The present pier operator is Poro Point Industrial Corporation (PPIC) which is entering into a subcontracting agreement with Poro Point Container Terminal Service Inc. (PPCTSI), some unresolved financial issues are being threshed out prior to the maiden voyage of containerized cargoes and is expected to be resolved within two (2) weeks. The MOA or contract entered into by PPIC and PPCTSI however, should be approved by PPMC and this pose as a problem since there is a leadership vacuum in the said office due to suspension (ombudsman) of its President and the pending appointment of new set of Directors and President/CEO. Solution is to appoint the new set of Officers so as to fasttrack the containerizatrion project.

On March 13, 1992, Republic Act 7227 created the Bases Conversion and Development Authority. Proclamation No. 216 was signed by then President Fidel V. Ramos, on July 27, 1993 which created the area covered by the former Wallace Air Station and contiguous areas as Poro Point Freeport Zone.

On October 3, 2002, Executive Order No. 132 was issued by then President Gloria Macapagal Arroyo and created the Poro Point Management Corporation as the estate manager of the Poro Point Freeport Zone.

Customs transforms La Union port into regional hubn for containerized cargoes

The long slumbering Port of San Fernando in La Union, utilized mainly by rice, coal and fertilizer shippers, will soon become a hub for the fast, safe, cost-efficient and convenient movement of containerized cargoes in Region I.

Customs Commissioner Angelito Alvarez said this would soon become a reality with the scheduled maiden voyage of a containerized vessel to the Port of San Fernando by the end of this month.

Alvarez disclosed that the introduction of a container system in the Port of San Fernando was conceived way back in the early 1990s when big companies like Bacnotan Cement, San Miguel Corporation and Philipps Mining expressed interest to avail themselves of the system.

The project, however, was indefinitely shelved when the proponents could not find funding sources to upgrade the structural foundation of the Port of San Fernando piers which could only support bulk and break bulk shipments but not those in container vans.

But the present stewards of the Bureau of Customs found a way to overcome the structural limitations of the Port thru the simple expedient of using a mother vessel to collect all Region 1 – bound containerized shipments from the Port of Manila and then have those transshipped to San Fernando with the help of smaller containerized feeder vessels.

Oil spill in La Union due to leak from pipeline

Environmental authorities have set up spill booms to contain the oil, which poses threats to marine life.

The Baguio Regional Trial Court has issued another 17-day temporary restraining order (TRO) against a forcible takeover of Camp John Hay by the government. The Bases Conversion and Development Authority (BCDA) and the Fil Estate-led Camp John Hay Development Corp. (CJHDevco), developers of the former American rest and recreation center, have been locked in dispute over the billion-peso debts of the developer to the BCDA.

This is the second attempt by the BCDA to forcibly take over a former American military camp. The same armed tactic was employed by the former head of the BCDA, former AFP chief of staff Narciso Abaya, at Poro Point. The attempt failed and served only to create an atmosphere of fear among businessmen and investors. Abaya brought in heavily armed groups in a bid to take over the Poro Point seaport and terminal. Images in media of Abaya’s troops firing at civilian guards raised serious questions regarding BCDA’s ability to protect its own investors. Abaya’s successor is Arnel Casanova.
Casanova was Abaya’s chief legal officer during BCDA’s Poro Point misadventure. The reported plan to use force, again, in John Hay appears to have been justified legally by Casanova.

San Fernando City oil spill totally cleaned

SAN FERNANDO CITY, La Union, Feb. 26 (PIA) -- The Philippine Coast Guard Northern Luzon has reported that the Tier 1 oil spill along the coastline of Poro Point Pier, Bgy. Poro on February 21, Tuesday, is now 100 percent cleaned.



The oil spill incident was caused by Chevron Bulk Plant while receiving automotive diesel oil (ADO) product from M/T Panglao Island.



The motor tanker was supposed to transfer two million liters of ADO using the receiving pipe line to Chevron Bulk Plant, but after more than two hours of operation, it was stopped due to the evident spill of diesel oil in the sea. The receiving pipeline has a leak that caused the oil spill.



“The volume of the oil spill is not more than 10,000 liters which is categorically classified as a Tier 1 Spill, and no further damage to marine life was reported,” Capt. George Ursabia, Jr., Commander of the Coast Guard District Northwestern Luzon said.



The Chevron Oil Company contained the oil spill by rigging out a 400-meter oil spill boom and made use of an oil skimmer in recovering the contained spilled ADO from the sea to a lowry truck, with the assistance of the Shell Oil Company and the supervision of the Philippine Coast Guard.



An emergency meeting of the Provincial Disaster Risk Reduction Management Council was conducted on February 22 with representatives from the Chevron Batangas and Manila Office. (JCR-PIA 1 La Union)

Poro Point Freeport Zone


Poro Point Management Corporation

The Poro Point Freeport Zone (PPFZ) is formerly known as the Wallace Air Station. Subsequently, Proclamation No. 216 issued on July 27, 1993, transferred the lands to the BCDA and declared the area as a Special Economic and Freeport Zone.




The zone is home to the San Fernando Airport, which recently completed a P550-million peso upgrade into a regional airport of international standards that can accommodate larger aircrafts, such as Boeing 737 and Airbus 320. Also, the 30-hectare San Fernando international seaport can accommodate all types of vehicles such as: cruise ships, roll-on roll-off vessels, motor tankers, barges, cargo vessels, motor tugboats, passenger vessels and fishing boats.

Tourism
The Thunderbird Hotel and Resort offers the best in dining, leisure and entertainment activities. Golf aficionados will surely enjoy the world-class nine-hole golf course, while families will enjoy the water activities at the Boardwalk and Promenade.



Getting There
Poro Point is located at the northwestern tip of North Luzon, west of the City of San Fernando in the province of La Union. It is accessible by land via the NLEX and SCTEX, sea and air; with approximate travel time of 5 hours from Manila and more than an hour from Baguio City and about 50 minutes flight-time to/from Manila.



Investment Incentives
The Freeport Status was affirmed through the enactment of Republic Act 9400 on March 2007. Its strategic location and close proximity to the thriving economies in Southeast Asia also makes the Freeport an ideal springboard for access to these markets.


PPFZ offers liberal tax laws and incentives such as: a) tax- and duty-free importation of machineries, raw materials, supplies, and all other articles including finished goods; b) its management as a separate customs territory, ensuring free flow or articles within the Freeport zone; c) unlimited purchase and consumption of tax- and duty-free consumer goods within the PPFZ; d) no local and national taxes. In lieu of local and national taxes, PPFZ enterprises shall pay a preferential tax of 5% of gross income earned.

Containerization of LU port readies Beng’t to int’l trade

Fongwan said that he, together with other ranking officials, met Monday with BOC Commissioner Ruffy Biazon to discuss the set up of the containerization of the San Fernando Port.

“The containerization of the Port of San Fernando is expected to help our vegetable industry while it will be a big help to us once we started to export highland vegetables,” Fongwan said.

Based on the plan, the containerization project aims to lower transport cost by 35 percent by substituting inland transport or freight to sea freight.

It is estimated that 10 to 15 percent of the 75,000 combined containerized cargoes in the Port of Manila and Manila International Container Port are intended for Region 1. This means that if the containerized vessel goes directly to Port of San Fernando, this would mean huge revenue and that products from Regions 1 and the Cordilleras will be shipped easily to their intended market outlets.

Another benefit of containerization of Port of San Fernando is the projected increase in trade or exports activities of agriculture and marine products of regions 1 and Cordilleras with neighboring countries like China, Taiwan, and Singapore.

There will be additional revenues with an estimate of almost half billion pesos annually from the direct shipment of consolidated or door-to-door cargoes of overseas workers and balikbayans.

Historically, the Port of San Fernando was created as a collection district covering the provinces of Ilocos Sur, Mountain Province, La Union, Nueva Vizcaya, and Pangsinan. At present, the Port of San Fernando comprises of Poro Point Special Economic and Freeport Zone and three sub-ports namely John Hay Freeport Zone, sub-port of Sual, and sub-port of Salomague covering Ilocos Sur, La Union, Pangasinan, Abra, Benguet, and Mountain Province.
