City Centre Bangladesh is the first building in Bangladesh to offer multistory car parking. Considering the acute shortage of parking space in the city, the building will offer ten floors exclusively for parking. It is earthquake resistant and fully equipped with fire fighting equipment. It is the first building in Bangladesh to have considered natural disasters as an issue in construction.

Background
"The low-lying area of Hatirjheel, stretching from the eastern side of the Tongi Diversion Road up to the Rampura Bridge on the Pragati Shwarani, serve very important hydro-logical functions of draining and detaining storm water from a large area of Dhaka city. These functions are particularly critical during monsoon. During dry season, storm water and illegally discharged domestic and industrial waste water drain through this low land into the Balu river by gravity. However, during the rainy season, when river water level rises, the Rampura regulator is closed to prevent back flow of river water into the city. Usually the gates of the regulator remain closed for about two months during the rainy season and are opened again when the river water level falls below the water level of Hatirjheel area within the city. Any development plan of the Hatirjheel area is therefore, primarily dependent on these very important drainage functions of this area.

A preliminary study was carried out during 2004-2005 by the Bureau of Research, Testing and Consultation (BRTC) of the Bangladesh University of Engineering and Technology (BUET), funded by Rajuk, to assess the development potentials of the Hatirjheel area, given the existing critical drainage conditions of the area. The study revealed that the lowlands behind the Sonargaon Hotel and Hatirjheel perform the very important functions of detention and conveyance of accumulated storm runoff generated from the adjoining catchment area of over 30 sq. km.

While it was recommended that the low lying flood plain areas of Hatirjheel must be preserved for the retention of storm runoff from a large catchment area, the study also recognized, from traffic points of view, that there exist a missing link between the Tongi Diversion Road and the Pragati Shwarani. In order to address both the requirements, the study proposed an innovative design of elevated roadway to connect the missing link and at the same time ensuring uninterrupted storm water flow through the Hatirjheel area, which will also serve purpose of retaining flood water during monsoon. To address the local traffic demand, the study also recommended that at-grade road-cum-embarkment could also be constructed through land acquisition and keeping the required width for drainage channel and storm runoff retention area undisturbed.

Based on the recommendations of the earlier studies, the government has now come up with proposals for the development of Hatirjheel lowlands and constructions of at-grade roadway and walkway along the periphery of the Hatirjheel.

Based on this, an integrated project to develop the Hatirjheel area including the Begun Bari khal was started in year 2007. Land acquisition and illegal establishment removal took another two years and finally in year 2009 the physical work was started. The development cost was estimated to be BDT 1971.3 crore (197.1 billion ) and estimated completion deadline was December 2012.

The project is being carried out by 16 ECB (Engineering Construction Battalion) of Bangladesh Army’s SWO-West (Special Works Organization – West) in coordination with RAJUK, LGED, Dhaka Wasa, and BUET. BUET & VITTI-DPM-AIA-JV are working as consultant for this project.

This project will be regarded as one of the greatest milestone for Bangladesh Army’s Core of Engineers’ success. With the completion of the project, the Government of Bangladesh will move one step closer to Vision-2021."

Objectives of the Project
  • Rain Water Retention and Flood Prevention for the surrounding area by dredging, develop and preserve the Hatirjheel lake & Begunbari canal.
  • Planned sewerage line in the project area and prevention of illegal establishments around the lake.
  • To preserve the lake and reduce the traffic congestion of the surrounding area, building roads, bridges, and walkway around the lake.
