Isn't the original meaning of 'stop' just a sign on the sidewalk with maybe a bench next to it, as opposed to stations which have their own more elaborate platform infrastructure specifically built for rail transport.
So it would be 12 stations in this case.

Construction begins on Edmonton Valley Line
Wednesday, April 27, 2016

THE Canadian city of Edmonton officially launched construction of the first phase of the light rail Valley Line on April 22, when the city's mayor Mr Don Iverson was joined by federal minister of infrastructure and communities Mr Amarjeet Sohi, Alberta minister of transportation and infrastructure Mr Brian Mason, and representatives of indigenous communities for a groundbreaking ceremony at the site of Muttart station

The initial 13.1km 11-station phase will link Mill Woods Town Centre with 102 Street in the city centre and is initially expected to carry around 31,500 passengers per day

I personally feel that the expected 31,500 passengers per day number being quite low as . What we must consider is that there currently is no LRT in Southeast Edmonton so people will drive and park at some stations to take the train to work downtown or students taking the train U of A/McEwan U/NAIT/Norquest. Finally there will be people taking the train to events downtown at the arena rather than drive.

The current system has approximately 110,000 per day and so I could see another 50,000 minimum with the new expansion and continue growth in Edmonton.

Greyhound (intercity coach) has relocated its station from downtown to the VIA rail station, which is in the middle of nowhere.

Hilariously, the Greyhound press release says this is "more convenient for travel." LOL.
