ThaiBev to build second China plant

Thai Beverage Plc plans to invest about 500 million to one billion baht setting up a second white spirits factory in China this year.

Finance director for international business Tee Seeumpornroj said the second white spirits factory will be built next to existing facilities in Yunnan province.

The brewer of Chang beer is in the process of designing the new factory and is expected to start construction by the end of the year. It will take about 18 months to complete.

After the new factory is opened in 2014, total capacity for Yulinquan white spirits will double from the current level. Mr Tee did not disclose exact figures.

Yunnan Yulinquan Liquor Company is located south of Kunming in Yuxi town.

Thai Beverage, also known as ThaiBev, has five whisky distilleries in Scotland and produces Hankey Bannister blended Scotch whisky, which is available in over 60 countries.

Mr Tee said the company is considering importing its Hankey Bannister whisky and gin products to Thailand by the end of the year. This is to meet demand from high-end customers.

Hankey Bannister's original product is in the same segment as Johnnie Walker Red Label, but it is about 15% cheaper.

ThaiBev is conducting a feasibility study on the selling its beverage products, including whisky, beer, ready-to-drink green tea and drinking water, to Myanmar.

"There is huge potential for beer in Myanmar because it has only three beer brands, including Myanmar, Dragon and Mandalay, and all of them belong to the government," Mr Tee said.

It is easy for Thai alcohol products to gain acceptance among Myanmar customers now that the country is more open.

The beer market in Myanmar is estimated to be about 300 million litres per year, compared with two billion litres in Thailand.

Mr Tee explained that after regulations change, the company will export its products to Myanmar.

If sufficient sales volumes are achieved, the company will consider setting up a factory in the country.

The company plans to spend about 600-700 million baht promoting its beverages in the international markets this year. Thai Beverage expects international sales to reach US$500 million by 2015, up from $200 million in 2011.

Of total international sales last year, about 70% came from Scotch whiskey and white spirits. The remaining 30% came from from Chang beer and Mekhong rum.

นายภูมิ สาระผล รมช.พาณิชย์ เปิดเผยถึงตัวเลขการส่งออกสินค้าไทยเดือนเม.ย.2555 ว่า ประเทศไทยมีการส่งออกมูลค่าทั้งสิ้น 16,919 ล้านเหรียญสหรัฐ ลดลง 3.67 % มีมูลค่านำเข้า 19,787 ล้านเหรียญสหรัฐ ขยายตัวเพิ่มขึ้น 7.87 %

ส่วนการส่งออกของไทยช่วง 4 เดือนแรก(ม.ค.-เม.ย.) มีมูลค่า 71,561 ล้านเหรียญสหรัฐ ลดลง 3.86 % ขณะที่การนำเข้ามีมูลค่า 78,615 ล้านเหรียญสหรัฐ เพิ่มขึ้น 9.79 % ส่งผลให้ช่วง 4 เดือนแรกปีนี้ไทยยังคงขาดดุลการค้า 8,000 ล้านเหรียญสหรัฐ

ทั้งนี้ สาเหตุที่การส่งออกลดลงเป็นผลมาจากภาวะเศรษฐกิจโลกที่ชะลอตัวและโรงงานอุตสาหกรรมยังไม่ฟื้นจากปัญหาน้ำท่วม แต่อย่างไรก็ตาม คาดว่าจะสามารถทำให้การส่งออกเป็นไปตามเป้าหมายที่หนดไวที่ 15%

PM's visit to Australia a boon to Thailand: HSBC

Prime Minister Yingluck Shinawatra's first official visit to Australia during May 26 to 29 will further strengthen bilateral trade and investment in the two countries, according to HSBC economists in the two countries.

Trade is a key element in the future ties between these two nations and presents a major opportunity for international businesses in the two markets. Thailand's exports to Australia are set to increase 10 per cent annually over the next 5 years whilst its imports are expected to increase by 8 per cent annually, according to HSBC's Global Connections trade forecast.

HSBC's Global Connections forecast sees Thailand emerging as Australia's fastest growing export partner, after China, over the next five years. The increase in Thai exports to Australia will be driven by demand for gold, cars and road haulage which are set to grow 14 per cent, 9 per cent and 9 per cent to 2016, respectively. Imports from Australia into Thailand will be driven by petroleum oil and powdered gold for manufacturing which are set to increase by 12 per cent and 10 per cent over the next five years, respectively.

"'We are seeing increased interest from Australian businesses in Thailand as a leading centre for manufacturing within the region. On the flip side, businesses in Thailand are investing in Australia to tap into its natural resources that, in turn, drives our country's manufacturing sector. The two economies complement each other extremely well. We are regularly connecting customers to opportunities between the two markets as global trade grows," said Kanoksak Mokkamakkul, head of Commercial Banking, HSBC Thailand.

During her visit, Yingluck will meet with Julia Gillard, Prime Minister of Australia, as well as meet with concerned ministers to follow-up on the development of Thai-Australian relations and to discuss cooperation in regional and international frameworks, particularly in ASEAN and East Asia Summit (EAS) as well as meet with the Australian private sector to build networking and encourage collaboration between Thai and Australian businesses.

Australia was Thailand's 9th largest trading partner in 2011, representing a total trade value of US$15.28 billion or Bt483.07 billion, or 3.5 per cent of Thailand's total trade value . Trade value between the two countries has expanded three-fold, since the implementation of the Thailand-Australia Free Trade Agreement (TAFTA) in 2005 and continues to be a key market for Thai investors.

"While already Australia’s seventh largest trade partner, Thailand's continued urbanisation of its population presents significant opportunities for Australia's commodities and infrastructure expertise. Thai PM leaves Bangkok for official visit to Australia

BANGKOK, May 26 -- Thai Prime Minister Yingluck Shinawatra left Bangkok this morning for an official visit to Australia during May 26-29 as a guest of the Australian Government and as part of activities celebrating the 60th anniversary of the establishment of diplomatic relations between Thailand and Australia.

The premier was accompanied by Foreign Minister Surapong Tovichakchaikul, Commerce Minister Boonsong Teriyapirom, Education Minister Suchart Thada-Thamrongvech, Industry Minister Pongsawat Svasti as well as a group of prominent Thai businessmen.

The purpose of the visit is to enhance Thai-Australia strategic partnership across a full range of bilateral and regional issues including trade and investment, energy security, food security, exchanges in science and technology, as well as to reassure all stakeholders of Thailand’s political stability and economic growth.

Furthermore, the prime minister will meet with the Thai community in Sydney, to listen to the views and problems faced by Thai businesses in the food industry in particular. This is to foster the government’s policy of “Thailand: Kitchen to the World”.

Most importantly, during the visit, Prime Minister Yingluck will meet with Governor-General of Australia Quentin Bryce, Australian Prime Minister Julia Gillard, and relevant ministers to follow-up on the development of Thai-Australian relations.

Both Thai and Australian premiers will discuss cooperation in regional and international frameworks, particularly with ASEAN and the East Asia Summit (EAS). Moreover, both leaders would witness the signing of a Joint Memorandum of Understanding (MOU) on Cooperation in Education and Training and a Memorandum of Understanding (MOU) on Young Political Leaders’ Exchange Program which will further strengthen ties between the two peoples.

In addition, Thai business figures from PTTEP, Baan Pu, Ratchaburi Electricity Generating, Loxley, Mitr Phol, CP Group, Surapon Foods, CENTRAL Group, as well as the Federation of Thai Industries and the Board of Trade of Thailand will be meeting their Australian counterparts.

The Prime Minister will also meet with corporate leaders from major Australian industries including Bluescope Steel, Kingsgate (Mining), Australia-New Zealand Banking Group Limited (ANZ) and leading companies in the auto-parts industry.

London Olympics to give Thai food exports a boost

Thailand is confident of exporting more than US$1.2 billion (Bt38 billion) worth of foods to the United Kingdom this year, as the Summer Olympic Games in London boost demand and economic growth despite the financial problems in Europe.

"Although the financial crunch in the European Union has had an impact on Thailand's exports, demand for Thai products in the UK market, particularly foods, has not been affected, as Britons have good consumer sentiment [based on] the upcoming Olympic Games," said Chulit Stavorn, executive director of the Thai Trade Centre in London.

The United Kingdom is the largest market for Thai exports in the EU. Although last year shipments to the Netherlands exceeded those to the UK, it was because of higher fuel exports from Thailand.

Chulit said export of Thai foods to the UK had increased gradually each year from $675 million in 2007 to $938 million in 2010.

Last year, exports of Thai food products to the UK was worth $1.1 billion. Major export products were processed chicken, worth $555 million, followed by canned seafoods, frozen shrimp, rice, noodles and processed foods, and fresh and canned fruits.

Chulit said the EU's cancellation of its import ban on fresh chicken from Thailand in July would also boost the Kingdom's poultry exports to the UK and EU markets. He expects that Thai chicken exports to the UK should increase by $400 million this year.

In addition, Chulit expects that the plan of CP Foods, Thailand's leading food producer, to take over Birds Eye, a giant British fish-finger producer, will increase trading opportunity for Thai products in the UK market if the bid is successful.

Tesco to up imports from Thailand to Bt13.5 bn

UK-based Tesco is confident of increasing its import of Thai products to Bt13.5 billion this year to serve its outlets in Britain and worldwide, increasing opportunities for Thai farmers and producers.
The company also plans to set up at least 300 new stores in Thailand this year.

Tesco Lotus chief executive officer John Christie said he was very positive on the company's growth in Thailand, as the country has strong economic growth. At the same time, to improve trade ties with Thailand, Tesco imports many products from the Kingdom.

Christie said that of the projected imports worth at least Bt13.5 billion from Thailand to the UK this year, major products would be shrimp and fresh and processed fruits.

Last year, the company imported Bt12.5 billion worth of Thai products to Britain.

Christie said that after the European Union allows import of fresh chicken from Thailand this July, Tesco was expected to import more Thai poultry to its outlets this year.

To promote the sale of Thai fruits in Britain, Tesco in cooperation with the International Trade Promotion Department of the Thai Commerce Ministry has organised the "Taste of Thailand" promotion at its stores every year. This year, the event ran in more than 200 Tesco stores in the United Kingdom.

Christie said Thailand had high potential as a source of fresh and high-quality produce. Tesco imports foods and products from Thailand not only to serve its customers in the UK market, but 13 other markets across Asia and Central Europe.

He added that the company was confident of growing along with the Thai economy. Although the government plans to enact a retail business law to regulate hypermarket expansion, the firm will continue its investment in the Kingdom.

The retail business could expand to serve the country's growth, he stressed.

Tesco says it plans to set up 250 Express outlets, 50 supermarkets, and 10 Extra and hypermarkets in Thailand this year. It will need to employ at least 4,400 new staff to serve its expansion.

Currently, Tesco employs 38,395 people in Thailand. It now has 1,093 outlets in the country.

In addition, Tesco is considering opening an online shopping business in Thailand for the first time in Asean in the next three years to serve the strong growth of the retail industry in the Kingdom.

Chris May, manager of Tesco's "dot-com only" store in London's Greenford area, said that since the first online business was launched in the British capital in 2000, the company had continuously enhanced the online shopping experience to respond to changing customer behaviour.

"Online business has experienced strong growth of 10-20 per cent a year as the behaviour of customer changed, while customers want to save fuel and time by choosing online shopping," May explained.

Today, Tesco online serves more than 25,000 customers a day in London. Online services also have more products than normal shops: Tesco offers about 125,000 stock-keeping units for customers who shop online.

UAE seeks joint ventures to boost trade

The United Arab Emirates has |proposed that Thailand boost |trade and investment by forming more joint ventures in high-potential sectors such as food, spas and medical tourism, while urging Bangkok to further open its contract-farming sector to foreign investment.

Thailand wants to reduce its trade deficit with the UAE, as the Kingdom's imports from the Gulf nation currently focus heavily on crude oil. Two-way trade value reached US$17 billion (Bt538.66 billion) last year, with Thailand shouldering a trade deficit of $9 billion due to its heavy imports of crude oil.

During his recent visit to the UAE, Commerce Minister Boonsong Teriyaphirom met with HH Sheikha Lubna Al Qasimi, UAE foreign trade minister, to discuss ways of boosting trade, with an emphasis on tourism and other service businesses.

Boonsong quoted HH Sheikha Lubna as saying that people in the UAE find Thailand an attractive destination for medical treatments and spas.

Boonsong also met with HE Sultan Bin Saeed Al Mansouri, the economy minister, who proposed forming a region-to-region forum for cooperating on food security between the Gulf Cooperation Council (GCC) and Asean, as Thailand, Cambodia, Myanmar and Vietnam are seen as being major producers of rice and other foods. The Asean countries would supply the GCC directly to ensure food security in the form of a buffer stock system.

However, there are many details to consider, as the buffer stock idea would require investment in silos and warehouses.

"Thailand also proposed the UAE double trade value [with the Kingdom] within the next five years," said Boonsong, adding that the two countries had agreed to set up a taskforce to consider ways of resuming the Joint Trade Committee to form closer ties on trade and investment.

Boonsong also talked with executives of the Platinum Corporation, a leading rice trader for the Middle East and Africa, focusing on the global rice trade and opportunities for Thai rice exports.

"The information from the group will allow us to adjust our strategy to further concentrate on exporting high-quality rice and boosting prices. We want to quote our export prices rather than continue coming under market pressure to lower prices," said Boonsong.

Thailand's Commerce Ministry is also considering a measure to classify Thai jasmine rice according to its DNA. The strategy would differentiate Thai jasmine rice from other strains.

Australia considering lifting ban on Thai chicken meat, frozen shrimp


CANBERRA, May 28 - Australia has agreed to consider lifting its ban on Thai chicken meat and frozen shrimp as requested by Thai Prime Minister Yingluck Shinawatra on Monday, in the first action from her trip down under. The likely move follows the European Union's lifting of its import ban on such goods.

Ms Yingluck and Australian PM Julia Gillard met at Parliament House in Canberra on the two countries' bilateral, regional and wider international cooperation.

According to Ms Yingluck, the Australian government will also consider importing more rice from Thailand, while Thailand showed interest in exchanging promotion on Australia's technology to improve agricultural production.

The Thailand-Australia free trade area (TAFTA) is a major mechanism for value adding of mutual trade, which is set to grow 20 per cent by 2016, the Thai premier said. The countries discussed ways to reduce obstacles under TAFTA such as tax barriers and will have a joint committee meeting to further consider the matter next month.

As Thailand is promoting its 'Thailand: Kitchen to the World' project, the prime ministers agreed to promote food security and cooperation on the technology of agricultural processing, while Thailand is interested in investing in sugar and animal feeds in Australia.

On security matters, the two countries will raise the level of cooperation to become strategic partners and to cooperate at the regional level to prevent terrorism and international crime, promote peace and security in the region. Thailand praised Australia in dealing with human trafficking and drug problems.

Regarding the labour force, Thailand promotes exporting its skilled labour to work in Australia.

However, the Thai prime minister asked Ms Gillard to ease regulations on the quality of workers in terms of the use of the English language, particularly Thai chefs. They agreed to promote cooperation on English-training courses for Thai chefs and other labourers.

Other discussions included cooperation on space technology, energy and natural disaster prevention, for Australia is a coordinator on tsunami warning in the Asia-Pacific region.

After the discussion, Ms Yingluck and Ms Gillard signed agreements on education and training, and on an exchange programme between Thailand's King Prajadhipok's Institute and the Australian Political Exchange Council.

Ms Yingluck and her entourage later met with Tony Abbot, leader of the Opposition in the Australian House of Representatives.

Ms Gillard hosted a luncheon for the Thai prime minister and other representatives.

The Thai PM had a few more engagements in Canberra before returning to Sydney to meet Australian entrepreneurs and attend a welcome party.

Economic forum a chance for Thailand to prove itself

As host of the World Economic Forum on East Asia, Thailand is being closely watched by the global community.

More than 630 delegates from 50 countries are attending the event, and 450 of them represent 60 leading global companies who are here to exchange ideas on growth opportunities for the region.
Meanwhile, the participation of Aung San Suu Kyi, who has made her first overseas trip in 24 years by visiting Thailand, has made headlines around the world.
This is considered a good opportunity for Thailand and Asia, since the event is as important as the main World Economic Forum (WEF) held in Davos, Switzerland. The Bangkok forum could help shape the future of East Asian nations, including Thailand.
It is well known that the WEF, despite being an independent organisation, plays an important role in world economics as it can suggest economic, social and international development policies via the business sector and social leaders. In simple words, if the WEF stage suggests something, it will be considered important by leaders of many countries.
The main topic of this forum is designating the future of the region through various means of connection. This is expected to lead to sustainable growth and more equality, as well as joint efforts in dealing with challenges such as natural disasters.
Along with the WEF, there is also a "Thai Economic Forum" that will present investment trends, focusing on outstanding Thai industries. Surely, the automotive industry is one of the country's strategic industries that will be discussed at the forum.
The Office of National Economic and Social Development Board secretary-general Arkom Termpittayapaisit said the purpose of the WEF in Bangkok is to bring together business leaders from around the globe to discuss the potential or future trends that would affect businesses.
Arkom is confident that the event will benefit Thailand especially, as it involves heads of state and CEOs from various fields who will also discuss investment policies.
It also helps the private sector to access information, in-depth business analysis and important global trends, build a network of business allies and raise the confidence of the global community towards Thailand. In addition, it gives Thai leaders the chance to exchange ideas with chiefs of leading global corporations, and helps raise Thailand's competitiveness ranking.
Investors select countries with potential, whether in terms of workforce, raw materials, logistics, infrastructure or good environment. If Thailand and Asean is able to show the international community that this region is "ready", it will become a major region for investment, especially at a time when focus is shifting towards the East.
Asean is one of the world's bases for food and agricultural products. Thailand aims to become the "kitchen of the world" and serve as a gateway to member countries such as Vietnam and Myanmar. The latter, especially, is quickly attracting foreign investment after the opening up of the country to the global community.
Investors are planning to use Thailand as a bridge to Myanmar, and with demand for automobiles expected to rise sharply in the future, this is an area in which both countries can collaborate. Delegates from Myanmar have already visited the Kingdom and met with Thai officials as well as the private sector.
Thailand has been involved in creating a transport hub with neighbouring countries by expanding road and rail networks.
Meanwhile, the Kingdom is considered an auto manufacturing hub with a strong auto-parts industry. According to the Federation of Thai Industries' Automotive Industry Group, Thailand will this year produce 2 million vehicles for the first time, and with its motorcycle market being the fifth-largest in the world, the total value generated by the whole industry amounts to more than Bt2 trillion per year.
The next target is to produce 3 million vehicles per year in five years as Thailand moves towards becoming a production base for a third champion product, namely electric vehicles. This will put the nation among the top 10 auto producers in the world.
The auto industry is already helping to attract investment in other industries as well, such as electronics, energy, steel and petrochemicals.
Indeed, the WEF on East Asia is an important opportunity for Thailand, but it is up to the Thai government whether it will be able to achieve success both in terms of policy and implementation. With Bt2.7 trillion in investments being planned by the government to build the country's future, this is a chance to prove its capability.

"ยิ่งลักษณ์" ชู 3 ยุทธศาสตร์ ดันไทยประตูอาเซียน จับมือพม่าพัฒนาท่าเรือน้ำลึกทวาย เร่งเดินหน้าเมกะโปรเจ็ก 5 ปี 1.1 หมื่นล้านดอลลาร์

นางสาวยิ่งลักษณ์ ชินวัตร นายกรัฐมนตรี กล่าวสุนทรพจน์ในพิธีเปิดการประชุม World Economic Forum on East Asia ปี 2555 ณ ห้อง Plenary Hall โรงแรมแชงกรีลา ว่า ปัจจุบัน เรากำลังอยู่ในช่วงเวลาของความท้าทายและโอกาส ไม่ว่าจะเป็นปัญหาที่เกิดขึ้นที่ยุโรป การเพิ่มขึ้นของราคาพลังงาน ปัญหาการเปลี่ยนแปลงสภาพภูมิอากาศ ควบคู่ไปกับ ความก้าวหน้าทางเทคโนโลยี ความก้าวหน้าของการเดินหน้าสู่ประชาธิปไตย การกลายเป็นศูนย์กลางการเติบโตในภูมิภาค

ทั้งนี้ เราต่างเห็นแล้วว่า แม้แต่ประเทศที่มีความก้าวหน้าทางเศรษฐกิจที่สุดยังไม่มีภูมิคุ้มกันจากความท้าทายดังกล่าว ในขณะที่ประเทศเล็กๆอย่างเรากลับจะใช้ความท้าทายนี้เป็นโอกาส คำถามก็คือ อะไรคือสิ่งที่เอเชียควรทำเพื่อปกป้องตัวเองจากความท้าทาย และใช้โอกาสนี้ เพื่อสร้างการเติบโตที่ยั่งยืน

หลายประเทศในภูมิภาคนี้ได้ก้าวข้ามความท้าทายนี้แล้ว เห็นได้จาก เศรษฐกิจในอาเซียนส่วนใหญ่ไม่ได้รับผลกระทบจากปัญหาในยุโรป และหลายประเทศในอาเซียน ยังสามารถก้าวข้ามความท้าทายภายในประเทศของตัวเอง ดังเช่น ความก้าวหน้าของกระบวนการประชาธิปไตยในพม่า ซึ่งได้รับการชื่นชมจากประชาคมโลก ความสำเร็จเหล่านี้ได้สร้างความเชื่อมั่นในภูมิภาคนี้ยิ่งขึ้น ความมั่นใจเหล่านี้เป็นผลจากความเข้มแข็งของประเทศสมาชิกและความสมดุลที่เกิดขึ้นจากความร่วมมือ และบูรณาการ พร้อมกับการสร้างประชาคม

เช่น อาเซียน ความร่วมมือและการบูรณาการแทนการแข่งขันและการปะทะจะช่วยเสริมสร้างความเชื่อมั่น และความปรับตัวของภูมิภาค ซึ่งกุญแจสำคัญต่อกระบวนการดังกล่าวคือ ความเชื่อมโยง ดังนั้น หัวข้อการประชุมในปีนี้ จึงมีความสำคัญยิ่งนัก อนาคตของเอเชียตะวันออก ความเชื่อมั่นและความสามารถในการปรับตัวของภูมิภาคขึ้นอยู่กับการบริหารจัดการเรื่องการสร้างความเชื่อมโยง

น.ส.ยิ่งลักษณ์บอกว่า ความคิดของไทย เกี่ยวกับความเชื่อมโยง ซึ่งในมุมมองของเราประกอบด้วยองค์ประกอบ 3 ประการที่เราควรให้ความสำคัญ ประการแรก การสร้างเครือข่ายความเชื่อมโยงในภูมิภาค นอกเหนือจากความเชื่อมโยงระหว่างเส้นทางเหนือกับใต้ ตะวันตกและตะวันออก และเส้นทางสู่ประตูเศรษฐกิจทางใต้ ซึ่งต้องผ่านประเทศไทยทั้งสิ้นแล้ว เรายังควรสนับสนุนความร่วมมือใหม่เพิ่มเติม

อาทิ ท่าเรือน้ำลึกทวาย ไทยกำลังร่วมมืออย่างใกล้ชิดกับพม่าในการพัฒนา หากลองจินตานาการ การขนส่งสินค้าจากมหาสมุทรไปยังมหาสมุทรแปซิฟิก ผ่านพม่าและไทยในเวลา 1-2 วัน เมื่อมีความเชื่อมโยงเส้นถนนและทางรถไฟจากทวาย สู่กรุงเทพฯและท่าเรือน้ำลึกแหลมฉบัง ภูมิภาคนี้จะมีสะพานบนดินที่เชื่อมโยงระหว่างทะเลอันดามันกับอ่าวไทย

หลังจากความมุ่งมั่น 17 ปีในการสร้างถนน ยังมีอีกโครงการหนึ่งที่สำคัญคือการสร้างเครือข่ายรถไฟในภูมิภาคแม่โขง เริ่มจากโครงการ SHRL (Singapore Kunming Railway Link) ที่เป็นโครงการรถไฟความเร็วสูงที่เชื่อมต่อระหว่างตะวันออกเฉียงเหนือของไทยสู่ลาวและทางใต้ของจีน

ประการที่ 2 การสนับสนุนองค์ประกอบความเชื่อมโยงอื่น นอกเหนือจากการลงทุนในสาธารณูปโภค เช่น ถนนและรางรถไฟแล้ว ยังเป็นเรื่องสำคัญที่จะต้องมั่นใจว่า สินค้าและคนสามารถเดินทางข้ามพรมแดนอย่างเสรี ดังนั้น เราควรจะสนับสนุนกฏหมายและข้อบังคับที่เกี่ยวข้องอย่างต่อเนื่อง เราจึงมีความจำเป็นที่จะสรุปความตกลงว่าด้วยการขนส่งข้ามแดนของประเทศสมาชิกในภูมิภาคลุ่มแม่น้ำโขงเพื่อลดเวลาและค่าใช้จ่ายตามแนวชายแดน อันจะปรับเส้นทางการขนส่งให้เป็นเครือข่ายโลจิกติกและประตูทางเศรษฐกิจ

ขณะเดียวกันเราจำเป็นต้องมีการป้องกันอย่างมีประสิทธิผลเพื่อป้องกันภูมิภาคนี้จากปัญหาการข้ามแดนและปัญหาจากการนำความเชื่อมโยงไปใช้ในทางที่ผิดเพื่อกิจกรรมที่ผิดกฏหมายข้ามแดน ซึ่งรวมถึงอาชญากรรมข้ามชาติ การค้าอาวุธที่มีอานุภาพทำลายร้างสูง และโรคระบาด

ประการที่3 การพัฒนาความเชื่อมโยง นอกเหนืออาเซียน และเอเชียตะวันออก การบูรณาการจะมาสู่เอเชียตะวันออกไม่ช้าก็เร็ว ดังนั้น เราควรจะเสริมสร้างความเชื่อมโยงระหว่างอาเซียนและประเทศอื่นๆในเอเชียตะวันออกในก้าวต่อไป

ปัจจุบันมีความเจริญเติบโตในการค้าและเครือข่ายการลงทุนระหว่างเอเชียตะวันออกกับประเทศอื่น ซึ่งรวมถึงเอเชียใต้ ตะวันออกกลาง และประเทศในทวีปอเมริกา ในอีกระยะเวลาไม่นาน เราจำเป็นที่จะต้องพัฒนาความเชื่อมโยงนอกเหนือจากเอเชียตะวันออก และในความเป็นจริงแล้ว ปัจจุบันมีกรอบความร่วมมือที่มีประเทศนอกเหนือจากเอเชียตะวันออกเข้ามาศึกษาแนวทางความเชื่อมโยงกับเรา เพราะฉะนั้นจึงจำเป็นที่ต้องให้มั่นใจว่ามีพลวัตรเกิดขึ้นกับกรอบความร่วมมือดังกล่าว

ทั้งนี้ เพื่อให้มั่นใจว่ามีการสนับสนุนความเชื่อมโยงในภูมิภาคและผลักดันการสร้างประชาคมอาเซียนและเอเชียตะวันออก เราจำเป็นที่จะต้องทำให้พื้นฐานของบ้านเราแข็งแรงยิ่งกว่านี้ ภายหลังความไม่เสถียรภาพของการเมืองในปีที่ผ่านมาและภาวะน้ำท่วมในปีที่แล้ว ชาวไทยได้แสดงให้เห็นว่าสามารถฟื้นตัวได้อย่างรวดเร็วจากสถานการณ์ดังกล่าว รัฐบาลปัจจุบันและชาวไทยพร้อมที่จะก้าวไปสู่ห้วงเวลาใหม่ของการพัฒนาและการลงทุนในโครงการสาธารณูปโภคในอีก 5 ปีข้างหน้า

โดยเฉพาะแผนที่เราได้วางไว้เพื่อพัฒนาโครงข่ายรถไฟความเร็วสูง ไปยังเมืองหลักของประเทศไทย เช่น เชียงใหม่ รวมถึงโครงการอื่นๆ เช่น การขยายสนามบินสุวรรณภูมิเพื่อรองรับนักท่องเที่ยวกว่า 72 ล้านคนต่อปี เรายังสร้างโครงข่ายการคมนาคมในพื้นที่กรุงเทพมหานคร โครงการดังกล่าวไม่เพียงแต่จะเอื้ออำนวยเศรษฐกิจ ไทยและชาวไทย แต่สำคัญกว่านั้นจะช่วยสนันสนุนความเชื่อมโยงในภูมิภาค

นอกเหนือจากโครงการสาธารณูปโภคแล้วยังมีการลงทุนกว่า 11,400 ล้านดอลลาร์ ในการบริหารน้ำและป้องกันน้ำท่วม เพื่อให้มั่นใจว่าประเทศไทยยังคงเป็นฐานการผลิตใหญ่ เราให้ความสำคัญในเรื่องอาหารและโครงการเกษตรกรรม ซึ่งเราเป็น 1 ใน 5 ผู้ส่งออกอาหารโลก ในการนี้ นายกรัฐมนตรีได้เสนอโครงการครัวไทยสู่ครัวโลก ทั้งในประเทศและต่างประเทศ เพื่อสนับสนุนการส่งออกอาหารที่มีคุณภาพและปลอดภัย รวมถึงสินค้าเกษตร ซึ่งจะช่วยส่งเสริมความมั่นคงทางอาหารอีกทางหนึ่งด้วย

นอกจากนี้ ประเทศไทยกำลังลงทุนและสนับสนุนการลงทุนโดยตรงจากต่างประเทศ (FDI) ในอุตสาหกรรมที่ไทยเป็นผู้ผลิตหลัก เช่น ยานยนต์, ฮาร์ดดิสก์, ไดรฟ์และอุปกรณ์อิเล็กทรอนิกส์ นอกจากนี้ยังมีการลงทุนเพิ่มขึ้นในอุตสาหกรรมบริการ เช่น บริการทางการแพทย์อุตสาหกรรมทางด้านคิดสร้างสรรค์ (creative industry) การสื่อสารโทรคมนาคม ด้านพลังงานสะอาด บริการด้านการเงิน และการประกันภัย

ส่วนในด้านทรัพยากรมนุษย์ ประเทศไทยมีความมุ่งมั่นที่จะพัฒนาสตรี เพื่อช่วยในการพัฒนาเศรษฐกิจผ่านโครงการต่างๆ เช่น กองทุนพัฒนาบทบาทสตรี (Women Development Fund) นอกจากนี้ นโยบายการศึกษา อาทิ โครงการ 1 แท็บเล็ต 1 นักเรียน จะช่วยเตรียมความพร้อมแก่เด็กในยุคที่เทคโนโลยีมีความก้าวหน้า เฉกเช่นในปัจจุบัน และโครงการบริการสุขภาพดีถ้วนหน้า (Universal health care) ยังจะช่วยให้ทรัพยากรมนุษย์ของไทยได้รับการปกป้องกันที่ดี

นายกรัฐมนตรี ย้ำว่า ประเทศไทยไม่ใช่แค่ประเทศหลักในการเชื่อมโยงภูมิภาคนี้เข้าด้วยกัน เพียงเพราะปัจจัยทางด้านที่ตั้งทางภูมิศาสตร์เท่านั้น แต่ประเทศไทยยังเป็นศูนย์กลางการผลิตที่สำคัญอีกด้วย เนื่องจากไทยมีแรงงานที่มีฝีมือและทักษะที่ดีเยี่ยม มีพื้นฐานทางเศรษฐกิจที่เข้มแข็ง และมีนโยบายที่สนับสนุนการเติบโตและเป็นมิตร การมุ่งส่งเสริมภาคเอกชน ซึ่งจะเป็นการสร้างมูลค่า จากฐานการผลิตที่แข็งแกร่งและมีความหลากหลายมากขึ้น จากการเชื่อมโยงในระดับภูมิภาค มีโครงสร้างพื้นฐานแข็งแรงและสามารถทนต่อภัยพิบัติ และมีความทันสมัย ผ่านการลงทุนและการสนับสนุนการลงทุนทางตรงจากต่างประเทศของไทย

นอกจากนี้ หากการเชื่อมโยงระดับภูมิภาคช่วยให้ฐานการผลิตที่แข็งแกร่งของไทยเขื่อมต่อและใกล้ชิดกับประเทศอื่นในภูมิภาคแล้ว ยิ่งจะเป็นการส่งเสริมให้ประเทศไทยดำเนินการในด้านต่างๆได้อย่างมีประสิทธิภาพ เป็นหนึ่งในศูนย์กลางการผลิตสำหรับเศรษฐกิจโลก โดยประเทศไทยจะยังคงดำเนินนโยบายในการให้การสนับสนุน พร้อมทั้งพัฒนาเศรษฐกิจ เพื่อเชื่อมโยงกับภูมิภาคเอเชียตะวันออกและเอเชียแปซิฟิก ผ่าน ASEAN-led FTAs และ APEC

ทั้งนี้ ประเทศไทยเพียงประเทศเดียวไม่สามารถประสบความสำเร็จได้ เราจำเป็นต้องได้รับความร่วมมือจากทุกประเทศในภูมิภาคและทั่วโลก ทั้งในระดับทวิภาคี และพหุภาคี และด้วยภูมิปัญญาและความสามารถของทุกคน การประชุมในครั้งนี้จะช่วยให้เกิดความเจริญรุ่งเรืองร่วมกันและเกิดการเชื่อมโยงกันมากขึ้นในเอเชียตะวันออก และมั่นใจว่าการประชุมในครั้งนี้จะประสบความสำเร็จเป็นอย่างดี

Thai PM Yingluck Shinawatra welcomes President of the Democratic Socialist Republic of Sri Lanka

Thailand will render its fullest cooperation to develop agriculture, fisheries and education sectors in Sri Lanka, Thailand Prime Minister Yingluck Sinawatra said. During a bilateral discussion with President Mahinda Rajapaksa, the Thailand Prime Minister recalled the historic relations between Sri Lanka and Thailand.

She pointed out the importance of working closely in Buddhist and cultural affairs between the two countries.

President Rajapaksa apprised Thailand Prime Minister of the post-conflict developments in Sri Lanka and invited Thai business leaders to harness business opportunities available in the country.

President Rajapaksa thanked Thailand for the cooperation and support extended to Sri Lanka at the recent UNHRC sessions.

President while expressing satisfaction over the progress made by Thailand in the fields of fisheries and agriculture, requested Thailand’s technical assistance for the development of these fields in Sri Lanka.

Prime Minister Sinawatra proposed to set up a committee to further study this matter. The two leaders also expressed views on regional cooperation.

Yingluck, Wirjawan speak at WEF

Thai Prime Minister Yingluck Shinawatra and Indonesia's Trade Minister Gita Wirjawan outlined their countries' economic aims on the sidelines of the World Economic Forum meeting in Bangkok on Thursday, with both emphasising fundamentals.

Ms Yingluck said the country has a grand plan of investing in infrastructure projects and improve income distribution to grow domestic economy.

Some US$71.4 billion worth of public spending plan has been set up for water and infrastructure management over the next five years. The plan will include building of high-speed train, energy security and telecommunication.

As for the framework for improving inclusiveness of the economic growth, the government would increase the minimum wage, improving competitiveness of farmers and increase opportunity for SMEs, she said.

"We are finding ways to balance the between economic development of the country and growth in the rural area," the prime minister said in a sideline session of World Economic Forum on East Asia.

Ms Yingluck also said the Thai economy has rebounded strongly from the flood with 11% growth in the first quarter from the previous one. The government has expected the economic growth of 5.5 to 6.5 % in this year.

Agricultural products and oil have pushed up consumer prices, but it likely to ease.

Gita Wirjawan, Indonesia's minister of trade, said that Indonesia was blessed with a strong domestic economy with consumption sharing 55-60% of gross domestic product, and fixed-asset investment growing rapidly.

The country's young population with 50% at the age below 29 years old is another advantage.

He said the Indonesian government would not develop the economy as a manufacturing hub, but would rather increase the focus on innovation.

"The government has a plan to use our fiscal space to improve health and education services, and improve the value add aspects to move our production up the value chain," Wirjawan said.

People had a perception of a relatively high level of corruption in Indonesia, but the problem had eased over recent years because of improvements in the people's access to quality education.

"Indonesia will be a country with less, not more, corruption in the next five years," Mr Wirjawan said.

Commerce aims for export growth of 15%

The Commerce Ministry hopes for export growth of 20% a month for the remainder of the year to achieve the full-year target of 15% or US$263 billion.

Deputy Commerce Minister Poom Sarasin said the policy was delivered to trade offices abroad so they can find new market opportunities in segments such as halal foods, organic products, health items and environmentally friendly goods.

The ministry will try to add more value to Thai products such as selecting designers and 40 Thai brands to receive training in order to push them to increase their potential in establishing the Thai brand in international markets.

It will also support 77 products under the One Tambon One Product scheme for sale abroad.

Volker Stoeppler, the counsellor for nutrition, agriculture and consumer protection at the German Embassy, said Europeans will tighten their belts over the next few years, so Thai companies should try to tap middle-income consumers.

Strong fundamentals in Germany, France and Switzerland make them export targets.

He said Thailand should promote the export of farm products by starting from accrediting standards such as the Fair Trade mark, which is accepted in Europe and Asia. However, Thailand still has only a few products certified with this mark.

Thailand to join WTO procurement framework

Thailand will look to participate in a framework under the World Trade Organisation that commits members to transparency in government procurement, Kittiratt Na-Ranong, the finance minister and deputy prime minister, said on Thursday.

Mr Kittiratt, speaking at the World Economic Forum on East Asia, said Thailand "would commit to join” the next discussions for the WTO Government Procurement Agreement.

In March, 41 countries, including the US, members of the European Union, Hong Kong and Japan, adopted the Government Procurement Agreement, a set of legally binding commitments toward non-discrimination and transparency in the procurement of products and services by government. The agreement also outlines tender procedures to ensure equal opportunity to foreign and domestic suppliers for contracts.

Mr Kittiratt said the Thai government was committed to fighting corruption, pointing to Prime Minister Yingluck Shinawatra’s recent declaration of a “war against corruption” in collaboration with the private sector.
He said democracy was an important force to help combat corruption. “Voters hate corruption,” Mr Kittiratt told attendees.

Professor Eswar Prasad of Cornell University said corruption and inequality were two factors that would continue to challenge and undermine competitiveness in Asian developing economies.

“Both [corruption and inequality] undermine other reforms, and give the perception that benefits of [liberalisation] only go to an elite,” he said.

He said regional integration within Asean and Asia would benefit each country, not because of increased access to capital but rather by helping strengthen the fundamentals of each economy through capital market development, improved governance and institutional reform.

“It’s not the capital, but what comes with the capital that is the benefit,” Mr Prasad said.
