8 new nat’l high schools established in Mindanao

Davao City – President Arroyo has approved and signed into law the creation of eight new national secondary schools in various parts of Mindanao in a move to make basic education more accessible to rural school children in the country’s second biggest island region.

This breakthrough was learned from a Department of Education (DepEd) memorandum issued by Undersecretary for Legal Affairs Franklin C. Sunga who earlier received a formal communication from Joaquin C. Lagonera, senior deputy executive secretary and head of the Presidential Legislative Liaison Office informing the DepEd of the signing into law for the creation of the eight new high schools.

Dr. Susana Estigoy, Region 11 office of DepEd director, said that five of the newly established secondary schools are located in Southern Mindanao, two in Zamboanga Peninsula, and one in the Caraga Region.

Estigoy said four of the five newly established secondary schools in Region 11 are situated in the schools division of Davao del Norte.

They are the Semong National High School in Barangay Semong, Kapalong which was created under Republic Act (RA) 9585; Sagayen National High School in Barangay Sagayen, Asuncion under RA 9584; Datu Jose A. Libayao Memorial National High School in Barangay Salawao, Talaingod under RA 9581; and Mesaoy National High School in Barangay Mesaoy, New Corella under RA 9583.

The fifth Southern Mindanao new secondary school, Estigoy said, is the Marayag National High School in Barang mrayag of Lupon town.

Ateneo de Davao reached the finals after beating Arellano University in the elimination round on the proposition “This House believes that the perpetrators of crimes against humanity should be tried only in international courts, not in local courts” where the team defended the negative side. It qualified for the semifinal rounds, beating University of Santo Tomas on the proposition “This House believes that the actions of Israel in the Gaza Strip do not violate international humanitarian law principles” where they took the affirmative side.
Kristine Ferrer and Vincent Juan were cited as first and second best debaters, respectively.
Another Ateneo Forensic team composed of Vincent Juan, Xyza Therese Gemelo, and Mariness Ledesma, will compete in the quarterfinals of ABS CBN News Channel Square Off Debates sponsored by the CVC law firm within the month after beating the University of the East in the elimination round.
Another team composed of Vincent Juan and Mariness Ledesma will represent the Philippines in the international humanitarian law moot court competition on July 13-19, 2009 at Griffin University in Brisbane, Australia.

Engr. Buscano shines in APRC 2009

CAS, NORMISIST - Engr. Sonia Ibarra-Buscano of the Northern Mindanao State Institute of Science and Technology (NORMISIST) presented her scientific paper at the Asian-Pacific Regional Conference on Practical Environmental Technologies (APRC) 2009 held in Hanoi, Vietnam last August 7-8, 2009.

Engr. Buscano, a faculty member under the Chemistry Division of the Department of Natural Sciences of the College of Arts and Sciences (CAS), proudly represented NORMISIST in the international scene by presenting her paper entitled “Synthesis and Characterization of Chitosan-Montmorillionite Composite Beads for Pb2+ and Cu2+ Adsorption”.

This is the second time that Engr. Buscano represented NORMISIST in the international scene as her first paper entitled “ Comparative Adsorption of Cd2+, Cu2+, Pb2+, Zn2+ and Ni2+ onto Chitosan-Montmorillionite Composite Beads” was accepted for poster presentation during the 2009 Environmental Quality Concern, Control and Conservation (EQC3) Conference held in I-Shou University in Kaouhsiung, Taiwan last May 23, 2009.

According to Engr. Buscano, an offshoot of the aforementioned conference was the possible collaboration of two projects with Chia Nan University of Pharmacy and Science (CNU) in Taiwan through Dr. Meng-Wei (Peter) Wan. “With endeavors like this, it is indeed a very good venue for NORMISIST to exchange professional and academic experiences, and gain additional research linkages not only locally but internationally as well,” she wrote in her report following the conference.

The APRC was organized since 2003 with delegates coming from the different countries in Asia such as Japan, Korea, the Philippines, Taiwan, Thailand and Vietnam. The international participation enabled an exchange of professional as well as academic experiences on environmental issues such as water and solid waste, hazardous waste, air pollution and environmental quality of different media, focusing on identifying appropriate technologies to address these concerns.

The APRC deals with current and emerging environmental themes listed below:

Water, wastewater and solid waste treatment processes
Groundwater modeling and remediation
Wastewater reclamation technologies
Hazardous waste management and disposal
Air pollution control
Environmental quality monitoring, assessment and control
Climate change effects on environmental technologies


Engr. Buscano is a returning faculty member of the Institute coming from her 2-year graduate studies in Master of Science in Chemical Engineering (MSCE). She obtained her MSCE degree last May 2009 under the Commission on Higher Education President Gloria Macapagal-Arroyo Science and Engineering Graduate Scholarship (CHED PGMA-SEGS) grant. She finished her academics at the University of the Philippines Diliman (UP Diliman) and her Master’s thesis/research conducted at Chia Nan University of Pharmacy and Science (CNU) in Tainan, Taiwan. Her travel to Vietnam was fully supported and funded by the Institute.

Machine turns syringes into powder

AFTER a big win as the 5th International Youth Dance Festival, here’s another feather in the cap for Mindanao University of Science and Technology (Must).

A new technology has been invented by a Must graduate and is being utilized at the Capitol University Medical Center––a first in the world. This is the shredder machine for used syringes.

In advanced countries, hospitals dispose their used syringes through autoclaving, pyrolysis and by dumping them into septic vaults located at isolated portions of cemeteries.

Here in the Philippines, hospitals still dump their hazardous wastes in areas allocated for them, including used syringes.

Because of this crude way of disposing hospital waste, Edward Dampor Sr., who earned his Must doctorate by inventing the shredding machine, introduced the technology for the first time at CUMC and is now being used by the hospital to dispose used syringes.

The shredder for medical needles, blades and syringes can shred metallic sharps like needles and blades, crush syringes and reduce them into powdery form as well as decontaminating them by applying a chemical disinfectant and passing them through high frequency ultraviolet rays to kill microbes still present in the wastes.

The shredding machine has a loading capacity of three kilograms and can shred used medical syringes for up to a kilogram per minute. The shredder is powered by a 5hp engine.

Because of its uniqueness, the shredding machine was awarded a Philippine patent.

The end result is very minute and can be compared to beach sand.

“This small yet very powerful machine is the solution that the government is looking for, to answer to the (unhygienic) practice (in disposing) medical wastes like the needles, syringes and blades,” Dampor said.

Dampor trained in basic welding at the defunct National Manpower and Youth Council (NMYC) in Cebu. After working in the private sector where he honed his skills as a welder, he established his own firm.

In 2006, Dampor juggled his time between managing his company and flying to Cagayan de Oro to take a doctoral degree in technology education at Must, then known as Mindanao Polytechnic State College (MPSC). He eventually earned his doctorate after his thesis containing salient points about his shredding machine were presented before his professors and approved. -MARK FRANCISCO

President Gloria Macapagal-Arroyo will visit UP Mindanao on Tuesday, September 15, 2009 to lay the time capsule for the Bio-technology Complex Phase 1.

The proposed Biotech Complex is part of UP Mindanao’s research program for the conservation and sustainable utilization of indigenous bio-resources in Mindanao , which at present focuses on the sago palm (Metroxylon sagu Rottb.). This program is aligned to President Arroyo’s development thrust for Mindanao which is to enhance the food production in Mindanao , being the “food basket” of the country, in order to attain lasting peace in the island.

President Arroyo will arrive via helicopter at the Administration Building (Football) Field at 1:00 P.M. She will motor the one-kilometer distance to the College of Science and Mathematics (CSM) also known as “ Kanluran Building ”. The short land travel will provide the President a glimpse of the “ Kanluran Road ”, also referred to as the “abortion road” for its very rocky surface.

The convoy on this short motor trip will be composed of the vehicles for President Arroyo, UP President Emerlinda Roman and VP Amelia Guevara, the Mindanao Economic Development Council, and the UP Mindanao executive committee.

Upon arrival at CSM, the President will proceed to the CSM Building to the proposed site of the Biotech Complex. The time capsule-laying ceremony will be held on-site. There will be a brief program wherein President Arroyo will deliver her message, after which lunch will be served in the CSM Building .

The research program for the sago palm consists of: conservation of the bio-resource Sago; cloning and expression of a Raw Starch-Digesting Amylase (RSDA) in Saccharomyces cerevisiae through genetic engineering; and utilization and conversion of sago starch in value-added products such as lactic acid, ethanol and bio-degradable plastics.

The proposed Bio-technology Complex Phase 1 is a single-storey building of about 200 square meters. It has two main rooms: the Enzyme Laboratory and the Genetic Engineering Laboratory. The facility cost is P3.5 Million which was sourced from the balance of the UP Centennial Fund that was released by Malacañang in 2008.

Upon completion, the building will be part of the existing DOST-UPMindanao Biotechnology Facility which includes the CSM Analytical and Fermentation Laboratory, the Geographical Information System (GIS) Laboratory, Bio-Control Laboratory, Microbiology Laboratory, Ecophysiology Laboratory, Plant Tissue Culture Laboratory and Molecular Biology Laboratory. These facilities are intended to serve biotechnology programs for Mindanao .
