The answer is simple. It will boost tourism, as well as it will increase awareness about the country. Same way they done in Dubai.

Azerbaijan isnt really tiny though,It has 10 million people and that would make it the 8th most populous state in the US or the size of a middle sized european country(Belgium,Sweden,Czech republic etc)
Central asia as a whole is mostly overlooked but by no means empty of people

It is not that small. It's quite big. At least the biggest country of the region.

Yes compare to this side of the of the Caspian Sea along with Georgia and Armenia. But compare to similar countries with the -Stan's, -an's and oil rich area countries, it's kind of small.

Please don't mix up things. Azerbaijan is not located in Central Asia and does not have even borders to the countries of that region.

Azerbaijan has come a long way since the poverty and trauma of the early 1990s

Azerbaijan today is probably at the level of the Arabian Gulf countries during the 1990's. When compared to the dismal turbulent decade of the 1990's and the early 2000's as well, Azerbaijan has come a long way and the progress is indeed dramatic. During 1990's practically the whole country was very poor, and more than half of the population was living below the poverty line. One should not forget that apart from the similar problems affecting all ex-Soviet countries, Azerbaijan suffered in addition from the Nagorno-Karabakh war which led to 1 million refugees and internally displaced persons, which further exacerbated the nation's problems.

The oil and natural gas wealth has indeed helped the country's general population, including the poorest ones, and not just a tiny elite. Yes, this wealth has transformed central Baku into a rich and glitzy capital, but contrary to the false popular belief, ordinary Azeris throughout the country are benefitting from steady rising incomes and overall poverty of the general population has significantly declined in the past decade and is continuing to do so.

Again contrary to the false popular belief, taking the whole population out of poverty is the number one priority of the government, and the state is investing the oil and natural gas revenue by building proper houses, creating jobs and providing education and social care for them. And with a population of less than 10 million, it is not impossible.

This is the most important aspect of the oil and natural gas revenue that matters - that it benefits the poorest and neediest people.

Mega projects like these and the constructions that transfomed Baku, are funded by private investors, and not from the pockets of the state.

Well...

GDP per capita (2012, International Monetary Fund) :

- Germany : 41 513 $
- France : 41 141 $
- UK : 38 514 $
- Italy : 33 115 $

- World : 10 100 $

- Romania : 7 935 $
- Colombia : 7 855 $
- Azerbaijan : 7 450 $

"pretty rich" is perhaps a bit overdone, no ?

Well the dividing of the money between the people is very skewed.

The are a few very very rich, but most people are poor.
For this tower thatīs a good thing, it means there is more chance does people will invest in projects like this tower.

well China's GDP is pretty low , 9200 in 2012 ... which is still below World average
and yet they can build all the skyscraper

there's a lot of factors other than GDP to say a country rich / poor

1st I think that's PPP right?
Well you sort of average it out. Because China's PPP and GDP have a huge difference so it would be medium to high medium. But you also have to include all the other factors. Exports, imports and etc.

there's a huge difference between a powerfull country (global GDP) and a rich country (GDP per capita) :

China is powerfull but not very rich
Norway or Switzerland are very rich but not powerfull

Tell me about it! I cringe every time someone wrongly classifies Azerbaijan as a Central Asian country. How anyone could confuse the Caucasus with Central Asia is beyond me. >_<

I think it's better to compare Azerbaijan to other countries of Eastern Europe (and the Eurosphere, in general), such as Cyprus, Georgia, Turkey, etc.

I cringe every time someone calls an Asian country European. Just no.

A small part of northern Azerbaijan is geographically in Europe.
