Lawmaker, ports agency inaugurate Banago terminal

The lawmaker said the Banago Port is considered as a cultural site for most Bacolodnons and Negresenses.

He recalled said that in 1932, there were prominent families in the province and city who thought of connecting the Negros Island with the other islands of the archipelago via shipping in hopes that mobility of the people and the transport of the province’s sugar produce may be enhanced.

With the capitalization of P50 million, the dream was realized and later led to the construction of Negros Navigation Co. Inc. (Nenaco) of the Banago Port, which, at that time, was made of wooden planks.

The wooden pier flourished for 29 years until August 10, 1961 when Nenaco entered into a 25-year Foreshore Lease Contract (FLC) with the National Government. On August 10, 1984, the original FLC was renewed for two years ahead of expiry, advancing the period of the renewal of the contract.

Since 1961, Nenaco introduced port works, improvements and facilities in the leased foreshore area, operating it as a private port duly registered under the PPA.

On August 9, 2009, when the lease finally expired, however, all of the foreshore area covered by the lease, including the port facility and the vertical structures thereon, reverted to the government.

This paved the way for the construction of the passenger terminal and PMO building, the lawmaker said.

Golez said he requested Bacolod Mayor Evelio Leonardia last year to act on and approve the Port Zone Delineation but there has been no action from City Hall.

The lawmaker lamented that, by Leonardia’s withholding of approval for the Port Zone Delineation, the mayor is practically blocking the P700-million to P800-million total development and modernization of Banago Port as the first and only public port in Bacolod.

Major Developments Still on Tap in Banago Port

Additional major improvements on the government-reverted Banago Port will be carried out by the management, the Philippine Ports Authority (PPA), Enrique Fuentebaja, general manager of the government agency, said during an interview on ABS-CBN Bacolod’s "The Morning Show" program yesterday morning.

Their next project, said Fuentebaja, will be the construction of a Roll On-Roll Off (RO-RO) pier for the ferrying of cargo and other heavy traffic such a heavy construction equipment to other ports in the region particularly starting in the city and brought either to San Carlos City or Escalante’s Danao Port.

The long-term development of the Banago Port which has reverted to the government after some 50 years of temporary ownership by the Negros Navigation and Company (NENACO) reverted to the government after its lease expired recently.

Another improvement which would go a long way in returning the port to its old glory, said Fuentebaja, is the dredging of the surrounding area in order to build a four-hectare dry land area or a reclamation area.

Already inaugurated by the PPA is a spanking new port management building, a passenger building and surprisingly, the construction of a concreted road leading to the Banago Port itself.

The only hindrance to further long-term development is the declaration of a delineated zone by the city government which was not done and had lasted for a year already. It could have only taken a few months for the city to do it, if there is no malice intended in the yet - unacted request by the PPA, Bacolod lone district Congresman Dr. Anthony Golez said.

Once declared and approved by the city government, it will be endorsed to the Regional Development Council (RDC) and then to the seat of the national government Malacañang. Funds intended for any project in the declared delineated zone will then be released. It could amount to several billion pesos, the media was told.

Those who are in the immediate vicinity of the Banago Port could benefit immensely from its completed development. It could provide jobs to porters, cargo handlers, security guard, families of personnel and the marginalized groups and all those who in one way or the other, are connected with the Banago Port, Fuentebaja said. The volume of passengers could drastically increase cargo handling and other multiplier effects from the port’s development would ensue. Earlier, Congressman Golez was cited at the top of those who worked doubly hard to pave the way for the port development project.

Those NNF/NDB asked, are one in saying the city government should now do its share in ensuring the declaration of Banago Port by the City Council and the city government as a port zone so that more development could be realized.*

PPA allocates P100M for Tuburan Port Rehabilitation Project

The Philippine Ports Authority (PPA) will allocate P100 million for the proposed development of the Tuburan Port which serves as the local route from the Banate Port of Iloilo to the north of Negros.

The disclosure came from Rep. Alfredo Benitez of the third district of Negros Occidental, who was among the major proponents of the rehabilitation.

He said the design of the proposed port development has already been completed and is set to be presented to Mayor David Albert Lacson of E.B. Magalona.

Benitez reported that he was set to meet with Department of Transportation and Communications (DOTC) Secretary Manuel A. Roxas II to further discuss the Tuburan Port Project.

Roxas believes that the port could facilitate the sugar trade in Negros Occidental, considering that most of the sugar mills in the province are situated in E.B. Magalona.

He added that the port could also aid in the transport of sugarcane and other products between Negros and Panay Islands.

The rehabilitation plan was initiated by the management of the Victorias Milling Company for the hauling of sugarcane tops from Iloilo.

Golez, along with top officials of the Philippine Ports Authority and representatives of various local government offices inaugurated the Spanish designed Banago Port Terminal in Banago last week
Golez said these facilities are included in the first phase of the project, while the second phase will be the berthing facility for the RORO and the reclamation.

Vice mayor’s help sought on port zone delineation

PHILIPPINE Ports Authority (PPA) Port Management Office (Pulupandan) Manager Enrique Fuentebaja asked Bacolod City Vice Mayor Jude Thaddeus Sayson to help them endorse the port zone delineation (PZD) of Banago Port.

In his letter to Sayson dated July 20, Fuentebaja said that in connection with the PZD of Banago Port in Barangay Banago, Bacolod City, PPA submits the following documents: PZD processing stage indicator, revised proposed PZD plan, draft of executive order (to be submitted this week), and hydro or topographical survey plan.

He said they have submitted these documents to the Office of the Mayor in a letter dated October 10, 2011 and was endorsed on October 25 to Gloria Arguelles, OIC City Planning and Development Officer by City Administrator Rogelio Balo.

He said that after an initial meeting with the city administrator, a revised PZD plan was made by the surveyor, which was then submitted to the city administrator.

“With our apologies, the Office of the Vice Mayor has not furnished a copy because our normal practice in other LGUs (local government units) where we request endorsement for the PZD is that we course it first to the Office of the Mayor,” he said.

“We are hoping that the City Council, through you, will be able to assist us in our request for a favorable endorsement for the PZD of the Port of Banago so that the same can be favorably acted upon by the Regional Development Council (RDC)-Western Visayas,” he said.

Fuetebaja added that they are willing to present their PZD plan with the members of the City Council, adding that they will welcome suggestions on the matter.

Meanwhile, Sayson said the City Development Council (CDC ) approved a motion to hold in abeyance the request of PPA for an endorsement of the PZD and to create a committee to study the overall economic effect of the said port, in a meeting Tuesday at the Bacolod City Government Center.

The meeting presided by Mayor Evelio Leonardia was attended by the representatives from the business sector, non-government organizations (NGOs) and private organizations, Sayson said. (Carla N. Canet)

PPA endorsement request sent to Distrito's committee

The request of the Philippine Ports Authority for a legislative endorsement for the Port Delineation Zone, has been referred by the Bacolod Sangguniang Panlungsod to Councilor Caesar Distrito, the chairperson of the Committee on Laws, Ordinances and Good Government.

Last Week, the Sangguniang Panlungsod also referred to the Committee on Laws and to the Committee on Transportation and Traffic the letter of BREDCO president Simplicio Palanca opposing the Banago Port Development.

Distrito said he will schedule a public hearing and maybe consolidate it as it has similar concerns, one is for the Banago Port development, while the other is opposing it.

He also said they will hear both arguments, and the committee will decide on the action it will take.

The City Development Council decided to hold in abeyance the request of the PPA for an endorsement of a port zone delineation for the Banago port Tuesday and to create a committee to study its overall economic effect.*CGS

‘Bacolod fish port study finished’

The Philippine Fisheries Development Authority recently ended its engineering surveys for the plans to construct a fish port in Bacolod City, a press release from the Office of Bacolod Rep. Anthony Rolando Golez Jr. said.

Golez has requested PFDA General Manager Edgardo Chu to prioritize the construction of a fish port facility in Bacolod City, particularly in Brgy. Banago, the press release said.

He noted that the project that will be done by the PFDA will complement the recent developments made by the Philippine Ports Authority in Banago Port, it added.

The survey team, composed of Darby Macabata, Dante Tandoy, Allan Abes, Germilina Garcia and Patricia Raymundo finished their survey in barangays Tangub, Punta Taytay and Banago in Bacolod City on July 29, the press release said.

Macabata said in the press release that they found the fish port in Sibucao, Brgy. Banago the most feasible for a project. He also said that based on their survey, they will come up with a rehabilitation and expansion plan of the fish port in Sibucao.

Macabata said that based on their study, the fish port in Sibucao was constructed under the initiative of former Bacolod Rep. John Orola and is under the administration of Brgy. Banago officials.

Golez recently requested the PFDA to prioritize a fish port project in Bacolod City and office conducted the necessary survey, the press release also said.*
