Huge outline app for the new year from Peel, site area looks massive, is this just the Manyoo site, or does it cover more than that??? No docs up yet.

Outline application with all matters reserved for the erection of a mixed use development comprising of offices (211,900 sq m), residential (1036 units), Hotel (25,900 sqm), local retail (8,100 sqm), and leisure (2,500 sqm), supported by multi-storey parking (116,000sqm), totalling some 459,200sqm.

Peel Media has submitted the planning application for the second phase of Media City UK, a mixed-use development of hotel, offices, retail, leisure, residential and parking.

The site is bounded by Broadway, South Langworthy Road and The Quays. Salford City Council has started the statutory consultation period into the application and will consult until 25 January. The planning committee decision is scheduled for 22 March.

The breakdown of uses on the application is as follows:
■2.3m sq ft offices
■1,036 residential units
■278,000 sq ft hotel
■87,000 sq ft local retail
■27,000 sq ft leisure
■1.2m sq ft parking

■Total: 4.9m sq ft

If fully built out, the second phase would eclipse the first, completed in 2011. Phase one contains 770,000 sq ft of offices including BBC North in 330,000 sq ft in three buildings and ITV in 46,500 sq ft; 378 apartments, a 218-bed Holiday Inn hotel, 80,000 sq ft of retail anchored by Booths, and a 2,300-space car park.

No one from Peel Media was immediately available for comment.

Well Ive been saying phase two was coming, still that office space looks ambitious, something like 3x the total amount let last year isnt it? Obviously theyve decided to base it around the neighbouring Metrolink stop.

They're already in talks with Bupa, Google and Channel 4 over pre-lets for some of the office space

Looking back at the original outline app for MediaCity, for comparison, these were the agreed figures for the initial phases of the development, on the current site,

That was supposedly to cover a period up to 2023, in 3 phases. The residential amount is what stands out most, will be interesting to see how remaining permitted development on 'Phase 1' is referred to in the proposal.

A reminder of what's just gone in,

Looking at the projected development figures for Salford Quays on the current version (maybe) of the core strategy, i'm thinking Peel will be pushing SCC for increased retail & office space provision in the final version,

Net floorspace increase [Retail]: Convenience 2,500 sqm / Comparison 11,000 sqm

Ah, they have objected to the core strategy figures. Interesting number, Peel's calculated a remainder of 60,000 sqm of consented office space under the existing permission.

Proposal G: Office development

It is recognised that the figures for Proposal G are guideline figures which could be exceeded as per paragraph 9.4 of the CSPPC.

Peel’s own assessment of floorspace for the various MediaCityUK planning permissions shows a total of 119,120 sq m permitted. Subtracting the figure of 57,095 sq m which the Council has identified as having been completed during 2007-10 would leave a consented figure that can be rounded to 60,000 sq m.

The investment to date in Salford Quays, and more latterly the completion of MediaCityUK phase 1, creates a critical mass of infrastructure, business space, new community and visitor attractions that provides the platform for significant continued investment over the lifetime of the Core Strategy. Over 225,000 sq m of office space has already been completed at Salford Quays, from a standing start in the 1980’s as an office market (source: CBRE Office Market Report for Wirral Waters, 2010). Given that the business location is now well established, with an international profile, and benefits from all the associated infrastructure, Peel considers that at least a similar amount to that which has already been completed could be added over the next 20 years.

The proposed figure of 130,000 sq m for Salford Quays therefore appears light. It leaves little scope for future development beyond that which is already consented. It is important that the actual potential of Salford Quays is reflected in the CSPPC as it provides certainty to investors and major occupiers that the Quays will continue to grow as a business location. Peel therefore objects to the 130,000 sq m figure for Salford Quays.

To accommodate the likely demand at Salford Quays, including Peel’s ambitions for future phases of MediaCityUK, the total figure for Salford Quays should be increased quite significantly. It is considered that an alternative figure of 230,000 sq m would more adequately reflect likely demand. This would mean that the total city-wide office figure would need to increase to 600,000 sq m.

Which is why Wirral waters is a dead duck. It is the wrong side of the river in a conurbation with a tiny office market and no potential anchor tenant anywhere in sight.

It's taken the Quays, in booming Manchester, 25 years to reach this point.

Posted what was outline approved in 2006 a few posts back, so it's what remains of this. In their core strategy response they revealed they still have 60,000 sqm of outline approved permitted office development for Phase 2/3, and the original docs suggest the 1000's of apartments would feature large in the next phases, but that's not going to happen now. It would just be a case of them submitting reserved matters apps.

Pie Factory & Greenhouse kind of block some plots, so its the ones behind Orange/Dock House, plus the strip along the water. I think they've maxed the retail however.
