DJIBOUTI | 1600 Social Housing Units in PK 12 | Approved

The contract was signed by His Excellency, the Minister of Investment and Parliament Relations Development of Djibouti, Osman Ahmed Moussa, NREC’s representative Mr. Usama Al-Bader and Locrete Industries representative Mr. Fahim Kassis.


NREC will use the construction expertise of Locrete, one of NREC’s subsidiaries, in the establishment of the residential units which will help in solving the housing shortage problem in the Republic of Djibouti.


This contract, the first of its kind in this field, will be completed in a period not exceeding 18 months from the date of commencement.

Dans le cadre de la politique du gouvernement visant à promouvoir l'accès à la propriété et à un logement décent au plus grand nombre de citoyens, le Ministre de la Promotion des investissements, chargé des relations avec le parlement, M. Osman Ahmed Mohamed, a procédé hier, à la signature du contrat de construction de 1600 logements sociaux au PK 12.

Dans une déclaration faite à la presse nationale, le représentent de la NREC, M. Usama Ahmed a précisé que la signature de ce contrat est l'aboutissement de l'accord passé avec le Président de la République M. Ismaël Omar Guelleh, l'année dernière, en marge du sommet arabe économique au Koweït .

Ce projet entièrement financé par la société National Real Estate Company (NREC) sera exécuté par le groupe "Locrete" qui dispose d'une grande expertise et d'un système de construction moderne. Selon M Fahmi Ahmed Al-Hag, conseiller du Président de la République chargé des investissements, " ces logements sont destinés aux citoyens à faibles revenus".

Le Ministre a pour sa part rappelé que ce projet s'inscrit dans le cadre de la politique du gouvernement visant à favoriser l'accès à la propriété et à un logement décent à tous les citoyens.

Rappelons que le 17 juin dernier, le conseil des ministres avait adopté un arrêté octroyant à la compagnie NREC une parcelle de terrain d'une superficie de 400 000 mètres carré sur la route du port de Doraleh, pour la construction d'un complexe résidentiel et commercial, et des hôtels. Et ceci dans le cadre de la Promotion de l’immobilier et du tourisme.

Locrete : un système de construction moderne et adapté

Locrete est un nouveau système de construction avec poutre précontrainte en éléments préfabriqués exploité par le groupe koweitien " Locrete Industries, Kuwait Free Trade Zone".

Locrete, c'est un système innovant et breveté d'édification de parois et de planchers en béton armé qui vient d'être lancé sur le marché. Avec ses éléments uniques, le système Locrete peut être utilisé pour une large palette d'applications telles que : des murs antibruit pour autoroutes, voire pour la construction de bâtiments industriels, commerciaux et d'habitation.

Les éléments peuvent même être utilisés comme supports pour plantations ou pour les assemblages destinés à la régénération de barrières de coraux, comme c'est actuellement le cas le long des côtes du Koweït.

Le Concept Locrete

- Locrete est un système de construction protégé par un brevet pour la construction de murs et de blocs de béton renforcé.

- Le système consiste en des éléments de béton renforcé et pré moulé, avec une section tranversale unifiée et une longueur variable qui s'étend jusqu'à 6 mètres.

- Les éléments Locrete forment un mur de charge quand ils sont empilés horizontalement sur la largeur de leurs superficies plates et forment des blocs suspendus quand ils sont empilés côté à côté avec une couche de béton simple ajoutée sur la partie supérieure.

- Locrete représente une importante amélioration dans qualités de la structure, de grandes économies dans les coûts de construction, temps, matériel et travail. Les caractéristiques particulières du système dont de Locrete la solution préférée spécialement pur des projets de nature répétitive et de forme modulaire.

The first Locrete housing project will be implemented in Djibouti, where Locrete signed an agreement with the Djiboutian Government to build a factory to provide Locrete for 1,600 housing units of type F2, F3 and F4 which will be completed in 28 months

fantastic good for Djibouti but is it me or half of the projects in Djibouti are housing and residentials?!!

I don't know if it's half but we do need more social housing and residential areas to be developed. We have a severe housing shortage in Djibouti and that drives the prices up. Despite all these housing constructions, the demand for housing is still much greater than the supply.

I think having a project like this is great for Djibouti,glad it has been approved..there are a lot of area's in Djibouti city that are stricken by poverty,with adequate/affordable housing this means social inclusion for more people.I hope the gov't can have more projects like this one in area's that need good housing like Balbala for example..I look forward to the completion!

Not really, because of the housing shortage. This is the biggest social housing project whose constructon has started.

This one, on the other hand, is the biggest with 30 000 units. Though construction has yet to start
