ชาวลาวอีก 1,000 คน มีกำลังการผลิตเสื้อเชิ้ต 1.5 ล้านตัวต่อปี โดยเกือบ 100% จะส่งออกไปตลาดยุโรป นอกจากนี้กัมพูชาก็เป็นอีกประเทศหนึ่งที่ทางกลุ่มสนใจจะไปลงทุน

"ที่เราออกไปลงทุนในประเทศเพื่อนบ้าน มีตัวเร่ง 3 ประการคือ แรงงานในประเทศขาดแคลน และรัฐบาลเตรียมปรับค่าจ้างขั้นต่ำเป็น 300 บาทต่อวัน ทำให้ต้นทุนสูงขึ้น แข่งขันยากขึ้นประการต่อมาคือ การรวมตัวของ 10 ชาติสมาชิกของอาเซียน ที่จะรวมตัวเป็นประชาคมเศรษฐกิจอาเซียน หรือเออีซีในอีก 3 ปีข้างหน้า (ปี 2558) อาเซียนจะเป็นฐานการผลิตและเป็นตลาดเดียวกัน การลงทุนในประเทศเพื่อนบ้านที่มีต้นทุนต่ำกว่า จะช่วยเพิ่มความสามารถในการแข่งขัน และอีกประการคือ กรณีที่สหรัฐฯ ฟื้นความสัมพันธ์กับพม่า และแนวโน้มที่ดีที่ทั้งสหรัฐฯและยุโรปจะยกเลิกการแซงก์ชันพม่า ส่งผลให้พม่าเป็นประเทศที่มีอนาคต"

ขณะที่นายสมบูรณ์ เจือเสถียรรัตน์ กรรมการบริหาร บริษัท ไทยการ์เมนต์ เอ็กซ์ปอร์ต จำกัด ในเครือทีเอแอล กรุ๊ป จากฮ่องกง อีกหนึ่งบริษัทที่จะร่วมคณะเดินทางเยือนพม่า กล่าวว่า จากแรงงานไทยที่ขาดแคลน และค่าจ้างขั้นต่ำที่จะปรับขึ้นเป็น 300 บาทต่อวัน ตามนโยบายของรัฐบาลถือเป็นปัจจัยสำคัญ ในการผลักดันอุตสาหกรรมสิ่งทอและเครื่องนุ่งห่ม ซึ่งเป็นอุตสาหกรรมใช้แรงงานมาก ต้องหันออกไปลงทุนในต่างประเทศ ในรอบนี้ถือเป็นรอบการย้ายฐาน หรือขยายฐานการผลิตรอบใหญ่สุด ตั้งแต่เริ่มมีอุตสาหกรรมนี้ในประเทศไทยกว่า 40 ปี

สำหรับกรณีของพม่า ก่อนหน้านี้บริษัทแม่ของไทยการ์เมนต์ ได้เคยศึกษาที่จะเข้าไปลงทุน แต่ภายหลังพม่าได้ถูกแซงก์ชัน หรือคว่ำบาตรทางเศรษฐกิจ จากสหรัฐฯและยุโรป แผนจึงถูกพับไป แต่จากแนวโน้มยกเลิกแซงก์ชัน เชื่อว่าบริษัทแม่จะมีการทบทวนแผนอีกครั้ง การเดินทางครั้งนี้ของตน เพื่อศึกษาลู่ทางโอกาส หากบริษัทแม่ต้องการข้อมูล หรือข้อเสนอแนะจากการเดินทางก็ยินดี

นายถาวร กนกวลีวงศ์ อุปนายกสมาคมอุตสาหกรรมเครื่องนุ่งห่มไทย และรองกรรมการผู้จัดการ บริษัท บลู พิน อินเตอร์เทรด จำกัด เจ้าของแบรนด์เสื้อผ้า Bluecorner และ Classify เผยว่า ปัจจุบันสินค้าของบริษัทมีตัวแทนจำหน่ายในพม่าแล้ว 1 ราย ในลักษณะแฟรนไชส์ จำหน่ายในห้างสรรพสินค้าชั้นนำของพม่า รวมถึงตั้งเป็นช็อปในลักษณะสแตนด์อะโลน ใช้คอนเซ็ปต์เดียวกับร้านที่เมืองไทย รวมตั้งแล้ว 10 สาขา ส่วนใหญ่ตั้งอยู่ในกรุงย่างกุ้ง และเมืองมัณฑะเลย์ จากนี้ไปมีแผนจะรุกไปตามเมืองต่าง ๆ ที่มีศักยภาพในพม่าเพิ่มขึ้น รวมถึงมีแผนจะขยายธุรกิจไปในทุกประเทศของอาเซียน โดยอยู่ระหว่างหาพันธมิตรทางการค้า ที่มีความเป็นไปได้สูงได้แก่ กัมพูชา เวียดนาม เพราะสินค้าเสื้อผ้าของสองประเทศนี้ ส่วนใหญ่ไม่ค่อยมีการสร้างแบรนด์ ส่วนมาเลเซีย อินโดนีเซีย ฟิลิปปินส์ และสิงคโปร์ เจาะตลาดค่อนข้างยาก เพราะมีโลคัลแบรนด์ที่ค่อนข้างเข้มแข็ง แต่จะไม่ละความพยายาม ทั้งนี้เพื่อรับกับการเปิดตลาดเสรีของเออีซีในอีกไม่ถึง 3 ปีข้างหน้า

ส่วนนายยศธน กิจกุศล กรรมการผู้จัดการ บริษัท แวนสัน(ประเทศไทย) จำกัด ผู้ผลิตและจำหน่ายเสื้อผ้าแบรนด์ Vanson, Toss และ Croquis กล่าวว่า บริษัทมีตัวแทนจำหน่ายในพม่าแล้ว 1 ราย เป็นเจ้าของห้างสรรพสินค้า 4 สาขาในกรุงย่างกุ้ง ยอดขายเสื้อของบริษัทในพม่าในปี 2554 ที่ผ่านมา เพิ่มขึ้น 4 เท่าจากปี 2553 แสดงให้เห็นถึงกำลังซื้อของชาวพม่า ที่กำลังเพิ่มขึ้น ซึ่งจะได้เพิ่มตัวแทนในพม่า เพื่อขยายตลาดในเมืองอื่นต่อไป ส่วนเวียดนามเป็นอีกหนึ่งประเทศที่บริษัทสนใจอยู่ระหว่างการหาพันธมิตรเพื่อขยายตลาด

"ขณะนี้มีเสื้อผ้าแบรนด์ไทย เข้าไปบุกตลาดพม่าพอสมควร นอกจากแบรนด์ Vanson Bluecorner แล้วยังมีแบรนด์ของเครือสหพัฒน์ แบรนด์ Oasis, Wacoal, Jaspal ส่วนใหญ่ก็ประสบผลสำเร็จ ส่วนแบรนด์จากต่างประเทศที่เข้าไปเจาะตลาดพม่า อาทิ Giordano, Bossini, Calvin Klein และมีเสื้อผ้าก๊อบปี้แบรนด์ดังจากจีนเข้าไปจำหน่ายด้วย ซึ่งการแข่งขันเริ่มทวีความเข้มข้นมากขึ้นเรื่อยๆ"

นำเข้าแม่ไก่ไข่ปี54เฉียด6ล้านตัว

เอกชนนำเข้าพ่อแม่พันธุ์ไก่ไข่มันมือ เผยปี 2554 นำเข้าเฉียด 6 แสนตัว หลังจากปี 2553 นำเข้ามาแล้ว 487,306 ตัว บิ๊กซีพีฟันธงไข่ไก่ส่อล้นตลาดยาวถึง 3 ปี แนะรัฐบาลรณรงค์กิจกรรมบริโภคไข่ไก่ เพราะคนไทยยังกินไข่ไก่น้อยแค่ 160 ฟอง/คน/ปี ขณะที่ญี่ปุ่น 320 ฟอง/คน/ปี

นายณรงค์ เจียมใจบรรจง รองกรรมการผู้จัดการอาวุโส บริษัท กรุงเทพผลิตภัณฑ์อาหาร จำกัด เปิดเผยว่าตั้งแต่รัฐบาลนายอภิสิทธิ์ เวชชาชีวะ มีนโยบายเปิดเสรีนำเข้าพ่อแม่พันธุ์ไก่ไข่ เมื่อเดือนกรกฎาคม 2553 ถึงสิ้นปี 2553 มีการนำเข้าพ่อแม่พันธุ์ไก่ไข่รวมทั้งสิ้น 487,306 ตัว เกินแผนนำเข้าที่กำหนดไว้ 405,721 ตัว ขณะที่ปี 2554 มีการนำเข้าจริง 594,964 ตัว ต่ำกว่าแผนที่กำหนดไว้จะนำเข้า 700,632 ตัว

อย่างไรก็ดีนโยบายเปิดเสรีนำเข้าพ่อแม่พันธุ์ไก่ไข่ มีส่วนทำให้ปัจจุบันแม่ไก่ไข่ยืนกรงมีจำนวนมากถึง 40-41 ล้านตัว มีผลผลิตไข่ไก่ 31-32 ล้านฟองต่อวัน เมื่อเทียบกับก่อนเปิดเสรีเพิ่มขึ้นทั้งจำนวนแม่ไก่ยืนกรงและผลผลิตไข่ไก่ กล่าวคือก่อนเปิดเสรีอุตสาหกรรมไก่ไข่มีแม่ไก่ไข่ยืนกรง 37-38 ล้านตัว ผลิตไข่ไก่ได้ 28-29 ล้านฟองต่อวัน จำนวนแม่ไก่ไข่ยืนกรงที่เพิ่มขึ้นมีส่วนให้ราคาไข่ไก่ ณ ปัจจุบันอ่อนตัวลง นอกจากนี้แนวโน้มคาดว่าแม่ไก่ไข่ยืนกรงจะมีจำนวนมากถึง 49-50 ล้านตัว มีผลผลิตไข่ไก่ 38-40 ล้านฟองต่อวัน และปัญหาไข่ไก่ล้นตลาดคาดว่าจะต่อเนื่องนานถึง 3 ปี

นายณรงค์ กล่าวว่าแนวทางแก้ปัญหาไข่ไก่ล้นตลาดรัฐบาลควรที่จะรณรงค์ให้คนไทยบริโภคไข่ไก่เพิ่มขึ้น เพราะว่าปัจจุบันอัตราการบริโภคไข่ไก่ของคนไทยยังอยู่ในอัตราที่ต่ำมากคือเพียง 160 ฟองต่อคนต่อปี ในขณะที่อีกหลายๆ ประเทศอัตราการบริโภคสูงกว่าเช่นญี่ปุ่นบริโภค 320 ฟองต่อคนต่อปี ซึ่งการรณรงค์บริโภคไข่ไก่เพิ่มขึ้นยังเป็นวิธีที่ทำได้ เนื่องจากยังมีช่องว่างอยู่ สำหรับการส่งออกปัจจุบันประเทศไทยส่งออกไข่ไก่เพียงร้อยละ 2.5 ของผลิตรวมยังเป็นอีกช่องทางที่แก้ไขปัญหาได้
นางวัชรี วิมุกตายน อธิบดีกรมการค้าภายใน กล่าวว่ากรมได้ตั้งเป้าปีนี้เป็นปีรณรงค์การบริโภคไข่ไก่ โดยมีเป้าหมายจะเพิ่มยอดบริโภคต่อคนต่อปีจาก 150 ฟอง เป็น 200 ฟองต่อคนต่อปี หรือช่วยการบริโภคเพิ่มอีก 3 พันล้านฟองต่อปี

นางวัชรี กล่าวด้วยว่าการประชุมร่วมสมาคมผู้เลี้ยงไก่ไข่ เมื่อวันที่ 23 มกราคม ที่ผ่านมาผู้เลี้ยงไก่ไข่ขอให้ปรับราคาหน้าฟาร์มให้ใกล้เคียงราคาต้นทุนฟองละ 2.60-2.65 บาท จากปัจจุบันราคาไข่ไก่คละหน้าฟาร์มฟองละ 2.20 บาท โดยกรมจะได้นำเสนอนายบุญทรง เตริยาภิรมย์ รัฐมนตรีว่าการกระทรวงพาณิชย์พิจารณาต่อไป ทั้งนี้เพราะราคาไข่คละหน้าฟาร์มฟองละ 2.20 บาท ผู้เลี้ยงรายย่อยไม่สามารถรับภาระได้และอาจต้องปิดกิจการกันในที่สุด

แหล่งข่าวจากกระทรวงพาณิชย์ ระบุว่าหากมีการปรับราคาไข่คละหน้าฟาร์มขึ้นเป็นฟองละ 2.60 บาท ราคาขายปลีกไข่ไก่เบอร์ 0 จะอยู่ที่ประมาณฟองละ 3.40 บาท เบอร์ 1 ฟองละ 3.20 บาท เบอร์ 2 ฟองละ 3.10 บาท เบอร์3 ฟองละ 3 บาท เบอร์ 4 ฟองละ 2.90 บาท และเบอร์ 5 ฟองละ 2.80 บาท

Border trade to post B1 trillion in 2012

Thailand's border trade could reach one trillion baht this year thanks to rapid activity with Laos, Cambodia, Vietnam and southern China, says Deputy Commerce Minister Poom Sarapol.

That amount would represent 12.5% growth from 889 billion baht last year.

Tanit Sorat, a vice-president of the Federation of Thai Industries, said the main obstacle to new investment in Thailand is the daily minimum wage hike to 300 baht, more than 10 times higher than in some neighbouring countries.

"The minimum wage is a key factor for new investors deciding on an investment base. If wages are too high, then Thailand may not benefit from investment under the Asean Economic Community," he said.

Another roadblock is limits on industrial zones in Thailand due to environmental protests from communities.

Mr Tanit said the government should offer investment promotion in foreign countries for Thai investors, while the private sector should build business networks.

Over the next five years, Thailand's daily minimum wage will increase to 500 baht, as political parties will use the issue to win elections, he predicted. Employers will be urged to pay more welfare to employees.

Myanmar is the current Asean country developing regional investment buzz as it opens up, with industries keen to utilise its abundant cheap labour.

"Thailand is not ready for integrated liberalisation as workers and entrepreneurs need time to prepare," Mr Tanit noted.

ดีเดย์ 1 กุมภาพันธ์ สรรพากรเริ่มใช้เลขประจำตัวผู้เสียภาษีอากร 13 หลักของบัตรปชช.


นางจิตรมณี สุวรรณพูล รองอธิบดีกรมสรรพากร ในฐานะโฆษกกรมสรรพากร เปิดเผยว่า ตั้งแต่วันที่ 1 กุมภาพันธ์ 2555 เป็นต้นไป กรมสรรพากรกำหนดให้ผู้เสียภาษีสรรพากรทุกประเภท ทั้งที่เป็นบุคคลธรรมดา คณะบุคคล บริษัทและห้างหุ้นส่วนนิติบุคคลใช้เลขประจำตัวผู้เสียภาษีอากร 13 หลัก แทนเลขประจำตัวผู้เสียภาษีอากร 10 หลักที่ใช้อยู่เดิม ในการยื่นแบบแสดงรายการ การชำระภาษี การหักภาษีเงินได้ ณ ที่จ่าย การติดต่อราชการกับกรมสรรพากร รวมทั้งการจัดทำเอกสารต่างๆ ที่เกี่ยวข้อง ได้แก่ การจัดทำใบกำกับภาษีการจัดทำใบเสร็จรับเงิน เป็นต้น


ในการกำหนดใช้เลขประจำตัวผู้เสียภาษีอากร 13 หลักนั้น ได้แบ่งการใช้ออกตามประเภทของผู้เสียภาษีอากร ดังนี้


1.ผู้เสียภาษีประเภทบุคคลธรรมดา ให้ใช้เลขประจำตัวประชาชน 13 หลักที่กรมการปกครอง กระทรวงมหาดไทยออกให้เป็นเลขประจำตัวผู้เสียภาษีอากร


2.ผู้เสียภาษีประเภทนิติบุคคลไทย หรือนิติบุคคลต่างประเทศ ที่ต้องจดทะเบียนหรือขออนุญาตกับกรมพัฒนาธุรกิจการค้า กระทรวงพาณิชย์ ให้ใช้เลขทะเบียนนิติบุคคลที่กรมพัฒนาธุรกิจการค้า กระทรวงพาณิชย์ออกให้ เป็นเลขประจำตัวผู้เสียภาษีอากร


3.ผู้เสียภาษีที่ไม่เข้าหลักเกณฑ์ ตามข้อ 1 และข้อ 2 ให้ใช้เลขประจำตัวผู้เสียภาษีอากร 13 หลัก ที่กรมสรรพากรออกให้


ทั้งนี้ กรมสรรพากรได้ผ่อนปรนให้ผู้เสียภาษีสามารถใช้หนังสือรับรองการหักภาษี ณ ที่จ่าย ใบกำกับภาษี ใบรับและใบส่งของที่จัดพิมพ์ไว้แล้ว โดยใช้เลขประจำตัวผู้เสียภาษีอากรเดิมต่อไปได้จนถึงวันที่ 31 มกราคม 2556


โฆษกกรมสรรพากรกล่าวว่า การใช้เลขประจำตัว 13 หลักดังกล่าว เป็นการเชื่อมโยงข้อมูลการเริ่มต้นธุรกิจระหว่างหน่วยงานกรมสรรพากร กรมพัฒนาธุรกิจการค้า และสำนักงานประกันสังคม เพื่อการใช้ฐานข้อมูลเดียวกัน เป็นการลดขั้นตอนในการติดต่อขอเลขประจำตัวในการประกอบธุรกิจ ทำให้ผู้ประกอบการนักธุรกิจได้รับความสะดวกรวดเร็วขึ้น

พรก.กู้เงิน 4 ฉบับมีผลบังคับใช้แล้ว เปิดดูมาตรา 7 ได้ที่นี่ เปิดช่องธปท.เรียกเก็บเงินแบงก์เพิ่ม

ผู้สื่อข่าวรายงานว่า เมื่อเวลาประมาณ 17.00 น.ที่ผ่านมา ราชกิจจานุเบกษา ได้เผยแพร่ พระราชกำหนด 4 ฉบับที่ถูกจับตามองจากฝ่ายค้านว่าจะขัดรัฐธรรมนูญ ทั้งนี้ 4 พ.ร.ก.ประกอบด้วย


1. พระราชกำหนดให้อำนาจกระทรวงการคลังกู้เงินเพื่อการวางระบบบริหารจัดการน้ำและสร้างอนาคตประเทศ พ.ศ. 2555



2.พระราชกำหนดกองทุนส่งเสริมการประกันภัยพิบัติ พ.ศ. 2555



3.พระราชกำหนดการให้ความช่วยเหลือทางการเงินแก่ผู้ที่ได้รับความเสียหายจากอุทกภัย พ.ศ. 2555



4.พระราชกำหนดปรับปรุงการบริหารหนี้เงินกู้ที่กระทรวงการคลังกู้เพื่อช่วยเหลือกองทุนเพื่อการฟื้นฟูและพัฒนาระบบสถาบันการเงิน พ.ศ. 2555







ทั้งนี้ มาตรา 7 ตาม พระราชกำหนด ปรับปรุงการบริหารหนี้เงินกู้ที่กระทรวงการคลังกู้ เพื่อช่วยเหลือกองทุนเพื่อการฟื้นฟูและพัฒนาระบบสถาบันการเงิน พ.ศ. 2555 ที่ประกาศในราชกิจจานุเบกษา ระบุว่า ในระหว่างการชำระคืนต้นเงินกู้ตามมาตรา 4 ให้ดำเนินการดังต่อไปนี้




(1) ในแต่ละปี ให้ธนาคารแห่งประเทศไทยนำส่งเงินกำไรสุทธิที่ต้องนำส่งรัฐตามกฎหมายว่าด้วยธนาคารแห่งประเทศไทย เป็นจำนวนไม่น้อยกว่าร้อยละเก้าสิบ เข้าบัญชีตามมาตรา 5




(2) ให้โอนสินทรัพย์คงเหลือในบัญชีผลประโยชน์ประจำปีตามกฎหมายว่าด้วยเงินตราหลังจาก การจ่ายเมื่อสิ้นปีเข้าบัญชีตามมาตรา 5 เฉพาะเพื่อชำระคืนต้นเงินกู้ตามพระราชกำหนดให้อำนาจกระทรวงการคลังกู้เงินและจัดการเงินกู้เพื่อช่วยเหลือกองทุนเพื่อการฟื้นฟูและพัฒนาระบบสถาบันการเงิน
ระยะที่สอง พ.ศ. 2545 โดยไม่ต้องโอนเข้าบัญชีสำรองพิเศษ




(3) ให้โอนเงินหรือสินทรัพย์ของกองทุนเข้าบัญชีตามมาตรา 5 ตามจำนวนที่คณะรัฐมนตรีกำหนด



ขณะที่ในมาตรา 8 ระบุว่า ให้ธนาคารแห่งประเทศไทยมีอำนาจเรียกให้สถาบันการเงินนำส่งเงินเป็นอัตราร้อยละต่อปีของยอดเงินฝากถัวเฉลี่ยของบัญชีที่ได้รับการคุ้มครองเงินฝากตามที่ธนาคารแห่งประเทศไทยประกาศกำหนด แต่เมื่อรวมอัตราดังกล่าวกับอัตราที่กำหนดให้สถาบันการเงินนำส่งเข้ากองทุนคุ้มครองเงินฝากตามกฎหมายว่าด้วยสถาบันคุ้มครองเงินฝากแล้วต้องไม่เกินร้อยละ1ต่อปีของยอดเงินฝากถัวเฉลี่ยของบัญชีที่ได้รับการคุ้มครองเงินฝาก



เพื่อประโยชน์ในการชำระคืนต้นเงินกู้ หรือดอกเบี้ยเงินกู้ให้พอเพียง ธนาคารแห่งประเทศไทยอาจเรียกให้สถาบันการเงินนำส่งเงินเพิ่มขึ้นจากที่กำหนดในวรรคหนึ่งก็ได้ ทั้งนี้ตามหลักเกณฑ์ วิธีการ และอัตราที่ธนาคารแห่งประเทศไทยประกาศกำหนด แต่เมื่อรวมกับเงินที่นำส่งตามวรรคหนึ่งแล้วต้องไม่เกินอัตราร้อยละ1ของยอดเงินที่สถาบันการเงินได้รับจากประชาชน



ด้านนายประสาร ไตรรัตน์วรกุล ผู้ว่าการธนาคารแห่งประเทศไทย(ธปท.) กล่าวว่า ที่ประชุมคณะกรรมการนโยบายการเงิน (กนง.) ได้แสดงความเป็นห่วงเรื่องการแข่งขันระหว่างธนาคารพาณิชย์เอกชนกับธนาคารเฉพาะกิจของรัฐบาล เช่นเดียวกับที่คณะกรรมการนโยบายสถาบันการเงิน(กนส.) ได้เป็นห่วง ซึ่งเรื่องนี้ธปท.จะทำหนังสือแสดงความกังวลไปยังกระทรวงการคลัง และถ้ามีโอกาสก็คงจะเข้าหารือกับ นายกิตติรัตน์ ณ ระนอง รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลังด้วย

โดยประเด็นที่จะหารือ จะเน้นไปที่การแข่งขันที่เท่าเทียมกัน ที่ทำให้สถาบันการเงินของรัฐสามารถออกผลิตภัณฑ์เงินออมที่ให้ดอกเบี้ยสูง ขณะที่ธนาคารพาณิชย์เองต้องรักษาฐานลูกค้าจึงไม่สามารถลดดอกเบี้ยตามดอกเบี้ยนโยบาย มีผลต่อประสิทธิภาพนโยบาย

ส่วนการหารือกับกับธนาคารพาณิชย์เพื่อเรียกเก็บค่าธรรมเนียมเงินนำส่งเข้ากองทุนเพื่อการฟื้นฟูและพัฒนาระบบสถาบันการเงิน(FIDF) ที่จะนำไปชำระหนี้เงินต้นและดอกเบี้ยกว่า 1.14 ล้านล้านบาทนั้น คงจะนัดหารือกับธนาคารพาณิชย์อีกครั้งหลังจากที่ พระราชกำหนด(พ.ร.ก.) มีผลบังคับใช้อย่างเป็นทางการ

ส่วนกรณีที่ นายกิตติรัตน์ ไม่ต้องการให้ ธปท. เก็บค่าธรรมเนียมกับธนาคารพาณิชย์ในอัตราที่สูงกว่า 0.4% นั้น เรื่องนี้คงต้องขึ้นอยู่กับว่ากระทรวงการคลังต้องการให้การเรียกเก็บเงินสามารถนำไปชำระดอกเบี้ยได้อย่างเต็มที่หรือไม่และจะใช้เวลาในการลดเงินต้นหมดภายในกี่ปี

General Mills makes official entry to Thai market

General Mills, one of the world's largest food companies, yesterday officially launched its Wanchai Ferry frozen-ready-meal business in the Thai market with a strong ambition to become a top-three player in the Bt3.1-billion market within two years.

"We been distributing our Wanchai Ferry frozen ready-meal products to local hypermarkets' and supermarkets' shelves since last June and have so far grabbed almost 5 per cent of the market share in those retail channels. Within the next two years, we expect a 15-per-cent share," said Wuthichai Ratanasumawongs, managing director of General Mills (Thailand).

Despite this early success, the official launch was delayed until yesterday because of the flood disaster late last year.

Wuthichai said that founded in 1866, General Mills was based in Minneapolis, Minnesota, and had global net sales of US$14.9 billion (Bt466 billion) in 2011. The company has operations in more than 130 countries, selling well-known brands including Haagen-Dazs, Nature Valley, Wanchai Ferry, and Old El Paso.

He said General Mills had five core business groups, which are convenient mill solution, ??? healthy snacks, super-premium ice cream, cereal, and yoghurt.

S&P Syndicate is the manufacturer and co-packer for Wanchai Ferry frozen-meal products in Thailand.

Wuthichai said the local frozen-ready-meal category was estimated to be worth more than Bt3.1 billion and was expected to grow by 8-10 per cent annually over the next five years. The hypermarket and supermarket channels represent 15-20 per cent of the market.

"We are developing our Wanchai Ferry products to suit convenience stores better in the near future," he said.

"Chinese food is very popular among Thais, especially noodles. They believe that good-quality noodles originate from China. Chinese food in general, and noodles in particular, are under-represented in the category of frozen ready-meal products."

Wanchai Ferry was introduced to the world by Madam Chong nearly 40 years ago. She was a Chinese woman who began selling dumplings from a cart along the streets near the Wanchai ferry terminal in Hong Kong. She adopted the name Wanchai Ferry from the place where she first sold her famous dumplings.

Wuthichai said those who consume frozen ready meals tend to be Bangkok residents between 25 and 49 years old, both men and women, of upper middle incomes.

Of the total Thai population, 16 per cent consume frozen ready meals at least once a month. On average, people consume about two to three packs per month. ?? these 2 sentences are contradictory.

"Nowadays, people lead busier lives and must struggle with multiple responsibilities both at home as caretakers and out of the home in their jobs. Frozen ready meals have become a convenient solution to address people's busy lifestyles," Wuthichai said.

Economic resilience priority for 2012

The Bank of Thailand yesterday said its policy direction this year would focus on making the economy more resilient and improve the people's standard of living, while hinting that monetary policy could be eased amid moderate inflationary pressure.

"All parties should adjust themselves to move forward in response to volatility, which will occur in the future," BOT Governor Dr Prasarn Trairatvorakul said at a news conference.

He said the central bank would continue to safeguard economic stability mindful of the trade cycle, especially the risks arising from the global situation. Monetary policy could shift its focus to the promotion of the private sector's growth thanks to the possibility of moderate inflation risks.

At the same time, he said, exchange-rate management would adhere to the principle of flexible movement in line with economic fundamentals. The BOT would continue to push forward the Capital Account Liberalisation Master Plan to allow Thai entrepreneurs and retail investors more flexibility to manage overseas investment. In this regard, a public hearing is expected to be held about the master plan.

The central bank also aims to increase the competitiveness of financial institutions as it seeks to improve the financial-system infrastructure, such as developing payment systems to prepare for cross-border transactions involving regional currencies.

"We will also work towards raising the standard of Thai financial institutions to become Qualified Asean Banks," Prasarn said.

QAB is a standard used within Asean to allow qualified financial institutions to expand their businesses within the region.

He added that the central bank would also have to adjust itself. For this year, the Thai economy would face up to the ongoing challenges from the past and new challenges. Domestic issues remain an important hurdle while emerging external issues have created new challenges, being inherent parts of the mega-trends - the crisis of Western economies and the advancing regional economic integration.

Prasarn said regional integration would bring not only changes in the regional investment and trade landscape, but also changes in people's attitude as an Asean citizen where travel and contact would become more frequent. The country should step towards enhancing economic resilience in the region by creating a single Asean market and production base. This would help foster value-added characteristics of the Thai economy and increase opportunities for the country's businesses.

"The mega-trends I have outlined, when combined with the flood crisis at the end of last year, mean that Thailand needs to upgrade infrastructure quickly to improve competitiveness," said the central bank governor.

He said overall challenges that have remained require all parties to formulate a strategic framework and policy space to enable the Thai economy to stride past the transitional gateway smoothly. For the public sector, the policies that promote investments efficiently would be related to infrastructure, education, and governance such as reducing corruption and improving political resilience. Public investment attracts further investment from both private and foreign investors, the so-called crowding-in effect.

The BOT governor encouraged the private sector to learn more about the complexity and risks of various financial products to lower costs and increase competitiveness, obliging the financial sector to play a bigger supporting role for the real sector. In addition, strengthening the international organisation of the financial sector would be a key driver for more competitiveness.

HSBC says it is staying in Thailand

Varanandha Sutthapreeda, vice president for communications at HSBC Thailand, yesterday said the company would continue to conduct wholesale banking in the Kingdom.

The bank recently sold its retail-banking and wealth-management business to Bank of Ayudhya, after which some of its retail customers speculated that HSBC would leave Thailand. One of HSBC's customers told The Nation that he was worried that such a departure would imply that it was not confident doing business here.

Thailand joins meet

Thailand is among 27 economies joining the World Trade Organisation's informal ministerial gathering in Davos, Switzerland, on Jan 28 today.

Hosted after the World Economic Forum, economic ministers of the 27 countries are expected to discuss trade procedures in a follow-up to the eighth WTO Ministerial Conference last month.

From 153 member countries, only 27 were selected because of their significant role in trade negotiations, said Srirat Rastapana, director-general of Thailand's Trade Negotiations Department.

"The host, Switzerland, aims to turn this into a stage where ministers directly exchange opinions and make proposals on proceeding with the Doha issues and others that will concern global trade as a whole," she said, referring to the Doha Round of global trade talks.

Other economies invited to the gathering include the US, the European Union, mainland China, India, Australia, Hong Kong, Indonesia, Malaysia and Singapore.

Representing Thailand is Deputy Prime Minister and Finance Minister Kittiratt Na-Ranong.

Amway sales up

Amway (Thailand) yesterday reported that its total sales grew by 8 per cent to Bt15.5 billion last year, of which health and beauty products generated the lion's share.

The company attributed its success to consistent marketing and better outreach to consumers via online media. This year it will focus on presenting innovations in its health and beauty products and continue to strengthen its brands.

Managing director Kittawat Ritteerawee said sales of health and beauty products accounted for 70 per cent of the total. Success was also due to the Amway Business Owners and Amway Members strategy.

"Those two factors helped us achieve our targets and gave us a solid foothold as the leader in Thailand's direct-selling business."

This year, Amway will keep its online and social-network marketing in high gear because these new media are strategic channels to reach the new generation effectively. Last year, the number of Facebook users who hit the "Like" button on the Amway, Nutrilite and Artistry pages more than doubled over 2010.

ID No for tax filing

The Revenue Department is asking taxpayers to use their 13-digit identity numbers instead of the 10-digit tax number for filings from February 1 onwards.

The department yesterday said that from now on individuals would use the 13 digits on their ID cards while corporates would use the 13 digits of their business registrations at the Commerce Ministry for annual tax filings. - The Nation

Prime Minister Yingluck Shinawatra has sought to restore confidence in Thailand by pointing out that the Kingdom remains a good place for investment due to its status as a regional hub and gateway.

Yingluck gave her assurance while taking part in the 42nd World Economic Forum (WEF) here, on Friday (early yesterday Bangkok time) in a bid to regain the confidence of foreign leaders and investors. She affirmed that Thailand had prepared measures to prevent a repeat of last year's massive flood crisis, which caused widespread damage.

The Thai prime minister also said that women were a strong symbol of non-violence and would play important roles in bringing about political reconciliation in Thailand.

She cited Burmese opposition leader Aung San Suu Kyi, whom she recently met during an official visit to Burma, as a person with a passion for democracy and a global symbol of non-violence.

The Thai prime minister's vision of women in society and their role was in contrast to Facebook CEO Sheryl Sandberg, who called for the "ambition gap" between men and women to be closed. Yingluck said parents don't usually raise their daughters to be ambitious; female equality may have improved at work but not at home; and successful men were better liked, while successful females were less popular.

Yingluck and Sandberg were both in a WEF session on "Women as the Way Forward" along with Desmond Tutu, the retired South African archbishop; Michelle Bachelet, the head of UN Women, and Al Zain Talal, CEO of Bahrain Mumtalakat. The session was moderated by Nicholas Kristof from The New York Times.

Yingluck took the podium to deliver her opening remarks in Thai with simultaneous translation but answered questions from the floor in English. She underscored the importance of education and access to finance for women when asked by a Korean member of the audience if there was a policy to stop sex tourism in Thailand.

"No women will want to hurt themselves - if we give them the opportunity to better themselves," Yingluck said.

In her opening remarks, Yingluck said that as a woman, she was proud to be Thai, as she had a chance to receive an education, run a company and become the first female prime minister.

She called for an end to women's inequity and violence in society. She said women had positive features that could better society - such as attention to details and good understanding, and attention to children and youth. Women also had the ability to save, and made a greater financial contribution to the raising of families.

Speaking to hundreds at the international WEF audience, Yingluck said that her government had set up a fund to support women and to promote universal education for girls.

Tutu said support for women in society was an obvious necessity given all the positive attributes they give to society. It was a solution to the world's problems. Women, he said, had compassion, gentleness and caring.

Yingluck said that women, when they get the chance to become leaders, make positive contributions to society.

The Thai PM also participated in a discussion with business leaders and CEOs on "Public-Private Interaction on Thailand" - to seek ways to develop the country's economic potential, plus its policy on water management and long-term reform measures.

The prime minister invited WEF members to attend an East Asia meeting in Bangkok, which will be held on May 31-June 1. The forum's theme is "Shaping the Region's Future through Connectivity".

On Friday night, Yingluck hosted a "Thailand Night" for participants at the Davos forum. The event was well attended, by more than 600 guests, most of them global corporate leaders who braved the cold weather and many other competing events. It featured Thai food, a fashion show, muay Thai boxing and classical Thai dances.

The prime minister assured guests that the Thai government was on top of the flood problem and that the country was back in business as a premier investment hub in the region.

The event was well attended by Thai corporate leaders, with the chief executives of PTT, Thai Airways, Bangkok Bank and Thai Beverage attending. Both the foreign and finance ministers joined the event and foreign guests stayed late into the night.

Prime Minister Yingluck Shinawatra has assured business leaders in Davos, Switzerland that Thailand's economy is strong enough to accommodate investors while the government has embarked on measures to prevent future flood crises and end domestic political disputes.

The premier said investments in Thailand would be well protected by the government's water resource management plan. The government would also foster a positive economic environment for their businesses.

Ms Yingluck on Friday attended the 42nd World Economic Forum (WEF) and presided over a "Thailand Night" held by the government to encourage national and business leaders to attend the World Economic Forum on East Asia in Bangkok between May 30 and June 1.

Ms Yingluck told international business leaders the government was confident last year's flood crisis would not be repeated. The government had earmarked US$11 billion to develop a new water resource management system.

More dams and floodwalls would be constructed to protect public utilities and important economic zones.

There would be more water retention areas and floodways for more effective water management. A flood warning system would be in place along with business continuity plans. Communities would be empowered on disaster preparedness.

More importantly, the government would set up a single command authority to manage flooding incidents in the future, she said.

Ms Yingluck affirmed Thailand's economy remained strong after being battered by the flood crisis, political unrest and the impact from the global economic recession. With its solid economic foundation, the Thai economy has managed to quickly rebound from all crises. This year, the government has projected that the economy could see 5 per cent growth. The country's foreign reserves are still high at about 180 billion baht.

The country's fiscal situation was strong as public debt amounted to about 40 per cent of GDP. As a result, the Thai government will not have any barriers to its funding of the water resource management master plan and other important economic policies.

As for instability in domestic politics, Ms Yingluck said a landmark election was held last year and that all sectors of Thai society have accepted the results.

The election has handed Thailand "a bright beginning and the chance to steadily move forward". The government will put in place moves for reconciliation by depending upon the rules of law and social unity, she said.

Democrat Party leader and opposition leader Abhisit Vejjajiva, commenting on the World Economic Forum, said in Bangkok he wanted to see the prime minister affirm the government's flood prevention plan to restore investor confidence.

The public and the international community have been keeping an eye on the plan, he said.

Mr Abhisit said he wanted to see the government speed up maintenance of irrigation canals and drainage pipes dam aged in last year's floods.

Recovery on pace

Floods last year led to the quarterly economic contraction of 5 per cent, which effectively pulled down the annualised economic growth to only 1.1 per cent from 4.5 per cent projection, according to the Fiscal Policy Office.

Somchai Sajjapongse, director-general of the office, said that economic data showed that the worst has passed and the economic recovery should be maintained. This would help the economy to expand 5 per cent as expected.

"The worst is over, reflected through signs of recovery in December. This should allow the economy to expand 2 per cent in the first quarter, 3 per cent in the second quarter, 5 per cent in the third quarter and 7 per cent in the fourth quarter. This would push the annualised growth to 5 per cent," he said.

He noted that the most negative factors are the eurozone crisis and natural disasters following the forecast of La Nina phenomenon in Asia.

"Yet, importantly, economic expansion would be sustained by political stability," he added.

FPO: Economy up in December

The Thai economy has already risen above its lowest point, which followed the worst flood in 50 years, Fiscal Policy Office (FPO) director general Somchai Sujjapongse said Monday.

Mr Somchai said all economic figures for December showed improvement.

Public consumption and value-added tax collection went up from negative to positive. Auto sales were less negative while exports and imports expanded well, he said.

On economic stability, he said unemployment was low, the amount of reserves was high, and inflation was projected to decline.

Economic growth should stand at negative five per cent in the fourth quarter of 2011 and 1.1 per cent for the entire year.

This year's economy should grow at least five per cent year-on-year. The economy should grow two per cent in the first quarter, five per cent in the second and third quarters and seven per cent in the fourth, he said.

"The risks to domestic economic growth are the economic problems in Europe and the changes of leaders in many foreign countries resulting in changes of economic policies.

"Other risks are the problem in Iran, that would cause fuel prices to rise, and the United States warning of more rainfall in Asia due to La Nina," said the FPO chief.

The continuing political conflict in the country is another risk to the economy. Economic growth would be high if the political situation is stable, he added.

Europeans see Thailand as gateway for push into Myanmar

European companies are keen to use Thailand as a gateway to Myanmar as the latter opens up to the international community and grows more attractive to foreign investors.

A group of European investors visited Myanmar last month and observed positive developments taking place that favoured foreign investors, said Rolf-Dieter Daniel, president of the recently opened European-Asean Business Centre (EABC).

"It is very likely that the process of opening up Myanmar will be very successful and continuing. Myanmar people are very keen to have European investors there, not only big businesses but small ones," said Mr Daniel, also president of the German-Thai Chamber of Commerce.

"The more Myanmar opens up, the more Thailand will benefit as your country will be used as a gateway. Thanks to the natural border and close connections with Myanmar people, European investors will develop business there through Thailand."

Thailand is the second largest investor in Myanmar after China. European businesses are interested in all kinds of natural resources and infrastructure projects.

Myanmar in 2013 will chair the Association of Southeast Asian Nations (Asean) and this is expected to further speed up the pace of political and economic reforms there, said Mr Daniel.

He believes that Myanmar needs to open up sectors such as the internet, telecommunications and health care to support the arrival of companies including those from Thailand to invest and upgrade the country's systems.

The presence of higher-standard communications and health care will facilitate and draw more investments from abroad.

The EABC was opened last week to support Europeans in Asean by providing basic information, identifying obstacles to investments and pursuing dialogue with government agencies.

Working groups have been established under the centre to deal with food and beverages, healthcare and pharmaceuticals, ICT, intellectual property rights, insurance, automotive and transport and logistics sectors.

Mr Daniel said the centre aimed to have 600 members in its first year of operation. They would include the 13 existing European chambers of commerce, which in turn have 2,500 corporate members, as well as companies not currently represented by either embassies or chambers of commerce in Thailand.

European investors are also encouraging the Thai government to enter negotiations for a bilateral free trade agreement (FTA) with the European Union. At present, the EU has FTAs with Malaysia, Singapore and Vietnam, but years of political drift in Thailand have stalled efforts to seriously pursue an FTA with the 27-country European bloc.

This is despite the fact that Europe is the second largest export market for Thai products after Asean, while European investors rank second in terms of foreign investors in Thailand.

"Thailand will be left behind the neighbouring countries if they don't have an FTA with us. Meanwhile, the Generalised System of Preferences granted to Thai products will expire next year, so your products will lose advantages in the European market," said Mr Daniel.

"We want to bring a European voice to your government so that European companies can be at least on the same level playing field in Thailand."

นายสุภาพ คลี่ขจาย ผู้ช่วยรัฐมนตรีประจำกระทรวงอุตสาหกรรม เปิดเผยว่า ขณะนี้ กนอ.กำลังอยู่ระหว่างศึกษาหาพื้นที่ภาคอุตสาหกรรมใหม่ขนาด 500-1,000 ไร่ วงเงิน 21 ล้านบาท เบื้องต้นจะมุ่งเน้นไปที่บ้านพุน้ำร้อน อ.เมืองฯ จ.กาญจนบุรี เพื่อรองรับนิคมอุตสาหกรรมทวายในประเทศพม่า โดยเร็วๆ นี้จะมีการหารือเพื่อแลกเปลี่ยนความคิดเห็นร่วมกันระหว่างสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) อุตสาหกรรมจังหวัดกาญจนบุรี และ กนอ.

นายสมชัย สัจจพงษ์ ผู้อำนวยการ สำนักงานเศรษฐกิจการคลัง (สศค.) กล่าวถึงภาพรวมเศรฐกิจไทยในขณะนี้ โดยยอมรับว่า ภาวะทางเศรษฐกิจของไทยได้ผ่านจุดต่ำสุดมาแล้วเมื่อเดือนพฤศจิกายน 2554 ที่ผ่านมา ซึ่งเกิดสถานการณ์อุทกภัยครั้งใหญ่ พร้อมระบุว่า ขณะนี้เริ่มมีสัญญาณฟื้นตัวทั้งจากการบริโภคและการลงทุน ดังนั้นยังคงคาดการณ์อัตราการขยายตัวของเศรษฐกิจของไทย (GDP) ในปีนี้จะขยายตัวที่ระดับ 5%

ผู้อำนวยการ สศค. กล่าวเสริมว่า เศรษฐกิจไทยในเดือนธันวาคม 2554 มีสัญญาณฟื้นตัวดีขึ้นภายหลังผ่านพ้นปัญหาอุทกภัย โดยเฉพาะการบริโภคและการลงทุนภาคเอกชนที่กลับมาขยายตัวได้อีกครั้ง ขณะที่การส่งออกปรับตัวดีขึ้น ซึ่งเดือนธันวาคม 2554 ถือว่าได้ผ่านพ้นจุดต่ำสุดรุนแรงจากเดือนพฤศจิกายน 2554 และเริ่มฟื้นตัวได้แล้ว

ทั้งนี้ สศค.ประเมินว่า ไตรมาส 4/2554 เศรษฐกิจจะยังหดตัวถึง 5% และทำให้ทั้งปี 2554 คาดว่าเศรษฐกิจจะขยายตัวได้ 1.1% ขณะที่ทั้งปี 2555 ยังคงคาดว่า GDP จะเติบโตได้ 5% โดยไตรมาส 1/2555 คาดว่าจะขยายตัวได้ราว 2% และเศรษฐกิจจะขยายตัวได้ดีต่อเนื่อง โดยคาดว่าจะเติบโตที่อัตราสูงสุด 7% ในไตรมาส 4/2555 โดยแรงผลักดันเศรษฐกิจมาจากนโยบายการกระตุ้นเศรษฐกิจที่สำคัญของรัฐบาล เช่น การปล่อยสินเชื่อ การลงทุนของภาครัฐ

โดยในปี 2555 ยังมีปัจจัยเสี่ยงที่ยังต้องติดตาม คือ ปัญหาเศรษฐกิจโลกโดยเฉพาะเศรษฐกิจยุโรปที่คาดว่าสถานการณ์ยังคงเลวร้าย เบื้องต้นคาดว่าปีนี้เศรษฐกิจยุโรปจะติดลบ 0.8% แต่หากยังไม่มีความคืบหน้าในการแก้ปัญหาหนี้สาธารณะของประเทศในยุโรป โดยเฉพาะกรีซก็จะยิ่งมีผลกระทบมากขึ้น

นอกจากนี้ ยังมีปัจจัยเสี่ยงจากการเมืองต่างประเทศ ที่ปีนี้จะมีการเลือกผู้นำใหม่หลายประเทศ รวมทั้งการเกิดความขัดแย้งของหลายประเทศ เช่น อิหร่าน และสหรัฐฯ ส่วนปัญหาภัยธรรมชาติในปีนี้มีการคาดกันว่าในภูมิภาคเอเชียจะมีสถานการณ์ฝนตกมาก จากผลของลานิญญ่า ขณะที่ปัญหาการเมืองในประเทศนั้น มองว่ายังคงเป็นปัจจัยเสี่ยงเช่นกัน ซึ่งหากสถานการณ์การเมืองนิ่งจะเป็นผลดีต่อการเติบโตของเศรษฐกิจได้มากกว่า

B15bn terms tweaked for industrial estates Two-thirds of soft loans turned to grants

The Finance Ministry is looking to assist companies in the seven industrial estates inundated late last year by revising the terms of 15 billion baht in soft loans, with two-thirds of the money given away and the rest offered at near-zero interest.

State officials believe the generous package will help to reduce the financial burden of affected firms.

Somchai Sujjapongse, director-general of the Fiscal Policy Office (FPO), said term amendments include allocating two-thirds of the money as straight government grants, with the remaining third still to be soft loans carrying interest of 0.01% and a maximum 15-year repayment period.

The Government Savings Bank (GSB) will still provide the soft loans as planned.

The 15-billion-baht soft loan scheme was earlier developed by the Finance Ministry for the seven inundated industrial estate operators to build floodwalls and flood-prevention systems.

The initial proposal said loans would be provided by the GSB at low interest of 0.01% for the first seven years and then the market rate for years 8-15.

Dr Somchai said the aim of the proposal was to facilitate greater trust among companies in the estates and reduce their financial burden, as private estate operators will naturally pass on their own costs for building flood prevention systems to these operators.

"However, the law restricts use of the national budget to grants for public projects, not for the private sector. So we're working on possible solutions within this framework," he said.

"For instance, would it be possible for the land in question [upon which floodwalls are to be built] to be given to the local tambon administrative organisations so it becomes public property?"

However, Dr Somchai insisted no attempts are being made to bypass the law but said solutions are being sought to help these companies from having to shoulder higher investments costs.

The Finance Ministry may submit the proposal for approval at today's cabinet meeting.

Thailand's economy contracted by 5% in the fourth quarter due mainly to effects from the nation's worst flooding in 69 years, resulting in the full-year figure coming in as low as 1.1%.

The FPO estimates the economy will grow by more than 2% in this year's first quarter and 5% for all of 2012.

Official figures are yet to be released by the National Economic and Social Development Board.

"Given all the negative factors including the dire financial situation in Europe, where we predict 0.8% growth this year, the Thai economy will still be able to meet the 5% average growth target. The highest growth will likely be seen in this year's fourth quarter, 7%," said Mr Somchai.

"Our current jobless rate of 0.8% is considered full employment and is well below the 2% natural unemployment rate. Inflation is also low."

He pointed out the deluge began receding in November and that a rapid recovery began the following month.

Similarly, December imports grew 13% year-on-year, with exports contracting by only 2% compared with a 14.4% contraction in November.

As well, tourist numbers grew by 20.4% month-on-month in December.
