MANILA, Oct. 5 (PNA) -- The Department of Transportation and Communications (DOTC), through the Philippine Ports Authority, is set to bid out the construction and improvement of four major ports in the country costing about P155 million.

In an invitation to bid published Friday, the DOTC said this infrastructure project is being undertaken “in anticipation of the increased passengers and cargo throughout the Philippines.”

Of the amount, about P109.7 million will be used for the development project in Iloilo River Wharf, Iloilo. The project entails the construction of berthing facilities, used tire truck fender, T-head, mooring bollard, and Ro-Ro ramp, among others.

Some P17 million will be used for the Port of Roxas in Oriental Mindoro, particularly for the construction of standard Ro-ro ramp, reinforced concrete platform including foundation piles, mooring fixtures, and fenders.

Another P13.7 million will go to the planned improvements in the Port of Surigao, Surigao City, which entails the construction of a one-storey cargo shed, plumbing and electrical works.

The last item for bidding is the P14.5 million Port of San Carlos, Negros Occidental project, which entails the construction of 103 units single covered path walk and 89 units double covered path walk, complete with roofing and painting.

The DOTC assured that these projects will undergo an open and transparent bidding process where all interested and qualified providers can participate.

ON OCTOBER 1, 2012, the Iloilo City Government and DoubleDragon Properties Corp. (formerly Injap Land Corp.) signed a joint venture agreement for the, design, construction, development, operation and maintenance of the Iloilo City-Guimaras Ferry Terminal and the surrounding areas. The terminal will be located at the Parola, Muelle Loney, Iloilo City or site of the old Rotary Park.

The Ferry terminal will address the urgent necessity of providing a safe, efficient and modern ferry terminal for commuters going to and coming from Guimaras, to promote and improve the vicinity where the Terminal is located and to optimize the economic potential of the Property for the benefit of the City and its people. The Ferry terminal is envisioned to house a commercial centre, a pumpboat fuel refilling station, food strips etc. Ultimately, the area should be able to create new jobs, improve delivery of basic socio-economic services, and positive economic growth.

Cognizant of the need to develop a safe, efficient and modern port terminal for commuters to/from Guimaras Island, DoubleDragon has submitted an unsolicited proposal to enter into a joint venture arrangement with the City to develop the Parola area into a world-class Ferry Terminal. The proposal which ripened into the Joint Venture Agreement complied with the mechanics, guidelines and procedures laid down by Ordinance No. 213-2012 passed by the Sanggunian to provide a framework for such arrangement. It took the company almost a year to finish the whole process. After the company conducted its feasibility study, it submitted an unsolicited proposal to the City Government. A Joint Venture Committee was formed by the City Government to study and evaluate the proposal. The Special Bids and Awards Committee of the City has invited interested parties to submit comparative proposals on the project through a Notice of Invitation published in Manila Bulletin. Eventually, after going through the standard process, the project was finally awarded to DoubleDragon.

DoubleDragon Properties Corp. will continue to embark in commercial, residential and Infrastructure projects and is envisioned to be one of the largest property developer in the Philippines by year 2020.

ILOILO CITY, Oct. 8 (PNA) -- Commuters using the Dumangas Roll-on Roll-off (Roro) port in Dumangas, Iloilo will soon experience comfort and convenience as the government already started the procurement process for the construction of the passenger terminal building in the area.

This was learned from a communication received by the office of Governor Arthur Defensor, Sr. from Philippine Ports Authority (PPA) Assistant General Manager Tomas B. Carlos recently.

Carlos informed the governor that the project had already been advertised for public bidding and the opening of bids was scheduled last September 27 at the Post District Office of Visayas in Cebu City.

To note, Defensor personally asked former Department of Transportation and Communications (DOTC) and now Interior and Local Government Secretary Mar Roxas to give priority to the construction of a passenger terminal at the Dumangas Roro port since it is a vital infrastructure for the development of both the Province of Iloilo and the Province of Negros Occidental.

Defensor observed that the present passenger terminal, which is an open shed structure, cannot adequately provide protection to passengers from extreme heat during summer or inclement weather during rainy months.

Further, the area can no longer accommodate the port’s growing passenger traffic, especially during peak months or holidays, because its seating capacity is only good for 45 persons, at most.

The government allotted a budget of P13.9 million for the construction of the 680-square meter passenger terminal at Dumangas port.

Meanwhile, Governor Defensor also allotted a substantial budget for the repair of the Dumangas-Balabag provincial road which leads to the Roro port.

He allotted P7 million for the project in the 2011 provincial budget while an additional P5 million from the League of Provinces of the Philippines was poured into the road project early this year. (PNA)

Good news indeed for Dumangas!

This is timely since Dumangas earns a lot from this port!

With all these projects/upgrading/improvement... that is already worth half a billion for ports/port area alone.

DOTC bares more development projects
By Jaime S. Cabag, Jr.
Friday 12th of October 2012

ILOILO CITY, Oct 12 (PIA6) -- The Department of Transportation and Communications (DOTC) has lined up more development projects in the country in addition to a number of projects that it has earlier announced.

The latest listing includes the Caminawit Port Development Project in San Jose, Occidental Mindoro and the construction of buildings for the Philippine Coast Guard (PCG) at the Roxas City PCG Station in Capiz and Iloilo City PCG Station in Iloilo.

The bidding process for the projects started Oct. 12 and will culminate with the submission and opening of bids on Nov. 5 for the port project and Nov. 6 for the two Coast Guard station buildings.

The Caminawit port development project, which has an approved contract budget of P101 million, will involve the construction of an access road, fabrication and driving of concrete sheet piles, and construction of sea wall with wave deflector, concrete barrier, grouted riprap, drainage canal and box culvert.

On the other hand, the Coast Guard station building projects for Roxas and Iloilo cities will entail the construction of two 3-storey buildings including facilities for water supply and drainage.

The Roxas City Coast Guard station building has an approved contract budget of P11.4 million while that for Iloilo City has P10.1 million.

The projects announced earlier by the DOTC involved development projects at various airports, seaports, other and transportation and communications systems in the country.

These projects, DOTC said, are in line with its mission to support the initiatives and programs of the government by providing effective, efficient and secure infrastructure in the transportation and communications sectors. (DOTC/JSC-PIA6)

The Department of Transportation and Communications (DOTC) is teaming up with Iloilo City and the private sector in a joint venture in the Guimaras Iloilo Ferry Terminal (GIFT) project here.

DOTC Secretary Mar Roxas has sent recently a team of experts to see and evaluate the project to be partly funded by the private sector or possibly by the Asian Development Bank in modernizing the ferry terminal services between Iloilo city and the island province of Guimaras.

Iloilo City Mayor Jed Patrick Mabilog said the multi-million peso GIFT project was designed for the Parola terminal in the 1.3-hectare Fort San Pedro area now owned by the city government.

The project at the site of the old Rotary Park is proposed by the city government to better serve the transportation of goods and passengers between the island of Guimaras and Iloilo City. It will also include the upgrading of ferry ports in the municipalities of Jordan and Buenavista in Guimaras.

The GIFT project in the Iloilo side will include a modern passenger terminal building, restaurants, amphitheater and eco-park, mini-marina and berthing system for pumpboats.

On the other hand, a pre-feasibility study for the two city projects were conducted three years ago for possible public and private partnership as the city government availed a P4.7-million grant from the Cities Development Initiative for Asia (CDIA).

Other proposals made from the study were emphasis on conservation of Iloilo City’s heritage and the revitalization of the old business district along JM Basa and Iznart Streets.

The studies were conducted by CDIA with assistance from the Asian Development Bank (ADB), German Technical Cooperation (GTZ), and the Swedish International Development Agency (SIDA).
