Not in an attempt to boast, but when it comes to scenic routes, there are quite a few here in Norway. It depends on what you want to see, really. There are mountain roads with or without spectacular climbs, desolate lake-and-forest roads, coastal and fjord roads galore and more quiet, rural roads through hilly or flat agricultural landscapes.
The 63 has been mentioned, with both Geiranger and Trollstigen. I'd say that the 55, with Sognefjellet, Gaularfjell plus the Sognefjord and a few other niceties is equally attractive for the mountainous-eager driver, as is the unnnumbered road above Lćrdalstunnellen. The 50 is good, as is the 7 across Hardangervidda and the E134 over Haukeli and through Rřldal. Saltfjellet on the E6 is beautiful, crossing the Arctic circle at an elevation of almost 700 metres. Dovre on the E6 isn't bad either. The Finnmark mountain roads are quite special, the elevation rarely goes above 400 metres, but you're still driving through a proper mountainous region... although without the spectalular peaks. The 888 and 889 are supposed to be something else (even though I haven't driven them personally...). Nordkapp on the E69 is unavoidable, as is Lofoten on the E10. Regarding the latter, I would recommend a trip to Vesterĺlen as well, using a combination of the 85, 820, 821 and 82. E6 through Troms and most of Nordland is a bit different, there are peaks - the view towards Lyngsalpene in Troms is particularly noteworthy. The E39 runs from Trondheim to Kristiansand, crossing (mainly by ferry) all of the western fjords, and it's really something, as are all roads along Sognefjord and Hardangerfjord (for instance the 550 or the 48/49). The unnumbered road to Lysebotn is also something else, as is most of the 13. For those of you wanting a less mountain-and-fjord approach, many roads along Sřrlandskysten and Oslofjorden are quite beautiful, too. I'd particularly recommend the 108 to Hvaler, the 44 on Jćren and perhaps the 420 parallel to the E18 plus the 303 in Vestfold. There are many others, though, and armed with a good map and/or, you'll find your way. You'll never be really far from the main thoroughfares. The same thing goes for alternative routes through the more agricultural and forested eastern part of the country. I'm particularly fond of the 33, 120, 21 and the 25 plus 26, but even the 3 and the E6 has its moments. Again, many detours are available given a proper map, thus, the chances of your own special moment increases. Nonetheless, my favourite Norwegian drive remains the 17 from Trřndelag to Bodř. It's simply breathtaking. Mountains, sea, fjords, glaciers, islands... If you're truly eager, add Fosen and the 715 at the southern end and you have the ultimate driving experience, as long as you can suffer the non-existence of anything even resembling a motorway. Road from Bagŕ to Coll de Pal in Spain:
Road GI-682, from Lloret de Mar to Sant Feliu de Guíxols (starts at about 5:00): There are tons of roads like this in Spain. And you don't have to go to the Pyrenees. There are beautiful and picturesque mountain ranges everywhere. I just love living here
